Nominations will be taken for officers of NEA BATs at the second caucus session (tomorrow, 12:00 noon) b. Voting will be done at the third caucus session. ( 2. Endorsement Process Becca discussed the endorsement process for candidates for NEA Director (or other candidate). * 60 % of votes are needed for endorsement of candidate * Notes have been posted on interviews with candidates Eric Brown and Shelly Moore yesterday. Notes have been posted on NEA BATs facebook page. * Becca reviewed process for seeking endorsement consideration. * Michael Pena discussed with Mark and Tanya s campaign manager the process for endorsement. * Mark Airgood and Tanya Kappner will be available at the back of the hall (in food court) for any BATs or anyone who would like further information on their views and platforms. 3. Floor Strategy and process * Julianna explained floor strategy function of speakers and mic yielders. 4. NBIs supported through NCUEA * Bully Free starts with NEA Julianna read text of NBI * Eric S. moved to support Shannon E. seconded. Motion passed. Great Public Schools action (Becca Ritchie) public march and rally during NEA RA in Washington DC. Jennifer Dorsey moved, Cheryl B. seconded. Motion carried. Turning the Table on Toxic Testing (Linda Myrick) public awareness campaign on history and impact of HST on education Eric S moved to support. Paula Garfield seconded. Motion carried (unanimous) Exercising Parent Rights (Jeb Binns) o Brittany moved. Tracey seconded. Motion carried. o Motion carried unanimously. Intrusive Data Mining (Jeb Binns) o Eric E moved. Concerns regarding choice of teachers to be on commission Concerns regarding the whole idea of using tests for accountability Sergio moved to table the issue until language could be studied. Kathleen seconded. Motion carried. State control no more (Melissa Tomlinson) o Regarding state takeovers of school districts. o PJ moved. Paula Garfield seconded. o Further discussion. Suggestion: change of word loss to return of local control. o Motion carried unanimously. David Hogan s suggestion regarding the misunderstanding of Robert s Rules of Order resulted in his appointment to the position of Parliamentarian. Teacher Jails Witch Hunts Bring to light information (Owen Jackman - CA) o Larry P moved. Amy H seconded. o Discussion. Owen explained the intent of the NBI bring issue to light. o Rubber Rooms o Tina Andres noted that the LA case involves Rafe Esquith. NEA needs to get ahead of this. o Motion carried. Sergio asked members to look at his NBIs posted on the NEA BATs page. Meeting adjourned at 5:36 p Thursday, July 2, 2015 Orlando Convention Center, Room 230 B South Meeting called to order by Chair Becca Ritchie at 12:00 p.m. Attending: Sent around signature sheets for NBIs and floor strategy sheets for speakers and mic yielders on supported items. For consideration: 1. NBI What are they Hiding? Tabled yesterday. a. Amy H. moved to suspend the rules to suspend debate to 30 seconds per person in order to get done. b. Tracey D seconded.
4 c. Motion carried. 2. What are they Hiding? still tabled until wording is reworked. 3. Shelley Moore spoke to her candidacy for NEA director. 4. Special ed NBI a. Becca discussed Jannike s NBI. Andrea from VA took over to special ed caucus. 5. Cheryl s NBI transparency in funding. a. Cheryl Binkley VA b. Becca read NBI who is funding association work? i. Cheryl moved. Sergio seconded. ii. Eric S. suggested add language regarding quarterly report on source, receipt, amount of funds. iii. Cheryl responded yes to friendly amendment. iv. Sergio suggested addition of amendment to change process and prevent acceptance of funds. v. Cheryl feels this would defeat the NBI. c. Amendment: On a quarterly basis, through existing communication channels, NEA will report the source and amount of funds received. d. Motion to support NBI as amended carried. 6. Consideration of NBI proposed by Sergio re influence of billionaires on education. NEA will educate its members about the unduly intrusive and influence that billionaires, hedge-fund managers, etc. a. Moved by Sergio. Seconded by Mireille. b. Spoken to by Sergio. c. Eric S. spoke against, worried that this will increase positive perception of Bill Gates s philanthropy. d. Amy H. responded to comment. e. Ruled out of order by Chair due to wording that would be deemed out of order at RA. f. Taken back by Sergio to re-word. 7. Consideration of NBI proposed by Sergio re-educate members re how to respond to testing arguments. a. As Becca read NBI, she noted that too much rationale is in motion. b. Sergio working on rewording with parliamentarian. 8. Consideration of NBI proposed VAM is a Scam Julianna Dauble a. NEA will publicize information re VAM and new teacher graduates used against teacher education programs in those states. b. Eric S. moved to support. Kathleen J. seconded. c. Speaking rationale speaks well. d. Motion passed unanimously. 9. Consideration of NBI by Sergio NEA will educate members to defend public education. re myths, etc. about public schools. a. David Hogan moved. Kathleen Jeskey seconded. b. Sergio spoke to his motion. Reformers have stolen the narrative and rewritten. c. Referred to book 50 Myths & Lies That Threaten Public Schools. d. Charter schools have become more complex. Turn the tables. Charter schools have failed. Change messaging to pride in public schools. d. Dan Troccoli spoke against. We are too far from ready to make this happen. First unionize charter schools. Public is not ready to support Sergio s idea. e. Paula G OHIO Ohio schools are unionizing. Are other states not? f. Lisa M. HI suggesting friendly amendment. Withdrew after question. g. Eric S. speaking against. We need a subtler methodology. Not realistic. h. Cheryl B A large percentage of charter schools are public schools. Must clarify this issue in the NBI. i. Lynette Teller MI speaking for. Tired of being polite. j. Juan speaking against NBI needs more clarity and specificity. Offer to work with Sergio to work with Sergio. k. Sergio is withdrawing his motion to consider. Will work on changing language. 12. Meeting adjourned at 1:05 p.m. July 3, Meeting called to order at 9:36 a.m. 2. Election for officers and endorsements of NEA Executive Committee candidates. 3. Jeb Binns asked for speakers on his data mining NBI and one on empowering teachers to opt their own children out of high stakes tests. 4. NBIs a. Mireille withdrew NBI that had been tabled. b. Amy withdrew her NBI. c. Beth Domino NBI will recognize parents who stood with teachers and opted their children out of testing.
6 i. Beth moved position of support. Melissa Tomlinson seconded. ii. Beth spoke in support of her motion. iii. Josh Katz proposed amendment to change tense to stand with teachers. iv. Motion passed unanimously. d. Campaign to end use of high stakes tests SBAC and PARCC as long as used for evaluation of schools and teachers. Corey HI i. Sergio moved support. Sue McCabe seconded. ii. Sergio spoke in support of the motion. iii. Josh Katz proposed amendment to add the word companies after PARCC. iv. Sergio accepted amendment. v. David Hogan (Parliamentarian) noted that Sergio is not the maker of the NBI and therefore not able to accept amendments. vi. Motion was withdrawn. e. David Hogan asked support of NBI 1 on behalf of Delaware caucus. f. Intent is to bring awareness of National Teachers Hall of Fame. Delaware asks support g. Julianna recognized Becca s work, compassion and wisdom. h. Julianna reviewed process for floor strategy. i. Michael spoke on behalf of Andy Goldstein j. P.J. Cheryl Binkley is withdrawing NBI 53, so subsequent numbers are changing. 5. Question from Becca were there states that took positions of opposition to NBI #6 re rally. 6. Conrad Floeter moved support for Legislative Amendment that is not yet numbered. a. Involves H2B Visa program that actively seeks workers overseas to replace current workers. b. This is about getting a compliant low paid work force. c. Caucus took a position of support. Meeting adjourned at 1:25. 7/5/15 Becca Ritchie called the meeting to order at 9:36 a.m. By-laws discussion regarding election rules. o Terms of officers o Proposed changes are to be posted on NEA BATs page on facebook. o May vote to recall the election, sustain the election results, suspend rules, etc. o Becca reviewed officer positions and who currently holds these positions. o Becca proposed addition of new position: Parliamentarian. o Linda Myrick suggested that NEA BAT caucus members join the NEA BATs facebook page. Sergio spoke regarding NBI 54 re promotion of CCSS. o Sergio clarified that the NBI is not about liking or not liking CCSS. o NEA should not be PROMOTING CCSS. Melissa spoke regarding NBI 35 re pension reform. Jennifer spoke regarding NBI 60 re teacher jails.
9 o Sticking point in Oregon is NEA needs to investigate members due process rights being violated. o Oregon NEA director will work with maker to amend if interested. o Owen Jackman will be dropping this one. Needs to speak with NEA directors from NY and CA re issue where teacher jails are used. Becca acknowledged Florida BATs who are working the booth. Have signed up over 100 members. Jeb Binns needs info for support for NBI 14 re data mining. Sandy Hunt NCUEA group meets before RA. Suggests joining if possible. Discounts available current promotion.
