2 CAMPBELL COUNTY REPUBLICAN PARTY Doug Gerard, Chairman ~ Vicki Kissack, Vice Chairman Dave Horning, State Committeeman ~ Janet Mader, State Committeewoman Barb Luthy, Secretary ~ John Howard, Treasurer CENTRAL COMMITTEE MEETING MINUTES June 24, 2017, Gillette Chairman Gerard called the meeting to order at 10:00 AM Roll Call Roll call for voting purposes: 21 voting members present of whom 1 was proxy. Also present was Economist Sven Larson from Prosperity For Wyoming. Agenda Minutes of Central Committee Meeting May 25, 2017 were approved with no corrections on a motion from Jeff Raney and second from Darren Lynde and passed on a voice vote. Committee Reports Fund Raising Committee Vicki Kissack Upcoming event that the committee is working on are: 4 th of July parade, Friday evening BBQ for the State Central Committee Meeting August 11 th & 12 th. Training & Education Committee Barb Luthy Status of precinct committee positions: 7 more appointees were approved at the executive committee meeting held May 25 th, 2017 at 9 AM. There are 29 vacant positions. Janet Mader provided a list House, Senate and Wards as they relate to each precinct. Platform, Resolutions and Bylaws Committee Dave Horning The committee developed a proposed resolution on Gross Receipts Taxes. Page 2

3 Chairman s Report Next CCRP Central Committee meeting is Thursday, July 27 th, 7 pm at Arbuckle Lodge. Guest speaker is Frank Eathorne, President Independent Cattlemen of Wyoming (ICOW). Chairman Gerard introduced Ryley Constable, Organizing Committee Chair of the Campbell County Teenage Republicans. Riley discussed the objectives of the start-up club. Chairman Gerard reiterated the need for volunteers, donations and attendance at the August 11 th BBQ. Speaker will be Jim Manley from the Goldwater Group. Guest Speaker Prosperity For Wyoming Economist Sven Larson Dr. Larson described economic issues and solutions for Wyoming. A handout was available summarizing his main points. Old Business Vice Chair Vicki Kissack addressed questions raised at the May 25 th Committee meeting regarding salary of the Superintendent of Campbell County Schools and money spent on sending school district employees to Cheyenne for lobbying purposes. She will get with Dave Horning on how to submit a valid request for information to the school board. New Business A motion to Incorporate the Campbell County Republican Party was moved and passed by voice vote. A Resolution of the CCRP Central Committee Regarding Gross Receipts Tax was presented by handout. It was moved by Jeff Raney and seconded by Darren Lynde. It was amended to add and the Joint Interim Revenue Committee of the Wyoming Legislature in the 2 nd to last statement. Amendment was moved by Scott Clem and seconded by Amity Kissack and passed by voice vote. The resolution was approved as amended by voice vote. The Resolution as amended is included in at the end of these minutes. Darren Lynde moved that the Chairman send a letter to the News Record and to the Campbell County legislators and the Joint Interim Revenue Committee. Jeff Raney seconded. Motion passed. Jeff Raney moved to pass a resolution for No New Taxes. It was suggested to work with the PBR committee to draft a resolution. Mr. Raney accepted the suggestion, withdrawing his motion. Closing Comments The next meeting will be Saturday, July 25th 7:00 PM at the Arbuckle Lodge. Meeting was adjourned at 12:00 PM. Page 3

4 Campbell County Republic Party Gross Receipts Tax Resolution Resolved in Central Committee June 24, 2017 WHEREAS Wyoming is in the midst of an economic downturn due to its reliance on mineral extraction, in particular coal; and WHEREAS the Interim Revenue Committee of the Wyoming Legislature has now voted 11-3 in favor of the imposition of a gross receipts tax on businesses in Wyoming; and WHEREAS tax increases are inimical to economic recovery and job growth; and WHEREAS a gross receipts tax is akin to a business income tax inherently inequitable to businesses, is passed on to consumers, is regressive and, like all taxes, will not be repealed regardless of need; and NOW THEREFORE BE IT RESOLVED that The Campbell County Republican Party opposes the imposition of a gross receipts tax; and BE IT FURTHER RESOLVED that the Campbell County Republican Party requests that the Campbell County legislators oppose the imposition of a gross receipts tax; and BE IT FURTHER RESOLVED that a copy of this resolution be immediately provided to those Campbell County legislators and the Joint Interim Revenue Committee of the Wyoming Legislature to make known to them the sentiment of the Campbell County Republican Party; and BE IT FURTHER RESOLVED that the Chairman of the Campbell County Republican Central Committee propose for adoption by the Wyoming Republican Party State Central Committee a resolution opposing the establishment of a gross receipts tax. 5 7/25/2017 Legislator takes aim at school funding Hallinan plans bill that would require an OK from Wyoming voters By KATHY BROWN News Record Senior Writer A state legislator from Gillette has an idea to reduce deep cuts in Wyoming education funding in the 2018 session. Dr. Timothy Hallinan, a Republican representative, will suggest a bill that if passed would require Wyoming residents to approve a constitutional amendment. On the other hand, it also could solve the problem of expected education deficits of about $200 million per year, or $400 million each biennium in funding. That s a thorny issue as several Wyoming interim legislative committees that have met this summer have failed to come up with solutions. Hallinan had a similar idea a year ago over Wyoming s permanent trust fund. But he found little support from legislative leadership and his bill died. Now he hopes to take aim at the Common School Fund to pay for Wyoming s education needs. That permanent fund receives about $150 million to $250 million each year and now totals about $3 billion, he said. If we just took that and put it into schools, we wouldn t have the funding problems we have now, he said. I m going to propose that this year. The fund could be used to cover the expenses of what it was named for: Wyoming schools. If we set up the account so (the yearly amount set aside) would go into the school Foundation Program, I think we could solve the school funding problem, he said. The state s school funding program still would have to cut $50 million to $100 million, he said, but not $400 million. A bill to move money from the Common School Fund to the School Foundation Program, if approved by the governor and the 65th Legislature in its budget session starting Feb. 12 also would have to be approved by Wyoming voters through a constitutional amendment. I think that s where the solution is, said Hallinan, a member of the House Revenue and the House Labor, Health and Social Services committees. His proposal likely won t be taken up by the Revenue Committee at its next interim meeting Aug. 2-3 in Thermopolis. He hopes to raise the idea at a later meeting, however. It came up at the Joint Revenue Committee meeting (June 12), Hallinan said, adding that was the meeting with the Select Committee on School Finance Recalibration in Riverton. I really wasn t aware of how much money was in there, he said. Using that money to help pay for education in Wyoming, including $80 million a year for construction or capital issues, would ease the rest of the budget we have, he said. There s no reason for putting money in a permanent account when we re having funding problems. It s up to the Legislature how the money is used. He d like to get the public involved in supporting his proposal, if people agree, Hallinan said. I don t see anything bad about it, he said. It s a solution that doesn t include deep cuts to education and also doesn t involve increasing taxes in Wyoming. From his perspective, it s a win-win. Page 5

6 Campbell County Republican Party Resolution to save Wyoming from the current fiscal nightmare Proposed July 27, 2017 WHEREAS Wyoming is amid an economic downturn due to its reliance on mineral extraction; and WHEREAS there is a predicted $400 million budget short fall for the next biennium; and WHEREAS the Wyoming s Governor and legislature are unlikely to reduce education spending by a sufficient amount to avoid tax increases; and WHEREAS tax increases are inimical to economic recovery and job growth; and WHEREAS Wyoming needs time to make significant structural reforms to properly address the Governor s and legislature s inability to properly control spending; and WHEREAS Representative Tim Hallinan of Campbell County has proposed a solution to solve Wyoming immediate revenue problems which provides much needed time to address Wyoming s failure to control spending; WHEREAS over $220 million in annual mineral revenue is directed to the Common School Fund by the Wyoming State Constitution, Article 7 Section 2, NOW THEREFORE BE IT RESOLVED that The Campbell County Republican Party supports Representative Tim Hallinan s proposed constitutional amendment to divert mineral revenue from the Common School Fund to the School Foundation Program for a period not to exceed six years. BE IT FURTHER RESOLVED that the Campbell County Republican Party requests that the Campbell County legislators support Rep. Hallinan s proposal to the best of their ability; and BE IT FURTHER RESOLVED that the Chairman of the Campbell County Republican Central Committee send a letter to the Gillette News Record, and the County 17 website to make known to them the sentiment of the Campbell County Republican Party; and BE IT FURTHER RESOLVED that a copy of this resolution be immediately provided to those Campbell County legislators and the Joint Interim Revenue Committee of the Wyoming Legislature to make known to them the sentiment of the Campbell County Republican Party; and BE IT FURTHER RESOLVED that the Chairman of the Campbell County Republican Central Committee propose for adoption by the Wyoming Republican Party State Central Committee a resolution supporting Representative Hallinan s proposed constitutional amendment.
