1 SAN ANTONIO PUBLIC LIBRARY MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES December 4, 2013 The San Antonio Public Library Board of Trustees met in regular session on Wednesday, December 4, 2013, at 4:30 p.m. in the Central Library s Auditorium, San Antonio, Texas; Jean Brady, Chair, presiding. Meeting was called to order at 4:35 p.m. TRUSTEES PRESENT Jean Brady, Loyce Ince, Gloria Malone, Paul Stahl, John Nicholas, Andrea Sanchez, Lupe G. Ochoa, Lora Devlon Eckler, Grace Marengo Sanchez, Lisa Rodriguez and Linda Nairn. TRUSTEES ABSENT None absent EX OFFICIO LIAISONS PRESENT Tracey Bennett, San Antonio Public Library Foundation; Linda Arronge, Friends of San Antonio Public Library CITIZENS TO BE HEARD No citizens to be heard were present. ANNOUNCEMENTS Library Director announced the Library Champions Award Reception scheduled on December 7, 2013 at the Central Library. He noted staff was monitoring the weather and prepared to act appropriately. He also encouraged everyone to attend the author reading with Ito Romo on Wednesday, December 11th at the Central Library. APPROVAL OF MINUTES Board Chair Jean Brady brought forth for consideration the minutes of the meeting on October 23, Lisa Rodriguez moved to approve the minutes for the meeting of October 23, as presented. Lora Devlon Eckler seconded the motion. None opposed; motion passed. CHAIR S REPORT Board Chair Jean Brady welcomed new Trustee for District 5, Lupe G. Ochoa. Ms. Brady said she participated in Ms. Ochoa s board orientation and attended the Library Foundation Board monthly meeting. She thanked Ms. Malone for attending the Friends of the Library Board meeting on her behalf last November 17th. REPORT OF THE LIBRARY DIRECTOR Library Director Ramiro Salazar referenced the written report included in the meeting packet and provided highlights. He shared news about the Library s new streaming videos and movies service, IndieFlix which provides access to streaming movies from independent filmmakers.
2 BUDGET REPORT Department Fiscal Administrator Leo Luna presented the operating monthly statement for the period ending October 30, He reported that 10% of the total approved budget for FY2014 was spent during the first month of the fiscal year and offered to answer any questions. BOARD COMMITTEE REPORTS Executive Committee Board Chair Jean Brady reported the Executive Committee met on November 19th via conference call to set the agenda for the December 2013 Board of Trustees meeting. Budget Committee The Budget Committee did not meet during this time period. Facilities Committee Assistant Library Director for Support Services Kathy Donellan noted the Library Facilities Committee met on November 13th and that action items from that meeting are presented for Library Board consideration. Capital Projects Manager Rich Walker offered construction project updates on the following: Central Elevator Upgrades, District 6 New Outlet, Marie Swartz Art Resource Center, Carver Branch Outdoor Area Improvements, and the Johnston Parking Lot Project. Naming Committee Naming Committee Chair Linda Nairn stated the Committee met on November 21st via conference call. She said the Committee received a naming request in May 2013 for the Library Portal at the Briscoe Museum in honor of John Herman Kampmann and Caroline Kampmann. Upon review and consideration, the Naming Committee postponed taking action on the naming request until after the opening of the Briscoe Museum in October 2013, per the Library Board Naming Policy. A second naming request for the Library Portal was received on November 18, 2013 to name the portal as the San Antonio Public Library Portal. Ms. Nairn stated December 4, 2013 marked the start of the two-month public comment period, per the Library Board s Naming Policy, for any naming requests for the Library Portal at the Briscoe Museum. She said the public would be offered an opportunity to provide comment during the January and February 2014 Board of Trustees monthly meetings. Additionally, she said an open Naming Committee meeting would be held to receive public feedback on the naming of the Library Portal at the Briscoe Museum. Ms. Nairn indicated the Naming Committee, in accordance with the Library Board s Naming Policy, plans to present a final naming recommendation to the Library Board of Trustees on March 26, Public Relations Committee Public Relations Committee Chair Lisa Rodriguez noted the Public Relations Committee met on October 30, 2013 to review and score nominations for the Library Champions Awards. She noted a total of 194 media mentions were received between September 16 and November 15, SPECIAL REPORTS Friends of the San Antonio Public Library Page 2 of 5
3 Friends of the San Antonio Public Library President Linda Arronge invited everyone to participate in the BookCellar s half-price book sale effective December 2 8, She announced the Friends group for Las Palmas Branch Library was officially established and received their first $250 donation. Ms. Brady encouraged Trustees to support their libraries by becoming members of the Friends of the San Antonio Public Library. San Antonio Public Library Foundation San Antonio Public Library Foundation President Tracy Bennett shared samplings of the newly redesigned website of the Library Foundation. She reported staff at the Library Foundation was working on several projects including; structure shade for the children s playground at the Carver Branch Library; Texana restructure funding; Mission Library donor recognition element and reception; and the 2014 San Antonio Book Festival. Ms. Bennett reported grant awards from the Brown Foundation and Frost Bank were expected. Staff Reports Library Performance Measures Performance and Innovation Manager David Cooksey presented the new performance measures report. He said the goal was to make the report more useful for Library Trustees. Yearly goals were added and icons provided for at-a-glance status assessment. Graphs are provided to measure overall circulation, library visits and comparisons with previous years. A new measure added is Hours of Computer Use. Mr. Cooksey noted Wi-Fi usage increased 34%. John Nicholas commended David for the enhanced report. He suggested a Board training session to review statistics and trends to fully understand the public s needs and demands before building new libraries. Director Ramiro Salazar thanked David for the good job he has done over the last year in compiling and analyzing the data and said he welcomed the opportunity for a Board training session. Report on Library s Organizational Health Initiatives Special Project Manager Roberta Sparks provided an overview of the Organizational Health Unit created to oversee the Library s initiatives for performance, development and recognition of employees. She listed accountability and trust as one of the goals and objectives that promote the Library s mission, vision and core values. Ms. Sparks noted communication is enhanced through a staff monthly newsletter, staff intranet website updates and staff Q and A. She shared details of the annual staff recognition program and training plan. OLD BUSINESS None presented. NEW BUSINESS Report and presentation on the Library s Public Awareness Initiative Community and Public Relations Manager Caitlin Cowart said Blonde Creative was contracted to help meet and exceed the goals of the Library s five (5) year strategic plan by raising public awareness of the library s mission and programs. Ms. Cowart noted staff will work closely with Blonde Creative to complete the scope of the project that includes the redesign of the library s website and introduced Louis Cardenas to present the details. Mr. Cardenas noted branding is the organization s personality which Page 3 of 5
4 needs to reflect the library s mission, tag line and services. He explained the plan to compile data via research focus groups and surveys and shared examples of successful projects completed. Lora Devlon Eckler suggested including local businesses and chambers in the focus groups and surveys. Review and consider approval of the proposed exterior building sign for the Central Library Assistant Library Director for Support Services Kathy Donellan presented visuals of the exterior sign for the Central Library proposed by Beaty Palmer Architects. It was noted consideration was given to the iconic nature of the Central Library building; therefore, a simple, clean and large in scale sign was selected. She said total size of the signage is approximately 50 square feet with back-lit black lettering. Conversation ensued around the new branding effort and development of potential new logo which could be included in the sign. John Nicholas asked if having the word Public in the name of the proposed sign was considered. It was suggested there would be opportunities to enhance the Central Library exterior sign or use the new developed logo on the entrance doors. Ms. Bennett asked to consider having the sign installed by or before the San Antonio Book Festival scheduled in April Lora Devlon Eckler made a motion to approve the exterior building sign for the Central Library, as presented. Lisa Rodriguez seconded the motion. None opposed; motion passed. Review and consider approval of additional land donation for the new District 2 (Rigsby Road/ Highway 87) Branch Library Assistant Library Director for Support Services Kathy Donellan explained Sam Schaefer was donating an additional parcel of land to provide an access point from the neighborhood side of the community to be developed and introduced Capital Improvement Management Services Project Manager Stacy Gonzalez to present details. Mr. Gonzalez shared aerial maps, legal description of the property, and provided next steps and timeline. Gloria Malone made a motion to approve the additional land donation for the new District 2 Branch Library. Paul Stahl seconded the motion. None opposed; motion carried. Review proposed conceptual design options for the new District 9 (East Evans Road) Branch Library and take appropriate action Board Chair Jean Brady thanked Trustees Andrea Sanchez, Grace Marengo Sanchez, Linda Nairn and Lora Devlon Eckler for attending the second community meeting for the new District 9 Branch Library. Assistant Library Director for Support Services Kathy Donellan noted the second community meeting was well attended and yielded dynamic discussions. Alvidrez Architects representative Clemente Medina summarized the results of the community meeting and presented the conceptual design for approval. He noted consensus of the community s feedback was to minimally modify the existing building and utilize the north area for a possible expansion. He shared pictures and drawing plans of the proposed expansion and listed next steps. Grace Marengo Sanchez noted the conceptual pictures and plans were a great representation of what was voiced by the community and thanked Alvidrez Architects for their work. Grace Marengo Sanchez moved to approve the conceptual design option for the District 9 Branch Library, as presented. Linda Nairn seconded; none opposed, motion passed. Presentation of artist selection process for public art in the new District 2 and District 9 branch libraries City of San Antonio Public Art Manager James LeFlore summarized the selection process undertaken to Page 4 of 5
5 select the public art artists for the new District 2 and District 9 branch libraries. He noted Cakky Brawley was selected for District 2 and Joe O Connell & Blessing Hancock was selected for District 9. He said the budget for each public art project was $100,000 and shared samplings of the artists work while explaining the artists selection rationale. Finally, Mr. LeFlore noted the Library was represented on the artist selection committee by Library Trustee Lora Devlon Eckler and Capital Projects Manager Rich Walker.
