1 AGENDA ITEM NO. 8 CITY OF HAWTHORNE CITY COUNCIL AGENDA BILL For the meeting of August 22, 2017 Originating Department: Police Department City Manager: Arnold Shadbehr Chief of Police: Robert Fager SUBJECT: Initiate and act as contractual hub on behalf of the member cities of the South Bay Regional Public Communications Authority (SBRPCA) for our collaborative purchase, implementation and support of the LexisNexis Accurint Virtual Crime Center software RECOMMENDED MOTION: Authorize the City Manager to enter into contract with LexisNexis on behalf of the participating SBRPCA member cities. NOTICING PROCEDURES: A notice was not required to be posted or published. FISCAL IMPACT: No unbudgeted impact to the Hawthorne general fund. Each participating agency has agreed to the contractual obligation that Hawthorne will act as a passthrough for each s billing and payment forwarding accordingly. The inaugural year-cost is $81,955 (billed annually, thereafter). Hawthorne's portion of payment, $16,031, will be paid via monies already allocated within the current FY budget of the ITS Department. Agenda Bill: LexisNexis Contract Approval (Cont.)

2 REPORT SUMMARY: BACKGROUND LexisNexis provides public records of data searches to Police Agencies across the United States to assist in the location and apprehension of criminal offenders. All South Bay agencies (except for El Segundo PD) currently use the program and all currently have individual contracts and agreements with LexisNexis. LexisNexis recently introduced a new software bundle and pricing model that will significantly enhance and help Investigators with their jobs in identifying and apprehending suspects. The new software bundle, called Accurint Virtual Crime Center, will now provide access and information to police records in addition to the current public records access our Investigators use. The new software packages will also include Accurint Crime Analysis, Accurint LE Plus & Mobile, and the Community Crime Map. These new software services will provide additional tools along with the ability to provide crime information to the public via web access. Currently, we only have six licenses for access. The new software agreement will provide each officer access with their own user login. See attached documents from LexisNexis for an in-depth description of each product. CONTRACTUAL AGREEMENT & COST ALLOCATION Currently each city has individual contracts with LexisNexis for their Accurint software. This is because the current software provides public information only. Because the new software will allow Investigators access to Law Enforcement sensitive data, there is a need to access the current Police Records and Dispatch Data (RMS/CAD). In order to access this data, Hawthorne ITS will need to provide and partner with LexisNexis engineers in order to provide data access. As Hawthorne currently oversees and is in a contractual agreement to manage and maintain RMS/CAD technical support to the SBRPCA agencies, the best solution agreed upon is for Hawthorne to manage the LexisNexis contract and provide the technical access and knowledge from Hawthorne ITS to maintain the connection to RMS/CADA data to all cities. Hawthorne s existing contract with LexisNexis (for the current crime analysis Accurint product) will be used to pay for the new contract. Under the current agreement, Hawthorne pays LexisNexis approximately $12,000 annually for six licenses. The new contract allows for unlimited licensing for all sworn HPD personnel. In return for the streamlined contract and implementation process, LexisNexis reduced the original cost by 15%, providing a savings to all participating cities. In addition, all participating cities agree to their paying of our established administrative fee (to Hawthorne) for our maintaining the services (both technical and administrative) with LexisNexis.
