1 Item D. June 14, 2016 Waynesboro, PA The Waynesboro Area Board of School Directors met in regular session on Tuesday, May 24, 2016, at Summitview Elementary, 840 E. Second Street, Waynesboro. The meeting was called to order at 7:07 p.m. by President Kulla. PLEDGE OF ALLEGIANCE Jacob McCleaf and Taylor Naugle led the pledge to the flag. President Kulla began the meeting by reading the following quote by John Dewey, Education is not preparation for life; education is life itself. ATTENDANCE Present were: Billie Finn/Leland Lemley/Bonnie Bachtell/Chris Lind/Cindy Sullivan/Karen Herald/Stephen O Brien/Roger Willingham/ Stephen Kulla. Also present were: Dr. Sherian Diller, Superintendent; Dr. Wendy Royer, Assistant Superintendent; Eric Holtzman, Business Administrator; Ruth Berger, recording secretary; Zach Glenn, The Record Herald; and Jenn Fitch, The Herald Mail. APPROVAL OF AGENDA On a Bachtell/Willingham motion and unanimous voice vote, the Board of School Directors approved the agenda with the addition of an Executive Session to discuss personnel held prior to the start of the 7:00 p.m. board meeting. PUBLIC COMMENT Charles Rotz, Fairview Avenue, Waynesboro supports placing the national motto posters in the classroom. Kerry Bumbaugh and Travis Schooley, Quincy Township, commented on the district invoicing municipalities for 50% of the Per Capita tax bill preparation costs and stated the cost should be proportionate to what the municipalities receive. Richard Happel, Country Club Road, Waynesboro, supports placing the national motto posters in the classroom.
4 MINUTES OF MEETING HELD MAY 24, 2016 Page 4 Jared Childers, Harper Driver, Waynesboro supports a strong and robust REACH program in the district. Publicly thanked Stacey Sawicki for her devotion to the students. Maribeth Daniels, Weatherstone Driver, Waynesboro supports a strong and challenging gifted program. John Bryan, East Main Street, Wayne Heights, does not support the placing of the national motto in the classrooms. Denee Childers, Harper Driver, Waynesboro supports a strong gifted program. Gifted students have special needs, they get bored and need enrichment. Tom McCloud, Green Street, Waynesboro thanked the school board for their continuing discussion on the donation of the national motto posters. Laura Biesecker, Knollwood Circle, Waynesboro supports the REACH program and would like to see increased funding for the program. Rick Saccone, State Representative, Alleghany County provided information on supporting the posting of the national motto and gave board members a copy of the Constitution of the Commonwealth of Pennsylvania. STUDENT REPORTS Each of the three student representatives reported on athletics, baccalaureate and graduation and recognized Dr. Ken Shannon on his 40 years of service in the district. Jacob McCleaf and Taylor Naugle, senior student representatives thanked the board for the opportunity to serve on the board which they viewed as a great learning experience. YEA: Finn/Lemley/Bachtell/Lind/Sullivan/Herald/O Brien/Willingham/Kulla Discuss Preliminary Budget Mr. Holtzman has been tracking changes to the preliminary budget which have resulted in $40,000 of reduced expenditures. Questions were raised regarding paving at the stadium which would cost approximately $70,000 and how much reduction in the cost to pave only necessary areas for handicapped accessibility. On a Lemley/Sullivan motion and roll call listed, the Board of School Directors authorized the administration to solicit bids for paving the stadium. YEA: Finn/Lemley/Bachtell/Lind/Sullivan/O Brien/Willingham/Kulla NAY: Herald Discuss/Act on Per Capital Invoicing The administration proposed invoicing local municipalities for 50% of the Per Capita tax bill preparation costs in order to reduce expenditures. Mr. Lemley made a motion to eliminate Waynesboro Area School District s Per Capita Tax effective immediately. There was no second to the motion. On a Lind/O Brien motion and roll call listed, the Board of School Directors approved eliminating the Waynesboro Area School District s Per Capita Tax and to have a discussion with representatives of the local municipalities regarding the billing of the municipalities Per Capita Tax. YEA: Finn/Lemley/Bachtell/Lind/Sullivan/O Brien/Willingham/Kulla ABSTAINED: Herald FINANCIAL BUSINESS Discuss/Act on Financial Reports/Bills for Payment/Tax Exemptions On a Herald/Bachtell motion and unanimous voice vote, the Board of School Directors approved the following: Budget Income & Expense Accounts Summary Budgetary Transfers General Fund paid bills in the amount of $837, Cafeteria Fund paid bills in the amount of $38, General Fund unpaid bills in the amount of $59, Purchase Order Requisitions in the amount of $109, (pulling P O & in the amount of $3,737.95) Per Capita Tax Exemptions 2015/2016 in the amount of $2, Delinquent Per Capita Tax Exemptions 2015/2016 in the amount of $ Occupation Tax Exemptions 2015/2016 in the amount of 6, Delinquent Occupation Tax Exemptions 2015/2016 in the amount of 1, Interim #4 Real Estate Tax Exemptions 2015/2016 in the amount of
7 MINUTES OF MEETING HELD MAY 24, 2016 Page 7 INFORMAITON ITEMS Senior Walk will be held on Thursday, May 26 when members of the Class of 2016 will walk the halls of their former elementary school or middle school. PUBLIC COMMENT Jenn Fitch, The Herald Mail questioned why the district would give up revenue by eliminating the Per Capita Tax when the board talks of being in such dire straits financially. Melissa Burkholder, Waynesboro stated it is disheartening that the school board mentioned cost savings in personnel, not offer certain AP courses, but will consider spending a large amount of money to finish the stadium. BOARD MEMBER COMMENTS Mr. Kulla complimented Mr. Griffith on the All School Production. EXECUTIVE SESSION On a Lemley/Sullivan motion and unanimous voice vote, the Board of School Directors adjourned and went into executive session at 9:45 p.m. for the purpose of student discipline.
