2 Constitution Of the Oklahoma Soccer Coaches Association Of Oklahoma Article I Name The name of this organization shall be the Oklahoma Soccer Coaches Association or OSCA. Article II Creation of the organization This organization was created with the consent of a representative group of soccer coaches. Article III Objectives The objectives of this association shall be: a. to help maintain the highest possible standards in athletics and the coaching profession and to work together for the improvement of the conditions in Oklahoma high school soccer. b. to secure a better understanding of the problems of high school coaching c. to endeavor to improve all phases of high school soccer by aiding the coaches in securing a more thorough understanding of the sport. d. to have a representative group of coaches to which may be referred athletic programs of general interest in the hope of creating better relationships between schools, players, fans, and officials. e. to promote good fellowship and social contacts among coaches. Article IV Membership Section 1: There shall be two classes of membership in this association: active and associate. Section 2: Active memberships shall include those actively engaged in the profession of coaching or promoting soccer in the schools in good standing with their state activities association. Section 3: Associate membership shall include any individual who is interested in the soccer-coaching field, but who is not actively coaching at the time of enrollment. Section 4: Membership enrollment at regular prices of $50 will close February 1. Those wishing to become members after February 1 deadline must pay a $75 late fee. No membership dues will be accepted after the nominating meeting. Section 5: OSCA will recognize outstanding accomplishment of coaches at the varsity level in Oklahoma according to the following criteria: 50 victories -- certificate 75 victories -- plaque 100 victories watch Page 2

3 Victories at all regular season varsity matches (including post season) and combined boys and girls games will count toward recognition. JV games, alumni games, all-state games, scrimmages or out-of-season competitions are not counted toward recognition. The Awards Committee shall recommend special recognition awards to be granted at OSCA s discretion to long term coaches. Section 6: The Board of Directors will annually select a member of the association for outstanding contributions to the game of soccer and designate that member the winner of the Outstanding Service Award. The Awards Committee shall determine criteria for the selection of the award, but the award should alternate between East and West sides of the state and nominations would be accepted at the annual meeting. Article V Cancellation of Membership Section 1: Membership in the association shall be suspended at the end of each fiscal year. Suspension shall be lifted with the payment of annual dues. The fiscal year of the association shall be from August 1 to July 31 of each year. Section 2: Any membership may be suspended by two-thirds vote of the Board of Directors. Section 3: Any member whose membership has been canceled by a vote of the Board of Directors may appeal directly to the association for reinstatement at the regular annual meeting (third Wednesday of January). The action of the majority of the members present shall be final. Section 4: Members leaving their active support or coaching roles during a membership year shall automatically be associate members for the rest of the year. An active member changing schools after enrollment takes that membership with them if the member purchased such membership. Membership purchased by the school of such a member remains with the school that purchased the membership. Article VI Dues The Board of Directors shall determine annual membership dues of the association. Association needs, inflation, operating costs and services shall guide that determination. Active and associate memberships shall command the same dues. Article VI I Voting Only active members shall be allowed to vote. Voting shall be either by voice or ballot. Article VIII Officers Section 1: A president shall have a one-year term. The vice-president shall be elected annually and shall succeed to the presidency at the end of the president s one year term. The vice-president shall be chosen alternately from the east and the west side of the state. Section 2: In order to be eligible for the office of president or vice-president, the candidate must (1) have served at least two years as a high school soccer coach, (2) have membership in OSCA, (3) have state certification. The secretary and the treasurer may be selected from within or without the coaching profession. Section 3: The Executive Officers shall have at their discretion the responsibility for creating and filling special appointive offices to meet the needs of the association. Such offices can be eliminated by the Executive Officers. Article IX Duties of the officers Page 3

4 Section 1: It shall be the duties of the president and the vice-president to perform such duties as pertain to their respective offices. Section 2: It shall be the duty of the secretary to supervise all correspondence for the association, maintain a roster of all members, and send notices of meetings. Section 3: It shall be the duty of the treasurer to attend to the finances of the association. The treasurer shall make a detailed financial report to the members each January at the annual meeting. Article X The Board of Directors Section 1: The Board of Directors shall consist of the Executive Officers (president, vice-president, and secretary-treasurer) and the district representatives. The machinery for determination of regions and districts within the state is the responsibility of the Board of Directors. Section 2: Election of the district representatives shall be a function of the Advisory Committee whose members must obtain information on the standings in each of the districts. Section 3: With reclassification or addition of new classes within soccer, it will be the express responsibility of the Board of Directors to provide equitable representation for all classes. Such equitable representation should be based on the number of teams per class as near as feasible and reasonable. Section 4: The Board of Directors shall have complete control and management of the affairs, funds, and property of the association. Article XI Committees The president shall have the power to appoint any necessary committees in addition to the following standing committees: Finance, Advisory, Publicity, Site, Education, Awards, Membership, and Governance. The duties of each committee shall be written in the by-laws. The following sub-committees shall report to the Site Committee: Program, Uniforms, Rings, and Referees. The duties of each sub-committee shall be written in the by-laws. Article XII Election of Officers Section 1: Nominations shall be made by the Board of Directors or from the floor in an open meeting. Section 2: The election shall be under the direction of the highest officer not in contention. Section 3: The candidate for each office who receives the majority of votes cast for that office shall be elected. Section 4: In the absence of the vice-president, a senior member of the Board appointed by the Board of Directors shall fill this office until the next election. Article XIII Meetings Section 1: The regular meeting of the association shall be held the third week of January. Section 2: A quorum shall consist of the active members present. Article XIV Order of Business Section 1: The usual order of business shall be as follows: a. Call to order by the president b. Report of the Board of Directors Page 4

5 c. Report of the soccer advisory committee d. Reading of the minutes of the previous meeting e. Committee reports f. Old business g. New business Article XV Amendments Section 1: Any proposed amendment shall be submitted in writing to a member of the Board of Directors. Section 2: The proposed amendments, together with the opinion of the Board of Directors, shall be read at a regular meeting. A two-thirds majority of the active members present shall be necessary for the adoption of the said amendment. Article XVI All-State Game and Team selection Section 1: The OSCA will sponsor annual boys /girls all-state soccer matches. The Board of Directors with recommendations from the Site Committee will have the sole authority to choose the site and times of the annual all-state matches. Section 2: The Board of Directors shall establish rules, regulations, and standards governing the selection procedures for all-state. Section 3: It shall be the responsibility of the Board of Directors to establish a standard procedure for naming the coaches for all-state games. Article XVII Duties of district representatives Section 1: Attend all meetings of the Board of Directors. Section 2: Serve as an advisor to the Executive Officers. Section 3: Notify all non-members of the final deadline for joining the association. Section 4: Nomination forms for all-district and all-state should be given to the district representative at the beginning of the selection meeting. Section 5: The district representatives are responsible for organizing the district coaches or the school s all-district team. The district representative will provide the Executive Officers with a copy of the district team and its selection of all-district coach. The district representative will also ensure that the guidelines developed by the association for alldistrict nominations are followed. Section 6:The all-state team is chosen by the coaches. A coach may nominate up to three (3) senior players from his/her team. Two may be selected to play for the all-state team. A fourth player may be nominated to serve as a goalkeeper. All-State teams shall have a maximum of twenty (20) players and a minimum of eighteen (18) players (including two goalkeepers). Should an all-state team not have enough players to meet the minimum team size following the nominating procedures established in the by-laws due to lack of coaches present to nominate them, the district representatives and coaches present will select player(s) of the next lower numerical ranking regardless of whether the school has already placed two players on the all-state team. In the event a lower ranking player is not available, coaches present may nominate seniors from the nominees submitted until the minimum team size is reached. There shall be one vote per school. Section 7: The president will notify the coaches, the district representatives, and the Executive Officers of the time and place of the meeting for selecting the all-state players and coaches. 6 Section 8: The all-state teams and coaches will be announced within 14 days after the state championship game. The Executive Officers will notify the media of the player and coach selections. Section 9: Twenty players will be selected from the west schools and twenty players will be selected from the east schools. Players selected to the team but who do not participate in the game will not be considered an all-state player. Section 10: District representatives and coaches shall nominate and select the head coaches for the all-state teams. The head coach must belong to OSCA, have state teacher certification, and have a minimum of five (5) years coaching experience. A coach who has been an all-state coach may be selected again after three (3) years. Article XVIII Code of Ethics Section 1: Coaches are responsible for their own behavior, as well as that of their assistant coaches, players, and fans. Section 2: Coaches should not encourage violations of the rules of the game, or tolerate such infringements of the rules as abusive language or dissent by their players. Section 3: Coaches and assistant coaches must obey the rules of the game. Dissent, by word or gesture, will only serve to undermine the authority of the referee and thus endanger the integrity of the game. Section 4: Coaches by their behavior on the sidelines, can influence in a negative or positive way, the attitude of their players on the field and their supporters in the stands. BY-LAWS and RESOLUTIONS The following by-law changes and/or resolutions include the date of the meeting where the change was made. Dues: Dues will be $50 per year payable before March 1 of each year. From March 2 until April 1, the dues will be $75. No dues are to be accepted at the all-state selection meeting. Schools failing to pay before April 1 will not be able to nominate. 1/12/07 Each coach of a school must register. If a school has two coaches, each coach must be a member of OSCA to vote for all-state players. A school may no longer pay for one membership and have two coaches voting. 1/20/03 Dues may be collected through the evening of the nominating meeting. 1/22/05 Referees: Use of the three-man referee system is required by OSCA. 11/6/89 Referees will eliminate the send-off by escorting the guilty player to the bench area. Team will continue to play with eleven but the player sent-off may not return. Referees will be asked to use recent high school and/or FIFA regulations as soon as they are distributed. 7/26/93 Referees will be asked to submit game scores to a website established by OSCA. 1/12/07 Awards: Create a Sportsmanship award committee to award to schools exemplifying sportsmanship. 2/19/90 Create a certificate for all-state players. 7/23/90 Awards. Victories at all regular season varsity matches (including post season) and combined boys and girls games will count toward recognition. JV games, alumni games, all-state games, scrimmages or out-of-season competitions are not counted toward recognition. (01/25/02) All-State Programs: Allow for 20% finder s fees for large advertisers. 2/12/90 Page 6

7 Schools placing one player on an all-state team must purchase a ½ page advertisement in the allstate program. Schools placing two or more players on an all-state team must purchase a full page advertisement in the all-state program. Failure to pay for these required pages will prevent the school from voting in OSCA until such fees are paid. Schools are to provide a contact person to OSCA who will be responsible for the advertisements. Schools placing 1 player on the all-state team are required to purchase a ½ page ad. Schools placing 2 or more players on the all-state team are required to purchase a full page ad. 1/20/03 Nomination Procedures: The ranking of players must be done at the nomination site. The Executive Officers must be sent rankings of the all-state selections in case there are any disagreements over the replacement of players. The Executive Officer from the side of the state he/she represents must see that this procedure is fulfilled and rankings are mailed to the secretary/treasurer for filing. OSCA will select its own district representatives at its annual meeting rather than using those selected by OSSAA. 7/28/91 A player must be nominated to all-district in order to be placed in nomination for allstate but not selected to all-district. 7/26/92 A coach must present two (2) copies of each player s nomination form to the district representative at the selection site. The form must be complete and included two (2) photographs of the player. 7/26/92 District representatives and the Executive Officer from the side of the state where he/she was elected must collect all the all-state nomination forms and mail or present them to the secretary/treasurer for filing within 24 hours of the meeting. In addition, a ranking of all the all-state selections must be included. 6/6/93 Selection of first Wednesday after the last scheduled district match in April as the date of nomination meetings. 11/2/94 The coach who nominates a foreign player must attach to the player s nomination form a letter from the player s host family confirming that the player will be present for the allstate matches. The Board of Directors has the authority to remove any all-state nominee whose actions and/or behavior disqualify him/her from representing OSCA coaches and/or players. 1/21/97 All-State Coaches: All players should get equal playing time. 2/12/91 All players must sign a release form in order to practice and play. 2/12/91 All-State Game: Sales of t-shirts and other merchandise carrying the OSCA logo will require approval of the Board of Directors with a percentage of the profits to come to OSCA. 5/21/91 OSCA will provide liability insurance to the host school by purchasing a million dollar liability policy. 3/31/93 Move site of game away from OCA convention date to third weekend in June and alternate sites from west to east. Begin with west site on /10/95 Any all-state coach placing a player on the all-state team without the approval of the OSCA board will be banned from further coaching or assistant coaching in any OSCA all-state games. In addition, a letter will be sent to the coach s Athletic Director advising the AD of the actions by OSCA. Bryan Young seconded and motion passed. 1/2004 Public Relations/Press: Each coach should contact his/her local media with information about his/her players. OSCA will deal with the major metropolitan outlets. Coaches must send or bring Page 7

8 in completed nomination forms to the selection meeting so the Executive Officer can collect the information and forward it to OSCA for statewide release. 7/28/91 Coaches must phone in game results after every game during the regular season. Include the following information: 1. names of both teams and who was visitor 2. final score and score by halves 3. names of goal scorers and assists on both teams 4. names of goalkeepers on both sides Tulsa World Daily Oklahoman /5/92 Membership: The OSCA will write letters to all AD s and principals of schools about joining OSCA. 2/5/92 Advisory Committee: A four-year term with staggered appointments was set up with OSSAA. The membership as of 7/26/92 was Ione Allison, Union (1); Ed Skotarek, Jenks (4); Bill Kjellander, Westmoore (2); and Jim Loomis, Weatherford (3). 7/26/92 The committee will be comprised of eight (8) members with four year staggered terms. Four (4) of the members will represent schools from the East and four (4) from the West. Two of the four regional representatives shall represent boys teams and two shall represent girls teams. 1/21/97 Registration forms: Include booster club information as to phone numbers and officers on registration form. 7/26/93 Page 8
