2 BYLAW AMENDMENT Article III 2 MEETINGS f. For the purposes of holding meetings the chairman s two-year term shall be divided into eight quarters, each lasting three months as follows: 1. Quarter 1 Year 1, April to June 2. Quarter 2 Year 1, July to September 3. Quarter 3 Year 1, October to December 4. Quarter 4 Year 1, January to March 5. Quarter 5 Year 2, April to June 6. Quarter 6 Year 2, July to September 7. Quarter 7 Year 2, October to December 8. Quarter 8 Year 2, January to March g. The chairman shall call at least one central committee meeting per quarter as defined in section f. 1. Meetings required by statute or bylaws satisfy this requirement for the quarter in which the meeting occurs. 2. Precinct Caucuses and County Convention satisfy this requirement for the quarter in which the meeting occurs. h. Order of Business at Central Committee Meetings 1. The order of business at Central Committee meetings shall at minimum be: i. Call to order by the County Chairman, or the presiding officer ii. Blessing iii. Pledge of Allegiance iv. Old Business v. New Business vi. Adjournment 2. New Business shall be part of every Central Committee meeting. 3. The County Chairman, or the presiding officer, at his discretion, may change the order of business prior to convening the Central Committee meeting. 4. After a Central Committee Meeting is convened, the order of business may be changed by a majority vote of the members present and voting. 5. During New Business, members shall be allowed to propose motions per Roberts Rules of Order. i. All motions proposing adoption of resolutions must be presented in writing to the Secretary on the motion receiving a second. ii. The Secretary will make available at each meeting forms to aid in the proposal of resolutions. i. Standing rules passed by the committee remain in force until rescinded. 1. A motion to set a standing rule shall require a minimum of a one-half majority of those central committee members present and voting to pass. 2. A motion to rescind a standing rule shall require a minimum of three fifths majority of those central committee members present and voting to pass. Page 2

3 PROPOSED CENTRAL COMMITTEE STANDING RULE FOR THE HANDLING OF RESOLUTIONS 1. All resolutions must be submitted in writing from a central committee member. 2. Any central committee member may submit a written resolution and shall be submitted to the Chairman via at the address Chairman@CampbellCountyRepublicans.com, through the website resolution submission page, or by mail to the Campbell County Republican Party, PO Box 1252, Gillette, Wy at least three (3) days prior the scheduled meeting. a. Submitted resolutions shall be posted on the website at least three days before the scheduled meeting. b. The chairman shall add the submitted resolutions to the agenda for the next meeting. c. The proposed resolution will be shared as part of the posted agenda for the next meeting. d. The proposed resolution shall be distributed with the agenda in all s to central committee members. e. The proposed resolution shall also be in the information packet shared online and distributed at the meeting. Page 3

4 Campbell County Republican Party Resolution For a Stand Your Ground Law WHEREAS the citizens of Wyoming are protected in their home by Wyoming s Castle Doctrine law; and WHEREAS Stand Your Ground laws rightfully affirm the rights of individuals to be anyplace they have a lawful right to be; and WHEREAS, the State of Wyoming is one of only fifteen (15) states that does not have a Stand Your Ground law or other recognized protections; and WHEREAS Wyoming Citizens have no protection for the use of reasonable defensive force outside the home; and WHEREAS Stand Your Ground rightfully supports a citizen s right to protect themselves and their loved ones by the use of any level of force if they reasonably believe the threat rises to the level of being an imminent and immediate threat of serious bodily harm and or death; and WHEREAS, Wyoming is a rural and sparsely populated state where law enforcement may not be reasonably available thus requiring a person to act to protect themselves and their loved ones from those that would inflict harm; THEREFORE, BE IT RESOLVED that the Campbell County Republican Party, requests and encourages the legislators representing Campbell County to draft, support, and pass a "Stand Your Ground" law. BE IT FURTHER RESOLVED that the Campbell County Republican Party, requests and encourages the Governor of the State of Wyoming to sign the "Stand Your Ground" law on passage by the Wyoming Legislature. 5 BE IT FURTHER RESOLVED that a copy of this resolution be immediately provided to Campbell County legislators to make known to them the sentiment of the Campbell County Republican Party; and BE IT FURTHER RESOLVED that the Chairman of the Campbell County Republican Central Committee propose for adoption by the Wyoming Republican Party State Central Committee this resolution. 6 Campbell County Republican Party Resolution to require partisan voter registration prior to the commencement of the primary election candidate filing period WHEREAS registering to vote as a member of a political party is a solemn task; and WHEREAS each partisan political party desires to have among its member only those committed individuals that have made the serious and honest decision to join a particular party; and WHEREAS each partisan political party desires to promote the integrity of each primary election by guaranteeing only genuine members of that political party select the candidates to stand for election as representatives of that party, NOW THEREFORE BE IT RESOLVED that The Campbell County Republican Party propose a change to current Wyoming Election Statues to require voters who desire to register for a political party, or change their party affiliation must do so prior to the commencement of the candidate filing period for primary elections. Voters changing political party affiliation after the start of the primary election candidate filing period are ineligible to vote on a partisan political ballot for that primary election and shall begin affiliation with their chosen political party on the first day after the primary where the voter s information has been entered in the voter registration system and verified. New voter registrations shall be allowed to vote in the primary provided the voter has not voted in the previous primary election. BE IT FURTHER RESOLVED that the Campbell County Republican Party requests that the Campbell County legislators draft, support and work to amend the appropriate Wyoming Statues during the 2018 legislative session; and BE IT FURTHER RESOLVED that a copy of this resolution be immediately provided to those all state legislators to make known to them the sentiment of the Campbell County Republican Party; and BE IT FURTHER RESOLVED that the Chairman of the Campbell County Republican Central Committee notify all Republican County Chairs to encourage them to support this resolution in their respective counties. 7 Campbell County Republican Party Resolution to allow political parties to directly select replacements to vacated elected offices WHEREAS promoting active political parties is paramount to the success of a healthy democracy; and WHEREAS precinct person volunteers their time, money and talent to promote the success of their chosen political party; WHEREAS the duties of a precinct person should be well understood; and WHEREAS precinct men and precinct woman are elected to political party committees that are independent, distinct and separate from the county and state governments, and political subdivisions thereof, NOW THEREFORE BE IT RESOLVED that The Campbell County Republican Party proposes a change to current Wyoming Election Statues to allow the direct appointment of the vacated elected offices, BE IT FURTHER RESOLVED that The Campbell County Republican Party proposes that Wyoming Statutes be changed to allow county and state political parties to establish the duties for and management of its committee members; and BE IT FURTHER RESOLVED that the Campbell County Republican Party requests that the Campbell County legislators draft, support and work to amend the appropriate Wyoming Statues with a bill substantially similar to the sample bill appended to this resolution during the 2018 legislative session; and BE IT FURTHER RESOLVED that a copy of this resolution be immediately provided to those all state legislators to make known to them the sentiment of the Campbell County Republican Party; and BE IT FURTHER RESOLVED that the Chairman of the Campbell County Republican Central Committee notify all Republican County Chairman and the state party chairman to encourage support of this resolution. 8 STATE OF WYOMING Central committee member responsibilities, and the filling of vacancies Sponsored by: A BILL for AN ACT relating to powers of party county central committees; amending the vacancy definitions; allowing the county central committees to fill vacancies; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1. W.S , (a)(ii), W.S (a) (iii) (A) are amended, W.S (a) (iii) (B) is deleted to read: County central committee vacancies A vacancy in the county central committee shall occur in the case of death, resignation, failure of a qualified candidate to be elected to a precinct committeeman or committeewoman position, or removal of residence from the precinct, or the failure to fulfill the responsibilities of the central committee member as defined in the county party bylaws at the time of election or appointment. A vacancy shall be filled by the county central committee by election of a registered elector resident in the precinct in which the vacancy exists and registered in the party or as provided by the party bylaws Vacancies in other offices; temporary appointments. (a) (ii) If a vacancy occurs in a county elective office, except as provided in W.S , the board of county commissioners of the county in which the vacancy occurs shall immediately notify in writing the chairman of the county central committee of the political party which the last incumbent represented at the time of his election under W.S (a)(vii), or at the time of his appointment if not elected to office. The chairman shall call a meeting of the county central committee to be held not later than fifteen (15) days after he receives notice of the vacancy. At the meeting the county central committee shall select and transmit to the board of county commissioners the names Page 8

9 of three (3) persons qualified to fill the vacancy. Within five (5) days after receiving these three (3) names, the board of county commissioners shall fill the vacancy by appointment of one (1) of the three (3) to hold the office. If the incumbent who has vacated office did not represent a political party at the time of his election, or at the time of his appointment if not elected to office, the county commissioners shall publish in a newspaper of general circulation in the county, notice that within fifteen (15) days after publication any qualified person may make application directly to the county commissioners for appointment to fill the vacancy. Within twenty (20) days after the publication of the vacancy in office the county commissioners fill the vacancy by appointment of one (1) person qualified from those submitting applications; (iii) If a vacancy occurs in the office of a member of the state legislature: (A) For vacancies other than resignations, the board of county commissioners of the county or counties in which the vacancy occurs shall immediately notify in writing the chairman of the state central committee of the political party which the former incumbent represented at the time of his election under W.S (a)(vii), or at the time of his appointment if not elected to office. For resignations, the governor shall notify the appropriate state central committee or the appropriate board of county commissioners in accordance with W.S For all vacancies in which the incumbent represented a political party at the time of his election or appointment to the office, the state central committee of the political party of the former incumbent shall notify the precinct committeemen and committeewomen for that party for each precinct within the legislative district which is vacant and arrange a meeting of those precinct committeemen and committeewomen at which they will select a list of three (3) persons shall fill the vacancy with a person qualified to hold the office. Only those persons serving as committeemen and committeewomen at least thirty (30) days prior to the vacancy, or if the vacancy occurs within thirty (30) days after the first Monday in January in odd-numbered years, those precinct committeemen and committeewomen elected at the immediate past primary election and those selected by appointment prior to December 2 of the year in which the election occurred for vacant positions, shall be authorized to vote under this subparagraph. The meeting shall be held not later than fifteen (15) days after the state central committee is notified of the vacancy. The state central committee of each political party shall establish procedures for conducting the vote required under this subparagraph and may delegate the authority to call the meeting required under this subparagraph; (B) Deleted. The state central committee of the political party of the former incumbent shall submit the list selected under subparagraph (A) of this paragraph to the board of county commissioners for each county in which the legislative district is located. Within five (5) days after receiving the list of three (3) Page 9

10 names, the board of county commissioners shall fill the vacancy by appointment of one (1) of the three (3) to hold the office; Section 2. This act is effective on enactment. (END) Page 10

11 Campbell County Republican Party Resolution pertaining to sexual orientation and gender identification WHEREAS the Party of Abraham Lincoln was created to abolish slavery, recognizing the dignity and equality of every human being under the law; and this same Republican Party continued to lead the fight for the natural rights of our common humanity, against the Jim Crow laws of the southern Democrats; and still stands for the rights of all people regardless of color, culture, ideology, or religion, and WHEREAS such equal protection under the law demands protection against personal injury or property loss, but cannot demand affirmation of personal ideas, choices, or behaviors without infringing upon the integrity and property rights of other persons; yet sexual orientation and gender identity (SOGI) laws obliterate this foundational legal distinction, and WHEREAS, laws using undefined and undefinable terms are inherently unjust, depriving persons under the law of any reasonable opportunity to know in advance how the law will be applied to them; and gender Identity lacks any definite legal content such that even its proponents are unable either to list every current identity, or rule out the addition of new identities in the future, and WHEREAS wherever the terms sexual orientation and gender identity have been added to antidiscrimination laws, this ill-defined language has enabled unjust prosecution and legal harassment such as Forcing owners to use their own private property for objectionable uses Stripping owners of the right to protect the privacy, safety and dignity of patrons in showers, privacy facilities, etc. Stripping owners of the right to hire persons of their own choosing Forcing the use of pronouns, titles, and other speech demanded by others Forcing artists to produce creative speech against their own views... Stripping mental health workers of the right to treat patients according to the best standards Page 11

12 Stripping physicians of the right to decide treatments according to their own judgement of what is best for a patient These and many other violations of personal integrity and property rights, are not only theoretical, but the actual ongoing results of SOGI laws which have closed businesses, confiscated savings, destroyed reputations, and costs millions in legal defense, and WHEREAS even one use of a law that allows an unjust outcome is enough proof that it is a bad law; yet we have seen not one, but many cases where sexual orientation and gender identity language was used to materially harm law-abiding citizens depriving them of liberty, property and good name, THEREFORE, BE IT RESOLVED that the Campbell County Republican Party stand opposed to the insertion of sexual orientation, and gender identity language into any policy, ordinance, guideline, or statute at every level of government, and BE IT FURTHER RESOLVED, that the Campbell County Republican Party continue to protect the dignity, safety and integrity of every human being by advocating for just, defined, and limited laws which protect persons from injury and their property from loss while not punishing anyone for holding, expressing, or acting upon their sincerely held beliefs.
