2 0 Big Apple Round Robin A Bill to Disband the National Collegiate Athletic Association Disbands the 0 (c)() non-profit National Collegiate Athletic Association (NCAA). The Department of Education will oversee this legislation. A. The DoE will be responsible for forming a new organization to oversee the functions previously served by the NCAA. B. The Secretary of Education will appoint the leader of the new organization. SECTION. This bill will go into effect January, SECTION. Introduced for Congressional Debate by Bronx Science Tab
3 0 Big Apple Round Robin A Bill to Prevent Conflict of Interest in Court Cases Involving the President 0 SECTION. SECTION. Federal judges must recuse themselves from all cases involving the President of the United States of America if said judges were appointed to a judgeship by the President over the course of their careers. This includes, but is not limited to, cases involving: A. Criminal suits involving the President. B. Civil suits involving the President. C. Cases involving the President s immediate family members. The Department of Justice will implement this policy. This bill will go into effect immediately upon passage. Introduced for Congressional Debate by Bronx Science Congressional Debate Staff
4 0 Big Apple Round Robin A Bill to Restore the State and Local Tax (SALT) Deduction 0 SECTION. SECTION. SECTION. The State and Local Tax (SALT) Deduction will be fully restored. Taxpayers who itemize will be entitled to unlimited deductions on their state individual income, sales and property taxes. A. Eligible taxpayers can deduct state and local property or real estate taxes, and either state and local income or sales taxes. The Congressional Budget Office, working jointly with the House Ways and Means Committee and the Joint Committee on Taxation, will implement and enforce with legislation. Upon passage of this legislation, all publicly traded companies are prohibited from quarterly reporting. All publicly traded companies will be required to file one report at the end of each fiscal year. A quarterly report is defined as a 0-Q form. Companies will only submit a 0-K form at the end of each fiscal year. The Securities and Exchange Commission will be responsible for the implementation and enforcement of this legislation. 6 0 Big Apple Round Robin A Bill to Make Tariffs Taxes to Stabilize Trade SECTION. SECTION. SECTION. Tariffs shall henceforth be considered a form of taxation. This will ensure the solely the House of Representatives can impose tariffs. A tariff shall be defined as a tax or duty on imported or exported goods. U.S. Customs and Border Protection will be responsible for the implementation of this legislation. This legislation will be implemented immediately upon passage. All social media platforms with a user base exceeding 0,000 people will be subject to semiannual government inspections regarding foreign influences. Such platforms will be required to establish detection protocols and submit semiannual reports on the success of these protocols to the U.S. government. A social media platform shall be defined as websites and applications that enable users to create and share content or to participate in social networking. The definition of foreign influences shall be used from U.S. Code. The United States Cyber Command (CYBERCOM) will be responsible for overseeing this legislation. A. CYBERCOM shall conduct inspections and analyze reports from the social media platforms. CYBERCOM will also make recommendations to platforms to help improve security. SECTION.
