2 12 February 2008 To: DAC SLM Representatives Dear Colleagues, Strengthening the Development Results and Impacts of the Paris Declaration through Work on Gender Equality, Social Exclusion and Human Rights Workshop, Kingsway Hall Hotel, 66 Great Queen Street, London March 2008 This invitation to your agency to participate in a workshop on Strengthening the Development Results and Impacts of the Paris Declaration through work on Gender Equality, Social Exclusion and Human Rights (12-13 March), is extended on behalf of the the United Kingdom s Department for International Development (DFID), the Working Party on Aid Effectiveness and the DAC Network on Gender Equality. This event is also supported by the Governments of Denmark, Ireland and Norway. This workshop builds on the momentum created by a workshop on Development Effectiveness in Practice held in Dublin in April 2007 which focused on aid effectiveness and human rights, environmental sustainability and gender equality. The workshop concluded that these three critical development areas: Are fundamental cornerstones for achieving good development results Can be achieved through implementing the principles and partnership commitments of the Paris Declaration on Aid Effectiveness Must be harnessed to advance the implementation of the Paris Declaration. The Dublin workshop revealed that a number of donors are working to improve joint work at partner country level by gathering the evidence base, sharing good practice, and supporting partners to strengthen the development impact of the Declaration. The 2008 workshop will share the emerging analysis and experiences at field-level and identify and show-case case studies which are of direct relevance to the themes of the September 2008 High Level Forum (HLF-3) which will review progress in implementing the Paris Declaration. The expected outcomes of the workshop are: Consolidation of the evidence and good practice which is emerging from the use of the partnership commitments of the Paris Declaration to achieve social inclusion, human rights, environmental sustainability and gender equality The selection of country-based case studies which could be presented at the HLF-3 - both as part of the roundtables and the marketplace 2
3 Identification of key political messages and actionable commitments for the Accra Action Agenda A commitment to strengthened partnerships and southern perspectives in work on social exclusion, human rights, HIV/AIDS, gender equality and environmental sustainability, and Identification of the most important opportunities, partners and processes leading up to the Accra HLF where the key messages developed at the workshop will be disseminated. The long-term goal, extending well beyond the HLF-3, is to strengthen the development results and impacts of the Paris Declaration. As the focus is on the implementation of the Paris Declaration at country level, the intended audience for this workshop are development practitioners working on aid effectiveness and on the so-called cross-cutting issues, along with key decisionmakers involved in organising the Accra HLF-3. Participants are expected to come from partner country governments, from donor agencies and civil society at country level. Other participants will include members of DAC subsidiary bodies and headquarters staff from both multilateral and bilateral donor agencies. The workshop will be limited to 120 participants, per cent of whom are expected to come from the field. We invite you to nominate one or two participants from your agency, one of whom would preferably be field-based. Individual agency staff who are responsible for presenting the selected case studies will receive separate invitations. A brief outline of the agenda for the workshop is attached with the registration form. The deadline for registration is Thursday 6 March to Julie Seif of the OECD s Development Co-operation Directorate (Julie.Seif@oecd.org). Because of space constraints, the number of participants will be limited, with registrations handled on an as received basis. Participants are urged to register promptly to allow time for visa applications and securing hotel reservations. Logistical information will be made available on the website for the meeting at Participants requiring a visa to enter the United Kingdom should visit for information about the documentation needed and the process. This will differ according to individual circumstances. All the necessary information can be found at and from your nearest United Kingdom mission, details of which are on the website.
