2 INTRODUCTION Record Group 314, Governor s Alliance for a Drug Free Tennessee, spans the years 1986 through These records were created by the State Planning Office which was part of the Governor s Office during the administration of Governor Ned Ray McWherter, These records were transferred to the Tennessee State Library and Archives (TSLA) in 1996 when the State Planning Library was transferred to TSLA. The condition of the documents was good although the arrangement was poor and sometimes random. This record group consists of eight cubic feet of documents, one oversized folder, 14 video tapes, and 6 audio tapes. The video and audio tapes are stored in the vault at III-A-3v. The documents include correspondence, subject files, and news clippings. The correspondence is arranged chronologically. The subject files are arranged alphabetically. The news clippings are arranged chronologically. Drug Free Tennessee was an initiative of Governor Ned Ray McWherter s administration to create a statewide program to battle alcohol and drug abuse in The program was designed to coordinate efforts in drug education and prevention, treatment and rehabilitation, and law enforcement. Additional information can be found in the papers of Governor Ned Ray McWherter, GP 54. The final disposition of these records was determined by the Records Disposition Authority (RDA) number All documents have been microfilmed and the originals have been retained in acid free materials. There are no restrictions on the use of these materials.
3 SCOPE AND CONTENT Record Group 314, Governors Alliance for a Drug Free Tennessee, , consists of records that were created by the Governor s Planning Office during the administration of Governor Ned Ray McWherter who served from These records were transferred to TSLA when the State Planning Library was abolished and their holdings were relocated at TSLA in It is possible to conclude that these records should have been included with the bulk of the governor s papers when they were transferred to TSLA but were overlooked by the Governor s Office. Governor McWherter proposed the Drug Free Tennessee program in 1987 as the state s first comprehensive effort to combat the problems of drug abuse. The new program was to utilize nearly $25 million in new and existing funds to expand state drug education and prevention programs, treatment and rehabilitation efforts, and law enforcement assistance. Federal grants of $9.3 million were made available under the Anti-Drug Abuse Act of Statistics and information on the scope of the drug problem in Tennessee were gathered from 18 different state agencies. Officials from eight other states also provided information. The records consist of correspondence, subject files, news clippings, audio tapes and video tapes. The correspondence includes Governor McWherter and members of the State Planning Office. Those represented from the State Planning Office are Doug Frady, Jess Hale, Jim Hall, Mike Herman, Elizabeth Lane, and Carol White. The Go vernor s correspondence is not limited to Drug Free Tennessee issues. The topics involve a wide range of issues including bringing a National Football League team to Tennessee and instituting an income tax. The only Correspondence for 1990 consists of 3 letters. There is also a gap in the correspondence of Jim Hall from April through September of The subject files of Carol White were well organized and constituted a large part of the collection. Therefore, it was decided that the remainder of the disorganized documents should be arranged as subject files. The Drug Free Youth Act of 1989 was another large group of records that was given a separate subject file heading. The act stipulated that if a youth age 13 to 17 was taken into custody for violating Tennessee s drug or alcohol laws, his or her driver s license could be taken away for a period of one year or until the age of 17, whichever is longer. A second offense could have the license suspended for two years or until age 18. Newspaper clippings are another large part of this record group. A lot of publicity was generated by the Drug Free Tennessee program and records of clippings were kept by a clipping service. The cubic foot of clippings are arranged chronologically by folders, however, within the folder they are arranged mostly by subject. There is one oversized document that includes the program for the 14 th Annual PRIDE World Drug conference that was hosted by the Governor s Alliance for a Drug Free Tennessee in Nashville.
4 The audio and video tapes in this collection consist of materials relating to the Drug Free Tennessee Program, the campaign effort of Governor Ned Ray McWherter, and the tax reform and education improvement effort of Governor McWherter. The bulk of the video and all of the audio material deal with the Drug Free Tennessee Program. Of interest are the campaign related videos from the 1986 campaign for Governor, including one video that consists of both the primary and general election campaign ads that ran across the state. Also of interest are the videos concerning the Drug Free Tennessee Program, including a video that contains the story of three teenagers Brian McFerrin, Andy Nichols, and Bryan Murphy who were hit by another teenager who was driving drunk in Woodbury, Tennessee. Of the 6 videos that are in this collection, about half are in VHS format, while the other half are in U-Matic format. The audio materials in this collection consist mainly of songs sent to the Drug Free Tennessee office, as well as a tape of a radio program in Memphis that interviewed Steve Harris, a pilot involved with the Drug Free Tennessee caravan.
