1 THE DISTRICT TWO RESOLUTION District Two of the National Association of Parliamentarians District of Columbia, Kentucky, Maryland, Virginia, West Virginia, Europe, and the Middle East Look toward Your Future at the District Two Conference by Mary Jo Neil and Wanda M. The conference will be held October 5-7, 2012, at the Hilton Washington DC North/Gaithersburg, in Gaithersburg, Maryland. Plan ahead, and take advantage of the early bird registration fee of $200.00, which will be available through Wednesday, September 5, (After September 5, 2012, the registration fee is $ ) The fee includes workshop materials and five meals during the conference reception on Friday; breakfast, lunch, and dinner on Saturday; and breakfast on Sunday. I hope this issue of The District Two Resolution finds you in good spirits and keeping cool despite the record-setting temperatures. Some of you are preparing to attend the National Association of Parliamentarians Training Conference in Scottsdale, Arizona. You will find the article written by Jason Morgan, RP, quite helpful. If you won t be joining us in Arizona, then we ll meet up at the District Two Conference. The conference will be held October 5-7, 2012, in Gaithersburg, Maryland. Conference cocoordinators, Mary Jo Neil and Wanda M. Sims, RP, have provided important information in this newsletter. The theme of the conference, A Brighter Future Awaits You, is an adaptation from the suggestion sent in by Frank E. Guthrie, RP. In keeping with NAP President Maurice S. Henderson s theme of Starring Excellence, the district theme during will be Raising the Standard, Achieving Excellence. The efforts to achieve excellence begin with unit study. The Membership Extension and Retention Committee (MERC), which is comprised of the NAP vice-president and the eight district directors, has set the following goals: 1. Increase membership retention by 1% from 2011; 2. Increase new members by 10% over 2011; 3. Identify viable areas for chartering as a state/unit by July 31, 2012; Darlene T. Allen, PRP, District Two Director 4. Publicize the unit and association awards program early; and 5. Conduct an all-member electronic survey with a goal of 500 responses. In addition to the MERC goals, each state association has indentified internal goals and is working to achieve them. For example, goals such as revising all governing documents, identifying possible membership leads/sources, and growing the leadership pool of candidates to hold unit and state offices are being reviewed. As district director, I have attended the annual meetings/conventions of the District of Columbia, Kentucky, Maryland, and Virginia Associations. We have many hard working, dedicated and knowledgeable members working to keep parliamentary procedure viable in their states. Continue the good work, and let s meet at the District Two Conference to keep the parliamentary procedure fire burning in our district!

Paige Johnson, PRP, who spoke on the topic, Designing the President Mr. Balch presented the afternoon workshop entitled, Notable Changes in the 11th Edition of RONR. Following the DCAP Annual Convention, the president appointed Peola H. McCaskill, PRP-R, as Parliamentarian and Loretta Tillery as Historian. District of Columbia Association of Parliamentarians by Margaret Smith Perkins The District of Columbia Association of Parliamentarians (DCAP) held its 43 rd Annual Convention on Saturday, March 17, 2012, at the Naval District of Washington Catering and Conference Center. Fifty members and guests were in attendance. President Rosalie H. Stroman, PRP, chaired the convention. The agenda items included reports from officers, committees, and the four units. During the meeting, Thomas J. Burke Balch, PRP, Parliamentarian of the National Association of Parliamentarians, gave greetings and updates from the organization. The following individuals were elected as officers for the biennium: Margaret Smith Perkins, President; Ferial S. Bishop, PRP, First Vice President; Marjorie D. Vaughan, RP, Second Vice President; Susan Eads Role, RP, Recording Secretary; Rose L. Acker McIver, Corresponding Secretary; and Wanda M. Sims, RP, Treasurer. Mr. Balch installed the newly elected officers and presented each officer a parliamentary item representative of her position. The DCAP Executive Committee (EC) met by teleconference on April 2, The following committee chairmen were approved by the EC: Ms. Sims, RP Budget and Finance Committee; Maggalean W. Weston Bylaws Committee; Mona Y. Calhoun, PRP Education and Registration Committee; Ms. Vaughan, RP Membership Committee; Barbara C. Miller Public Relations Committee; Mrs. Bishop, PRP DCAP Convention Committee; Dianne Dunn Parliamentary Law Day Committee; and Betty M. Adams Audit Committee. The EC also approved Ronald J. Dupart as editor of Liaison. The DCAP Board of Directors held its first meeting on Monday, May 7, 2012, at the Juanita E.Thornton/Shepherd Park Library in Washington, D.C. Mullins, PRP-R The Mary Mullins Research Unit of Registered Parliamentarians (MMRURP) and the Kentucky Association of Parliamentarians (KAP) partnered with the Past President s Leadership Council (PPLC), Jefferson County, Kentucky, in sponsoring a one-day parliamentary law workshop on May 19, The event was held at the Jewish Hospital Medical Center Southwest in Louisville, Kentucky. Members of the three organizations served as hostesses, and Mary J. Mullins, PRP-R, presided throughout the workshop. Twenty-six persons from across the state attended and greatly enjoyed a day of learning on various subjects contained in the 11 th edition of Robert s Rules of Order Newly Revised, including: Learning More (with material on regular, special and adjourned Workshop presenters pictured left to right are: Mary J. Robert, presented by Ruth S. Ryan, PRP, President of KAP; and Updating Motion Expertise, presented by Martha H. Poe, PRP-R. A very informative question and answer period followed the presentations, and folders containing copies of information from the presentations and on the three sponsoring organizations were presented to all attendees. Educational materials from the National Association of Parliamentarians were available for purchase.

The 2012 NAP Training Conference, sponsored by the Arizona State Association of Parliamentarians, is a bargain at only $ ($ for full-time students). Conference attendees will be able to choose from more than two dozen parliamentary procedure workshops during the three-day conference. In addition, five meals are included in the registration package. Purchased à la carte, the fee for all of these educational and networking opportunities would exceed $600.00, but you can get it all for half that price! With so much available, everyone in District Two can benefit by Shooting for the Stars this summer. Are you getting ready to take NAP s Registration Examination to become a registered parliamentarian (RP)? If so, plan to attend the preparation session for the examination at 8:00 AM on Thursday, August 23, 2012, the day before the NAP Training Conference begins. Are you more ambitious than the average RP? There are fewer than three dozen active professional registered parliamentarians (PRPs) living in District Two. Show your commitment to the study and practice of parliamentary law by joining this elite group of professionals by preparing to take the Professional Qualifying Course (PQC). As a PRP, you will have earned the highest level of NAP accreditation and be able to participate in NAP s professional referral service. Plan to attend a series of two preparation sessions for the PQC at 7:00 PM on Thursday, August 23, 2012, and at 9:00 AM on Friday, August 24, Already a PRP? Attend the NAP Training Conference to continue building your knowledge and honing your skills, all while networking with colleagues. PRPs must pass the Professional Recertification Course (PRC) every six years. The preparation sessions mentioned above are also designed to assist current PRPs who are planning to take the PRC. Are you a retired PRP? Then please plan to attend and share your knowledge and experience with others in the NAP community. Think back to all the support you received from mentors and colleagues throughout the years. Why did they do it? Because helping others develop as parliamentarians is fun and rewarding. The individuals who will be Shooting for the Stars this summer are among the most committed and motivated members of NAP. Be there for them so that they can be there for others for the future. 6 Page 6 The District Two Resolution July 2012 Look toward Your Future at the District Two Conference (continued from page 1) Room rates are: $89.00 plus tax per night (single and double); $99.00 plus tax per night (triple); and $ plus tax per night (quad). If you are looking to join the ranks of registered parliamentarians, the National Association of Parliamentarians Registration Examination will be administered on Friday, October 5, 2012, at 4:30 PM. The cost is $150.00, and your completed application form, which can be obtained online at must be postmarked at least 40 days prior to the examination (i.e., on or before Sunday, August 26, 2012). Your future will begin at a welcoming reception on Friday, October 5, 2012, at 7:00 PM, where you will have an opportunity to meet, mingle, and network with your colleagues from District Two. On the following two days of the conference (Saturday, October 6, 2012, and the morning of Sunday, October 7, 2012), four workshops geared toward improving your skills and marketing yourself in the field will be offered. In addition to providing a forum for educational workshops, the conference is being held to elect a district director for the term and conduct any other business that may properly come before the assembly. The District Two Conference will be a stimulating learning experience and allow you to grow as a parliamentarian. Allen, PRP At the 38 th Biennial Convention of the National Association of Parliamentarians (NAP) in September 2011, the delegates adopted a bylaws revision that excluded all standing committee chairmen and six of the eight district directors from the NAP Board of Directors. The two district directors to serve on the board were to be elected by the district directors from among themselves. The district directors elected the directors of Districts Two and Five to represent them on the board for the biennium. Member Benefits Survey As of July 1, 2012, there were 504 respondents to the National Association of Parliamentarians (NAP) Member Benefits Survey. The following table contains a breakdown of those respondents by NAP District. As of the beginning of the month, District Two led the districts with the greatest number of respondents 18.3% of all respondents.
