3 DRAFT SUMMARY RECORD OF THE AD-HOC MEETING OF THE COMMITTEE ON PUBLIC AFFAIRS AND COMMUNICATIONS (CPAC) Held on Tuesday, 20 October The Chair opened the meeting by inviting delegates to ensure that their contact details in the OECD s Event Management System (EMS) are up to date in order to facilitate communication between the Secretariat and the Committee. Agenda Item 1. Adoption of the draft agenda[c/inf/a(2008)7] 2. The draft agenda was adopted. Agenda Item 2. Approval of the draft summary record of the 156 th [C/INF/M(2008)5/CORR] and of the 157 th meeting [C/INF/M(2008)6] meeting 3. The draft summary records of both meetings were approved without comment. Agenda Item 3. OECD Ambassadors Retreat, 9-10 October The Chair informed the Committee of the main outcomes of Session 3 of the recent Ambassadors Retreat, which had addressed the topic of OECD communications. He noted that the Ambassador of Spain had chaired the discussion at the retreat and, responding to comments by the Delegates of Canada and the Czech Republic, said that her official report of the session is available on the Council EDG. He also said that the Director s presentation to the Ambassador s Retreat had been much appreciated and asked the Director to deliver it to CPAC delegates at the next meeting. Agenda Item 4. Draft Programme of Work of the PAC Directorate [Room Documents 1-3] 5. The Chair reminded delegates that this ad-hoc meeting had been called in order to continue discussions of the PAC PWB, begun but not finished at the last meeting on 23 September. He drew delegates attention to the fact that PAC s draft PWB needed to be finalised and forwarded to the Secretary-General by 24 October The Secretary-General would be presenting the Organisation s draft PWB to Council on 4 November. 6. The Secretariat summarised the revisions to the draft PWB, which they had provided to delegates in writing, and presented the three Intermediate Outputs proposed under Output Area 6.4.1: Strategy and Development, Output 1: Upgrading OECD communications (1.1: Evaluation, 1.2: Online presence, 1.3: Branding). 3

4 7. The Chair welcomed the Secretariat s detailed presentations on branding, online presence and evaluation and asked that they be posted on the Committee EDG. The Delegates of Australia, Austria, Canada, the Czech Republic, Finland, France, Spain and Turkey noted the revisions to the draft PWB and welcomed the presentations as a good basis for assessing the proposed work in Output Area They particularly welcomed the references in the presentations to the need for member input into the work on upgrading communications, noting a preference for the formation of one group of the Committee (rather than three) for this purpose. The Ambassador of the United Kingdom took the opportunity to note that Ambassadors also expressed interest at the retreat in being involved with the future development of OECD communications. 8. The Delegate of Japan proposed setting up an informal group of the Committee to discuss work on the three Intermediate Outputs as well as wider issues in the first six months of 2009, followed by consultation with external experts in the second half of The recommendations that emerge would form the basis for the elaboration, through 2010, of the PAC PWB. He noted that the implementation of this proposal is contingent on funding being available for external consultants in the context of the PWB. The Director thanked members for the constructive discussion, agreed with the proposal as outlined by the Delegate of Japan, and acknowledged the importance of keeping Council involved in discussions on the upgrading of communications. 9. In summarising the discussion, the Chair noted the Committee s support for the proposal made by the Delegate of Japan, while acknowledging the reminder from the Delegate of France about the primacy of the Committee s role. He asked the Secretariat to draft terms of reference for the proposed informal group and present them to the next meeting of the Committee. Finally, he noted the support of the Committee for the PAC PWB in its present draft, which the Secretariat would forward to the Secretary-General for inclusion in the formal budget proposal. Agenda Item 5. OECD Communications Orientations, September 2008 [Room Document 4] 10. The Chair opened this item by reminding delegates that the Secretariat had put a summary of the main revisions undertaken in the document on the Committee EDG on 25 September. He recalled that comments made at the previous meeting by the Delegates of the Czech Republic, Japan and Sweden had been noted and would be integrated with any comments received at this meeting. 11. The Ambassador of the United Kingdom and the Delegates of Austria and the United States said they were able to agree with the proposal to remove the Media Guidelines from the annex to the document in view of the upcoming review of the Manual for the Guidance of Committee Chairmen in the Executive Committee. They asked, however, that the relevant text of the Media Guidelines be provided to the Executive Committee as a recommended basis for their discussions, while at the same time apprising delegates of the fact that the Secretary-General s consultations with Committee Chairs had revealed concerns on their part with the formulation as it stands. Once the review of the Manual has been completed, CPAC should revisit the issue of broader guidelines, building on the work done in the Committee. They also noted the need for a reference to the informal group suggested by the Delegate of Japan under Agenda Item 4 in the 4

5 revised version of the OECD Communications Orientations, September 2008, to be circulated for approval. 12. The Chair concluded by saying that a revised version of this document would be circulated for approval under written procedure. Following Committee approval, he would take the approved document along with the CPAC Review of the 2004 OECD Communications Strategy: Evaluation [C/INF(2008)9] to Council for adoption (18 December meeting). Agenda Item 6. Other Business The Chair noted that the next meeting of the Committee will be held on Monday, 17 November. 5
