Submitted by: Robert Taylor, Mayor RECOMMENDATION Review committee scope and assignments, discuss individual requests for committee assignments, approve any recommendations, and make appointments as needed. PREVIOUS ACTION BACKGROUND The list of 2013 City Council assignments includes Standing Council Subcommittees, Ad Hoc Committees, appointments to other Committees including County and regional committees, and Council appointments of citizen s appointments to other agencies. Council policy is that the Mayor recommends appointments subject to Council confirmation. In addition to some formatting changes, Committee description updates and stipend information being added, the attached list of City Council Assignments includes the following changes: 1) The Neighborhood Improvement Committee has been changed to a standing committee. 2) The Park Funding Mechanism Committee has now become the Parks and Recreation Committee. 3) The Pension/OPEB (Other Post Employment Benefits) Committee has now become the Finance Committee. 4) The Planning Commission Chair will be an advisory member of the Land Use and Development Committee (LUD). 5) The Brentwood Blvd. Specific Plan Committee has been deleted. 6) The Solid Waste Transfer Station Committee has been deleted. 7) The Fire Ad Hoc Committee has been deleted. 8) The Brentwood Oversight Board has been added. 4 COMMITTEE DESCRIPTIONS CITY COUNCIL STANDING SUBCOMMITTEES AGRICULTURAL ENTERPRISE COMMITTEE LAND USE AND DEVELOPMENT COMMITTEE This committee is comprised of two Council Members. This committee reviews policies, projects, and programs directly related to agricultural enterprise within the City and along the City s boundaries in the County s Agricultural Core. The scope of this committee is broadly defined to include: development of policies and procedures relating to the implementation of the City s agricultural programs, and property or conservation easement acquisition and implementation. The committee s work effort involves staff primarily from the Community Development Department, the department which oversees the Agricultural Enterprise Program. When agenda items are scheduled, this committee meets quarterly as needed on the first Monday of March, June, September and December at 1:00 p.m. This committee reviews items relating to major land use and community development policy topics and citywide areas of interest, including but not limited to: general plan, zoning, permit processing, strategic initiatives, ordinances, and other major matters or projects that could affect Council policy, set precedence, be highly controversial, or result in a significant expenditure of City staff or financial resources. This committee shall include the Chair of the Planning Commission who shall serve in an advisory, nonvoting role to the committee. The committee s work effort involves staff primarily from the Community Development Department. 5 CITY COUNCIL STANDING SUBCOMMITTEES NEIGHBORHOOD IMPROVEMENT COMMITTEE AD-HOC COMMITTEES This is committee is responsible for researching and evaluating programs to maintain and improve Brentwood s neighborhoods and community. Improvement is broadly defined to include public safety, property improvements, such as property maintenance, code enforcement, and street trees; as well as behavior which may affect other residents. As issues may arise from time to time, the work of the committee is to make recommendations to the full Council and to receive direction from the Council. The work of this committee may involve significant commitment of City resources, including staff, legal work and budget. This committee s work effort involves staff from several departments. When agenda items are scheduled, this committee meets quarterly as needed in March, June, September and December. DOWNTOWN SPECIFIC PLAN/BUSINESS PROMOTION ECONOMIC DEVELOPMENT INITIATIVES. The scope of this ad-hoc committee will be to review and provide policy guidance on the amending of the Downtown Specific Plan (DSP). The DSP was adopted in The City Council adopted a Strategic Initiative in 2010 which calls for amending the plan to be more concise and user-friendly, including technical adjustments, revisions to the sign regulations, and any other policy and program changes affecting land use and development in the Downtown. The ad-hoc committee will also provide staff with comments on the City s programs for promoting Downtown business growth. The scope of this ad-hoc committee will be to review and provide policy direction on the implementation of two components of the 2010/12 City Council Goals and Strategic Plan: Business Incentives and Employment Centers. The ad-hoc committee will review major staff initiatives related to business attraction and retention, such as the establishment of new business incentives, potential deals or opportunities to attract major employers, and other similar efforts. The ad hoc committee will review the possibility of partnering with other organizations to promote regional economic development, provide employment centers, and to develop business services and training in Brentwood. Lastly, the ad-hoc committee will undertake planning for infrastructure and public services to attract desired business and commercial growth at focused opportunity sites in the City. 6 AD-HOC COMMITTEES FINANCE SUBCOMMITTEE GENERAL PLAN UPDATE PARKS AND RECREATION COMMITTEE POST REDEVELOPMENT AGENCY/SUCCESSOR AGENCY This ad-hoc committee will offer oversight and guidance by providing policy level direction and input on the City s Fiscal Year 2013/14 revenues and expenditures, multi-year forecasts, operating and capital improvement budgets as they relate to the financial status and projected long-term financial condition of the City s pension and other post-employment benefit plans. Regarding the 2013/14 Fiscal Year budgets, the committee will review debt issuance and refinancing opportunities, evaluate potential funding sources for the construction and/or operation of public facilities and/or recreation areas and review and/or make recommendations concerning such areas as revenues, debt, budget, reserves and other issues of fiscal stewardship. In 2011 the City Council adopted a new Strategic Initiative, directing staff to initiate a comprehensive update of the City s General Plan. The project commenced in mid 2012 and had its first public meeting in November of The scope of this ad-hoc committee will be to review the progress of the General Plan Update on a regular basis during its approximately two-year timeframe and to provide comments to staff, consultants, and a General Plan task force committee regarding the goals and policies of the new Plan. This ad-hoc committee interviews candidates for the Park and Recreation Commission and the Arts Commission and makes recommendations to City Council for approval. The Committee also works with the Brentwood Union School District and Liberty Union High School District on possible future joint use facilities in Fiscal Year 2013/14. This ad-hoc committee is comprised of two Council members. This committee reviews issues arising from the dissolution of the Brentwood Redevelopment Agency; provides feedback to staff and recommendations to the City Council in its role as the Successor Agency to the Brentwood Redevelopment Agency; and reviews polices and recommendations governing the use of any available funds remaining or allocated to the City for affordable housing (previously allocated to the Brentwood Redevelopment Agency s Low and Moderate Housing Income Fund). When agenda items are scheduled, this committee meets as needed. This ad-hoc committee will meet to discuss the 2013 sewer, water and solid waste rates as well as any special requests received in FY 2013 for utility services. 7 AD-HOC COMMITTEES THE VINEYARDS AND LOS MEDANOS COLLEGE PROJECT This ad-hoc committee is comprised of two Council Members and reviews major policies and programs related to matters affecting future development at The Vineyards and at the future Los Medanos College (LMC) Brentwood campus site. Some of the major aspects of this large, complex project include, but are not limited to, development of a future events center, revisions to The Vineyards development agreement, future development of the LMC Brentwood campus, future development of Pioneer Square, and other miscellaneous, major policies related to the project. The committee s work effort involves staff primarily from the Community Development and Public Works Departments. Meetings are held on an as-needed basis. 8 COUNTY, REGIONAL & OTHER ENTITIES ASSOCIATION OF BAY AREA GOVERNMENTS (ABAG) CALIFORNIA ASSOCIATION OF COUNCILS OF GOVERNMENT EAST COUNTY HABITAT CONSERVANCY BOARD BRENTWOOD ADVISORY NEIGHBORHOOD COMMITTEE (BANC) LIAISON ABAG is the official comprehensive planning agency for the San Francisco Bay region. ABAG's mission is to strengthen cooperation and coordination among local governments. In doing so, ABAG addresses social, environmental, and economic issues that transcend local borders. Meeting times vary. ABAG Bylaws state that: "If the mayor or member of the governing body of each member city and the chairperson of the board of supervisors or member of the governing body of each member county, or their respective alternates, shall be delegates to the General Assembly." The California Association of Councils of Governments (CALCOG) is a statewide association representing 35 regional planning agencies. All councils of governments and transportation commissions are governed by city council members and county supervisors chosen by their peers. A City Council representative and alternate represent the City on the Habitat Conservancy Governing Board. The Governing Board will need to meet to officially request state and federal permits through the HCP/NCCP. The Governing Board will administer the Joint Exercise of Powers Agreement. The Board duties include review and approval of the Conservancy budget, adoption of bylaws, and oversight and appointment of Conservancy officers and employees. The Brentwood Advisory Neighborhood Committee (BANC) is an advisory committee made up of residents from the City's 53 neighborhoods. The committee serves on special task forces to study city issues and to work on projects such as the committee's "Home of the Month" program and Christmas tree lighting held each November/December. Meetings begin at 6:00 p.m. and are held on the second Wednesday of each month. The Council liaisons also interview Candidates for BANC and make recommendations for approval to City Council. 9 COUNTY, REGIONAL & OTHER ENTITIES BRENTWOOD OVERSIGHT BOARD COUNTY AIRPORT LAND USE COMMISSION COUNTY ELECTIONS ADVISORY PANEL COUNTY TRANSPORTATION AUTHORITY EAST FIRE PROTECTION DISTRICT BOARD OF DIRECTORS As a result of Redevelopment legislation, each Successor Agency is required to have an Oversight Board. The Board has a fiduciary responsibility to holders of Enforceable Obligations and the taxing entities that benefit from the distribution of property tax and other revenues. The Oversight Board has seven members, one appointee of the Mayor (approved by City Council), one former RDA employee, appointed by the Mayor (and approved by City Council), two members appointed by the County Supervisor, one appointee of the Superintendent of Education, one appointee of the Fire District and one appointed by the Chancellor of the California Community College District. The Oversight Board shall oversee the Successor Agency s disposal or transfer of all assets of the former Redevelopment Agency. The Oversight Board meets monthly (third Wednesday of each month) or as necessary. The Contra Costa County Airport Land Use Commission promotes compatibility between the airports in Contra Costa County and the land uses which surround them. As adopted by the Contra Costa County Airport Land Use Commission, the plan serves as a tool for use by the commission in fulfilling its duty to review airport and adjacent land use development proposals. Additionally, the plan sets compatibility criteria applicable to local agencies in their design of new development. The plan is primarily concerned with land uses near the two public-use airports in the county: Buchanan Field Airport and Byron Airport. Term Expires May 1, This is a Mayors Conference Appointment. The Contra Costa County Elections Advisory Panel (ECAP) advises the County Clerk on issues concerning elections in Contra Costa County. Term is open ended. This is a Mayors Conference Appointment. The Authority is the primary transportation planning agency for Contra Costa County, responsible for prioritizing our county's share of available federal, state and regional transportation funds. This is a TRANSPLAN appointment. The Board includes 9 members: 4 from Brentwood, 3 from Oakley and 2 from the unincorporated County area, each residing within the District. The board is responsible for all aspects of governing the fire district. (Appointed 12/11/2012 Resolution ) $100 per meeting. Maximum of $400 per month. 10 COUNTY, REGIONAL & OTHER ENTITIES DELTA SIX EAST BAY ECONOMIC DEVELOPMENT ALLIANCE (COMMITTEE MEMBER) LEAGUE OF CALIFORNIA CITIES (EAST BAY DIVISION) POLICE ACTIVITIES LEAGUE (PAL) LIAISON COMMUNITY BAND LIAISON SCHOOL INTER-AGENCY Mayors of the East County Cities. These meetings are scheduled through Supervisor Glover's Office. The East Bay Economic Development Alliance (East Bay EDA) is a public/private partnership serving the San Francisco East Bay (Alameda and Contra Costa Counties) whose mission is to establish the East Bay as a world-recognized location to grow businesses, attract capital and create quality jobs. The organization was founded in 1990 by Alameda County, its 14 cities and special districts, as the Economic Development Advisory Board. The organization s name was changed in 1996 to the Economic Development Alliance for Business (EDAB) as Contra Costa County and County cities asked to join the organization and in June 2006, the name was changed to the East Bay Economic Development Alliance, to better reflect the bi-county mission of the organization. Term Expires June 30, This is a Mayors Conference Appointment. This is a regional (Contra Costa and Alameda Counties) division of the League of California Cities. They meet monthly for a presentation, meeting and dinner at a location within one of the communities. The PAL Board raises money for the Police Activities League programs. Meets the 4 th Monday of each month at 6:00 p.m. The Liaison assists in promoting the Community Band through linkages in the Community These are meetings between the City, Brentwood Union School District, Liberty Union High School District, and Los Medanos College. This committee discusses matters of interest between cities and educational institutions. Meetings are held quarterly and additional meetings are held as needed. Bryant Bryant Poldina Scherff Barr/Bryant Paul Eldredge / Mark Evenson/ Tom Hansen TRANSPORTATION RELATED MATTERS VASCO ROAD TASK FORCE TRANSPLAN, BART, STATE ROUTE 4 BYPASS AUTHORITY & EAST REGIONAL FEE AND FINANCING AUTHORITY (ECCRFFA). These committees coordinate the transportation interests of the communities in eastern Contra Costa County. Meetings are held the second Thursday evening of every month at Administrative offices, 801 Wilbur Avenue, Antioch. This task force acts as a liaison between Alameda and Contra Costa Counties to ensure that the interests of the City and residents are addressed related to safety issues on Vasco Road. 11 CITIZEN APPOINTMENTS TO OTHER AGENCIES CITIZENS ADVISORY COMMITTEE (CAC) TRANSPORTATION AUTHORITY COUNTY COMMISSION ON AGING COUNTY LIBRARY COMMISSION MOSQUITO & VECTOR COMMISSION CITIZEN APPOINTMENT - The purpose of the Citizens Advisory Committee (CAC) is to provide citizen perspective, participation and involvement in Authority policy development and implementation. The Contra Costa Transportation Authority Citizens Advisory Committee (CCTA CAC) reviews transportation issues pertaining to Contra Costa County, advising and providing recommendations to the Transportation Authority's Board. Among other transportation issues the committee will assist the Authority in reviewing the biennial Growth Management Compliance checklists submitted by local jurisdictions. CITIZEN APPOINTMENT The Contra Costa County Commission on Aging advises the Board (acting as the Area Agency on Aging), and the County Office on Aging on all matters related to the developments, operation and administration of the annual Area Agency Plan. The Commission provides a means for County-wide planning, cooperation and coordination for individuals and groups interested in improving and developing services and opportunities for the County's older residents. An appointment is made for recommendation to the Contra Costa Board of Supervisors for the Committees on Aging by each of the 19 cities. CITIZEN APPOINTMENT The Commission serves in an advisory capacity to the Board of Supervisors and the County Librarian; provides a community linkage to the County Library; establishes a forum for the community to express its views regarding goals and operations of the County Library; assists the Board of Supervisors and the County Librarian to provide library services based on assessed public needs; and develops and recommends proposals to the Board of Supervisors and the County Librarian for the betterment of the County Library including, but not limited to, such efforts as insuring a stable and adequate funding level for the libraries in the County. The Contra Costa County Library Commission was established by the Contra Costa County Board of Supervisors in March The Commission was created to serve in an advisory capacity to the Board of Supervisors and the County Librarian. The Library Commission is comprised of 29 members 18 of those members representing the cities/towns in Contra Costa County and are appointed by the City Councils. CITIZEN APPOINTMENT - The Contra Costa Mosquito & Vector Control District is an independent District. The purpose of the Contra Costa Mosquito and Vector Control District is to provide County-wide public health service through the control of mosquitoes, rats, skunks, yellow jackets, and other vectors. This is important to prevent the transmission of disease and to minimize vector population outbreaks which would interfere with recreational, residential, agricultural, and industrial activities. The Commission is Governed by a Board of Trustees, each one representing one of the incorporated cities in Contra Costa County each trustee is appointed by a City Council or by the County supervisors. Each member shall be an elector of the City from which he/she is appointed and a resident of the city of which he/she is in the District. The city can appoint for either a 2- or 4-year term.. They may be reimbursed for travel expenses if they have completed ethics training. Mileage to and from meetings. $100 per meeting attended. One meeting per month. 12 CITIZEN APPOINTMENTS TO OTHER AGENCIES TRI DELTA TRANSIT BOARD The Board of Directors includes two representatives from each of the four incorporated cities served by Tri Delta Transit, two representatives from the county, and one at-large member appointed by the other members of the board. The two positions are appointments made by the Mayor; they do not need to be Council Members and there are no residency requirements. The appointment is a two-year term and meetings are held at 4:00 p.m. on the fourth Wednesday of each month at the Administrative offices, 801 Wilbur Avenue, Antioch. Appointments made pursuant to the Joint Powers Authority Agreement dated January 30, $100 per meeting attended. One meeting per month.
