1 CHARLTON PARISH COUNCIL 60 Minutes of the Meeting of the Parish Council held on Thursday, 14 th March 2019, at 7.30 pm, in the Old School Room, Charlton PRESENT Cllr R L Davies (Chairman) Cllr B B Browne Cllr Mrs E Hall-Roberts Cllr R R Sims Cllr M P Wood (until Minute 34/19) In attendance: Roger Gurney, Clerk to the Parish Council ADJOURNMENT FOR PUBLIC FORUM (1 member of the public was in attendance, but did not wish to speak). 31/19 APOLOGIES FOR ABSENCE These were received from Cllr Grazier and Cllr Mrs Jack 32/19 DECLARATIONS OF INTEREST None for this meeting. Cllr Wood apologized to the Parish Council for not declaring his non-financial interest during the discussion at the previous meeting (minute 6/19), as he is a tenant of adjoining land. He had been informed that this interest did not preclude him from speaking on the subject. 33/19 REPORTS FROM COUNTY AND DISTRICT COUNCILLORS County Cllr Liz Eyre and District Cllr Michelle English were not in attendance and there were no reports. Cllr Sims and the Clerk had attended the Enforcement Summit at WDC on 13 th March. Cllr Sims reported that Cllr Bradley Thomas had advised the meeting that if Parish Councillors were not receiving the support of their District Councillors that they should let him know. We have not seen our District Councillor for some time and it was proposed and seconded that the Clerk should write to Cllr Thomas accordingly. 34/19 LOCAL BUS SERVICE The Chairman reported that the Tesco service does come into Fladbury once a week but does not cover Charlton or Cropthorne. There are discussions with the hopper bus, which visits some villages, to include Cropthorne and Charlton. The Clerk was asked to County Cllr Liz Eyre for any update on this suggestion. 35/19 REPORTS FROM REPRESENTATIVES 1. Footpath Warden. Clive Bostle has given his apology but reports that he will spend a day in the Parish next week. There will be a Evesham Walking festival during the first week of July. Leaflets are being printed and details are also available on the Evesham Ramblers website. 2. Cropthorne and Charlton Village Hall. The minutes of meetings in January and February had been ed to councillors. 3. Workman Trust/Old School Room. Cllr Mrs Hall-Roberts reported that the OSR Trustees were looking at the possibility of an extension. The Clerk had passed on

2 details of grants that may be available through Community First. 4. PACT. There has not been a meeting since the last PC meeting. Cllr Browne commented that Neighbourhood Watch now sends s detailing matters covering the whole of West Mercia, not just the local area. 61 CHARLTON PARISH COUNCIL Minutes /19 MINUTES OF THE MEETING HELD ON 10 TH JANUARY 2019 The draft minutes were circulated with the agenda. It was proposed by Cllr Sims, seconded by Cllr Mrs Hall-Roberts, and resolved, that the Minutes be signed as a true record. 37/19 REPORT OF THE PLANNING COMMITTEE/ENFORCEMENT UPDATES The minutes of the Planning Committee meeting held on 28 th February 2019, which had been circulated with the agenda, were accepted. Crow Farm, Yessell Lane. Building Control have informed the Clerk that they have confirmed that the treatment plant and drainage comply with Building Regulations, but they do not have on-going powers to monitor the installation. The Old Winery, Boston Lane. WDC Enforcement Officer has reported that the occupiers of the caravan have been offered alternative accommodation and will be vacating the caravan shortly. The Clerk was asked to check with the Enforcement Officer to ensure that the caravan is vacated and that work is continuing with the holiday let building. Lower Meadows Farm, Boston Lane. The EA have stated that any breach would have to be undertaken by WDC or the Worcester Regulatory Authority. 38/19 FINANCE 1. Receipts and Payments Account: This was circulated with the agenda and was accepted. 2. Accounts for Payment It was proposed by Cllr Sims, seconded by Cllr Mrs Hall-Roberts, and agreed, that the following accounts be paid: R D Gurney - salary expenses reimbursement VAT H M R C (fourth quarter) Brian Arrowsmith (January/February) Smart Cut Ltd (December) VAT Smart Cut Ltd (January) VAT Mike Wood re Gateway installation VAT Community First subscription J Baker Workman Trust - re rent Confirmation of Debit Card payments made on and : 1&1 IONOS VAT &1 IONOS VAT /19 MEETING DATES FOR 2019/2020 The run up to the local elections precludes the holding of the Parish Meeting in that period. It was agreed that the Parish Meeting now be held on Thursday 9 th May 2019 and

3 the Annual Parish Council meeting being held on Thursday 16 th May. CHARLTON PARISH COUNCIL Minutes /19 STREET LIGHTING Cllr Davies, Cllr Sims and the Clerk met representatives of Prysmian and Western Power to assess the street lights in the village. Seven lights on wooden poles were inspected and it was agreed that work is required on five of these, nos, 7, 8, 16, 17 and 19. Quotations have been received from each company for their aspect of the work totaling plus VAT. That this be approved was proposed by Cllr Sims, seconded by Cllr Mrs Hall- Roberts, and agreed. The Clerk confirmed that New Homes Bonus money would be available, but it will be necessary for some public consultation to be held, in order to elicit public support. It will be explained at the Parish Meeting, after which an application for NHB can be made. The Clerk will explain the timescale with Prysmian and Western Power. 41/19 NEW HOMES BONUS The Clerk reported at the January meeting that WDC will be changing how NHB money is distributed. 4,778 is available. After the street lighting contribution is received some 1,200 will remain. The Clerk will check with WDC on whether exhibition items, including screens, or a new shed for the Old School Room would qualify to receive NHB money. 42/19 SWDP HOUSING CONSULTATION Following concerns of local residents an item has been put on the Village web site, which refers to an article in the recently published Wychavon magazine. There will be a further consultation later in /19 WCC MINERALS CONSULTATION The Chairman, Vice Chairman and the Clerk met WCC officials at their public consultation in The Hive, as there are key sites which would affect Charlton. A further consultation period will be held later in the year. 44/19 HIGHWAYS AND FOOTWAYS Brian Arrowsmith has supplied regular figures from the VAS sign which indicates a continuing number of motorists exceeding the 30 MPH limit on Canada Bank. The Council will need to decide when this information is passed to WCC and the Police for action. The Chairman and Vice Chairman agreed to follow up other highway issues with County Cllr Liz Eyre. The Chairman commented that the village gates at the cemetery bridge and at the top of Canada bank have now been installed. The Clerk reported that he has received the annual renewal of the lengthsman contract from WCC and this was agreed.. 45/19 TREES AND THE GREEN It was agreed that work on the willow tree should proceed as soon as possible, It was also agreed that Midland Tree Care undertake the work on the Yew trees in the Cemetery: the quote of 1,380 was proposed by Cllr Browne, seconded by Cllr\Sims and agreed.

4 The Clerk was asked to check with Smart Cut Ltd if they are able to weed kill the Brook and to ask Brian Arrowsmith if he is able to plant bulbs on the Green adjacent to the gravel drive., at the appropriate time. 63 CHARLTON PARISH COUNCIL Minutes /19 REPLACEMENT SEAT ON THE GREEN This had been agreed at a previous meeting and it was now agreed to proceed with the purchase. 47/19 REPLACEMENT NOTICE BOARD This was recently damaged and it was agreed that a new notice board be purchased. It was proposed by Cllr Davies, seconded by Cllr Browne, that and agreed that a new notice board be purchased at a cost of up to /19 FLOOD ALLEVIATION The Chairman reported that Cllr Grazier had undertaken some work on the Brook. He reported that the EA has appointed a project manager to oversee work on the Natural Flood Management for the Merry Brook and the River Isbourne. An Open Session is planned by the EA on 23 rd May in the Old School Room. 49/19 CEMETERY MATTERS Cllr Browne reminded the Council that the rodding of unmarked graves is still to be done. The Clerk will liaise with Richard Hill. The Clerk and Cllr Browne have still to meet to update the cemetery records..and the Clerk will need to meet to update details of burial plots and the layout of the extension. It was agreed that work on the Yew trees needs to be done soon and given the failure of Arbor Vale Tree Spcialists to respond it was proposed by Cllr Wood, seconded by Cllr Mrs Hall-Roberts and agreed that we accept the 900 quote from Midland Tree Care. 50/19 FINANCIAL REGULATIONS, ASSET REGISTER AND GENERAL DATA PROTECTION REGULATIONS There has been no progress. It was agreed to defer consideration until after the election.. 51/19 PROGRESS REPORTS FOR INFORMATION 1. Parish Council meeting dates for 2019/2020.These were circulated with the agenda 2. Audit Arrangements No information has yet been received 3. Update on listed building registration. There has been no action 4 Police and Crime Commissioner grant application. There has been no progress. 5. Fladbury Conservation Area extension. The Chairman had circulated a draft reply, which was accepted by the Parish Council. 52/19 ITEMS FROM CALC The Executive Officer s latest report related to the forthcoming election and had been made available to councilors. The current Executive Officer, Richard Levett, is retiring at the end to March and his replacement is due to start in May.

5 CHARLTON PARISH COUNCIL Minutes /19 CORRESPONDENCE FOR INFORMATION The following correspondence was noted: 1. Local election. The Clerk circulated the election packs. Applications need to be handed in at WDC offices by 2nd April. 2. Planning Enforcement Summit, planned for 31 st January was cancelled due to bad weather and was held on 13 th March, Cllr Sims and the Clerk attended. 3. Calor Rural Community Fund. Unlikely to be useful at present 4. WDC. Nil rate demand for the Cemetery. 5. Wychavon Parish Games. Agreed that the Parish Council would not be able to organize. 54/19 ITEMS FOR INFORMATION/INCLUSION ON NEXT AGENDA 1. Purchase of a projector 55/19 RETIREMENTS The Chairman reported that Cllr Mrs Jack and Cllr Browne have indicated that they would not be seeking re-election to the Parish Council at the forthcoming elections. He thanked them for their contributions for a combined 89 years serving Charlton. 56/19 DATE OF NEXT MEETING The Parish Meeting is to be held on Thursday 9 th May 2019s, at 7 30 pm, in the Old School Room. The Annual Parish Council meeting will be held on Thursday, 16 th May 2019, at 7.30 pm in the Old School Room. The meeting closed at 9.30 pm... Chairman 16 th May 2019
