11 VILLAGE OF WHITE PIGEON HEADLEE OVERRIDE MILLAGE PROPOSAL Shall a Headlee override be adopted so that the current limitation on the amount of Village taxes that may be levied against all taxable property in the Village of White Pigeon, St. Joseph County, Michigan, be increased up to 12.5 mills from the current mills commencing in 2006 and continuing thereafter? If approved, this millage would raise an estimated maximum amount of $327, for the Village by allowing the Village to levy the maximum mills previously approved by the voters and authorized by State law which have been reduced as required by the Michigan Constitution of This would result in additional maximum taxes for 2006 in the amount of approximately $71, A Yes vote will be in favor of adoption of the proposal. JOSEPH COUNTY, MICHIGAN OPERATING MILLAGE PROPOSAL EXEMPTING PRINCIPAL RESIDENCE AND QUALIFIED AGRICULTURAL PROPERTY This proposal will enable the school district to levy the statutory rate of 18 mills on all property except principal residence and qualified agricultural property required for the school district to receive its revenue per pupil foundation allowance. Shall the limitation on the amount of taxes which may be assessed against all property, exempting therefrom principal residence and qualified agricultural property as defined by law, in Centreville Public Schools, St. Joseph County, Michigan, be increased by 3 mills ($3.00 on each $1, of taxable valuation) for a period of 9 years, 2006 to 2014, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and levied in 2006 is approximately $28, ( this millage is to restore millage lost as a result of the reduction required by the Michigan Constitution of 1963 and will be levied only to the extent necessary to restore that reduction)? JOSEPH AND CASS COUNTIES, MICHIGAN BONDING PROPOSAL Shall White Pigeon Community Schools, St. Joseph and Cass Counties, Michigan borrow the sum of not to exceed Fifteen Million Nine Hundred Ninety-Five Thousand Dollars ($15,995,000) and issue its general obligation unlimited tax bonds therefor, for the purpose of: erecting, furnishing and equipping additions to Central Elementary School; partially remodeling, furnishing, and refurnishing, equipping and re-equipping school facilities; acquiring, installing and equipping technology for school facilities; constructing and equipping a playground; and developing and improving sites? 12

13 The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2007 is 3.70 mills ($3.70 on each $1,000 of taxable valuation). The maximum number of years the bonds may be outstanding, exclusive of any refunding, will not exceed thirty (30) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 2.78 mills ($2.78 on each $1,000 of taxable valuation). If the school district borrows from the State to pay debt service on the bonds, the school district may be required to continue to levy mills beyond the term of the bonds to repay the State. (Pursuant to State law, expenditure of bond proceeds must be audited, and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)
