1 Llanelly Community Council Minutes of the Ordinary Meeting held on Monday 14 December 2015 at Gilwern Community Centre, Common Road, Gilwern at 7 pm Present Cllr Kay Blackwell Cllr Anthony Carrington Cllr Giles Howard Cllr Brian Kemp Cllr Malcolm Cook 15/591 In attendance: Adrian Edwards, Clerk to the Council. Other declarations of interest will be made if and when and identified under the relevant minute. 15/594 Agenda item 3:- Items considered urgent by the Chairman. This business will be under taken after items included on the agenda are considered. Any items discussed will be an agenda item and lawfully considered at the next Council meeting. Cllr Kemp asked about the security of the Library in the building. Cllr Carrington asked, the council to convene a meeting with the main contractors undertaking the dualling on the A465 road. There was some debate over this matter, and it was agreed that the clerk convenes a meeting ASAP. The chairman explained that this item is included on the agenda for items of importance to the community. The chairman stated that if minutes 15/562 and minute 15/575 are not to be included or recorded, all items must be included on the agenda. There was some robust debate over this matter, and Cllr Carrington asked for the following to be recorded. Cllr Carrington stated that there shall be no discussion about the draft minutes from the preceding meetings except for the accuracy. Cllr Carrington stated that the minutes 15/562 and 15/575 were unlawful and that s why it was proposed that the minute was amended. After some debate it was. Resolved: that no item will be debated without that item being included on an agenda or summons. It was also agreed that any correspondence should be sent to members before the meeting 15/595 Agenda item 4:- To confirm the minutes from the Ordinary Meeting on the Monday 9 November 2015 as an accurate record. Proposed: by Cllr T Williams seconded by Cllr V Jones that the minutes are signed as a true and accurate record. 2 15/596 Agenda item 5:- Matters to report. None 15/597 Agenda item 6:- Consider any planning applications received or granted before the meeting. Cllr Kemp proposed that the standing orders are suspended to allow the members of the public to address members regarding planning application 15/12919/FUL. Seconded by Cllr Cook. All members agreed. 15/12919/FUL: Proposed rear garden room and side utility room extensions and rear garden timber climbing frame, at 17 Orchard Close, Gilwern The clerk gave members a verbal report on the above application explaining that the first application was withdrawn and this application resubmitted to include the play equipment to the rear garden following an enforcement notice from the planning authority. The chairman invited two members of the public to address the council with their concerns. One resident explained that her property would lose privacy and anyone using the play equipment would be looking into all the habitable rooms in her property. One resident also expressed concern over the extension which is close to her boundary. After considering the issues raised it was. Proposed: by Cllr Carrington seconded by Cllr Downes that a further site meeting is convened. All members agreed. 15/12948/FUL: Double garage Vehicle access and drive, at Bethlehem Manse, Maesygwartha Road, Maesygwartha No objection was made relating to the above application. Application approved 15/12630/FUL: Application is for the removal of 2 no. existing antennas, 4 no. existing mast head amplifiers (MHAS) and 1 no. equipment cabinet and the installation, at Neuadd Farm, Church Road, Gilwern 15/12627/REM: Application for approval of reserved matters. Former Darenfelin School, Darenfelin, Llanelly Hill. 15/12698/FUL: Removal of existing rear conservatory and provision of rear garden room and side extension. The Firs, Abergavenny Road, Gilwern. S106 assessment panel meeting The clerk read out an from MCC relating to the S106 assessment panel which is due to meet on Friday 18 th December. The officer wishes to have the views of the council before the meeting. The clerk explained that although the application from Gilwern Football Club is for a galvanised and powder coated metal fence with mesh infill panels below, the omission of the mesh panels could represent a significant saving that might help to spread the cost of the S106 funding further in an attempt to assist as many projects as possible. 4 Members debated this matter and considered all of the concerns that have been raised over the last several months. The clerk explained the officer is asking for clarification on one point, whether or not the installation of a galvanised and powder coated metal post and rail fence around the Gilwern football pitch would be acceptable to the Community Council in its capacity as landowner. After some debate it was: Resolved: that the council would support a post and rail fence as identified by the officer. Unanimous decision to support the request Cllr Cook stated that he objected to a post and rail fence on safety grounds. Cllr Howarth rejoined the meeting at 8.57pm 28. Caldicot County Park 29. All the invoices were available for inspection by members 15/599 Agenda item 10:- Consider service delivery by Community and Town Councils Move to the next meeting 15/600 Agenda item 11:- Gilwern Community Centre to be used as Emergency Care Centre Cllr Kemp Cllr Kemp explained that he believes Gilwern Community Centre should be registered as an Emergency Care centre. The clerk explained that this centre and the former community centre were registered and the contacts are the clerk and the cleaner. Proposed: that the centre is used as a Emergency Care centre 15/601 Agenda item 12:- Give dog fouling the red card Llanelly Community Council consider introducing a by- law Cllr Kemp Cllr Kemp explained that he has received a number of complaints regarding dog fouling in the community. He explained that he has written to MCC Environmental Health Dept, and received no reply to date.
