1 Policy and Procedures Committee CONFERENCE REPORT Motions: 1) Motion to develop a mechanism to remove recognition of districts Motion #3 reworded see attached 2) Motion developed giving permission for entities outside of MA to reprint MA material see attached 3) Motion to amend bylaws for election of new alternates trustees in emergency conditions see attached Three clarifications regarding existing policies and procedures 1. Removing trustees two options were identified: a) Trustees can be voted out as per Article 8 section 4 (c) and (d) of Bylaws: Removal. Any trustee may be removed by a three fourths vote of all the voting members. Votes regarding removal of a Trustee may be cast either at a membership meeting or by written ballot of the members who were qualified at the immediately preceding membership meeting. b) P&P Committee recommends the following procedure for requesting resignations, which is consistent with existing bylaws: Under the spirit of the charter and the bylaws, if three quarters of remaining trustees vote to remove a trustee, the board will request said trustee s resignation. 2. How we establish a quorum We want to clarify that per the bylaws, the quorum is the number of delegates, trustees and committee chairs known to the conference. 3. Earmarked Funds Charter and Bylaws are silent on Trustees accepting earmarked donations. The P&P Committee clarifies that nothing prevents nor requires Trustees from accepting earmarked donations. Accepting earmarked donations are up to the discretion of the board of Trustees. Article 6 Section 2 deals with issue of accepting donations.

2 Remote conference capability P&P committee met jointly with the Internet committee to discuss remote participation in future conferences. Internet committee needs to know from P&P committee what capabilities we want. This will be a big priority this year. Dispensary considerations With regard to marijuana dispensaries, any actions by MA members should strongly consider the implications of tradition 10 and 11. A New Leaf Publications (ANLP) job titles in the New Leaf do not match the ANLP charter in the service manual. ANLP is doing a wholesale change to their charter. Cheney will continue outreach to ANLP on this issue on a regular basis to make both consistent. Basic conference cycle to be added to the service manual: o Conference May o Trustee reports due 20 days prior to the quarterly conference calls or annual conference July, October, January, April o Quarterly Trustee conference calls August, November, Feb o Deadline for submission of motions December 31st o Deadline for conference package to go back to trustees and delegates 90 days before conference February o Selection of conference site for next year at conference May Committee meetings going forward 2 nd Thursday of every new quarter month at 10:00 Eastern Time August 16 Nov 15 Feb 21

4 POLICIES AND PROCEDURES Motion 3: Every district is expected to send a delegate or delegates to the MAWS conference and is expected to submit a district report to the MAWS office in advance of the conference. Any district that neither sends a delegate to the conference nor sends a written report shall be contacted by and mail by the outreach trustee within 60 days of the end of the conference. The outreach trustee shall request that the district submit written or confirmation of its continued operation as a district. Failure to respond to this request within 60 days shall trigger a second mailed and ed message from the outreach trustee informing the district that its continued recognition by MAWS is in jeopardy and repeating a request for a confirmation of its continued operation. If the district fails to respond within 60 days to this second request, by affirming its continued operation, the outreach trustee shall submit a motion to the next MAWS conference to withdraw MAWS recognition of that district. Should such a motion pass, that district would lose voting privileges at future MAWS conferences, and, if applicable, shall be informed by the MAWS treasurer that the privilege to use the MAWS tax ID number is withdrawn.

5 MOTION reproducing copyrighted MAWS material Background: Recently, MAWS has received several requests to reprint items from our copyrighted text. There is no current MAWS procedure or policy to address such requests. Motion: Requests to reprint copyrighted MA material will be forwarded to the Public Information trustee who will respond with a letter granting permission IF the following requirements are met: 1) A written request to reprint. This should include the nature of the publication in which the literature will be published and the target date for publication. 2) The exact text to be reprinted. 3) Agreement to credit the material as follows: a) " Marijuana Anonymous (date). Reprinted by permission. All rights reserved. 4) Requester is encouraged to notify Public Information trustee where and when the reprinted material has been published. Upon receipt of the official written response containing these details, the Public Information trustee is empowered to grant permission to reprint.
