Golden, FASAE, CAE Executive Director DATE: 1 June 2013 RE: Board Update: May 15 31, Progress on Organization Wide Goals 1.1 Document Key Member/Customer Markets. Initial analysis is completed and has been circulated to the board. Ongoing updates and refinement have been incorporated into ongoing business planning processes. 1.2 Create Brand and Value Statements; Expand Membership Marketing Capacity. Staff is moving forward with the board approved plan to augment state association initiated membership marketing efforts with consistent and constant national efforts to recruit and retain three tiered membership for licensed engineers in all states. We have set a stretch goal of replacing nearly decade long declines with an increase in membership of 2% overall. In coordination with the Membership Committee and Race for Relevance membership related task forces, the program under development includes four broad strategies: 1. Continue established program of jointly funded national/state campaigns developed by the state societies. In addition to membership development, this creates opportunities to test the effectiveness of different marketing messages and incentives. 2. Expand national level e mail promotions to former members and past purchasers in the NSPE database on a quarterly (or more frequent) basis, with targeted messages based on their prior purchasing activities. We will continue to investigate the availability of outside lists; however, properly qualified lists have been difficult to identify. As budgets permit, we will also test targeted postal mail based efforts directed where specific niche markets and offerings can be defined. 3. Nationwide membership marketing campaign directed at newly licensed engineers and possibly those who have passed the FE Exam, through both e mail and direct mail. (We have already started the process of engaging state societies in collecting lists.) 4. Ongoing support of state society, ground level membership outreach through members, activities and events, offering national s resources for projects as opportunities are identified. Retention: With the help of an outside firm, we have begun contacting the largest group of terminated members via phone to get them to renew their terminated membership. We have completed 255 test calls, to adjust the messaging in the scripts. Three (3) attempts are being made. To date a potential of $7,901 in recovered revenue has been made. 2 Communications and Social Media Strategy: An inter departmental staff task force is working to increase the scope, coordination, and intensity of social media campaigns (Twitter, Facebook, LinkedIn, etc.) to push NSPE driven messages to create discussion, feedback, buzz, and increase member awareness and engagement in Society activities, in particular, public policy initiatives. A network of volunteer leadership spokespersons and subject matter experts are being identified, and a system of staff support is being put in place. Recent examples of this effort include: messages of solidarity and support to those affected by the tornadoes in Moore, Oklahoma; positive resolution of the issue of federal employee engineer participation in conferences, Society activities and continuing education (addressed below in the Advocacy section); and seeding discussions on the NSPE LinkedIn Group and other platforms on current issues of concern, such as the I 5 bridge collapse, sequestrationrelated issues, and responsible care and inherently safe design. As it was characterized in recent e mail exchanges with Membership Delivery Systems, Communications and Technology Task Force Chair Tim Austin, the task force said go forth and be social. We are providing direction, encouragement and support for that to happen Increase Level and Quality of Staff Support of Leadership Decision Making. Efforts, as previously reported, are on going State Outreach. I continue my efforts to introduce myself to the executive directors of each state society by telephone. Later this week, I travel to Traverse City, Michigan, to attend the Michigan Society s annual meeting, where I will be conducting a seminar workshop on Being Your Own Best Advocate. The week of June 10 th I start a trip that will include visits to the governance and annual membership meetings of the Ohio, Missouri, and Texas societies. (I will be participating in awards recognitions and officer installations at the latter two.) President Dan Wittliff attended meetings of the Professional Engineers of Oregon in Grants Pass, Oregon, May th and Vice President Harve Hnatiuk attended the annual meeting of the Maine Society in Portland, Maine, on May 18 th. I know that President Dan Wittliff made officer visits to state associations a priority for this year. For your information, 45 state societies have received or will receive a visit during this year, with Louisiana and Florida receiving two visits each. Kim Granados and I are working with board state society representative Betsy Bailey in program development and planning support for the annual meeting of state society executives at the NSPE Annual Meeting. In addition to assistance finding outside speakers to support their needs, we are developing working strategy and planning sessions to reinvigorate active, joint and collaborative national state executive partnership efforts on an on going basis Align Staff with Operational Priorities. Efforts, as previously reported, are on going Take Immediate Steps to Return NSPE to Long term and Sustainable Profitability and Growth. Sponsorship revenue for the 2013 Leadership Conference and Annual Meeting has exceeded last year s level. RedVector is this year s premier sponsor. Other confirmed sponsors include Victor O. Schinnerer & Co., Inc., NCEES, Pearl, and Geico. We have also selected a consultant to assist with the Web site transition to a new opensource content management framework. Once implemented, this will not only eliminate the on going cost of software licensing fees for our Content Management System, but also NSPE Executive Director Report to the NSPE BoD May15 31, 2013, pg 2 of 5

3 provide staff with the latest open source technology for managing the site on a day to day basis. Moreover, the transition will enable us to implement responsive design essentially automating the process to make our Web site automatically adapt to a variety of devices and screen sizes, creating mobile versions scaled to smart phone, tablet and other screen sizes. 2. PR and Advocacy 2.1. Improved Legislative and Regulatory Tracking and Reporting. NSPE has decided to enter into an agreement with Multistate and Bloomberg Government to assist in strengthening NSPE's ability to track and report on federal and state legislation and regulation of importance to the professional engineering team LQPC. NSPE Licensure and Qualifications for Practice Committee met by conference call to discuss and finalize recommendations on the NSPE Engineering Body of Knowledge, licensure of returning veterans and their spouses, separate structural engineering licensure, and the early taking of the PE examination QBS Award. NSPE and ACEC judges met by conference call to select the grand prize winner and the merit award winners for the 2013 Qualifications Based Selection Award. The QBS Award will be presented at the NSPE Annual Meeting in July in Minneapolis Board of Ethical Review. The NSPE Board of Ethical Review has selected the ethics essay submission by the Tennessee Society of Professional Engineers Knoxville Chapter as the winner of the 2013 Milton F. Lunch Engineering Ethics Essay Contest Professional Liability. NSPE, AIA, and ACEC have finalized and distributed the 2013 Professional Liability Insurance Survey, a comprehensive national survey of all major engineering and architectural professional liability insurance carriers. Representatives of the three societies will be conducting interviews in the fall 2013, and the three societies will report the results of the survey in an annual report in December The information will be published in PE magazine and available on the NSPE Web site OMB Advisory: Federal engineers will be among the beneficiaries of new guidelines from the Office of Management & Budget that encourage attendance at conferences that support their agency's mission. The guidelines follow federal efforts to curtail conference spending, including the introduction of a continuing resolution amendment in March that would have arbitrarily restricted the number of government employees who can attend a meeting or conference. NSPE opposed the amendment, arguing in part that it would have resulted in fewer opportunities for federal engineers to learn and exchange information with the private sector. 3. Governance 3.1. House of Delegates Meeting Preparation. President elect Robert Green, Art Schwartz, and I conducted the first of two House of Delegates orientation webinars on May 30 th, with attendance from 42 individuals. The second webinar, which will engage delegates in agenda preparation, is scheduled for Tuesday of this week. Robert and Vice President Harve Hnatiuk will preside over this working session. Both webinars heavily stressed that the House of Delegates is a full three day event, not merely the formal business meeting on Saturday State Society Best Practices: Vice President Harve Hnatiuk continues to conduct regular conference calls with regional directors to develop this session for the NSPE Annual Meeting. 4 3.3. Interest Group Task Force: At the president s direction, President Elect Robert Green has convened a task force (consisting of current and incoming interest group chairs, interest group board representatives, the treasurer and myself) to review the board approved recommendations of the R4R Program Prioritization Task Force and provide input and direction to the board prior to FY2014 budget approval of the recommendations related to interest groups. The task force charges include: 1. Creating a succinct statement of the purpose, role, scope and responsibilities of interest groups (generally), as well as for each individual interest group; 2. Reviewing the draft budget for FY2014, its underlying assumptions and envisioned program of work and recommend any changes; 3. Recommending a plan for disposition of interest group operating fund balances accumulated prior to 2000; 4. Reviewing how adequately and clearly Bylaw 21 (Interest Groups), Operating Procedure 25 (Interest Group Program Funding), and Operating Procedure 68 (Operation of Interest Groups) codify the understanding articulated in Charge 1 and if necessary, identify areas in which amendments should be developed; and 5. Recommending further activities (if any are deemed necessary) to improve the relevance and effectiveness of interest groups in serving NSPE membership Educational Foundation and NICET Board: In furtherance of the board s directive from the April 20 th conference call, the officers, regional directors and relevant staff are finalizing talking points to support dialogue in Minneapolis to improve understanding of proposals to give these non voting positions voting rights on the NSPE Board Committee/Task Force Appointments for FY2014: Conference calls with the presidentelect, vice president and president continue, and appointments are being finalized Race for Relevance Update: Vice President Hnatiuk has compiled updates from each task force, which are being finalized into an official report and should be posted to the Web site in the next week. In addition, staff is working on Web site and other presentations on this material to promote the contents, the outcomes achieved, and the relevance of this important work to the rank and file membership. We are also extracting talking points on the material for volunteer leadership to use in their outreach efforts. 3.7 FY2014 Budget. The Budget Committee (consisting of the officers and the two candidates for NSPE treasurer) met by conference call on May 17 th and approved a draft budget for FY2014. Once some final revisions and truing up to the most current financial information available have been made to the document, it will be circulated to the board for consideration on its June 24 th conference call Young Engineers Director: David Scott Wolf, P.E., F.NSPE, has been nominated to serve as Director, Young Engineers on the NSPE Board of Directors for the two year period July 2013 July Annual Meeting: Final deadline for NSPE Annual Meeting registration is June 15th. To guarantee Minneapolis Marriott City Center Hotel room availability and NSPE annual meeting room rate, make your hotel reservations online or by phone before June 30th. 5. NICET: With NICET's current financial status indicating that we will end FY2013 with a positive ending fund balance, staff is more aggressively pursuing stalled but necessary program maintenance efforts, including the transition of all remaining paper & pencil testing programs to computer based testing. 5 NICET Chief Operating Executive Mike Clark is attending the annual meeting of the Ontario Association of Certified Engineering Technicians and Technologists, discussing a possible reciprocity agreement for engineering technician and engineering technologist certifications between NICET and OACETT. Similar discussions were recently held with the Association of Science and Engineering Technology Professionals of Alberta. 6. Coming Up in the Next Two Weeks: 6.1. FY2014 Budget Approval: As a reminder, the NSPE Board of Directors will be meeting via conference call at 12 noon EDT on Monday, June 24, to receive recommendations from the Budget & Finance Committee for finalizing and approving NSPE s FY 2014 budget. A reminder along with budget materials will be sent to all board members in advance of this teleconference National Engineers Week Foundation Steering Committee and Diversity Council meets June 3 rd in Washington. I will be attending and participating in these meetings. 6.3 AAES International Activities Committee (IntAC) meets June 11 th at the National Academy of Sciences Building in Washington, DC. I will be attending. Agenda topics include an update on U. S. State Department engineering related initiatives from Bill Colglazier, the Science and Technology Advisor to the Secretary of State; an AAES strategy update from NSPE Past President and AAES Chair Kathryn Gray; updates on AAES IntAC, World Federation of Engineering Organizations (WFEO), PanAmerican Union of Engineering Organizations (UPADI) and Engineering for the Americas (EftA) activities; and an overview of EftA and the Inter American Committee of Science and Technology (COMCYT) from Jorge Duran, the Chief for Science, Technology and Innovation at the Organization of American States (OAS) Officer Outreach Travel June is an extremely busy travel month for outreach. President Wittliff will be attending the annual meeting of the Puerto Rico Society in San Juan and then traveling to Tokyo to meet with the members from the Japan Society. President elect Green will be attending the New York State Society of Professional Engineers annual meeting in Lake Placid delivering a session on ethics, and Vice President Hnatiuk is slated to participate in the annual Tri State Meeting of the Alabama, Louisiana, and Mississippi societies in Sandestin, Florida. Harve will also be going to Indianapolis where he will present an overview of the Code of Ethics to attendees at the Indiana Society s annual conference. Treasurer Leanne Panduren will also be representing the Society at the annual meetings of Michigan (where she will be delivering a legislative update and installing officers) and Ohio societies, previously mentioned. Past President Chris Stone will be attending the annual dinner meeting of the DC Society and the Annual Meeting of the South Carolina Society, while NSPE s Young Engineer Director, Austin Lin, will be representing us at the annual meeting of the Idaho Society. Deputy Executive Director and General Counsel Art Schwartz will be in Omaha participating in the Nebraska Society meeting.
