1 PRESIDENTS LETTER: Members, As everyone should be aware, we had our last meeting in October. I would like thank all members who attended. There was discussion about the situation in Springfield and how it might affect us. Our lobbyist, Dick Lockhart, has provided the ADSAI with much information throughout 2015, and said he will monitor the situation and will notify us if a serious issue develops. Dick also said that there may be no new developments until 2016, when we may still have to confront the Service Tax issue that can impact our organizations through higher billing rates to our clients. This is a serious concern for all ADSAI members.

2 Please open the newsletter when it is sent to your . We have been monitoring Constant Contact and the percentage of members who open s is about 50 percent. This means members are not getting involved with ADSAI, which is how we remain active in bills that might affect our professions. Please attend membership meetings and bring a potential new member to see what ADSAI is all about. Dues renewals for 2016 will be going out soon. There has been a delay and are working to rectify it. When you receive your renewal notice, please pay your 2016 dues as soon as possible. Dues must be paid in full by the start of the January annual meeting in order to participate in the election process. The annual meeting will be held at Topaz and will commence at 7 PM. I have also sent an concerning the elections in Any member who wants to run for an office should read the bylaws on our website and review the qualifications to hold office. Finally, I extend my best wishes to all ADSAI members and their families for a safe and happy holiday season. I look forward to seeing you at the annual meeting in January. James M. 46 FROM DICK LOCKHART: The Illinois House and Senate just released the names of the members of the Committees for There are some significant changes of which you need to be aware. In the Senate, there is now a Sub-Committee of the Criminal Law Committee identified as "Sub- Committee on Firearms." Its only member, so far, is Senator William Haine (D-Alton). However, there is also a Sub-Committee of the Judiciary Committee, also called Sub-Committee on Firearms. It's members are Senator Don Harmon (D-Oak Park), and Senator Michael Noland (D- Elgin). In the House, there is now a Sub-Committee on Firearms and Firearm Safety. Its members are: Rep. Kelly Cassidy (D-Chicago), Rep. John Anthony (R-Morris), and Rep. Emanuel Welch (D- Westchester). We will, of course, be very watchful as to what those Committees might do in the months ahead. As 2016 is an election year, we must be prepared for adverse legislation. They, and their addresses are: Senator Chuck Weaver (R) 324 Main St. Peoria, IL He replaces Darin LaHood (now a U.S. Representative) Senator Laura Murphy (D) 901 E. Villa Dr. Des Plaines, IL She replaces Dan Kotowski (D), retired. (Both Senators will be on the ballot in 2016.) I recommend a letter to them on your Association's letterhead, congratulating them on their appointment and pointing out that your Association has members in their Districts, and that your Association is represented by Dick Lockhart and John Carr. 47 We recognize this has been a frustrating period in our State's history, but we can report that nothing adverse to the interests of our members have been enacted into law. Let's review: 1. In the 2014 election, Governor candidate Rauner advocated extending the sales tax on many services, including those services provided by ADSAI members. Governor Rauner has not, as yet, had that legislation introduced. 2. The Senate Democrats, including Senate President Cullerton, however, did introduce SB 1260, which among other things, extended the sales tax to 30+ services, but not yours. However, that bill has not been acted on, as yet. 3. The State's fiscal situation remains extremely critical and, if and when, the point comes when the State will not be able to meet the payroll, "all bets are off." We are watching the situation very carefully. 4. The General Assembly will officially return on January 13, From that point on it must be considered a high risk period and ADSAI should be prepared to respond effectively to any adverse developments. One example would be a big increase in the license fees and fines. In March, will be the Primary Election in which some legislators will be defeated, but they can still vote on any bill that comes up for a vote during the remainder of the year. 48 ALSO FROM DICK LOCKHART: Leading Illinois Reform Groups Call for Meeting to End Budget Stalemate Today, the Chicago Tribune posted a Letter to the Editor from ICPR and six other reform organizations outlining the need for a resolution to the Illinois budget crisis. Full text is included below. October 20, 2015 We are calling for a meeting between the governor and the four Illinois legislative leaders to discuss solutions for the current prolonged budget impasse threatening our state. This inaction is unprecedented and unacceptable to Illinois voters. The Illinois Campaign for Political Reform along with Illinois Public Interest Research Group and our other nonpartisan reform organizations want to help. We are ready to facilitate the logistics of a meeting in either Chicago or Springfield but believe that it must occur prior to Nov. 15 due to the urgent need for resolution on this issue. After more than 100 days of this stalemate, the consequences have become clear. Illinois residents in serious need are unable to receive important government services, and many nonprofit organizations are unable to continue critically important work tied to state grants. Illinois' state universities and community colleges may not be able to operate in the next semester of this academic year, leaving many students unable to graduate on time.

49 The consequences are too great. We cannot let this situation continue. While leadership may not align on some core principles, we believe it is necessary for them to meet together, work through these issues and agree on a budget. Now is the time to act, before the consequences become even more dire. We extend this offer with sincere concern for the citizens and the state of Illinois.
