1 The Prescott - Russell Secondary Schools Athletic Association Constitution Updated 2014 Article I - Name This association shall be know as the Prescott-Russell Secondary Schools Athletic Association. Article II- Aims, Objectives and Philosophy 1. All member schools agree that these are the guidelines by which the association will live. No member shall seek to evade or break the spirit or the letter of this article and this constitution. 2. To promote by scheduling and governing an excellent extra- curricular sports program for students among the schools of the Association. 3. To encourage and promote a high degree of sportsmanship. 4. To promote and maintain a spirit of harmony. 5. Athletes should be encouraged to enjoy and take pride in their individual accomplishments, and at the same time realize their contribution to the school. All coaches and athletes must be aware that they represent themselves, their school and the PRSSAA on all occasions. This philosophical base proceeds from the assumption that we are dealing with students and as such, no athletic program will make demands on students which interfere with their academic success. Article III - membership Section I The Association shall consist of the following member schools: École secondaire catholique de Casselman (ESCC) École secondaire catholique Embrun (ESCE) École secondaire catholique Le Relais (ESCLR) École secondaire régionale catholique Hawkesbury (ESCRH) École secondaire catholique L Escale (ESCL) École secondaire catholique Plantagenet (ESCP) École secondaire publique Le Sommet (ESPLS)

2 Rockland District High School (RDHS) St-Francis-Xavier Catholic High School (STFX) St-Thomas Aquinas Catholic High School (STACHS) Vankleek Hill Collegiate High School (VCI) Académie de la Seigneurie de Casselman (ASC) Russell High School (RHS) Section II School colours will be as follows: ESCC: white and navy ESCE: red and white ESCRH: yellow, blue and red ESCP: black, white and grey ESCL: blue and white ESCLR: green, white, burgundy VCI: red and white ESPLS: blue, gold and grey RDHS: burgundy, grey, blue St-FX: gold and navy STACHS: black, burgundy, white ASC: royal blue, yellow, white RHS: Black, Red Note: the first color is the dominant color. Teams must respect the dominant color guide. Visiting team is responsible for wearing a different color when both teams, respecting their color scheme, are the same. Section 3-1 Non-member schools in and outside the district wishing membership shall make a written application to the president and indicate a willingness to abide by the articles of the constitution, rules regulations and By Laws of the association. They may then be

3 admitted by a two-thirds majority of the members present at an athletic directors meeting of the Assoctiation to provisional PRSSAR membership for a period of one year. Section 3-2 A school, which completes its provisional membership, may be admitted to permanent membership by a two-thirds majority vote of the members present at the general meeting of PRSSAA. Section 4 In order to be a member in good standing, the AD must be in attendance at the AGM. If that school does not have an AD, the responsibility of that school falls to the administration of that school. Unable to fulfill this responsibility will mean a suspension of up to one year for all sports. Article IV Officers Section 1: The officers of the Association shall be; i) A president ii) A communication officer iii) An athletic director or a representative from each member-school iv) A treasurer v) A secretary vi) The principal of the president Section 2: Length of term The president will be voted upon annually at the AD meeting in June, unless acclaimed. Should no member school be willing to stand the following rotation will be used to determine who will stand as president for the calendar year: ESCLR, STFXCHS, ESPLS, STACHS, ESRCH, ESCL, RDHS, ESCP, VCI, ESCC, ESCE, RHS, ASC. The representatives will be appointed by the physical education staff (and instructors) of their respective school at the same meeting. The communication officer will be elected for a 3 year period. Section 3: Any representative or athletic director unable to fulfill his duties must find a substitute within the staff members. Section 4: A member of the administration of the upcoming year s president s school must be in attendance at the June AGM meeting.

4 Article V - Duties of Officers Section 1: Duties of the president. He shall: i) Conduct all general meetings; ii) Send out notices of meetings with agenda at least one week prior to each general meeting; iii) Make decisions of an executive nature which he deems necessary between Association meetings; iv) Represent or delegate a representative of the Association at any function requiring its representation; v) Act as a representative for our association at EOSSAA; vi) Act as chair for the board of reference. Section 2: Duties of the communication officer i) Send promptly information he/she receives from EOSSAA and OFSAA to the representatives from every school under the Association; ii) Responsible for ensuring there are convenors for the up coming sports season and communicating that information to the member schools. iii) Ensure that the information is updated on the league website Section 3: Duties treasurer. i) Oversee accounts and financial statements for PRSSAA ii) Present an annual budget at the end of year AGM iii) Payment of all PRSSAA invoices, including: PRSSAA Levy, EOSSAA Levy referee invoices etc Article VI - Proceedings Section 1: Representation The eligible members are the Principals and or his representative(s); the Athletic directors and Physical Education teachers and the coaches of member schools. Section 2: Frequency i) a general meeting shall be held in June after the EOSSAA AGM (election of executive and conveners) Section 4: Voting

5 i) Constitutional issues shall be decided on the basis of one vote per member school by secret ballot; ii) Total number of votes is 13; iii) The President gets the right to vote only in case of a tie; iv) All other matters including By-Laws, shall be decided by a simple majority vote of all eligible members present and the maximum number of votes per number school shall be one. This vote may be taken by secret ballot at the discretion of the President. In case of a tie, the President shall cast the deciding vote. Section 5: Agenda i) Proposed topics for discussion shall be sent to the Secretary ten days before the annual general meeting ii) Any topic not being submitted before the required limit of time will be treated under others iii) The agenda shall be: 1) Reading the minutes 2) Business arising from the minutes 3) Correspondence from EOSSAA 4) Unfinished business 5) New business 6) Election of new executive 7) Election of board of reference 8) Adjournment Article VII Constitutional and SAC Amendments 1) Constitutional amendments shall be made only at the Annual General Meeting. 2) Any proposed constitutional amendment must be presented in writing as a notice of motion 7 days before the June meeting. 3) Any SAC motions must be presented in writing as a notice of motion 7 days before the Dec/June meeting. 4) Amendments shall be passed by a majority of the member schools present (see Article VI) 5) All Amendments become effective the first day of school of the next school year. Article VIII Affiliation This Association through its membership in EOSSAA is a member of OFSSA.

6 Article IX - The Constitution This constitution shall be reviewed, revised and reprinted as deemed necessary by the membership. Article X - Eligibility The eligibility rules as specified by the EOSSAA constitution must be observed by all competitors in the Association. Section 1: Eligibility of coaches The coach and/or manager (other than student assistants) shall be a member of the teaching staff concerned. Approval of non-teacher coaches shall be left to the discretion of the principal concerned. A teacher must accompany the team and be present on the bench. i. A coach that receives a game ejection (red card, game ejection, game misconduct) must be referred to the board of reference immediately by the convenor and or a teacher present at the game and or referee in charge. ii. A coach who has been referred to the board of reference for conduct detrimental to fair play, the said coach wont be allowed to serve as coach under any circumstances before the final decision of the board of reference. The decision of the board of reference is final and cannot be appealed. Section 2: Eligibility i) All competitors in PRSSAA contest must be eligible under the E.O.S.S.A.A. Constitution eligibility rules. iii) Once a competitor has chosen to play in a higher category for a sport or activity, he must remain in this category for the same sport for that year following his or her 2 nd game with that team. iv) A player must have played in at least 2 regular league games for a team to play in the playoffs with that said team. v) A player must compete in only one classification in any playoff or championship meet or series in the same season in any one sport. vi) A player transferring schools must follow the OFSAA transfer policy. vii) The roster will be the official document for competitor classification. This list must be sent to the convener before the first regular season game. The number of competitors will be specified in the rules for each sport. viii) For any additions to the roster, the coach should contact the convener before the game (telephone, fax or ). This addition should respect the following conditions:

7 1) number of players allowed 2) a player removed from the roster for the season may not come back. Section 3: School classification A school shall represent our association to an EOSSAA championship under it s school classification from EOSSAA s numbers. Whereas a school would want to declare up for one sport in particular (i.e. from A to AA) it will have to do so in writing prior to its first league game to the league president, to the convenor and to the communication officer. Article XI - Eligibility Procedure i. All eligibility list need to be produced using the AELS registration system found on the OFSAA website. ii. All eligibility lists need to be approved by that schools principal and athletic directors. Its is the athletic directors responsibility to ensure that all competitors in PRSSAA contests are eligible under the E.O.S.S.A.A. Constitution eligibility rules, as per section 2 of the constitution. Article XII - Board of Reference 1) There shall be a Board of Reference consisting of at least 4 members or the association of the PRSSAA and its president and the sport s convenor. 2) The Board of Reference shall deal with all matters pertaining to eligibility of schools competitors, interpretation of rules and regulations and protest of specific sport. 3) All decisions of the Board of Reference are final and may only be appealed upon submission of new evidence. 4) If a member(s) of the executive has his school involved in a protest, he will automatically be excluded for the Board of Reference and be replaced by a neutral member school selected by the chairman. 5) The league president is to be the chair of the Board of Reference thus allowing to have the final vote if a tie occurs. Section 1: Procedure i) All protests must be in writing to the convener of the activity, to the president and to the school concerned within five days following the contest in question. ii) All protests must be signed by the Principal or Vice-Principal, the athletic director and the coach of the team making the protest. iii) It is the convenors responsibility to obtain in writing a report from the officials for said game to be used as a point of reference by the board.

8 iv) In order for the board to convene, a $100 levy will be imposed on the school filling to have the board of reference. The levy will be reimbursed if said school wins their appeal. Section 2: Grounds for protest i) Violations of the PRSSAA constitution. ii) Violation of the general and special rules governing PRSSAA activities. iii) Violations of playing rules approved by PRSSAA. BY-LAWS This association may make amend or repeal By-Laws as deemed necessary for the conduct of the business of the Association. For voting see Article VI - Section 4. By-Law 1 Sponsored Activities This association shall sponsor as many as feasible of the activities under OFSAA: By-Law 2 Conveners Section 1: Conditions of office i) There shall be a convener for each of the sponsored activities. ii) A convener is named on a yearly basis. iii) In case no convener is found or named at the respected deadline (1 st Sept; 1 st of Nov.; 1 st of March), no championship for that sport shall be played that year. Section 2: Duties of Conveners i. A convener s report shall be submitted at the executive meeting in December or in June. ii. Submit to the Association any changes in regulations governing their activity for vote by the Association. iii. Announce forfeiture or rescheduling of contests, to coaches, schools, etc. iv. Report suspension of any player to the Executive and all member schools. v. The convener s records are to be kept in a portfolio. vi) The conveners for the following year will be chosen at the meetings in December and in June. vii) The convener will send a copy of any changes to the rosters to all member schools.

9 viii) The convener shall present the schedule at the coaches meeting before the beginning of the season. iix) The convenor will be responsible for the ordering medals ix) The convenor will be responsible for submiting all invoices to the treasure for payment. Section 3: Logistical Information 1. ESCP : 1 soccer fields, 6 badminton, 1bball, 2 VB 2. ESCRH: 3 soccer fields, 6 courts badminton and 2 volleyball, 1 bball 3. St-FX: 2 soccer fields, 1 BB, 6 Badminton, 2 VB 4. ESCE: 1 soccer fields, 1BB, 4 Badminton, 2 VB 5. ESCLR: 3 soccer fields+ 1 BB, 6 Badminton, 2 VB 6. ASC: 1 gym + 1 soccer field, 4 Badminton, 2 VB 7. ESCC: 2 BB, 4 VB gyms + 2 soccer fields, 12 Badminton 8. ESPLS: 2 Soccer, 1BB, 6 Badminton, 2 VB 9. RDHS: 1 Soccer field, 1BB gym, 2 VB gym, 6 badminton 10. VCI: 2 soccer field, 1BB gym, 2 VB gyms, 4 badminton 11. ESCL: 1 soccer field, 2 BB gym, 12 Badminton,, 4 VB 12. RHS: 1BB, 4 Soccer, 6 Badminton, 2 VB 13. STA: 1 soccer, 6 Badminton, 1 Basketball, 2 VB By-Law 4: Trophies 1. Care of trophies shall be the responsibility of the winning school. 2) Cost of such care and inscription shall be borne by the winning school. 2. The school which holds any trophy or award which is up for annual competition must see that such trophy is present at the game or competition where the new winner of such trophy or award is to be decided. 3. All winning athletes shall be given a medal after the championship game. By-Law 5: League costs 1) All operational costs for the league are to be paid equally between participating teams. 2) If a school fails to complete its season after the season officially starts, this school will have to continue to pay its fees to the league (pro rata as an active team would) for the rest of the season. As per By Law 6, the school defaulting their season wont be allowed to participate in the same sport and category (Jr Sr Girls and Boys) for the next season.

10 By-Law 6: Penalties 1) Any contest in which an ineligible contestant participates is liable to forfeiture by the offending school and/or lost of the game/series. 2) Any competitor who participates in a PRSSAA competition league, meet or tournament before he is properly registered is ineligible and the team for which such player competes is liable for forfeiture of all games in which ineligible player has participated. 3) When a team refuses or is unable to play a scheduled game, that said team will be responsible for all official costs for that game. 4) A team that is unable to complete its season the offending school wont be allowed to participate in the same sport and category (Jr Sr Girls and Boys) for the next season. By-Law 7: Deportment 1) Any school team entering PRSSAA sponsored competition must be under the rules of conduct and behavior from EOSSAA/OFSAA. By-Law 8: Rules and Regulations 1) Rules and regulations of each sport should be sent to all member schools. 2) One copy of such rules and regulations should be sent to the President to be kept on file. 2) A copy of the rules and regulations should be posted on the league website. 3) All rule changes should be circulated and/or available to member schools. 4) That any motion voted on and passed during the year must remain in effect for one year unless it is felt by the PRSSAA executive that there is sufficient material to warrant the re-opening of a motion for discussion and possible change.
