1 MINUTES OF THE 2 nd STATE WORKING COMMITTEE MEETING AT HOTEL MANOR, BAZPUR ROAD, KASHIPUR ON 17 TH SEPTEMBER, 2017 (SUNDAY) The Second State Working Committee Meeting for the year was held, at Hotel Manor, Bazpur Road, Kashipur on 17 th September, 2017 (Sunday), from 10:30 AM onwards under the Chairmanship of Dr. T. Choudhury, Hony. State Secretary. 2. Flag Salutation and IMA Prayer were recited by Dr. P. H. Gupta, Past State President. 3. Dr. D. D. Choudhury, Hony. State Secretary requested Dr. Ela Mehrotra, Branch President, IMA Kashipur Branch to welcome the members on behalf of the branch. 4. Dr. D. D. Choudhury informed the House that after the 1 st State Working Committee Meeting held at Hotel Sonia, Rampur Road, Rudrapur on 19 th March, 2017 (Sunday), we lost the following member s near and dear: 1. F/o Dr. Anurag Verma Kashipur The following condolence resolution was passed in the house: - We the members of IMA UA State Working Committee convey our deep sense of sorrow on the sad and demise of the above member s near-dear, and pray to the Almighty to grant Eternal peace to the departed souls and mental solace to the bereaved families. Two minutes silence was observed in memory of the departed souls. The meeting was adjourned for 2 minutes. The house reassembled again and the Agenda were taken in a chronological order: 5. All the members introduced themselves in the house. 6. State President s Address: The President, Dr. T. S. Rautela welcomed all the members present in the house. He requested the members instead of English the members should use Hindi when they talk in the meeting because sometimes it is very difficult to express the feelings in English. He also informed the house that there is deterioration in the Medical Profession and needs to introspect. He said that he feels proud to be a doctor and similarly members should also feel proud that they are doctors, let us not compare ourselves with business man/ traders / politicians in terms of money but we should compare ourselves with scientists / researchers. He also said that success of a doctor is not measured in terms of money rather it should be measured how much respect earned from the society. 7. SWC Meeting : a) Minutes of the last meeting : Dr. D. D. Choudhury informed the house that the minutes of the 1 st State Working Committee meeting was mailed to all SWC members & all local branch Presidents/Hony. Secretaries. He informed the house that there was no feedback from any members regarding any changes in the minutes. Dr. T. S. Rautela, State President, IMA UA State asked the members whether the minutes can be passed or not, to which members unanimously agreed to pass the same. b) Action Taken Report : Dr. D. D. Choudhury informed the members that : I. Formation of various committees were informed to all Office Bearers, SWC members and all local branch Presidents/ Hony. Secretaries. II. Three meetings with Chief Secretary and two meetings with Hon ble Chief Minister of Uttarakhand were held regarding CEA. III. The PCB matter regarding waiving off of previous fees of liquid waste management and till date Member Secretary, PCB could not arrange meeting regarding the same. 8. Address by the Vice Presidents: Dr. C. S. Joshi, Vice President, Zone II, informed the house that he conducted CME for the doctors of Champawat, Lohaghat & govt. doctors of adjacent places. He said that Uttarakhand has a very tough terrain and is very difficult to form separate branches as there are hardly any doctors in govt. and private sectors. He suggested that the adjacent places doctors should be included in the bigger branches and help them to update their knowledge, another CME will be held at Almora including the doctors of adjacent areas on 23 rd September, He requested Hony. State Secretary to present in the meeting and Dr. D. D. Choudhury accepted his request. He also informed the house that he went to Pithoragarh on 9 th September, 2017 and conducted branch election after a gap of many years on the request of Hony. State Secretary. 9. IMA HBI: Dr. D. D. Choudhury informed the house that had series of meetings and the first meeting was held on 28th May, 2017, IMA HBI UA Chapter Meeting was held in Dehradun. The following dignitaries were present from IMA HQs Dr. Ravi Wankhedkar, National President Elect, Dr. Jayesh Lele, Hony. National Secretary, IMA HBI, Dr. Mangesh Pate, Hony. National Treasurer, IMA HBI. It was attended by many branches. Second meeting of IMA HBI UA chapter was held at Kashipur on 23rd July, 2017 and was hosted by IMA Kashipur Branch. Final meeting of IMA HBI UA Chapter was held in Roorkee on 3rd September, 2017 in which from IMA HBI HQs following office bearers attended and gave their presentation - Dr. Jayesh Lele, Hony. National Secretary, IMA HBI, Dr. Mangesh Pate, Hony. National Treasurer, IMA HBI and the meeting was hosted by IMA Roorkee branch. He informed the members that HBI Application Forms were sent to all local branches including SWC members to enroll maximum members in the chapter. He informed the members that IMA Rudrapur Branch under the dynamic leadership of Dr. Ashok Kumar Gupta, Dr. Atul Agarwal, Dr. Ravi Prakash Futela & Dr. Nimesh Gupta, 38 hospitals applied for IMA HBI membership to IMA UA State Branch. Dr. D. D. Choudhury requested the members to take
3 encouragement from IMA Rudrapur Branch for dynamic & prompt action; IMA HBI is the need of the hour for the existence of smaller hospitals. 10. Dr. Ravi Prakash Futela raised the issue of CEA and requested the state office to contact Chief Minister regarding the same so that it can be implemented as early as possible after incorporating the demands of the state branch in the Rules of CEA. Dr. Arvind Sharma informed the house that our members should not be scared of administration because no one can stop them to practice medicine and he requested the members to be bold enough to face the real world and also he said that we have to change ourselves as per the need of the time. 11. Dr. Ravi Prakash Futela raised the issue of the Supreme Court verdict regarding mandatory ICU requirement in the hospitals. This matter is very serious and all members suggested that state office should write to headquarters to file review petition mentioning that in smaller hilly state / rural India it is not possible to have ICU in every small hospital setup. Dr. J. C. Garkoti informed the house that there is not a single private Anesthetist available in Pithoragarh and they take the help of Anesthetist of govt. hospital. Dr. D. D. Choudhury reminded Dr. Garkoti that Chairman of Nagar Palika can direct CMO of Pithoragarh that the service of Anesthetist of govt. hospital can be given to private hospitals as and when necessary till such period of the availability of the private Anesthetist in Pithoragarh (this was clarified by Dr. Mangesh Pate, Hony. National Treasurer of IMA HBI HQs who mentioned that similar problem was faced in some parts of Maharashtra and the same solution was applied). Dr. Tribhuwan Prasad informed Dr. D. D. Choudhury that no ICU is available in both govt. & private sector in Pithoragarh so it seems no patient should be treated in the district of Pithoragarh as per the Supreme Court verdict. Dr. D. D. Choudhury informed the members that the matter will be communicated to IMA HQs for necessary corrective measures. 12. Annual Conference, Uttaracon 2017 : Dr. D. D. Choudhury informed the members that organizing committee of Uttaracon 2017 (IMA Haldwani branch) has violated all protocols while preparing the program and brochure. He informed the house that he telephonically informed the same to Dr. Ajay Pal, Organizing Secretary, Uttaracon 2017, in which Dr. D. C. Pant and Dr. Puneet Agarwal of IMA Haldwani Branch informed the house that they have corrected the brochure. Dr. D. D. Choudhury informed the organizing committee members that annual conference is of state branch and is being organized by local branches under the guidance of the state office and for that state office nominate Chairman, Conference. The Organizing Committee should always take Chairman, Conference in confidence before preparing any activities and this should be followed strictly as suggested by Hony. State Secretary and which was supported by the house. Hony. State Secretary requested Dr. D. C. 4 13. Declaration of Election Result : Dr. D. D. Choudhury informed the members that he has received a letter from Election Commission vide letter no. IMA/UA/ELECTION/ /04/04/05, dated : 26 th August, The details of the result are given below :
5 Dr. D. D. Choudhury thanked Election Commission for holding election peacefully and congratulated the newly elected members which were endorsed by the house. 14. Any Other Matter : Dr. D. D. Choudhury informed the members that IMA HQs has directed the state office to inform all local branch Presidents/ Hony. Secretaries to organize Dawn to Dusk fasting throughout the state on 2 nd October, The members vehemently opposed Satyagraha because it will not have any impact on the Central Government. In Dilli Chalo Movement, members were very much upset for the treatment matted out to all IMA state branch office bearers by IMA HQs officials, majority of the states were not allowed to address the gathering instead they allowed the specialty organization to address the gathering. This shows that state IMA office bearers and state branches are not required by IMA HQs anymore and in future in any movement, they can do their activities with the help of specialty organizations. Members unanimously suggested that instead of Satyagraha IMA should give a call to close down all private health facilities including the emergencies at least for three days to show the strength of IMA and its impact in the society to get our long awaited justified demands. Further, members suggested that the proceedings and sentiments of the members should be intimated to IMA HQs. Dr. D. D. Choudhury informed the members that all the members should register themselves for the IMA NATCON He also informed that the brochure of the conference has already been circulated among the local branch presidents/ Hony.
