1 Item D. August 11, 2015 Waynesboro, PA The Waynesboro Area Board of School Directors met on Tuesday, July 28, 2015, in the board room, 210 Clayton Avenue, Waynesboro, PA. The meeting was called to order at 7:00 p.m. by Vice President Newcomer. PLEDGE OF ALLEGIANCE Ms. Newcomer began the meeting with the pledge to the flag. ROLL CALL Present were: Billie Finn/Lee Lemley/Ashley Newcomer/Ed Wilson/Bonnie Bachtell/Ms. Cline (by phone at 7:20 p.m.)/firmadge Crutchfield (by phone at 7:04 p.m.). Also present were: Dr. Sherian Diller, Superintendent; Dr. Wendy Royer, Assistant Superintendent; Richard Galtman, Solicitor (by phone); Ruth Berger, recording secretary; Zach Glenn, The Record Herald and Jen Fitch, The Herald Mail. Rita Daywalt and Chris Lind were absent. APPROVAL OF AGENDA On a Lemley/Bachtell motion and unanimous voice vote, the Board of School Directors approved the agenda. APPROVAL OF MINUTES On a Bachtell/Lemley motion and unanimous voice vote, the Board of School Directors approved the minutes of July 14, PUBLIC COMMENT Pat Heefner, Washington Township Expressed on-going concern over Ms. Daywalt s physical absence from the board meetings. PRESENTATION Kevin Stouffer of Smith Elliott Kearns & Company, LLC presented the results for the 2013/2014 audit. BUSINESS Summary Unmodified audit opinion best you can receive General Fund utilized a portion of existing fund balance ($197,782) Single Audit was performed Two material weaknesses and two significant deficiencies Discuss/Act on 2013/2014 Local Audit Report The administration has received the final 2013/2014 audit report prepared by Smith, Elliott, Kearns & Company, LLC. Recommendations are provided in the report, as well as, the management response to the report.

Waynesboro Area School District allows students to charge their meals. It is the responsibility of local officials to set a clear policy on collecting payment of these charges. Section 2 CFR, details that bad debt is an unallowable cost (to the food service account). This debt is absorbed into the General Fund at the end of a school year. Establishment of this policy is required to be in compliance. On a Bachtell/Finn motion and roll call listed, the Board of School Directors approved the Food Service Charge Policy pending changes discussed, allowing three alternative meals at the high school level. Discuss/Act on Bills for Payment On a Bachtell/Lemley motion and roll call listed, the Board of School Directors approved the following: General Fund paid bills in the amount of $1,071, Cafeteria Fund paid bills in the amount of $115, Purchase Order requisitions in the amount of $95,055.37, plus the purchase and installation of a new hot water heater by McClure Company at a cost of $16,349. The pilot design was reviewed and the results of each goal were shared. Goal #1 Increase Achievement 7 th Grade Marking Period Grades o With Chromebooks 84% o Non-Chromebooks 82% 8 th Grade Marking Period Grades o With Chromebooks 80% o Non-Chromebooks 83% Percentage differences were not significant.

6 MINUTES OF MEETING HELD JULY 28, 2015 PAGE 6 Goal #2 Less Absenteeism 7 th Grade (mean) o With Chromebook days missed of school o Non-Chromebook 9.26 days missed of school 8 th Grade (mean) o With Chromebook days missed of school o Non-Chromebook days missed of school Absent students are able to share assignments via Google or Schoology including notes from student to student or teacher to student. Differences in number of days missed were not significant. Goal #3 Decreased Disciplinary Incidents 7 th Grade o With Chromebook 5 office discipline referrals o Non-Chromebook 3 office discipline referrals 8 th Grade o With Chromebook 9 office discipline referrals o Non-Chromebook 23 office discipline referrals There was not a significant difference in 7 th grade. 8 th grade twice the number of office discipline referrals were made in the non-chromebook class. Goal #4 Identifying Operational Shortfalls Insufficient bandwidth o When completing benchmark testing, the internet was slower. The technology department added more wireless points to the Social Studies hallway. Computer breakage o 10 incidents from the 128 Chromebooks (screen repairs, keyboards and trac pads) o 55 incidents from the 60 Dell and Lenovo Library/Mobile Lab Laptops. Observed Classroom Advantages of Teaching with Chromebooks Assignment completion was equal or higher in Chromebook classes Students were better prepared for class Videos of teachers were utilized to support students and parents at home to explain homework or assignments. Chromebook allowed for effective differentiation for individual students. Students wrote more content due to typing versus writing. Grading tests on the Chromebooks was easier and required less time. Google Tools allowed for higher accountability for cooperative group work. Improved communication with students and their families (more apt to send an ). Students were more apt to research information about questions they have about topic discussions on their own.

7 MINUTES OF MEETING HELD JULY 28, 2015 PAGE 7 Parents regularly checked assignments on Schoology. Online grading provided immediate feedback to students. Kris Zaruba shared documents used for a project, and explained the process of collaboration among teachers in designing of the project rubrics and the ability to monitor the students progress and offer suggestions in real time as the students work on the project. Discussion followed regarding long-term plans on the use of technology in the classrooms. INFORMATION ITEMS Calculators Parents of 7 th & 8 th grade students will be required to purchase graphing calculators which cost approximately $100. Calculators will be available to check out of the school library for those who cannot afford to purchase one. PSSA Scores Dr. Royer shared information about the new PSSAs, the preliminary PSSA scores from the school year and a press release. Academic Committee Meeting scheduled for September 8, 2015 at 6:00 p.m. Donation of $200 from the Waynesboro Area Lioness Club to the Suicide Prevention/Intervention Program Upcoming dates: o Retirement Dinner August 12, 2015 at 6:30 p.m. o New Teacher Luncheon August 13, 2015 at 12:00 Noon o Opening Day August 17, 2015, refreshments beginning at 7:30 a.m. o Strategic Plan Steering Committee Meeting September 3, 2015 at 7:00 p.m. o Strategic Plan Steering Committee Meeting September 9, 2015 at 7:00 p.m. BOARD MEMBER COMMENTS Mr. Lemley gave further explanation of his concerns with Policy #611.
