It was upon motion of A. Levin seconded by C. T. Etchells resolved that proposal for bids be published for the week to be done according to the plans and specifications the week to be let in Section as a whole to be at the option of the Council until the 9th day of April 1883 at 10 o clock a.m. where the bids will be opened. The Council reserving the right to reject any and all bids.

15 April 4, 1883, City Minutes: Station 1, 111 N. Church Avenue, The time having arrived for opening bids for the contract for building City Hall, Engine House and City jail, the following bids were received and opened: W. H. Gayner offered to do the painting and finishing the material for. H. McCarly offered to do the plumbing and gas fitting for $ W. J. Doherty s bid for building City Hall and all for $5, and for Engine House was $3581: Total $ W. R. Geesens bid for change on main building City Hall and of Engine House is to be plastered outside it will cost $ Upon motion of A. Levin seconded by C. S. Etchells it was resolved that the contract for building the City Hall, Engine House and Jail be contracted to W. J. Doherty in and for the sum of $9135.oo as per his proposal, said building to be built and material furnished in conformity with the plans and specification as amended by Mr. Leatherwood now on file in this office. Said W. J. Doherty enter into a bond with the City in the sum of $ for the faithful construction and completion of the building within four months

20 March 10, 1908, City Meeting: The Fire Committee requested further time to investigate and report on the proposed new Fire apparatus and building and upon motion of Cooper seconded by Hutchism the meeting was ordered adjured to tomorrow evening March 12, at 7:30 p.m.

21 March 12, 1908, City Meeting: New Engine, Building, Alarm system Upon motion of Partridge seconded by Martin it was ordered that the City Clerk be directed to advertise for bid for following Fire Department supplies. One third size steamer and equipment, 3000 feet 2 1/2 hose, a complete Gamwell Ten Box Fire Alarm system successful bidder to take pay for same in Fire Department 30 year 4 1/2% interest baring Bonds at par and also to purchase for cash at par enough more of said Bonds to make $25,000 the total amount of the Fire department Bond issue.

33 June 22, 1908, City Meeting: Central Fire Station The Clerk states the object of the meeting is to be for the consideration of the report of the Fire & B & Land Committees and any other business that may properly come before the meeting. Councilman Partridge Chairman of the Building and Land Committee make verbal report that the B & L and Fire Committee to whom was referred the matter of selecting a sight for the proposed new Central Fire Station had thoroughly investigated the matter and recommend as such building sight the triangular part of Washington Park fronting on 12th Street between 5th Avenue and Sixth Avenue and further recommend that the building in not to cost to exceed $7, and that the city clerk be directed to advertise for Bids for the Plans for said building and upon motion Rasmessen seconded by Bail the report was adopted.

36 July 6, 1908, City Meeting: A petition signed by a number of property holders adjutant and adjoining Washington Park protesting against the building of an Engine or Fire House on said Park and requesting the building of a Fire House and City Hall combined in said Park was read. Councilman Partridge Chairman of the B & L Committee asked to withdraw the former recommendation of the Committee to build a Fire house in Washington Park and upon his motion seconded by Martin the City Clerk was directed to advertise for bids for plans for a City Hall and Fire House combined to be located in Washington Park upon Roll Call on the motion the vote resulted as follows Councilman Bail vote aye Having received 3 votes in the affirmative and 3 in the negative the Mayor votes aye and cast the deciding vote.

43 January 18, 1909, City Meeting: Chief Barkley reported that he had bought one horse at Hanshman and that within the coming week he would go to Gilbert Valley when he would undertake to purchase two more horses for the Fire Department thus completing the purchase of the three horses for the new steamer. Upon discussion of Chairman Partridge report relation to the erection of a permanent Fire House the question of the location of both a fire house and City Hall was evolved. Drachman stated that only $15, was available in his judgment an advised waiting another year or two for action on same. Jacobus stated that the present plans were designed for the City Park, but that the people are opposed to the erection of a City Hall and Fire House in ay public Park. After a general discussion on Fire Matters The Fire House and City Hall site, the Mayor suggested that as this Opened up the whole question of the erection of the City Hall and Fire House and as that subject was of great importance and involved several issues it should be deferred and made the main business of the next meeting whereupon Monday Evening January 25th 1909 was set aside for that purpose in the main.

45 January 25, 1909, City Meeting: Councilman Martin states that the intention of the Council Meeting tonight was to take up the matter of the Fire Station, combined City Hall and Fire station in the mill, and as Chairman of the building and Land Committee there were two propositions to consider. That we utilize the property belonging to the City, or a site in Washington Park which also belongs to the City for a combined Fire station and City Hall or otherwise to purchase other available private property as the Council may see fit. The wish of the Committee is that something be done and to put it up to the Council

55 February 15, 1909, City Meeting: Plans and specifications wee submitted by Holmes and Holmes and after some discussion upon motion of Councilman Martin seconded by Councilman Myers the same were accepted Carried and so ordered. Upon motion od Councilman Partridge seconded by Councilman Myers the City Clerk was instructed to advertise for sealed proposals for the erection of the Fire House on South 6th avenue which said advertisement the following was to be embodied. That each proposal shall be made on a form to be had upon application to the architects, the same to be accompanied with a certified check for $ to be forfeited should the bidder fail to execute a contract for the work and furnish a sufficient and satisfactory bond, within 10 days after written notice of the acceptance of his proposal, also that copies of the said Plans and Specifications may be had at the office of said Architects at No. 7 east Pennington St. Upon motion of Councilman Myers seconded by Councilman Drachman it was resolved not to consider bids from Local Contractors not licensed. Carried and so ordered

Davidson against the awarding of the contract for the erection of the Fire Station to Dan Evans was read and upon motion of Councilman Jacobs seconded by Councilman Drachman the same was laid on the table.

72 June 8, 1909, City Meeting: Councilman Martin of the Building and Land Committee also reported that the Fire House has been completed and accepted by the Committee and suggested that the Insurance thereon be increased. That the Gamwell Alarm System will be completed about June 25th That it is customary in fire stations to have a relief man employed to release men at meal times and give the regular men 2 days off a month. Upon motion of Councilman Monier seconded by Councilman Jacobus the Fire House was accepted. Upon motion duly made and seconded the Clerk was instructed to increase the Insurance on the new Fire Station $1, Upon motion of Councilman Drachman seconded by Martin the Building Inspector was instructed and given power to assist in getting bids and attending to the construction of the sewer to connect the New Fire station.

73 June 8, 1909, City Meeting: Upon the suggestion of the Mayor that insomuch as the City has control of the new Fire Station and should protect it against fire. Chief Barkley stated that the Hose Wagon and Hook & Ladder truck could replace in the Station is soon as a telephone was installed in the Station and that he would have a man sleep their until this was done. Upon motion of Councilman Martin seconded by Councilman Myers the Building and Land Committee was instructed to complete the Fire Station and with full power to act.

79 June 24, 1909, City Meeting: Councilman Disherman as Chairman of the Fire Committee stated that the new Fire House is now occupied by the Department that the small gas heater on the Engine is a mere gas stove and that in case of a fire at a short distance there would be a delay of several minutes before steam could be had and the Engine in operation that this heater is now located on the side of the Engine is bar, that he was not in a position at present timed to recommend any particular kind of heater but thought a small for the purpose available: Also that the coal now used is poor quality being full of slate and shale and recommended the purchase of Cinder Coal which is expensive but thought it available to have the best Further stating the Daniel Maye the Engineer is on a leave of absence from the SP. Co. that he has spoken to Mr. O Leary who has been after Mr. Maye to return to work, that as an employee of the R.R. he would make from $130 to $140 per month and that if the salary was raised Mr. Maye would like to remain in the service of the City and recommended that his salary be raised from $100 to $ per month. Also that the Clerk has been instructed to send to El Paso for a copy of the rules governing the department one of which and most important in regard to the use of Liquor in or about the Department Buildings and recommended the adaption of the El Paso Rules. Councilman Martin of the same Committee brought up the matter of a Steward. Councilman Disherman stated that he has advised with the Chief of the Department and as the By Laws of the Tucson Volunteer Fire Department provide for a steward he as Chief had named Harry Parker and in view of the extra duties of this position besides taking care of his 3 Engine horses recommended that his salary be also raised. Upon motion of Councilman Mayers seconded by Councilman Jacobus the salaries of Engineer Daniel Mayes was raised from $ to $ per month and of Harry Parker Driver of Engine form $85.00 to $ per month both effective July 1st Upon motion of Councilman Martin seconded by Councilman Jacobus the Fire Committee was instructed to look into the matter of a Steam Heater with power to act. October 5, 1909, City Meeting: Chairman Disherman of the Fire Committee reported on the defective condition and failure of the flooring in the stalls in the Fire House and recommended that Cement floors with plank covering be put in and on the report of Fire Chief Barkley recommending the purchase of 1 1/2 dozen rain coats for use in the Department. Chairman Disherman stating that this was above all the extra expense that the Fire Department would have to receive for the present year. After discussion by the Mayor and Council and Fire Chief and upon motion duly made and seconded it was ordered that the Fire Committee be authorized to proceed with the necessary work and purchase.

November 1, 1909, City Meeting: Chairman Disherman of the Fire Committee reported that the stalls in the Fire House had been renewed also that the name place and patch for the Engine had arrived and been placed on the engine. November 10, 1909, City Meeting: Chairman Disherman brought up the matter of the Old Fire Station and after discussion the Street Commissioner was ordered to tear down the building and to remove the salvage to the City Farm.
