2 TO: FROM: DATE: SUBJECT: County Council Members 1\ f\ / Jack Louws, County Executt November 24, 2015 UNREPRESENTED RESOLUTION- SECOND AMENDMENT At this time, I am putting before you my recommendation to amend the Unrepresented Resolution to align the wages of unrepresented employees with that of represented employees. Summary It is my goal to maintain a compensation system for all Whatcom County employees that is internally fair and externally competitive. A majority of the employees covered by the Unrepresented Resolution are Department Heads, Managers and Supervisors who oversee the work of represented employees. There are also Professionals and Support Staff who work alongside represented employees. Providing a comparable wage adjustment avoids the problem of dissimilar pay for similar work. It also precludes a declining pay differential between management and non-management positions. Proposal 1. Amend Section 2.0 to adjust the monthly salary of positions in Exhibits A through F by 3.3% 2. Amend Section 3.2 to adjust the monthly salary of positions in Exhibit G by 3.3% Support for Proposal The Unrepresented Resolution adopted in November of 2014 provides for a 1.7% wage adjustment in 2015 and a 1.7% adjustment in 2016, or 3.4% over two years. All represented employees in non-binding binding arbitration contracts negotiated a two-year wage adjustment of 5%. To maintain the balance between the compensation of both represented and unrepresented employees, this amendment proposes making an additional wage adjustment of 1.6% to the 2016 wages for unrepresented employees for a total adjustment in January 2016 of 3.3%. Background During the negotiation process for the Master Collective Bargaining Agreement, the County's proposal to provide the same 1.7% wage adjustment granted the unrepresented employees was vigorously opposed and negotiations reached an impasse. Following several
3 sessions with a mediator, the County and Union were able to agree on a 0% adjustment in 2015 with 5% in The remaining unsettled non-binding arbitration groups were offered and accepted the same wage adjustment (WSNA, Local17, and IBU). The binding arbitration groups (Sheriff's Guild and Teamsters Corrections) received a 5% adjustment through 2016 that began earlier this year. In compliance with the provisions contained in section 4.14 of the Unrepresented Resolution, unrepresented employees in the Sheriff's Office received a wage adjustment in July following the ratification of both the Deputy Sheriff Guild and Teamsters Corrections agreements. Exhibits E and F require no further adjustment.
4 PROPOSED BY: Executive INTRODUCTION DATE: November 24, 2015 RESOLUTION NO AMENDING RESOLUTION NO N THE MATTER OF ADOPTING A SALARY SCHEDULE AND POLICIES FOR UNREPRESENTED WHATCOM COUNTY EMPLOYEES EFFECTIVE JANUARY 1, 2015 through DECEMBER 31, 2016 WHEREAS, A Resolution in the Matter of Adopting a Salary Schedule and Policies for Unrepresented County Employees was adopted December 9, 2014; and WHEREAS, the County desires to make a general wage adjustment for nonrepresented employees; WHEREAS, it is in the best interests of the County to make any needed changes to the Unrepresented Resolution through an amendment; NOW, THEREFORE, BE IT RESOLVED: The following sections will be amended as follows: 2. NON-REPRESENTED SALARY MATRICES - EXHIBITS A THROUGH F The monthly salaries of non-represented positions as established in Exhibits A through D shall be increased by 3.3%. 3.2 Flat Rate Positions.
