1 HEATHFIELD AND WALDRON PARISH COUNCIL TUESDAY 14 NOVEMBER 2017 AT 7.30PM AT HEATHFIELD COMMUNITY CENTRE PRESENT: Councillors Andrews, Francis, Hough, Leach, Ridley, N. Robinson, M. Robinson, South, Taylor, Wood and Woolley (Chairman). The Clerk was in attendance. Also present: County Cllr Simmons 17/127 REPORTS FROM POLICE, DISTRICT AND COUNTY COUNCILLORS Cllr Simmons spoke to the Council about the pressures of the County Council s budget and answered Members questions. 17/128 APOLOGIES FOR ABSENCE Apologies for absence had been received from Cllrs Coffey, Fraser, Hatcher, Hart, Holmwood, Kentish-Barnes, Rivers, Thomas and Waterhouse. 17/129 DISCLOSURES OF INTERESTS IN MATTERS ON THE AGENDA 17/130 MINUTES RESOLVED: that the Minutes of the Meeting held on 12 September 2017 be approved and signed by the Chairman as a correct record. 17/131 MATTERS ARISING 17/132 CHAIRMAN S REPORT The Chairman reported that he had attended the Saint Hill Gala Concert at the invitation of Narconon. He had also given a talk to Waldron Neighbourhood Watch. On Remembrance Day he had attended the service at Old Heathfield and laid a wreath at the Cade Street Memorial. Cllr Holmwood had laid a wreath at the Waldron War Memorial. 17/133 VICE-CHAIRMAN S REPORT It was reported that the Vice-Chairman had attended a Civic Meeting at Hailsham, the AGM of the Heathfield Partnership and the official opening of the new St Wilfrid s Hospice Shop. He had also attended the Parish Council open morning on 21 October and had presented prizes for the winners of the Adult and Children s Quizzes. He had also attended the launch of the Heathfield Trail by Beat the Street. 916

2 17/134 CLERKS REPORT The Clerk had attended the SALC Clerks Technical Networking Day. 17/135 REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES 17/136 TO RECEIVE AND APPROVE REPORTS OF COMMITTEES 17/136a Finance and General Purposes Committee The minutes of the meeting held on 19 September 2017 (unadopted) had been circulated and Cllr Ridley gave a brief report thereon. 17/136b Planning and Highways Committee The minutes of the meetings held on 11, 25 September, 9 and 23 October and 6 November 2017 (unadopted) had been circulated. 17/136c Leisure, Amenities and Burial Committee The minutes of the meeting held on 26 September 2017 (unadopted) had been circulated. Cllr Robinson gave a report and updated the Council regarding negotiations with NHS Property Services in respect of Heathfield Community Centre. A few matters were still to be resolved but the Council s liability for fees and charges had been greatly reduced. 17/136d Community and Business Development Committee The minutes of the meeting held on 10 October 2017 (unadopted) had been previously circulated. Cllr Ridley reported that several initiatives under the Visioning project were proceeding and a meeting had been arranged regarding activities for young people. It was RESOLVED that the Minutes of the above meetings be duly approved and adopted. 17/137 TRAINING REQUESTS It was RESOLVED to approve the training requests for 2018 in the sum of /138 ONLINE MAPPING Two quotations for online mapping services had been circulated to Members. It was agreed that further information should be sought from existing users of the providers to enable further consideration to be given. 17/139 CIVIC REGALIA A quotation had been circulated for a new Vice-Chairman s ribbon and badge and past Chairmen engraved bars for the Chairman s ribbon. It was RESOLVED not to proceed with the quotations but it was agreed that the 917

3 possibility of purchasing an engraved bar for the Vice-Chairman be investigated, which could then be exchanged for the Chairman s on the existing ribbon when required. It was suggested that a Past Chairmen s board might be purchased instead and this would be added to the next agenda. 17/140 BATTLE S OVER A NATION S TRIBUTE 11 NOVEMBER 2018 A report had been circulated in connection with possible celebrations on Remembrance Day in In addition to the lighting of the Cade Street beacon, it was hoped that Heathfield Silver Band and Heathfield Choral Society might attend, together with other musical acts. It was RESOLVED to allocate a budget of 1000 for the event, to come out of LAB budget for 2018/2019 and Cllrs Leach and Ridley agreed to join the Working Party to organise the celebrations. 17/141 EAST SUSSEX LIBRARIES THE WAY FORWARD Members considered the consultation draft from the Libraries Strategic Commissioning Strategy and noted that no changes were proposed in respect of Heathfield library. 17/142 SUBSCRIPTION TO ACTION IN RURAL SUSSEX It was RESOLVED to approve a membership subscription to AiRS in the sum of /143 MOVEMENTS OF RESERVES It was RESOLVED to approve the proposed movements of reserves as reported. 17/144 TRANSFER FOR OFFICE WINDOW It was RESOLVED to approve quotations from Print Matters in the sum of VAT for a new window transfer and 70 + VAT for replacement logo on the Council s nameboard. 17/145 LIST OF PAYMENTS MADE BY THE PARISH COUNCIL (a) The list of payments made for the period 1 to 1 August 2017 in the sum of 24, VAT (b) The list of payments made for the period 1 to 30 September 2017 in the sum of 23, VAT (c) The list of payments made for the period 1 to 31 October 2017 in the sum of 35, VAT (d) Salary figure for the period 1 to 31 August 2017 included in the payment list

4 (e) Salary figure for period 1 to 30 September included in the payment list (f) Salary figure for period 1 to 31 October 2017 included in payment list (g) Pension payments for 1 to 31 August 2017 included in payment list - 1, (h) Pension payments for 1 to 30 September 2017 included in payment list - 4, (i) Pension payments for 1 to 31 October 2017 included in payment list - 2, (j) NI & Tax payments for 1 to 31 August 2017 included in payment list - 2, (k) NI & Tax payments for 1 to 30 September 2017 included in payment list - 2, (l) NI & Tax payments for 1 to 31 October 2017 included in payment list - 2, It was RESOLVED to approve the above lists of payments Note: the figures at h and j have been corrected. 17/146 BANK RECONCILIATION UP TO 31 OCTOBER 2017 It was RESOLVED to approve the bank reconciliation. 17/147 ASSET REGISTER It was RESOLVED to approve and adopt the Asset Register. 17/148 NWCTP SATURDAY SERVICE 262 It was RESOLVED to ratify the transfer the expenditure, in the sum of approximately 2,680, from Contingency to Discretionary Grants for the 2017/2018 financial year. 17/149 UPDATE ON CCTV The Clerk gave a verbal update and reported that further information and costings were being sought in respect of the Sussex Police i-witness scheme as well as private suppliers. 919

5 17/150 CHRISTMAS TREE OUTSIDE HEATHFIELD FIRE STATION It was reported that a 15ft tree had been donated and sponsorship had been obtained for lighting, including dismantling and storage by Millennium Quest. An event to celebrate the lighting of the tree would take place on Friday 1 December at 3.30 p.m. at the Fire Station. The Council thanked Cllr Andrews for all her hard work in obtaining sponsorship. 17/151 MATTERS RAISED BY COUNCILLORS 17/152 CRIME & DISORDER ACT 1998 SECTION 17 The consideration of new CCTV would have an effect under the Act. 17/153 RISK MANAGEMENT The results of negotiations in respect of the Heathfield Community Centre were considered to have lessened the Council s risk in terms of budget implications for the current financial year. 17/154 TO CONSIDER MOTIONS 17/155 DATE AND TIME OF NEXT MEETING The next full Council meeting will be held on Tuesday 9 January 2018 at 7.30 pm in the Ian Price Room, Heathfield Community Centre, Sheepsetting Lane, Heathfield, East Sussex.
