2 The following will be the history of the TFD Fire Apparatus using photos, newspaper articles, documents and anything we can find about the TFD Fire Apparatus.

6 May 28, 1882, unknown newspaper article 1882 Disbandment of Tucson H. & L. Company No. 1 Twelve member of Tucson Hook and Ladder Co. met Saturday evening in Katz s store. It is not strange that such a small representation was in attendance, taking into consideration the little encouragement received by them during their career from the business men and voters of the community. If at the beginning they had been given proper support, and due confidence had been placed in their desire to benefit the city, Tucson long before this would have had a valiant fire department worthy of any town. A communication was rendered from H. C. Kiesel, treasure of the organization, giving a report of the cash on hand, namely $121.15, which he handed to the secretary, and also tendering his resignation. The report was accepted. After this a great deal of discussion was indulged in relating to the proposition of disbandment. Many argued that the company should continue; that if the citizens were now desirous of aiding a fire organization, the T. H. & L. Co, should receive the benefit. This was due to them because they had been recognized by the Common Council, and had been granted certain municipal privileges. Bitter remarks were uttered against those who were now giving their advice, assistance and time towards the establishment of a new company without any regard for the one at present in existence. They felt cast aside and utterly ignored. However, it was finally resolved, on motion of Mr. J. D. Bolyn, to disband, but not before it was ascertained that according to article 1 of the constitution, the company hadn t sufficient active members to remain in existence. The artic in question reads: This Company shall be known as the Tucson Hook and Ladder Company No. 1, and shall consist of not more than 65, or less than 25, active members Upon going over the, it was found that the following were the only twelve member remaining: W. F. Gutsch, Moses Katz, Sam Baird, J. D. Bolyn, John Hart, H. Schoenholtz, Nick J. Warlaumount, F. H. Burns, J. Goldbaum, Julius Czerwinsky, S. Goodfriend, H. P. Burns, Alfred J. Goldschmidt, Mark Lully, T. A. Burton. Before the resolution dismembering the organization was adopted, a motion offered by Mr. J. F. Ennis was carried, instructing the Secretary to divide among the sixteen active members, the $ is the Treasury. Therefore to each one will be paid the sum of $7.56. After those present-resolved their money the meeting adjourned nine pm, and thus ended the career of what was once thought to be the paternal company of te4h Tucson Fire Department.

Tucson June 15, 1882 To the Honorable the Mayor and Common Council of the City of Tucson Gentlemen Your Committee appointed to confer with a committee of the Tucson Fire Association respectfully report and recommend that the following apparatus be purchased and a suitable building for property housing the apparatus be constructed, mainly. Two Hose Carriages On Hook & Ladder Truck Two thousand feet Cotton Hose Engine House and appointments Total Estimated cost $ J. G. Hucke, Chairman, Albert Steinfeld, Alex Levin

8 June 16, 1882, Tucson City Minutes: 1882 The committee on appointment presented the following report. Tucson June 15, To the Honorable the Mayor and Council of the City of Tucson Gentlemen Your committee appointed to consider the amount needed for present necessities respectfully report and recommend as follows: That an election be ordered for raising the sum of $16, for the following purposes: Purchase of premises repairs on jail building. Street improvements purchase of pest house and grounds, estimated cost of $ , Two Hose carriages, one Hook and Ladder truck, 2000 feet Cotton hose, Engine house and appointments. Estimated cost $ Total $16, The above amount to be raised from the sale of City bonds to run for the term of ten years, drawing 9 percent interest annually. A Sinking fund to be established as seen as said bonds are issued of sufficient amount to retire said bonds at the expiration of the time for which they are issued. Your committee would recommend that an election be called for the 26th day of July A.D. 1882, for the necessary authority to issue said bonds. Respectfully submitted B. C. 21 1886 April 5, 1886, City Minutes: These are almost not readable?? Concerns the Hook & Ladder Co. Petition constitution and by laws for the formation of the Tucson Hook and Ladder Company No. One was presented. Upon motion of C. M. Smith and seconded by C.M. Stevens that constitution and by laws of said Co were referred to the Fire Department Co. for their recommendation and report. And upon motion of C.M. Smith seconded by C.M. Stevens the petition of said organization the Tucson Hook and Ladder Co. No. One was accepted said Co. to consolidate a point of the Fire Department of the City of Tucson and be entitled to all the privileges of the same in conforming with the ordinance 45 of said City to which the Co. of the also to notify the Chief of the Department.

22 1886 May 3, 1886, City Minutes: Formation of Hook & Ladder Co. No. 1 The Board having been called to order Mayor Rayfield claim the following proceedings were held. In reading the minutes of the last regular meeting it appears that the admitted that he also reported to the Chief Engineer of the Tucson Fire Department the formation and acceptance of the Common Council of the City of Tucson Hook and Ladder Company No. One the minutes were so recorded and after being corrected approved.

23 May 4, 1886, City Minutes: 1886 Report of the Committee of the Fire Department was read and ordered to be filed in file. In said report the Committee recommends for the use of the Tucson Hook and Ladder Co. purchase of the Village Hook and Ladder which was represented in catalogue of G. G Carleton of Chicago. Upon motion of C.M. Sullivan seconded by C.M. Gifford the report of the Committee was received and the recommendation as set forth adopted. Upon motion of C. M. Sullivan seconded by C.M. Gifford the Chief of the Fire Department was authorized to correspond with parties and dealing in Hook and Ladder trucks such as above set forth regarding the and said can be furnished to the City, and so ascertained to to be sold an the and their publication be also made an a paper published in Tucson for a not to regarding The furnishing of said Hook and Ladder truck to the City.

25 May 10, 1886, City Minutes: 1886 For the purpose of furnishing the City of Tucson with a Hook and Ladder truck as per plans and specifications filed with the City Clerk and for which said object previously having been solicited by publications for sixteen days in the Daily Star a newspaper published in this City The following bids for furnishing the City of Tucson with a Hook and Ladder truck having been filed with the City Clerk saved opened and read and it appears from the same that Storm and Hughes offers to furnish Hook and Ladder truck as described in

Sullivan the bid of Mr. Stevens & Hughes was accepted. Upon condition that they furnish a Hook and Ladder truck as per plan and specification and to be delivered to the City of Tucson at the Rail Road Depot in said City of Tucson free of all freight charges and within the period of four months from date for the sum of Five hundred and forty seven dollars. There not being any further business before the Board upon motion of C.M. Samaniego duly seconded the Council adjourned.

30 July 7, 1886, City Minutes: 1886 C.M. Stevens who has contracted for the furnishing of a Hook and Ladder truck to the City required of the Council of said Hook and Ladder truck was upon his believing to be paid for a cash or warrants by C.M. Sullivan warranted that when the time came for the delivering of the Hook ad Ladder truck the Council could then ask for the payment and to satisfy the contractor regarding the payment he would make the following motion. C. M. Sullivan seconded by C.M. Gifford resolved that when the arrival and acceptance by the City of Tucson of said Hook and Ladder truck that same be paid for in cash, that said Hook and Ladder truck be neatly painted and lettered Tucson Hook and Ladder No. 1 December 5, 1886, City Minutes: C.M. Smith have made a motion which was seconded by C.M. Driscoll to have the Hook and Ladder truck accepted by the city.

31 December 7, 1886, City Minutes: 1886 Accepted Hook & Ladder Truck. C.M. Gifford made presentation which was seconded by C.M. Sullivan that the Hook & Ladder truck be not accepted by the City of Tucson for the reason that the Committee of the Fire Department had responded adversely on the same.

39 January 3, 1887, City Meeting: 1887 C.M. Gifford Chairman of the Committee of the Fire Department have called for the report of the Chief Engineer said department so as to ascertain from said report weather said Department approved of the of the Hook and Ladder truck. The Clerk read said report and upon motion of C.M. Gifford seconded by C.M. Smith was ordered to be placed on file. C.M. Gifford then called the attention of the Board to the fact that in the report of the Chief Engineer of the Fire Department no mention had been made whatsoever of this particular Hook and Ladder truck, that arrangement and that purchases had stated that they would not accept said Hook and Ladder truck if offered to them as they did not deem the extension ladder safe. C. M. Stevens read have shared letters concerning the material used on said ladder.

40 January 3, 1887, City Meeting: 1887 City Atty Franklin was requested to give his opinion on the subject. Stetting fourth that whereas nothing has been determined between the Council and the contractor the of to be used in the ladder it a question to as determined by the Board whether the ladder was safe and applicable for the purpose for which it was to be used. This questions not bring one of law but of fact and for the Council to be decided. C.M. Smith and Sullivan both gave opinion on the subject. Upon motion of C.M. Samaniego seconded by C.M. Gifford the Council decided not to accept the Hook and Ladder truck upon the ground that they due not deem the extension ladder safe. The recommendation of the City Treasurer Assessor and Collector and of the City Clerk were presented to the Board and upon motion of C.M. Smith seconded by C.M. Gifford were referred to the Finance Committee

41 January 3, 1887, City Meeting: 1887 Upon motion of C.M. Samaniego seconded by C.M. Miltonberg it was resolved that the vote had been right in verifying the Hook and Ladder truck furnished by Mr. Stevens and Hughes be re considered. Whereupon, upon motion of C.M. Samaniego seconded by C.M. Smith the Hook and Ladder truck furnished by Stevens and Hughes was accepted. C.M. Stevens not voting he being an interested party. C. M. Stevens have stated to the Board that their firm had incurred a good deal of expenses in testing the strength of the extension ladder and asked that the Board to reimburse them to the amount of $ Upon motion of C.M. Smith seconded by C.M. Miltonberg the motion was put before the Board for said reimbursement receiving only too value it was declared cost. Upon motion of C.M. Stevens seconded by C.M. Samaniego the vote was reconsidered and upon the formal motion of C.M. Smith seconded by C. M. Miltonberg the said voting whether to allow the $25.00 to Stevens & Hughes were voted on by the Council upon call for vote resulted as follows. C. M. Miltonberg voted Aye, C. M. Smith voted Aye, C.M. Samaniego voted No, C. M. Reid voted No

42 January 3, 1887, City Meeting: 1887 C.M. Gifford guessed his vote for the purpose of having C. M. Stevens vote first when before C. M. Stevens voted aye and then C. M. Gifford voted no. The vote resulting in a tie vote the Mayor voted aye and declared the motion carried. The City Clerk was instructed to draw a warrant on the City Treasury in favor of Stevens and Hughes for the Hook and Ladder truck and for the expense in testing the extension ladder for $

55 October 7, 1895, City Minutes: Salaries 1895 Chief of fire Department addressed the Council regarding fire protection. In the matter of chemical engine, moved by Schumacher and recorded by Miller that the matter be referred to the Fire Committee, carried and so ordered.

56 1896 August 3, 1896, City Minutes: A report from the Chief of Fire Department reposting the necessity of purchase of a chemical engine for the city was read. The matter was discussed by the council Moved by Schumacher 2nd by Burkhalter that the report be referred to the Fire Committee, carried. Moved by Bukhalter seconded by Miller that the city Recorder be instructed to write to the Chief of Fire Department in the cities of Denver, Kansas City, Los Angeles and San Antonio for information regarding use, adaptability, and general us fullness of chemical engine, also to the different firms having engines, chemicals etc. for sale regarding prices etc. and that recorder write for information regarding repairs on Babcock extinguisher was belonging to the city. Carried all members voting aye.

57 August 8, 1896, Arizona Weekly Citizen: 1896 September 8, 1896, City Minutes: A report of the Fire Committee, recommending the purchase of a chemical engine, was read. Moved by Schumacher seconded by Miltenberg that report be accepted and placed on file carried and so ordered. A communication and proposal for furnishing the city with a chemical engine from the Broslin Morris Hose Co. of San Francisco was read. Moved by Schumacher, seconded by Burkhalter that the proposal be referred to the Fire Committee and that the Committee decide upon an engine price and class, and report to the Council for approval, carried.

After considerable discussion by members of Council on the acceptance of the Chemical Engine it was moved by Johnson 2nd by Dodge that the City Recorder be authorized to notify Muskegon Chemical Engine Co. that the Engine would not be accepted unless the Co. would accept a City manual in said form as issued necessarily by the City payable in like manner. Insomuch as the Muskegon Co. had not delivered the Engine as per contract now on file in Clerks office-carried. One third size steamer and equipment, 3000 feet 2 1/2 hose, a complete Gamwell Ten Box Fire Alarm system successful bidder to take pay for same in Fire Department 30 year 4 1/2% interest baring Bonds at par and also to purchase for cash at par enough more of said Bonds to make $25,000 the total amount of the Fire department Bond issue.

The Fire Engine has been put in service in temporary quarters at the Arizona stables for the monthly rental of $30.00 the same to include quarters for the Engines 3 horses and 2 men. 2nd. That the American Fire Hose Co. has been communicated with and asked if upon a telegraphic order they would deliver to the City the necessary equipment to enable the City to use 3 horses on the new Engine it having been determined by the Fire Committee and Chief Barkley that 3 horses of fair weight would be probable and more economical that the use and dependence upon 2 horse of extraordinary weight. Motion of the recommendation of the Committee on Team and Driver for the Hook and Ladder of placing the hose carts in both ends of the City and the installation of the alarm system was deferred until next meeting.

Calmes, Robert Allen, Geo. R. Dunn, Daniel Maye and W. R. for the position of Engineer of the new Fire Engine and from Chas A. Blackhorn, Ed Wassingieher, T. H. Finn, Clarence H. Bauer, J. T. Johnson, Earl Dollarhide and B. F. Finn for the position of Driver of the same. Also the petition of Nabor Cruz and Jesus J. Duste for the position of Driver of Chemical Engine #1. The Mayor appoints Daniel Maye Engineer of Steamer on 60 days trial and upon recommendation of Chief Barkley appoints Nabor Cruz Driver of Chemical Engine #1 and upon motion of Partridge seconded by Drachman the appointments were confirmed.

142 1908, March TFD 1, 1909, City Meeting: Councilman Partridge Chairman of the Fire Committee reported unfavorably on the petition of the two Electricians for a special wire line in the city and further reported that Daniel Maye was ordered to report to the SP. Co. for service and only holding a temporary or trial position with the City recommended him as a good reliable, sober and industrious person: also that a notice had been inserted in the daily papers directing and asking the public to cooperate with the Fire Committee in the matter of turning in fire alarms by telephone. The Mayor suggested to advisability of connecting the new Jim Steamer with a water heater in the present temporary quarters to elevate the serious delay in getting up steam and after discussion the matter was referred to the Fire Committee. The Mayor stated that inasmuch as Daniel Maye was only appointed for 60 days on trial and he having given satisfactory service and having been recommended by the Fire Committee he wished to make the appointment permanent and upon motion duly made and seconded the said appointment was confirmed.

143 1908, March TFD 15, 1909, City Meeting: Councilman Partridge of the Fire Committee reported that the three horse hitch was completed with the exception of the Collars and snaps necessary and thought the same would arrive shortly and that when the same was ready for use the doors as the temporary Fire Station would need altering. That two Fire Apparatus Companies had been written to in reference to a heater for the Fire Steamer and that Mr. Russell is installing a heater now to try out and show that it is more economical and if this proves satisfactory, pipes could be laid in the new Fie House before the concrete floor is put in. That he had suggested to Mr. Brown, Superintend of the Water Department, that he get estimates on a telephone line to be run to both Pumping Plants and asked him if the oiling and painting of the Fire Plugs had been completed. Much discussion in this meeting on telephone lines from water Co to Fire House and for fire calls.

J. Boleyn the Fire Chief of the Fire Department of the City whom the only protection was the Bucket brigade and who had taken an active part in the department since its inception until the present time. Upon motion of Councilman Partridge seconded by Councilman Drachman the Clerk was instructed to notify D. J. Boleyn of the action of the Council and to procure a metal plate inscribed Jack Boleyn No. 1 the same to be placed on the new Steamer. Upon the Clerk stating that the fire Engine driver and Engineer at the Scott Street Station had a mascot which was not licensed, which said mascot accompanied the Engine on all runs and did regular volunteer fire service it was upon motion duly made and seconded, ordered that the a gratuitous Dog license be issued for Jack the Mascot.

Chief Barkley stated that the Hose Wagon and Hook & Ladder truck could be placed in the Station is soon as a telephone was installed in the Station and that he would have a man sleep their until this was done. Upon motion of Councilman Martin seconded by Councilman Myers the Building and Land Committee was instructed to complete the Fire Station and with full power to act. The resignation of Nabor Cruz Driver of the Chemical Engine was read and upon motion duly made and seconded accepted. The Mayor upon recommendation of Chief Barkley Fire Chief appoints Alex McNeil as Driver of the Chemical Engine and upon motion duly made and seconded the appointment was confirmed.

155 1908, June 24, TFD 1909, City Meeting: Councilman Disherman as Chairman of the Fire Committee stated that the new Fire House is now occupied by the Department that the small gas heater on the Engine is a mere gas stove and that in case of a fire at a short distance there would be a delay of several minutes before steam could be had and the Engine in operation that this heater is now located on the side of the Engine is bar, that he was not in a position at present timed to recommend any particular kind of heater but thought a small for the purpose available: Also that the coal now used is poor quality being full of slate and shale and recommended the purchase of Cinder Coal which is expensive but thought it available to have the best Further stating the Daniel Maye the Engineer is on a leave of absence from the SP. Co. that he has spoken to Mr. O Leary who has been after Mr. Maye to return to work, that as an employee of the R.R. he would make from $130 to $140 per month and that if the salary was raised Mr. Maye would like to remain in the service of the City and recommended that his salary be raised from $100 to $ per month. Upon motion of Councilman Martin seconded by Councilman Jacobus the Fire Committee was instructed to look into the matter of a Steam Heater with power to act.
