1 National Softball Association of the Deaf Softball Council Meeting At Fort Lauderdale, FL August 9th, 2009 Commissioner Valentine Wojton called the Softball Council meeting to order at 8:57 A.M. on Sunday August 9 th, We recessed twice... The first one was at 11:25 a.m. and resumed at 11:42 a.m. The second recess was at 1:55 p.m. and resumed at 2:21 P.M. The minutes of the August 5, 2009 Board of Directors meeting was approved as read. Bonnie Schwebke pulled that 53 proposals to be referred to the Law Committee and be completed no later than April 10, Seconded. Passed Vance Rewolinski move to table Bonnie s motion to new business. Seconded. Passed

3 Ronnie Zuchegno pulled EB that the wordings, "after August 1st" be removed from the NSAD Constitution Article Four Section 2.2 Any Proposals coming from the regional organization business meeting after August 1 st shall automatically be referred to next year s ByLaws Committee to New Business Ronnie pulled EB that all 8 Regional Commissioner along with all NSAD officers meet one weekend for the purpose of improving our bylaws to meet today s standards and it is to be done before April 1 st, 2010 to New Business Ronnie pulled that decision of refer to the Law Committee on BD that in Division 3, Section 3.1 replace better with worse (Audiogram) Mark Bella pulled EB BOD that the 5-year probation on CAAD be removed to New Business 2008 SOFTBALL COUNCIL MEETING MINUTES 1) Lynn Williams corrected the minutes (Roll Call) of the 2008 Softball Council meeting, (NEEAD of Jennifer Ricci to NEFAD) 2) Paige Thompson-Matzer corrected the minutes (Roll Call) of the 2008 Softball Council meeting, Diane Schiffler-Dobe was present at the meeting. 3) Darin Clauson corrected that the SC 08 Bylaws Proposal Referral #1, Should have Amended that the 6 counties of VA have the OPTION of joining either SSAD or ESAD Tourney (on a 2-year trial basis)" and referred that to the New Business. Ronnie tabled Commissioner's decision of 3 regional representatives and 51 team representatives for the Softball Council after New Business

4 Scott pulled SC (page number of USSSA rules book) to New Business Ronnie moved to approves the minutes of SC 08 with correction. Seconded. Passed. Bonnie pulled 3 representative and 51 team representatives for Softball Council to New Business. Bonnie pulled EB 09 (April 24/25) moved that the Tournament Policies 1, 1.1 Selection for NSAD National Tournament Site shall be decided at least four (4) years in advance by the Executive Board. be removed to New Business. 5 Bonnie pulled NSAD Bylaws Article Two Section Officers revised to 1.3 to New Business COMMISSIONER WOJTON was pleased with how this weekend tournament was run and thanked Vance for his tremendous job and congratulated the 3 team champions (Women's Maryland Eastern Deaf Timberfest, Men's Fremont Hoy's Boys, and Coed Akadema/Omaha) TREASURER KINAST (by Vance) Gave the Financial Report on our 2009 Tournament Bruce Beston expressed the concern that NSAD didn t complete their IRS Form 990, and it will create a problem He recommend that NSAD establish financial committee and must show minutes and tournament finances to IRS. DEPUTY COMMISSIONER ROOD Ned to shift the focus on crew, which they are most under appreciated Disappoint that there is no recognization for Dawn that she didn t get yellow shirt for NSAD Applaud Vance for another fantastic job Appreciate that Rick Suiter did amazing job for organized meals for officers/umpire/crew so Dawn can provide support to registration crew

6 SECRETARY KINAST Enjoy the challenge to being NSAD officers, glad that the tournament went very well! SPORT INFORMATION DIRECTOR RYAN Felt it was effective for stats, many thanks to DeafWorld for making this happen Please collect any awards after this meeting TOURNAMENT DIRECTOR REWOLINSKI Hotel was overbooked (was given false hope when he made the trip last year) Best Concession EVER! Faced new issues such as Dogs and Canopy(ies) Coaches meeting was very effective and will add bracketology to that meeting Overall, was very happy with the results of the tournament itself Notice that there were 4 different umpires with different colored shirts during Women's and Men's Championship games which it represent various softball associations.

7 Portland fields, one field with full operated scoreboard and 5 fields with 300 feet fenced, 2 fields with 285 feet fenced but with very high fence. One hotel, Portland Inn, has some luxuries such as laudromat, arcade, etc and also will provide shuttle for umpire to fields. Red Lion Inn has a nice view to Mt. Hood and Mt. Helena, also river that across to Washington DEAF UMPIRE LETKIEWICZ Suggest that NSAD set up a list of umpires and post that to our website. NEW BUSINESS: Motion SC Moved that we reduce the sanction fee from $250 to $100. FAILED Motion SC Moved that we change the Softball Council Meeting on Sunday and move it back to Thursday. FAILED Motion SC Moved that we add additional performance to duty under section 1.4 for NSAD Officers

Motion SC Pulled EB that all 8 Regional Commissioner along with all NSAD officers meet one weekend for the purpose of improving our bylaws to meet today s standards and it is to be done before April 1 st, 2010 IT WAS DISCUSSED AND THAT MOTION IS CONSIDERED TO BE OUT OF ORDER Motion SC Moved that in BD 01-09; we replace the wordings, "better" with "worse" in Rules and Regulations; Article 1; Section 3; 3.2 A player shall have a hearing loss of 55 db or greater in the better ear to be eligible. This rule is still subject to deliberation, therefore, not "fully implemented" or "subject to interpretation'. Motion SC Pulled Apr 24/25, 2009 EB motion "Moved that the six (6) counties of Northern Virginia consisting Loudoun, Fairfax, Prince William, Stafford, Spotsylvania, and Fauquier belong to the ESAD Region on a two-year trial basis. CARRIED AS AMENDED"... be changed to "The six (6) counties of Northern Virginia consisting Loudoun, Fairfax, Prince William, Stafford, Spotsylvania, and Fauquier have the option to play for either ESAD or SSAD on a two-year trial basis. Amend to remove "on a two-year trial basis". CARRIED AS AMENDED The six (6) counties of Northern Virginia consisting Loudoun, Fairfax, Prince William, Stafford, Spotsylvania, and Fauquier have the option to play for either ESAD or SSAD Motion SC Pulled SC moves that NSAD follows the USSSA pitching rules from the current USSSA rule book as stated in pages 36 & 37 and leave the black mat for strike at home plate effective tomorrow and allow the NSAD Executive Board to find specific page to correct the page numbers for pitching rules. CARRIED Motion SC-10-09

12 REFERRED TO LAW COMMITTEE Motion SC Pulled NSAD Bylaws Article Two Section Officers revised to 1.3 to New Business Bylaws; Article 2; Section The election and term of office shall be prescribed for elections of the NSAD officers to be a majority vote at the annual meeting of the Softball Council with terms for these officers for two years, commencing as of December 1st In order to be elected as a NSAD officer, that person must have at least 5 years service as a team member or umpire 1.3 The office of the NSAD Commissioner shall be limited to four (4) terms on the NSAD Executive Board.

13 REFERRED TO LAW COMMITTEE Motion SC Moved that NSAD have auditors for the purpose of auditing NSAD's Financial Reports. CARRIED Motion SC Moved that NSAD purchase a LCD Projector. CARRIED Motion SC-19-09

14 Moved that all NSAD Officers have neon shirts during the NSAD Tournament for easy identification. CARRIED Motion SC Moved that we allow a hearing spouse of a deaf spouse to play on a NSAD softball team. REFERRED TO LAW COMMITTEE Motion SC Moved that NSAD develop a new position (Women's Commissioner) that will only focus on women's tournaments. Amended that this position is to be appointed by the NSAD Tournament Director. BOTH MOTION AND AMENDMENT WERE REFERRED TO LAW COMMITTEE Motion SC Moved that NSAD allow two (2) CODAs in the Men s Division.

15 FAILED Motion SC Move that NSAD sends their three (3) officers (Commissioner, Deputy Commissioner and Secretary/Treasurer) to the USSSA Winter Meeting in Florida for the purpose of opening dialogue with USSSA as Previously Passed motion in Dayton 07. Amended that each pay on their own expenses. THE MOTION AND AMENDMENT FAILED Motion SC Moved that we donate $800 to Each 2009 Women and Men s championship team based on the numbers of registration forms (rounded up). CARRIED Motion SC Moved that all words, USSSA be removed in our NSAD Rule Book and we use all associations (USSSA, ASA, NSA & ISA) and the NSAD tournament director will determine which association to use according to the ballpark with EB Approval before Jan. 1 of every year.

16 CARRIED Motion SC Move that we rescind SC "SC#20: FWSAD (NWSAD) moves that the black mat be removed for strike for men and COED teams effective 2009 and beyond. CARRIED." CARRIED Motion SC Moved that we add one (1) free agent under the age of 40 and one (1) free agent over the age of 40 for Men's team. Amended that we also add one (1) more free agent to Women's team. CARRIED AS AMENDED Motion SC Moved to make the NSAD's COED Tournament be Official and the players on a Coed team are allowed to play in the women and men teams with understanding that only one women per team is allowed to join COED, and there be no restriction on men's teams. REFERRED TO LAW COMMITTEE

17 Motion SC Moved that on our NSAD's website, we separate the Constitution, ByLaws, Rules & Regulations and Tournament Policies and identify each in the dropbox. CARRIED Motion SC Moved that NSAD allows "5 plus 1 homerun limit" rule for Men's Division. FAILED Motion SC Moved that the NSAD Officers, with the leadership of the NSAD Tournament Director, have a working relationship with USSSA and other softball organizations. CARRIED Motion SC Moved that Dawn Rood be reimbursed the airfare cost of $330 for the Law Committee meeting at Denver 2007 that she was unable to attend due to a medical reason.

18 CARRIED Motion SC Moved that the Executive Board structure be broken down or re-structured with Commissioner, Deputy Commissioner, Secretary/Treasurer along with the 8 region Presidents/Commissioners serving on the NSAD Executive Board and the Positions of Tournament Director, Softball Information Director, Webmaster and the possible new position, Women s Commissioner, be considered non-essential staff of the NSAD with no voting privileges or considerations during Executive Board Meeting. REFERRED TO LAW COMMITTEE Motion SC Moved that NSAD have a designated homerun hitter, announced before each game, be awarded 2 bases on any kind of walk (bases on balls). FAILED Motion SC Moved that we have a separate account for the Hall of Fame. FAILED

19 Motion SC Moved that any motions related to ByLaws that were brought on the floor be discussed on the same day. REFERRED TO LAW COMMITTEE Motion SC Moved that we allow one SODA (Sibling of Deaf Adult) on a team. CARRIED Motion SC Moved that we allow either SODA or CODA per team.
