5 MINUTES KING WILLIAM COUNTY BOARD OF SUPERVISORS REGULAR MEETING OF FEBRUARY 25, 2019 A regular meeting of the Board of Supervisors of King William County, Virginia, was held on the 25 th day of February, 2019, beginning at 7:00 p.m. in the Board Meeting Room of the County Administration Building. PUBLIC COMMENT PERIOD Chairman Hodges opened the public comment period. 1. Jeanette Wagner of the 5 th District, stated her displeasure of the decorum of the previous meetings. 2. Edwin Moren, of the KWIC Committee, stated he and Brian Hodges had met with Delegates Peace and Hodges to discuss broadband initiatives and came away from the meetings with some good information. Mr. Moren also reported the King William Public Schools were about to switch over to Lumos. 3. Benjamin Shumaker, of the 4 th District, thanked the Economic Development Authority for their work and stated he thought the joint work session between the EDA and Board was very informative. He especially appreciated the presentation by Mr. Moren on the KWIC Subcommittees activities. There being no further speakers, Chairman Hodges closed the public comment period. Agenda Item 7. Update on Hamilton Holmes Middle School Project Dr. David White, Superintendent of King William County Public Schools, and Gordon Frantzich, Director of Construction Administration of Ballou Justice Upton Architects, presented an update on the renovation project at Hamilton Holmes Middle School. They stated the cafeteria area is completed and the students are now having meals in the new area. The roof work will begin as soon as school is released and will be finished by August Agenda Item 9. Fire and EMS Call Statistics for January, 2019 Andy Aigner, Chief of Fire & EMS, presented the call statistics for the Fire and EMS stations operating within King William County. b. Board Information County Administrator, Bobbie Tassinari, noted the materials included in the information items provided. Agenda Item 12. BOARD MEMBER COMMENTS Supervisor Ehrhart thanked everyone for attending. Supervisor Hansen clarified that the Comcast Agreement is for cable only. Supervisor Greenwood commented on the short length of the meeting and thanked everyone for attending. Supervisor Moskalski thanked everyone for coming and reminded everyone to keep Mr. Bob Coates family in their thoughts. Chairman Hodges moved that the King William County Board of Supervisors adopt the following SR-1 Resolution certifying that the Closed Meeting was conducted in conformity with the requirements of the Virginia Freedom of Information Act; the motion was seconded by Supervisor Greenwood. Chairman Hodges announced the motion was properly moved and properly seconded; he called for any discussion. There being no discussion among Board members SR-1 was adopted. Presentation of Arts Alive Minutes of the Meeting of the King William County Board of Supervisors Regular Meeting of March 11, 2019 Page 1 of 12

12 Tim Dice, of Arts Alive, presented what Arts Alive provides to the community including scholarships, concerts and camps and requested continued funding. b. Presentation of Sheriff s Annual Report Sheriff, Jeff Walton, presented the King William County Sheriff s Office Annual Report for In this presentation he included awards received, scholarships given, community involvement and statistics on accidents, arrests, animal control activity and warrants. c. Public Hearing to Address King William County Volunteer Fire and Rescue (Auxiliary) to Use Designated Space at 7936 Richmond-Tappahannock Hwy., Aylett, VA (Station 1) County Administrator, Bobbie Tassinari, presented a Public Hearing for King William County purchasing the property located at 7936 Richmond-Tappahannock Highway, Aylett, VA from King William Volunteer Fire and Rescue (KWVFR). KWVFR will become an auxiliary organization, King William Volunteer Auxiliary, with the sale of the property to the County. King William Volunteer Auxiliary is requesting to operate from Station 1 located at this site as their primary base of operation and will maintain space within the Station; shed, closets, and President s Office. Chairman Hodges opened the public hearing. 1. Melissa Yopp, of the 5 th District, stated her concerns about the auxiliary providing funding to the County and noted there may be a conflict in fundraising. She also addressed the tax ramifications of the Auxiliary s 501(c)3 status. 2. Matt Yopp, of the 5 th District, stated his concern and noted possible tax implications. 3. Jacob Fitzgerald, Secretary of Station 1, stated his support. Mr. Fitzgerald stated that due diligence had been followed throughout the process and this would ultimately be a positive for both the auxiliary, the County and its residents. Chairman Hodges closed the public hearing. d. Resolution Approving the Agreement of King William Volunteer Fire and Rescue Transfer of Assets to King William County County Administrator, Bobbie Tassinari, presented Resolution requesting the Board of Supervisors approve the Purchase and Transfer of Assets Agreement and the Permit and Agreement documents in their presented form. 13 I will second it. Supervisor Hansen There s things in the agreement that still need to be resolved. It s not the Resolution itself. It s the terms of the agreement for use of the facility that I have concerns with. Supervisor Ehrhart Well you have a motion and a second Mr. Chairman, so this would be the time for discussion. If Mr. Ehrhart would like to go specifically through his list of concerns I d be more than happy to hear them. Supervisor Moskalski They re somewhat contained in the sent earlier in the day. In my opinion, we re creating a preference for one non-profit operating within the County. We have King William Emergency Ministry, we have King William Crossroads, which provide vital functions. Crossroads has a summer feeding program that provides food to kids who can t afford it. So, they re renting a building. So, we re giving the auxiliary space here to fundraise where other entities don t have that same opportunity. We re creating inconsistencies. We re creating a bias. They have an opportunity that others don t. So, that s one perspective. Again, I think the agreement should identify everybody the same. If you re a member of the Alliance to Save the Mattaponi River or any 501(c)3 organization why are we giving preference to one versus another? This whole use of County facilities has not been resolved. For example, the library says you can no longer have food at functions you rent there. Different organizations have used that in the past. Again, we re giving preferential treatment to one group here, and I don t think we should be doing it. That s a kind of general reason why I don t support the agreement. We can go through the items listed in my , but that s my general persona on the agreement at this time. Supervisor Ehrhart Just to follow up on that, I agree on several areas with Mr. Ehrhart. I think we would benefit from having more time to look at this and give our constituents more time to respond to this. One in particular to me is, I don t see, perhaps you can help me, I don t see how long the auxiliary will be allowed to use this building. I have a hard time phrasing this. Will they be allowed to use it for a year? Six months? Two years? Or is it at the discretion of the Board of Supervisors? Supervisor Hansen County Administrator, Bobbie Tassinari, notes Item 9 of the Permit and Agreement stating, County permission for the use of certain areas of Station 1 as described in this Permit shall remain in effect until: i) terminated in a writing signed by an authorized representative of KWVFR or ii) the dissolution of KWVFR or iii) KWVFR ceases to provide active auxiliary support to the County program for a period of nine consecutive months and does not resume that effort within 60 days of notice in writing by the County of the failure of KWVFR to provide such support or iv) County sells or otherwise disposes of station 1. 14 That would have to be a negotiation between KWVFR, their legal counsel and our legal counsel. - County Administrator, Bobbie Tassinari Thank you. Supervisor Hansen To answer Mr. Ehrhart, Mr. Chairman if I might, I m not sure I follow completely with the argument. There is precedence there as well. I ll remind you we have an agreement, a use agreement, with King William County Little League at the County park, which grants them controlled access to certain fields in exchange for their maintenance of the fields thereby deferring our costs on having to do that. In my view it s pretty similar to that. We have a use agreement with an organization in that instance that s providing material support to County operations on County property, and we re having the same type of use agreement being discussed here. I m not sure how it s that drastically different. I m not sure how all those other organizations really matter because none of those organizations would be providing that type of immediate material support in the way that King William Little League and KWVFR would be providing support. Again, there s nothing in here that excludes any other activity from any other organization from wanting to use that building in the same way it s been used here before. I m not sure I find that argument completely valid, at least from my end. Unless I am missing something. Supervisor Moskalski To follow up on that because the agreement specifically says areas b, f and g are available to KWVFR for use and rental when reserved in accordance with procedures and policies established, meaning not yet in place, established by the King William County Chief of Fire and EMS. So, we don t have these policies and procedures in place yet. Is that correct Mrs. Tassinari? Supervisor Ehrhart I ll have to defer to Chief Aigner. - County Administrator, Bobbie Tassinari So, we re going to have things like a shared calendar with them? To me you re almost giving them the same quasi authoritative level as the county government. If they want to use it they should make the request Supervisor Ehrhart We have a shared calendar with the King William Little League as well Mr. Chairman. Supervisor Moskalski We do have a shared calendar with them. It s sitting right there at the door when you walk in. It s written up there when the building is rented out, and it s even color coded by what it s rented out for. Chief of Fire and EMS, Andy Aigner Okay, So, it s a hard copy. It s not a Google calendar? Supervisor Ehrhart It s a hard copy calendar that sits right underneath our I Am Responding TV right when you walk in the door. 15 Who manages this calendar? Chairman Hodges Robert Sparks manages it. He s the one that takes in the calls. He s the one who handles the rental of the building. Chief of Fire and EMS, Andy Aigner So, if another organization wants to use it, who do they contact? Supervisor Ehrhart Robert Sparks. Chief of Fire and EMS, Andy Aigner Are these procedures in place? Supervisor Ehrhart Yes, sir. These are procedures that were put in place by King William County Volunteer. Chief of Fire and EMS, Andy Aigner But this says it s going to be established by the Fire Chief. Supervisor Ehrhart I will adopt their procedures. Chief of Fire and EMS, Andy Aigner You know a lot of people don t like that statement with respect to policies and procedures. Supervisor Ehrhart Then I will rewrite the exact ones they have. Chief of Fire and EMS, Andy Aigner Alright. Supervisor Ehrhart We re going to be in charge and we can decide if we want to give the same privileges to another organization, like you said if someone comes up like Mangohick and decides they want to use the building. We can decide then if we want to give them the same rental fee as King William, can t we? Supervisor Greenwood Mr. Chairman, might I speak since I wrote this? County Attorney, Dan Stuck Please. Chairman Hodges The intent of the permit was that this is part of the consideration of conveyance of the building at the price it is coming to the county. In other words, the KWVFR is conveying the building at a very reduced cost from its market value, and one of the things they wanted was the ability to continue to use certain portions of the building to raise funds for fire and rescue services in the County. Not necessarily fire and rescue service of the County, but in the County. Some of that might come to the County. Some of that might go to other volunteer agencies. The Permit was setup so that in certain areas they would basically have, not that the County doesn t have access to those areas but like the office. 16 space, so they wanted a guarantee they d have some office space. That s in this agreement. The intention was, it was my understanding, that KWVFR is going to continue as an organization, but it s going to be an auxiliary organization. They re going to rent out portions of the station to produce revenue to them, not to the County. That revenue that flows to them is then fulfilling their purpose, which is to support Volunteer Fire and Rescue in the County. Now if the County also wanted to lease out a space, because they re not used, by any means, all of the time and the County had another entity that wanted to use it, that would be up to the County to decide whether to allow that or not. Remembering that all of this is contingent on, and it says very clearly in the permit, they have an emergency services operation there. This is not a social hall. It s not a convention hall. It s a fire station. To the extent they can let organizations use it there will have to be some rules as to how it works and they may have to involve a short cancellation notice if some emergency event happens or whatever. It also tries to deal with where they re going to park their cars if they ve got an event that requires a lot of vehicles. You can t have people blocking the access. So, the fire department has the ability to and the people at the station have the ability to kind of manage that and say okay you can do this but you have to park over here or you have to do this or you can t do it at 9 o clock in the morning. It s got to be later. These general provisions in here are things the volunteer agency wanted as a minimum, so you will see that it says that these spaces can be used and the policies have to include but aren t limited to these things. So in other words, the things that they have to include are requirements that all events start no earlier than 9 and no later than 11 unless approved in advance by the station chief, alcohol consumption is limited for beer and wine. Some of these things were county things that they included. The other kinds of strenuous details like where are you going to post the calendars? Are they going to be online? Who s going to have access to it? All that stuff has to be regulated by the chief. Now, if the Board approves this remember closing doesn t happen for 90 days, so the volunteers still own this station. They re still in control of it until such time as closing occurs, and by closing the County will need to be in position and have things written up to know how they re going to manage it. It falls under their responsibility. That s what this permit does. It preserves the rental and if there s a misunderstanding that the County is going to be renting this to the KWVFR. That s not the case. The County s going to be allowing them to rent it to bring in revenues which their purpose is stated as supporting fire and rescue, as long as they re doing it to support fire and rescue in the County. I would think it would be a good thing to have fundraising capabilities to support what otherwise would be paid with our taxpayers dollars. The reason this is a part of the consideration, that s why there s no cut off on it unless they stop using it for this purpose. It s because it s a part of the ongoing consideration of a million and a half dollar facility that the County s paying under $300,000 for, so that was part of the deal. That s why this permit was drafted and they wanted it. This permit is mentioned in the purchase and transfer of assets because it s one of the conditions the County has to meet, and it seemed to me like this was the biggest condition, so we ought to have it up front rather than having the purchase agreement and three months from now we re arguing over the permit. So, we did the permit and sent that to them at the same time and said okay let s get this straight also so these conditions have been agreed upon over several months between the volunteers and the County in terms of County staff in terms of Minutes of the Meeting of the King William County Board of Supervisors Regular Meeting of March 11, 2019 Page 6 of 12

17 how the station could work, they would not be prohibited to providing public safety services, and of course the volunteers don t want to prohibit those services either. That s what they re all about. So, that s what that is. The purchase of transfer and assets agreement is a standard agreement. It didn t seem so standard to me when I spent all that time drafting it, but anyway. There s a lot of provisions in here to ensure the County has an opportunity to carefully examine all of the things, the environmental issues, the access, whatever and satisfy itself that all of that is satisfactory and if it is then you would move to closing, and the volunteers would have clear up any objections we had. That s one of their deliverables for closing. The money doesn t exchange hands until closing. There will be a bill of sale for personal property. The equipment and all of the miscellaneous safety gear will make note. I d be happy to try and answer any questions, but I don t want you to misunderstand that the County will be using this building too. The volunteers are going to have a right to use it, but that doesn t mean the County can t use it when they re not. County Attorney, Dan Stuck Mr. Chairman, I have no problem with them having certain buildings that s associated, certain portions of the building associated with them. My concern is that procedures, these things we re talking about, for example such and such other entity in the County wants to use a meeting room. Well that s not on the calendar. How far in advance does that have to be out? This entity makes a request and the volunteer fire department says Oh you can t do that. We need it. We re going to have a called meeting or something. Who establishes this priority? That s my concern that we re treating this organization different than any other organization. We need to be treating everyone the same consistently. Supervisor Ehrhart Well it s a fire department. We re not opening it to every committee, to every organization throughout the whole County. Chairman Hodges Mr. Chairman, for me again, it comes back to, when I was reading this agreement, I helped draft the King William Little League use agreement. A lot of the stuff in here, there s obviously a lot of extra stuff pertaining to things very specific to a fire station or Fire Company, but a lot of other provisions of the use and ability to rent things out to make money to support the cause, etc. are very similar to the language we ultimately used in that agreement. Again, I don t see where it is fundamentally different than that. The other organizations we keep bringing up are not going to be providing a material support in the manner that Little League supplies to the park or that the volunteer fire and rescue squad auxiliary would be providing in this building to the volunteers. Supervisor Moskalski I do not believe personally that the County, if we own property, that we should restrict the access to that property to any particular organization. Now I understand there are many private organizations in the County that may rent their facility. I think my question would be how we can legally say to any other organization in the County who wants to hold a function there, No you can t do this because we re only going to give it to the fire departments and that s it. That s how I m looking at this because that s what you ve said. 18 If the Board wants to restrict the use of this facility that s your choice, to organizations doing fundraising and 100% of the funds are going to support fire and rescue in the County, you can certainly do that. The reason you can do it in this case particularly is because it s a part of the consideration of the transfer to begin with. In other words kind of like the payment of the facility. It makes it unique and different. If the County were to start opening the facility up to other activities, then you run into the issue of treating everyone the same. If you rent it to the Anti-Defamation League, you have to rent it to the KKK, for example. Those are the kinds of issues you get into when you start opening it up. As long as it is a facility that is used to raise funds for the fire and rescue operation, you don t have a legal issue with that. My understanding was any rental of anything down there would be by the volunteers because they d be the ones earning the money. The County wasn t planning on renting it to make money, so the issue of who they rent it to, they re going to have to decide the types of events that facility can accommodate. They need to have a reasonable basis in terms of numbers of people and things like that but there could be a potential problem down the road if they were to deny rental to someone because they didn t like their politics or they didn t like their something. That s an issue the volunteers organization has. The County is not renting the facility. The whole purpose of the volunteers wanting this was so they could use that rental income produce income that would then flow back into all of the volunteer organizations. Some of which is County run and some of which is not County run. County Attorney, Dan Stuck So it s only available for their use. Is that what I m hearing? So if the King William Chamber of Commerce, Crime Stoppers, and any other organization wants to meet there they can use the meeting room and facilities there? Supervisor Ehrhart If it fits with the calendar. Supervisor Moskalski Okay. Let s go back to these established procedures that the Chief has to establish. I would like to see these procedures. These other organizations should have access to it is my concern. We shouldn t be treating them differently. In regards to rental facilities, if they re renting the banquet facilities there and someone, I mean this is County property. Are we not under some liability for renting out for a wedding or something there? Supervisor Ehrhart We are insured as they are. - County Attorney, Dan Stuck That doesn t cause any additional cost burden or something like that for say use of alcohol on County owned facilities? The amount of roll back taxes (which have been deferred and are due when land is removed from the land use program) due was computed by the Commissioner in July of Apparently the amount of tax due was calculated based on the erroneous inclusion of 12 additional acres that were shown by survey not to exist. The calculations of the Commissioner to determine the amount to be refunded and a more detailed explanation are included in her memo certifying that the assessment was erroneous. The refund is in the amount of $ with interest. The Code of Virginia sets out the process for the correction of erroneous assessments. Specifically, the Board, the Commissioner and the Treasurer are governed by Sections and 3981 in this particular instance. The Code allows a taxpayer to apply to the Commissioner (or for the Commissioner to act without application from a taxpayer if the Commissioner believes an error has occurred) for correction of an erroneous assessment. The Commissioner is authorized to correct such errors. Assuming the error to be in favor of the taxpayer and if the taxes have not been paid, the Commissioner is to exonerate the taxpayer from the payment (with notice to the Treasurer). If, however, the taxes have been paid, then the Commissioner must certify that the assessment is erroneous and the consent of the County Attorney is required (a requirement intended to provide internal control). I did an adjustment to the tax bill to correct for the 12 acres for the years 2016 through 2018 on June 7, However, when I prepared the roll-back tax assessment, I did not adjust the fair market value for the 12 acres of land that were proven to be non-existent. The roll-back tax refund that I am requesting is $ and I have prepared a spreadsheet below to show how the refund with the adjustment was calculated. Stuck, County Attorney DATE: March 5, 2019 (BOS Agenda March 25, 2019) SUBJECT: Vranian; Refund of 2000 through 2014 real estate taxes due to erroneous assessment The Board may recall that in September of 2018 you approved a request for refund of real estate taxes paid by Virginia B. Vranian for tax year 2015 and subsequent tax years. Ms. Vranian owns several adjoining parcels located in the Town of West Point and due to an error in the assessing process, several of those parcels were assessed twice and taxes were paid for many years on the doubled assessment. The refund was in the amount of $7, together with interest. At that time, the Commissioner of the Revenue informed the Board that the erroneous double assessment began in 2000, but that the Code only allowed the Board to provide the refund going back to She indicated that she intended to apply to the Court to attempt to have the remaining erroneous assessments and payments corrected. The Board expressed support for that effort and requested that I assist her to the extent necessary. The Code of Virginia allows a taxpayer or the Commissioner to apply to the circuit court to correct a double assessment that occurred more than three years prior to the year of application. This authority is given to the Court only in the case of a double assessment and not in the case of any other assessment error. Any other type of error may only be corrected within three prior years of the current tax year in which application is made. Although the Town Council of West Point approved a refund of town taxes for the same years that the Board has approved, as of the date of this memo, there has been no agreement to participate or support the Commissioner s action in applying for a refund and the town attorney has expressed some opposition. If the Town Council is supportive (as the Board has been) then submitting the correction and refund to the Court will be a fairly simple matter and, in my Post Office Box 858 Gloucester, Virginia danielmstucklaw@gmail.com

This could put me in a somewhat awkward position as the Board has informally directed me to assist the Commissioner in a matter that could be seen as adverse to the County. This would probably raise an issue in the eyes of the Court. The Commissioner and I have spent quite a bit of time attempting to address the Town s concerns. In order to alleviate this situation, I have prepared a resolution for your consideration that formally indicates the Board s review and approval of the Commissioner s determination and directs that I not oppose it and that I assist the Commissioner as necessary with the proceedings. I have attached an affidavit that details the Commissioner s findings and methodology for your review. The schedule shows the amount of the proposed refund, to which will be added interest of 10% per annum on the overpaid amounts as required by law. My limited understanding of the Town s objection at this time is that they feel the taxpayer should have been more diligent (even though she was elderly and recently passed away). The Board has indicated that the majority feels that if taxes were paid that were not owed, they should be returned. Your consideration of the resolution or other direction is requested. MPA Update Public Comment AGENDA ITEMS FOR DISCUSSION I. Chairman s Discussion Chairman Swartzwelder inquired with the Commission on any interest to renegotiate the standard MPPDC service agreement between MPPDC and member localities, which was reviewed by locality legal staff in February of The Commission saw no reason to change the agreement as the purpose is to streamline the expectations when member localities have need of MPPDC professional services. A motion was made by Eugene Rivera and seconded by Mike Winebarger that the Commission not change the Service Agreement and that the current agreement template stands. II. General Assembly Update MPPDC Executive Director, Lewie Lawrence directed the Commission s attention to several letters included in the Commission packet pertaining to Del. Hodges House Bills - a letter from VDOT Commissioner, Stephen C. Brich, P.E. to Del. Hodges addressing the stricken HB 2314 which would have required VDOT to work with VEDP and localities to develop traffic plans to support and encourage business development in which Mr. Brich states he is committed to having the VDOT Chief Deputy Commissioner or Chief Engineer meet with interested local officials in our district to ensure the localities issues and concerns relating to VDOT s role in business/economic development in the local enterprise zones are fully heard; a draft letter from Del. Barry Knight, Chair of House Rules

132 Subcommittee #1 to VDOT s Commissioner in regards to HB 2315 which Del. Hodges voluntarily withdrew from consideration in an effort to accomplish without the need of enabling legislation in which Del. Knight asked that VDOT Commissioner work with Del. Hodges and the Commonwealth Center for Recurrent Flooding Resiliency to develop a report identifying public transportation infrastructure that is at risk of flooding or deterioration due to recurrent wind or tide flooding and their recommendations to address at-risk infrastructure identified in the report; a draft letter in reference to HB 2506 from the Chair of the House Agriculture, Chesapeake and Natural Resources Committee to David K. Paylor, Director of DEQ requesting that DEQ meet with the Joint Subcommittee on Coastal Flooding to address the concerns of low-lying rural coastal waterfront homeowners suffering from recurrent flooding, tidal flooding, wind driven flooding, storm surge, and subsidence. Mr. Lawrence also provided a handout of an from GA lobbyist, Robert Crockett recommending the recruitment of John Paul Woodley, Advantus Strategies to assist the MPPDC with additional support in communication and coordination with the Army Corps of Engineers on dredging permits associated with applications to the VA Waterway Maintenance Fund. Advantus Strategies is proposing a flat fee of $5,000 for Mr. Woodley to provide counsel and strategic advice to localities to assist with Corps discussions on dredging. The Commission voted to retain Mr. Woodley with the stipulation of the MP and Eastern Shore sharing the cost equally. III. IV. Presentation of FY20 Rural Transportation Program Scope and Adoption of Resolution MPPDC Executive Director, Lewie Lawrence provided the Commission with the draft FY20 Rural Transportation Planning Work Program. The program design is similar to years past with the addition of dredging and watertrails. The Commission approved the required resolution. Approval of Resolution in Support of Local Dredging Projects MPPDC Executive Director, Lewie Lawrence presented the Commission with a Resolution in support of submission of proposals to Virginia Port Authority for the shallow draft dredging of the Middle Peninsula s four priority waterways Davis Creek and Hole-in-the-Wall in Mathews County and Aberdeen Creek and Timberneck Creek in Gloucester County. The Commission approved the Resolution as presented. V. Discussion of Reactivating Small Business Development Program GoVirginia Project Proposal MPPDC Executive Director, Lewie Lawrence stated that when the MPPDC Small Business Development Program was active, it created more jobs than any other economic development program in the Middle Peninsula. MPPDC or MPA will submit a proposal to GoVirginia (match-free) to reactivate the program for a suggested 24 months to enable stabilization. The Commission voted to support PDC staff, in collaboration with the MPA, in reactivating the Small Business Development Program with GoVirginia funding.

Adoption of Middle Peninsula CDBG Priorities Every year Virginia s PDCs are tasked by the Virginia Dept. of Housing and Community Development (DHCD) to rank CDBG project types for the region and to provide a list of CDBG project proposals. These regional rankings are then used by DHCD in evaluating localities CDBG proposals. This year, DHCD supplied five items to be ranked. Commissioners provided the following rankings which will be communicated to DHCD: High Priority Comprehensive Community Development, Economic Development Business District Revitalization, Community Facility (Including Housing Production) Low Priority Housing Housing Rehabilitation and Community Service Facility There were no local CDBG project proposals identified or anticipated from any Middle Peninsula localities for consideration under the 2020 program. Other Business MPPDC Executive Director, Lewie Lawrence provided a letter from the Virginia Community Colleges Chancellor, Glenn Dubois in response to the letter the Commission sent last month expressing interest in taking a role in the recruitment process of replacing the retiring President of Rappahannock Community College. Mr. Dubois gave assurance that there would be a role for the Commission in the process. Adjournment
