1 National Register of Historic Places Review Board Meeting Minutes February 22, 2008 Laramie County Library Cheyenne, WY Members Present: Do Palma, John Waggener, Mary Larson, Dave Kathka, Russ Tanner, John Albanese, Randy Byers, Dudley Gardner, and Mike Cassity SHPO Staff Present: Mary Hopkins, Kara Hahn, Judy Wolf, Nancy Weidel, and Natalya Lenz Others Present: Mary Kelly, Newcastle Historical Society; Evelyn Albanese; Richard Collier, SP&CR photographer; Jane Bramwell, Library, Heidi Cleveland, the Antlers Hotel owner Call to Order D. Palma called the meeting to order at 10:30 a.m. and proceeded with introductions. She announced that the meeting will go on through the lunch and everyone has to choose items on the menu list and pass it to M. Hopkins to be ordered. Then, D. Palma proceeded with the next item on the agenda, the minutes from the previous meeting. A change has to be made to the criteria meeting part under Chamberlin Hotel. The hotel has a better chance passing under criteria B and not A. Also, J. Albanese s name was misspelled and needs to be corrected. M. Larson moved to accept the minutes as amended and D. Kathka seconded. The motion passed unanimously. Review of Nominations Gillette Post Office D. Palma noted that one of the board members, K. Dubbe, could not attend the meeting and he has sent his comments on the Gillette Post Office nomination. She passed the comments around. Kara Hahn presented a slideshow of the post office. M. Kelly commented a slide show of the property. The Gillette Post office is a part of a Multiple Property Submission and K. Hahn passed around the context that goes along with the submission. J. Albanese made a comment on the absence of the information in the nomination on the building s use after it ceased to be the post office. M. Larson agreed and said that this

2 information needs to be included to make a judgment on the integrity of the building. Do added that it would also be nice to include a summary of significant changes to the interior and exterior. In addition, information on the interior catwalk needs to be added to the nomination as well as a map of the interior and a topographic map. R. Byers suggested to check the proper naming of an architectural element mentioned in the nomination; instead of the belt course it could be a sill course. R. Tanner noted that the wording only symmetrical post office in Wyoming needs to be changed to there are a few. M. Cassity asked K. Hahn why she chose not to use criterion C. K. Hahn replied that because of the interior changes she feels it would not pass under the criterion C. R. Byers pointed out that Roger Joyce could suggest ways of preserving the original blue prints of the post office. M. Cassity came back to the question of the criteria choice and some wording in the evaluation part of the nomination. He doesn t feel that the building is symbolic of the Federal government s presence in the area. He and a few of the other board members requested a copy of the multiple properties nomination to get familiar with the other listed properties. K. Hahn is going to place a copy on the internet site and the link to it to the board members. Summary of suggestions: If the property to be nominated under A, it needs to relate to specific historic events or patterns. Address integrity of the interior balanced by the intact integrity of the exterior, which may qualify it for the criteria C. Include history of the building and changes that were done. Include blue prints along with city map. Include the catwalk. Include additional photos of the building. J. Albanese made a motion to have K. Hahn rework the nomination and resubmit it to the board at the next meeting. M. Larson seconded. Motion passed unanimously. Toomey s Mills, Newcastle This nomination has been prepared by the Rosenberg Consultants. J. Bramwell and H Cleveland commented a slide show of the property. The board was pleased with the nomination overall, except for the map. A larger town map and USGS map needs to be included. Plus, consider K. Dubbe s comments.

3 J. Albanese made a motion to add the maps and make spelling corrections and approve it to be forwarded to the NPS. R. Byers seconded. Motion passed unanimously. Commercial District, Newcastle The board members viewed a slide show of the district. J Bramwell and H Cleveland commented a slide show of the property. D. Palma noted that there are not enough photos for this nomination. R. Byers pointed out that the photos on the slide show should be annotated. The board members mentioned that a photo of the Antler Hotel should have been included in the slide show since it is one of the prominent buildings in the district and its owner was present at the meeting to comment the slide show. J. Albanese thought it would be nice to include information on the Sand Creek quarry that provided stone for the buildings in the district. R. Byers suggested including non-contributing buildings to the district map to get a better picture of the whole district. He also noted that use of the term cement block in the nomination could be incorrect and K. Hahn should do some research to find the proper term. M. Larson said there should be more photos with the nomination and R. Byers added to include aerial photos of the area in order to get a better connection with the nomination. The SHPO office will provide the additional photos and possibly the aerial photo. M. Cassity brought up a problem with the statement of significance. He felt that it doesn t provide a strong enough explanation why the district is significant. M. Larson made a motion to add photos, maps, information on the quarries and strengthened statement of significance to the nomination and submit it for the board s review at the next meeting. J. Albanese seconded. Motion passed unanimously. Grant Street Grocery K. Hahn narrated the Grant Street Grocery slide show. She noted that this is the second time this nomination is being presented to the board and it has been revised substantially. After viewing the slides, D. Palma suggested to add some content about the integrity of feeling and association. She also pointed out that the bibliography section of the nomination doesn t contain sufficient information. More citation needs to be done. J. Alabanese suggested adding a map of the town.

4 The board members thought that the attached house should be referenced in the nomination and a site map should be included. J. Albanese made a motion to add maps and the discussed changes and forward the nomination to the Keeper. M. Larson seconded. Motion passed with 8 votes out of 9. M. Cassity abstained from the vote. Informal Review La Bonte Hotel B. Bradley is a new addition to the SHPO and Mary Hopkins informed the board about B. Bradley s background and accomplishments. B Bradley has started the work on the nomination. Kara presented a slide show of the hotel. The nomination should be ready in June and there is a discussion on which criteria to nominate it under, A or C. Finley Finley is an archaeological site. John Laughlin, SHPO, is currently working on completing the nomination. The nomination will be probably presented to the board at the next meeting. The nominating criteria for this site are D or possibly A. R. Tanner offered some photos of the site to be included in the nomination. Beartooth Highway This highway is being nominated by the Yellowstone National Park as a result of an MOA. Because of the internal issues this nomination hasn t been presented yet. There is a change in management expected at the park and that could possibly move the nomination forward. K. Hahn offered to go visit the site at the next meeting in June or fall time. She also informed the board that the nomination would probably have to be forwarded as is because there is no money to revise it. The nomination will be available for the board s review. Headquarters Cabin N. Weidel is working on this nomination. She informed the board that the owners, Viviens, would really like to have this property nominated because there is a dispute with the Forest Service, which wants the property off of its land. This property has been determined eligible for the listing by the SHPO a long time ago. M. Cassity suggested to visit the property and invite the Forest Service to come along. D. Palma moved onto the question of electronic documents being available to the board. M. Hopkins said the SHPO could create a Board page and post all the necessary documents there. K. Hahn will send a letter to the board members asking who prefers digital documents and who still would like to receive a paper copy.

5 Next Meetings After a small discussion the board members have decided on the following dates and places: June Newcastle, Antlers Hotel 4-5 September Laramie facilities and the Vivien s cabin K. Hahn will send an confirming the dates and places to everybody. SHPO News M. Hopkins informed the board that the SHPO is still in the process of hiring a State Historic Preservation Officer. Four candidates have been interviewed, but decision hasn t been made yet. The interviewing process has also taken place for Matt Bennett s position. One candidate has been interviewed so far and there are three more qualified candidates. The National Park Service has removed the SHPO from full review, which means that there is no need anymore for the SHPO to report to the NPS on every activity. The Preservation Plan has been approved in November by the NPS. It will be mailed out to the board members. It is also available on the SHPO s website. Historic Preservation Conference is in the process of being organized and it will take place in Cheyenne on May 14-16, M. Hopkins solicited suggestions from the board members on possible candidates for session speakers. She also asked the board members to nominate people or organizations for the Preservation awards, which will be presented during the conference at the awards banquet. N. Weidel presented information on the upcoming celebration of the New Deal and she commented a slide show of some New Deal Projects in Wyoming. On May 3 rd a big celebration of the New Deal will take place at the Guernsey State Park. M. Hopkins passed out some ethics brochures for the archaeological stewardship program, which is headed by Joe Daniele. Stewardship training will take place this summer around the Castle Gardens site. Newsletter will be out shortly, summarizing the SHPO s accomplishments for the last year. The Governor appointed K. Hahn to the Lincoln Bicentennial Committee and she briefed the board on the goals of the committee. The new Archaeology Awareness Month poster is going to feature the Lodge Creek site this year. Judy Wolf passed around layout of the poster and noted that it will be printed by the end of April. M. Hopkins updated on the new SHPO budget. The Governor hasn t approved the request for the stewardship program and the curator of the archaeological repository as well as request for the public education by the archaeological survey. A match requirement has been placed for the context money and the amount has been cut in half.

6 The next contexts that SHPO is planning to work on are the Homesteading and WY Schools. Mary Hopkins asked the board members to speak to the legislators in favor of the SHPO programs and the Cultural Trust Fund advocating for removal of the match requirement and increase of the Cultural Trust funding. K. Hahn passed out Directory: Fifty Eighth Legislature and drew attention of the board to an article in a newspaper about the Cultural Trust fund. Plains Conference will take place in Laramie on October 1-4 at the Convention Center. Historic context training on Homesteading will take place on May 1-4 in Laramie, Rock Springs, Casper and Sheridan. M. Cassity is sponsored by the BLM and the SHPO to conduct the training. R. Tanner made a motion for board to recognize the SHPO efforts and the progress that has been made. M. Cassity seconded. The motion passed unanimously. D. Palma adjourned the meeting.
