CITIZEN COMMENT POLICY AND PROCEDURE During each regular Council meeting there will be a citizen comment time. The purpose of this time is to allow citizen s access to the Council. Citizens requesting to address the Council will be asked to complete a written comment form and present it to Jackie Nostrom, City Recorder. In general, the chair will allow an individual two minutes to address the Council. A spokesperson, recognized as representing a group in attendance, may be allowed up to five minutes. At the conclusion of the citizen comment time, the chair may direct staff to assist the citizen on the issue presented; direct the citizen to the proper administrative department(s); or take no action. This policy also applies to all public hearings. Citizens may also submit written requests (outlining their issue) for an item to be considered at a future council meeting. The chair may place the item on the agenda under citizen comments; direct staff to assist the citizen; direct the citizen to the proper administrative departments; or take no action. The meeting was held on Wednesday, February 11, 2015 at 5:00 p.m. in the Herriman City Community Center Front Conference Room, South Pioneer Street (6000 West), Herriman, Utah. Adequate notice of this meeting, as required by law, was posted in the Community Center, on the City s website, and delivered to members of the Council, media, and interested citizens. 12 District Updates 2015 fees will remain $14.75 per month for garbage & recycling. There is a $5 increase for green trailer rentals, raising the price per rental from $30 to $35. The Subscription Green Waste Program starts March 16 th. We currently have 166 subscribers in Herriman and 1,909 subscribers District-wide. The District added a new revenue source to improve our annual interest on our fund balance through Zions Capital Management, which should yield an additonal $50,000. The District was awarded $15,000 from the State of Utah Department of Environmental Quality to go towards CNG trucks.
13 STAFF REPORT DATE: 3/6/2015 TO: FROM: SUBJECT: The Honorable Mayor and City Council Brett Wood, City Manager Adopting a portion of the Utah Procurement Code with respect to Construction Managers/General Contractors RECOMMENDATION: Approval of Ordinance No. to adopt section (M) of the Herriman Code of Ordinances that adopts a portion of the Utah Procurement Code with respect to Construction Managers/General Contractors. BACKGROUND: The Construction Manager/General Contractor is a modified Design Build process in which the owner holds the contract for both the design consultant and the contractor. There is an option to go Bid Build at the end of the design if the negotiated price is not acceptable to the owner. This puts the City in charge of the project decisions and keeps the cost savings with the City. The benefits of this process are having a quick delivery, reduction of risk, as well as flexibility. Some projects report a cost savings of 40 percent in design cost for a 25 percent time reduction. The savings is attributed to the improved communication that occurs between the contractor and the designer in the process. The communication also reduces the level of detail required for traditional design packages. In addition, design flaws or deficiencies are discovered through a continuous peer review process. FISCAL IMPACT: None.
14 HERRIMAN, UTAH ORDINANCE NO. 15- AN ORDINANCE ADDING SECTION (M) OF THE HERRIMAN CODE OF ORDINANCES THAT ADOPTS A PORTION OF THE UTAH PROCUREMENT CODE WITH RESPECT TO CONSTRUCTION MANAGERS/GENERAL CONTRACTORS WHEREAS, on March, 2015, the City Council (the Council ) of the city of Herriman (the City ) met in regular session to consider, among other things, an ordinance adding section (M) of the Herriman Code of Ordinances that adopts a portion of the Utah Procurement Code with respect to construction managers/general contractors; and WHEREAS, the Council desires to amend section to allow the use of a construction delivery method known as construction manager/general contractor; and WHEREAS, after careful consideration, the Council has determined that it is in the best interest of the health, safety, and welfare of the citizens of the City to amend such provision to allow the use of a construction delivery method known as construction manager/general contractor. NOW, THEREFORE, BE IT ORDAINED by the Council that the amendments made to the City s Financial Administrative ordinance regarding procurement of services and supplies for the City are hereby adopted and are designated by interlineating the words to be deleted and underlining the words to be added as follows: M. Notwithstanding the above, the City hereby adopts by this reference UTAH CODE ANN. 63G-6a-1205(4)(i) and authorizes the City manager, or assistant City manager to utilize the construction delivery methods known as construction manager/general contractor.
