1 7290 MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION, SCHOOL DISTRICT NO. 48, DU PAGE COUNTY, ILLINOIS, HELD TUESDAY, OCTOBER 8, 2013 AT ALBRIGHT MIDDLE SCHOOL, VILLA PARK, ILLINOIS Call to Order Mr. Cuny called the meeting to order at 7:00 p.m. Roll Call Board Members Mr. Cuny, Mr. Blair, Mrs. Aubry Garrett, Present: Mr. Van De Velde, Dr. Schuller, and Mr. Kielminski Board Members Absent: Administrators: Mr. Downer Dr. Correll, Dr. Evans, Mr. Jackson, Ms. Fryzlewicz, Mrs. Ross, Mr. Hupp and Miss Aulisa Staff/Visitors: Al Reed, Cindy May, Lauren Buscemi, Carrie Lauermann and Tammy Clarke Approval of Meeting Agenda First Comments by Visitors Consent Agenda (motion) Superintendent s Report Focus on Learning: Review of Administrator Goals for Mr. Cuny inquired as to whether there were any changes to the Board or Consent agendas. No changes were requested. Mr. Cuny requested a motion to approve the Consent Agenda as presented. Mr. Blair so moved. The motion was seconded by Mr. Kielminski and on roll call the following members voted aye: Mr. Cuny, Mr. Kielminski, Dr. Schuller, Mrs. Aubry Garrett, Mr. Van De Velde and Mr. Blair. Nays:. The motion carried unanimously. Dr. Correll noted that annually in early October the administrative team reviews their goals that are the precursor for the review in late October of the School Report Card data. He indicated that these presentations are then annually followed by the report of building School Improvement Plans presented in November. Dr. Correll introduced Mr. Hupp to begin the presentation of goals. Mr. Hupp presented information on his goals that include: - Technical Support (D48 & SASED) - Training

2 Infrastructure - Technology Committee Dr. Evans presented information on his goals that include: - Facilities - Financial Planning - Detachment Proceedings - Construction Mr. Jackson presented information on his goals that include: - Training on Assessments - Improvement of Instruction - School Climate Enhancement - Administrative Structure Support Mrs. Ross presented information on her goals that include: - Training K-5 Math Facts Program - Curriculum Leadership Team Leadership and Refinement - Administrative Structure Support Ms. Fryzlewicz presented information on her goals that include: - Leadership with District Leadership Team (RTI) - Training of Special Education Staff - Rubric to Assess Need for Program Assistants Ms. Aulisa presented information on her goals that include: - Adapting to becoming a fully functioning member of the administrative team - Providing consistent leadership at Salt Creek and Albright Schools - Perform the functions of the revised assistant principal job description Dr. Correll presented information on his goals that include: - Improving Student Learning - Financial Planning - Community Outreach/Stakeholder Relationships FTC Update Mrs. Cindy May was present and provided information on the following FTC activities: - McTeacher Night on Sept $ profit - Voluntary Fees used to fund parties and dances - $700 in donations - Box Tops for Education Deadline is quickly approaching - Fall Festival/Celebration of Mind/Anderson Book Fair Oct. 19

3 7292 Approval of Additional School Clubs for (motion) Dr. Correll presented three proposed clubs for the school year. He noted that the administrative team has reviewed these and would like to recommend Board approval at this time. The proposed clubs are as follows: Casey Barclay (AMS)- Viking Adventure Club Debbie Butman (SMS)- Writer s Club Don Enright (AMS)- Scholastic Bowl Mr. Cuny requested a motion to approve three additional school clubs for the school year, at a stipend of $1, each for the staff sponsoring them: Viking Adventure Club (AMS), Writer s Club (SMS), and Scholastic Bowl (AMS). Mr. Blair so moved. The motion was seconded by Mrs. Aubry Garrett and on roll call the following members voted aye: Mr. Cuny, Mr. Kielminski, Dr. Schuller, Mrs. Aubry Garrett, Mr. Van De Velde and Mr. Blair. Nays:. The motion carried unanimously. Executive Session Minutes Review Committee Report Release of Minutes (motion) Policy Review Committee Report: First Reading (motion) Dr. Correll reported that the committee met to review the minutes and are recommending release of three different sets of minutes. Mr. Cuny requested a motion to approve the release of the following sets of Executive Session minutes: December 11, 2013, April 9, 2013, and July 16, Mr. Van De Velde so moved. The motion was seconded by Mr. Kielminski and on roll call the following members voted aye: Mr. Cuny, Mr. Kielminski, Dr. Schuller, Mrs. Aubry Garrett, Mr. Van De Velde and Mr. Blair. Nays:. The motion carried unanimously. Dr. Correll reported that the committee met on two separate occasions to review the recommended changes from the IASB. He noted that these policies are required to be on display for thirty days and then can be approved at the regular November meeting. Mr. Cuny requested a motion to put the policies presented on public display and to bring them back to the Board on November 12, 2013 for consideration for adoption. Mr. Blair so moved. The motion was seconded by Mr. Kielminski and on roll call the following members voted aye: Mr. Cuny, Mr. Kielminski, Dr. Schuller, Mrs. Aubry Garrett, Mr. Van De Velde and Mr. Blair. Nays:. The motion carried unanimously. Informational Video Message for District 48 Dr. Correll reported that he met with Mark Hupp, Faith Behr, and representatives from Mooney Media regarding the development of a 3-4 minute Salt Creek School District 48 video message for placement on the district website as well as for other uses. He noted that this agency has completed similar videos for Elmhurst District

4 and Wheaton-Warrenville School District 200. Dr. Correll reported that the videos are a very high quality product and were completed at a very reasonable price. Mr. Cuny requested a motion to approve the proposal from Mooney Media for $1500 to complete a 3-4 minute video message about Salt Creek School District 48. Mr. Blair so moved. The motion was seconded by Mr. Kielminski. Brief discussion took place regarding information that School District 88 is partnering with realtors in the area to help provide information on the schools. A suggestion was made that this could be another purpose for this video. Following discussion and on a roll call vote, the following members voted aye: Mr. Cuny, Mr. Kielminski, Dr. Schuller, Mrs. Aubry Garrett, Mr. Van De Velde and Mr. Blair. Nays:. The motion carried unanimously. Board Member Training Special Workshop Meeting to Review the 2013 School Report Card Dr. Correll reported that board members have been made aware of the mandated trainings that they are required to take, including Open Meetings Act training as well as training related to education and labor law and financial oversight. He noted that in addition to these, any board members who would participate in a vote on a teacher dismissal based on the new PERA (Performance Evaluation Reform Act) evaluation tool, would need to participate in a training program on that law. This is the law that relates decisions on teacher dismissal to their evaluations, and eventually to student growth. Dr. Correll noted that on advisement of Pete Wilson, board members would have to participate in this training by Dr. Correll reported that the school report card has not been received from ISBE at this time. He noted that a special meeting would need to be held for presentation and public review once it has been received. Following Board discussion, Wednesday, October 30 was a mutually agreed upon date at 7:00 p.m. Finance and Operations Reports Presentation of the 2013 Dr. Evans introduced Mr. Greg Miller, from Wermer, Rogers, Doran School District Independent and Ruzon, LLC to present the independent auditor s report of the Audit District 48 Financial Statements for the year ended June 30, 2013 as required by law. Mr. Miller commended the financial support group that he works with in our district and noted they are very supportive and kind.

5 7294 Mr. Cuny requested a motion to accept the 2013 Independent Auditor s Report (for the school year) and file it with ISBE as required. Dr. Schuller so moved. The motion was seconded by Mr. Blair and on roll call the following members voted aye: Mr. Cuny, Mr. Kielminski, Dr. Schuller, Mrs. Aubry Garrett, Mr. Van De Velde and Mr. Blair. Nays:. The motion carried unanimously. Review of New Forecast5 Data Masonry Inspection Tentative 2013 Levy Adoption (motion) Dr. Evans presented updated relevant school district comparative data from Forecast5, which is the system that enables district administration to access most of the statewide data reports used to develop comparative charts. Dr. Evans noted that this data aids in forecasting various needs of students as well as the district for the future. Dr. Evans provided an update on the masonry inspection at Albright Middle School and Stella May Swartz School noting that there are several areas to be addressed at Albright and the chimney work at Stella May Swartz School. Dr. Evans noted that it is good practice to have the Board approve a preliminary levy prior to adoption in November and recommended adoption of a tentative levy at this time. Mr. Cuny requested a motion to adopt the tentative 2013 tax levy as presented. Mr. Kielminski so moved. The motion was seconded by Mr. Blair and on roll call the following members voted aye: Mr. Cuny, Mr. Kielminski, Dr. Schuller, Mrs. Aubry Garrett, Mr. Van De Velde and Mr. Blair. Nays:. The motion carried unanimously. Air Conditioning Bid Documents Update Dr. Evans noted that Mr. Godinez would be in the district to provide assistance to the engineers who will be here to evaluate the buildings on Monday, October 14 when school is not in session. He publicly thanked Mr. Godinez for making himself available on a day when the district is closed. Dr. Evans noted that the bid opening for the air conditioning work at Salt Creek Primary and Albright Middle Schools is scheduled for November 26, He reviewed the low, median, and highest costs for the scope of the air conditioning work. Unfinished Business PIE Foundation Update Mr. Kielminski reported that tickets are available for the fundraiser and that there is a push to sell them. Discussion took place regarding revamping the technology availability during the checkout process after the auction concludes to streamline this process. He also noted that a district PIE committee meeting needs to be held to brainstorm fundraising events strictly for the district.

6 7295 New Business Joint Board Meeting DuPage IASB Meeting INSPRA Award Master Board Member Recognition Second Comments by Visitors Dr. Correll reminded the board members of the upcoming Joint Boards Dinner meeting to be held on October 16, 2013 at the Hilton. He noted that School districts 4, 45, 48 and 88 will meet for dinner and then discuss the PERA evaluation tool and implementation. Dr. Correll also reminded the board members of the upcoming DuPage Division IASB Meeting being held at W.A. Johnson School in Bensenville on October 29, 2013 beginning at 5:30 p.m. Dr. Correll reported that Mrs. Faith Behr nominated the Salt Creek Today newsletter and the district was awarded an INSPRA award recognizing the district s newsletter. Mr. Cuny presented Mr. Blair with a certificate in recognition of his Master Board Member achievement.
