1 2013 Softball Council Meeting At Sheraton Columbia Hotel In Columbia, Maryland August 11, 2013 NSAD commissioner Rewolinski ordered the meeting at 9:28 a.m. with a roll call: NSAD officers (Deputy Commissioner Paige Thompson, Secretary Mize, and Pat Kinast. CAAD-Bonnie Schwebke, CSAD-Brian Fruits, ESAD-Frank Allnutt, FAAD Michelle Heathington, MAAD-Lorrie Shank, NEAAD-Bruce Beston, NWSAD-Saul Gevarter,, and SWSAD-Chris Reagle. And guest Ron Zuchegno. The minutes from Softball Council meeting in Las Vegas was accepted as it reads. Commissioner Rewolinski s report: How odd was that all tournaments started with Columbia/Columbus. We did have bad weather at Columbia, Maryland in 1984, and (We did have 67 games in one day in 1995) then Columbus, Ohio the tournament cancelled. This weekend, we had bad weather to cause the championship game were unfinished. We concerned that many rooms were cancelled that the hotel manager was not happy. It impacted on our complimentary rooms and rebates. This year, we decided to have large number of Hall of Fame inductees (12) however two inductees were not able to show up. Next year, we will have at least 12 HOF inductees after that we will reduce the number of HOF inductees. The program book will be post after I collected the pictures of teams. Then it will appear at our website later. It will be the commemorative program book The high school deaf softball teams were occurred last May 16 near Scranton, Pa. Eastern Deaf School growing try to promote youth. Possible to have Big East Softball Conference next year (Fanwood, American School for the Deaf, Lexington and Learning Center) I went and mingled with FAAD/NWSAD No women teams, meeting-officers (nobody wanted to be elected); therefore, Saul Gevarter remained and will serve as the commissioner. I did give my lecture toward the members of FAAD/NWSAD that we need to have positive attitude toward the regional officers. Since no one wants to run any officers at the region. You noticed that we, NSAD officers have new polo shirts. They came from Danny Rinas who donated us. SSAD (Southern Sports Association of the Deaf) will return back in September as they need to iron out with the problems.
2 NWSAD placed on probation (up to us to decide during the meeting). CSAD will be placed on probation and fined $100 for not being hosting the regional tournament in Howard County better facilities, there were only minor problem relating the registration admission due to taxpayers. The site for next year will be at Fort Lauderdale, Florida at the same place as before but need to check about new fields. The date will be in August 7 10, We are not sure about the future sites possible cities are St. Louis, Omaha, Bloomington (Minn) and Olathe. The NSAD Executive Board will determine what format tournament or possible have monkey survey on the format tournament. Deputy Commissioner Paige Thompson s report: we will have 30 proposals to go through and will work on NSAD Book to simplify it. Secretary Sheri Mize s report: enjoyed working with current commissioners of each regional. Treasurer Pat Kinast s report: recommended that all program books, minutes of meetings and finance report to be inserted in CD. Finance report as it is this morning according to the bank statement via online was $9, in checking account and $1, in saving account. That is not included in expenses. Thanks the 2 wonderful ladies (Hazel Rinas and Carolyn Hediger) for their hard work during registration and Rick Suiter for having the manpower to assist them. So far we had 481 registered fans during the weekend of tournament. Suggested that we distributed the money prizes to Men first 5 places and Women first 3 places and COED first 3 places. Will Coaches and commissioners for the cost of money prize to confirm before sending out the prizes. 2011/2012 finance reports were audited. Been working with CPA closely. Bonnie Schwebke suggested that we cut down the labor expenses. Remind Pat Kinast that he must register all teams via NSA. The meeting is now recessed at 10:48 a.m.
3 The meeting resumed at 11:04 a.m. Unfinished Business: ADHOC Ron Zuchegno explained what he meant by presented via power point. Check the phrase on: To amend that Regional to be independent for a year on a trial basis. Suggested that we discuss for about 10 minutes from 12:18 12:28. Then the meeting resumed at 12:30 to go with what a better motion to be simple and less confusion among us so we moved that NSAD is to be independent from regionals for a year on trial basis with ADHOC further study effective after softball council meeting. Seconded and passed. We are having our Lunch break at 1:00 and resumed at 1:44 p.m. Deputy Commissioner Paige Thompson on floor with 30 proposals: * Referral #1 PASSED SB12-03 moved that NSAD recognize Wyoming as free state. (Referred to Law Committee) Law Committee asks if NWSAD and MAAD discuss that Wyoming to be recognized as free state? If it was agreed, then Law Committee proposes: ARTICLE ONE MEMBERSHIP Section 2 REGION MEMBERSHIP 2.2 The eight regions shall be constituted as follows: FREE STATE: New Mexico, West Virginia and Alabama. Rationale - These teams will NOT play in 2013 NSAD Tournament and why need these fees? Also NSAD will NOT register these teams under NSA if they will not play in NSAD tournament and regional tournaments have their own insurance.
6 Regional Proposal #1 DEAD Article One MEMBERSHIP Current: Section 2 REGION MEMBERSHIP MIDWEST: Iowa, North Dakota, South Dakota, Minnesota, Kansas, Colorado, Wyoming, Nebraska, and Missouri. New: MIDWEST: Iowa, North Dakota, South Dakota, Minnesota, Kansas, Colorado, Wyoming, Nebraska, Missouri, and the eight (8) counties of Southern Illinois consisting of Bond, Calhoun, Clinton, Jersey, Macoupin, Madison, Monroe, and St. Clair. Rationale - Greater St. Louis is the area of Missouri and Illinois that surround and includes the independent city of St. Louis. The East St. Louis metro includes the Southern Illinois counties of Bone, Calhoun, Clinton, Jersey, Macoupin, Madison, Monroe and St. Clair. There are several deaf people living in East St. Louis metro area where they works in St. Louis, Missouri which is right across the river and many of them had played in MAAD region (many of them played in MAAD before Free-agent was added to NSAD's bylaws). It's hard for these teams to have a limit of 3 free agents per team especially where there are many deaf people living in East St. Louis wanting to play on MAAD's teams. This must be completed to ensure the NSAD Board of Directors to decide and announce the final selection at least one year in advance. 4.3 The Committee shall assist NSAD recruit volunteers for registration and security to work during the tournament. Submitted by MAAD Article 4 Committees 4.1 The Commissioner shall select at least three (3) people from the region in which the NSAD tournament will potentially be held. New: 3.4 Players must be at least seventeen (17) years of age with proof of high school graduation or GED diploma. It will include the umpire association membership fee (either ASA, USSSA, NSA and ISA).
