(Last updated: 12/20/05) Infrastructure Committee Mission/Purpose: Provide leadership for the implementation of the Strategic Plan, monitoring outcomes, reviewing and recommending to the County Board policies related to technology and infrastructure initiatives of Marathon County, which includes, but is not limited to, highways, airways, waterways, etc. 1. Call Meeting to Order The meeting was called to order by Chairman John Robinson at 9:04 a.m. 2. Public Comment Roger Nelson, representative from Ayres Associates appears before the committee. 3. Approval of the Minutes of the October 4, 2018 Infrastructure Committee Meeting MOTION BY GUMZ, SECOND BY CHRISTENSEN TO APPROVE THE MINUTES OF THE OCTOBER 4, 2018, INFRASTRUCTURE COMMITTEE MEETING. MOTION CARRIED. 4. Policy Issues Discussion and Potential Committee Determination A. Consideration of Resolution Opposing Larger & Heavier Trucks (Coalition Against Bigger Trucks) Discussion: Chair Robinson explains that following the last meeting, Deputy Administrator Leonhard prepared a draft resolution, for consideration by the committee, in light of the committee s past discussion. Action: MOTION BY JOHNSON; SECOND BY CIHLAR TO ADOPT THE RESOLUTION IN OPPOSITION TO LEGISLATION PERMITTING OVERSIZED TRUCKS AND FORWARD IT TO THE COUNTY BOARD. MOTION CARRIED. Follow through: Administration to forward resolution to Clerk for inclusion in County Board Agenda. 5. Operational Functions required by Statute, Ordinance, or Resolution: A. Discussion and Possible Action by Committee 1. County Road Q, Town of Ringle request to open portion of Roadway for ATV/UTV usage, Ringle Avenue to Bell Street, approximately 2 miles. Discussion: Judy Pagryzinski, representative from the Rural Riders ATV/UTV Club, appears before the committee and requests that the committee consider opening this portion of Highway Q for purpose of connecting existing ATV/UTV routes and roadways controlled by municipalities that are already open for ATV/UTV usage. Pagryzinski expresses that this would allow the committee to review the usage and any safety issues at the one-year period. Commissioner Griesbach explains that the staff recommendation is to deny the request due to safety concern, the length of the roadway at issue, and the existing policy relative to traffic volume counts. Commissioners ask questions that are addressed by staff and Pagryzinski. A supervisor expresses concern relative to (1) the precedent set by opening this portion given it is not consistent with our policy, (2) the

3 general safety of opening the portion, and (3) potential liability, as the club does not hold liability insurance relative to opening portions of roadways. Action: MOTION BY GUMZ, SECOND BY CHRISTENSEN, TO OPEN HIGHWAY Q FROM RINGLE AVE TO WESTON AVENUE TO ATV/UTV USAGE. MOTION WITHDRAWN BY GUMZ AND CHRISTENSEN. Further discussion had relative to the County s policy and the roadway in question. MOTION BY SUEBERT, SECOND BY GUMZ, TO OPEN HIGHWAY Q FROM RINGLE AVENUE TO WESTON AVENUE TO ATV/UTV USAGE. MOTION CARRIED. Follow through: Commissioner Griesbach to draft usage agreement and provide to the local club. 2. Consideration and Possible Approval of the Routine Roadway Maintenance Agreement Discussion: Griesbach explains that the annual agreement from the State of Wisconsin, focusing on snow removal and routine maintenance, as opposed to other specific performance contracts, including large crack repair. Griesbach explains that this contract is cost neutral in that we are reimbursed for our cost of providing the service. Action: MOTION BY GUMZ; SECOND BY JOHNSON, TO APPROVE THE ROUTINE MAINTENANCE AGREEMENT. MOTION CARRIED. Follow through: Committee members and Commissioner Griesbach execute agreement. 6. Educational Presentations and Committee Discussion A. Licensing of Agricultural Vehicles 1. What licenses are required and what privileges flow from them? Discussion: Chair Robinson and Commissioner Griesbach provide a collection of documents outlining information relative to agriculture licensure and past action by the Committee regarding agriculture vehicles and licensure. Chair Robinson asks the committee to clarify what the concerns of the committee are with respect to these issues. Consensus emerges that the committee has the following concerns: o Use of tax exempt fuel in agricultural vehicles that are ultimately used on roadways may create a shortfall within the county budget for transportation dollars. Chair Robinson restates the committee s position, providing that users of our transportation system should pay their fair share. The committee discusses potential solutions, such as : Requiring licenses for all agricultural vehicles; Require licenses for agricultural vehicles used on roads (excluding tractors), which would then require taxed fuel; and Base fuel tax for all off-road vehicles Chair Robinson explains that he understands that several entities, including Farm Bureau, are examining a base fuel tax for off-road fuel. Commissioner expresses that Farm Bureau and Custom Manure Haulers may be the entity that the committee requests take up the task of developing a solution to this issue, as they are experts in the area and have expressed a desire to part of the solution. Robinson asks the committee what role it thinks it should take. Leonhard and Griesbach express that a perhaps one approach is to put together a summary of the county s concerns and request those entities to work together to develop a solution. Follow through: Discussion to continue at a future meeting. B. Update from Dave Mack on attempts to gather other county highway policies relative to infrastructure needs to support potential economic development on roadway improvement, maintenance and jurisdictional transfer. Discussion: Robinson explains Mack has sought the information from around the state.

4 Follow through: Lance to the link to the committee from Washington. Committee to consider whether a presentation from Washington County is a valuable next step. C. Highway Commissioner s Report update on projects and WCHA Activities Marathon County Budget how it impacts Marathon County Highway Department Discussion: James Griesbach explains that the much of the Department s work is wrapping up the year s work. Griesbach explains that much of the repair/maintenance work at this time is relative to Highway 29 and the significant longitudinal cracks within the roadway. With respect to the Marathon County Budget, Griesbach explains that the State Transportation Aids were reduced by approximately $190,000, which created a significant issue with respect to the county s budget. Griesbach explains that the state share of cost for roadway improvements continue to be declining. Robinson explains that based on the nature of how the state calculates future aid to be received by the county (the utilization of a 6-year rolling average), the decision was made to maintain the current amount of roadway paving and fill the shortfall through reallocation of funding from capital improvement and then borrowing to fill that corresponding shortfall. Follow through: None requested. D. City-County Information Technology Commission Director's Report Discussion: Klein provides a written update to the members. Klein provides additional detail relative to the ongoing issues with the law enforcement update to Superion, including updating the committee on the vendor s recent determination to focus future development efforts on the vendor s other products and our team s ongoing work to improve interface functioning. Klein explains that this system will accomplish two very important goals: (1) getting all law enforcement agencies in the county on the same records system and (2) improving record transmission to the District Attorney s Office. Klein explains that recently our Marathon County web systems have been the target of several security attacks. Klein provides additional information relative to protections for elections. Chair Robinson explains that future meetings will include agenda items aimed at the State Transportation Plan, follow-up information from Dave Mack relative to county roadway maintenance and transportation policies, future consideration of Washington County s Transportation Plan, CDL safety training relative to agricultural vehicles, consideration of whether to request a white paper on agricultural vehicle licensing and fuel policy revisions, revision/update of Marathon County s policy manual, updates on the county s broadband efforts, any issues pertinent to the airport, consideration of a dig once policy, and clarifying our all-season road request/consideration practices. 2. 17 MARATHON COUNTY METROPOLITAN PLANNING COMMISSION BYLAWS ARTICLE I - NAME Section 1. The name of this commission shall be the Marathon County Metropolitan Planning Commission and hereinafter, shall be referred to as the Commission. ARTICLE II - PURPOSE AND GOALS Section 1. To the extent authorized by State Statutes, the Commission shall be an advisory body to the Marathon County Board of Supervisors; the Executive Committee of the Marathon County Board of Supervisors; and to local units of government within the metropolitan planning area. The objectives of this Commission shall be to promote public health, safety, convenience, and general welfare. The Commission shall be concerned with studies and recommendations relating to activities including but not limited to land-use; natural resources; utilities; and transportation systems within the metropolitan planning area. ARTICLE III - COMMISSION MEMBERSHIP Section 1. The members of the Commission shall be the chief elected officials of all the municipalities or a designee as authorized in writing by the chief elected official within the urbanized area of the Metropolitan Planning Organization (MPO) boundary. The Towns of Mosinee, Rib Mountain, Stettin, Wausau, and Weston, Villages of Brokaw, Kronenwetter, Maine, Rothschild and Weston, Cities of Mosinee, Schofield and Wausau; a representative from the Wisconsin Department of Transportation; and a representative of the Marathon County Infrastructure Committee. ARTICLE IV - TERM OF OFFICE Section 1. A member shall remain on the commission until a successor has been duly elected or appointed, or until his/her death, resignation, disqualification, incapacity to serve, or removal in accordance with the law. ARTICLE V - OFFICERS Section 1. The officers of the Commission shall be a Chairperson, a Vice-Chairperson and a Secretary.

Chairperson The Chairperson shall preside over all meetings and may appoint other members to represent the MPO on councils, committees, task forces, etc. or at meetings or other events, or to perform certain tasks. Secretary The Director of the Marathon County Conservation, Planning, and Zoning Department shall serve as the Secretary of the Commission. This will be an ex officio position. The Secretary shall provide or otherwise delegate staff services for the MPO, as needed, and will be responsible for taking summary minutes of the Commission s proceedings and be the custodian of all records and documents of the Commission and MPO. Alternates Upon written notice to the Chairperson, each member community may appoint an alternate to its representative. That alternate member may serve as a full voting member during any meeting where that community s representative is not in attendance. Proxy and absentee voting are not permitted. Appointment of Officers The County Board Chairperson shall appoint the Chairperson and Vice Chairperson of the Commission for a term of two years at the first regularly scheduled meeting after the spring elections in April of the even numbered years. The newly appointed Chairperson and Vice Chairperson shall take office immediately following the appointment. If an officer leaves their position as described in Article IV, Section 1, the County Board Chairperson shall appoint a replacement officer as soon as possible. ARTICLE VI - MEETINGS Section 1. The Commission shall appoint a Water Quality Management Technical Advisory Committee, made up of technical water quality management representatives to advise the Commission on water quality management matters. The Water Quality Management Technical Advisory Committee shall be composed of staff from the municipalities within the 208 Sewer Service Area boundary (Towns of Mosinee and Rib Mountain, Villages of Kronenwetter, Maine, Rothschild and Weston, Cities of Mosinee, Schofield and Wausau), Town of Mosinee, representative from North Central Wisconsin Regional Planning Commission (NCWRPC), a representative from the Wisconsin Department of Transportation, and Marathon County Conservation, Planning and Zoning Department Staff. Such other Technical Advisory committees may be appointed on a temporary basis by the Chairperson, which are deemed necessary to carry out the functions and responsibilities to the Commission. 21 OFFICE OF HIGHWAY COMMISSIONER 1430 WEST STREET WAUSAU, WI November 28, 2018, Highway Department Report Highway Department employees have been very busy getting things ready and up to speed for the coming winter season. Shop crews have worked diligently converting trucks over to spread salt and plow snow. Most of our trucks are dual use, thus requiring the removal of pusher axles, and the installation of plow harnesses, underbody scraper blades, wings and salt spreaders with pre-wet brine tanks. Other workers are busy with the new automated brine making equipment, learning the process, making adjustments to streamline the operation along with applying brine for anti-ice conditions. Employees have designed, built and mounted special brine application booms to apply salt brine with additives to the road surface during snow events which will lower our material cost while providing quicker deicing results. The entire department has been very proactive this last month following our department Snow Patroller educational training in which all employees learned about the importance of proper salt applications along with the benefits of incorporating brine use to cut salt usage while providing safer travel for motorist. Other employees were wrapping up prior roads projects like culvert patches, repairing bridge end approaches, Crews also have been installing snow fencing, crack filling roads, and fixing damage claims. 22 Information Technology Update for County Infrastructure Meeting 12/6/2018 Project Updates: Law Enforcement system replacement We had a successful Go Live of the new system on Monday November 12 th. All modules were up and working on Monday by late morning. That includes Dispatch, Mobile squad cars, Records, Jail, and some smaller modules. We struggled with interfaces for the jail. In fact, we continue to have bugs in those interfaces. The challenges are due to three issues. 1) law enforcement made a decision early on in the project to not bring much information from the old system into the new system. Thus, all jail inmates got booked into the new system instead of that information being imported. That has caused challenges for us because the 7 partner systems that have interfaces all had data about the inmates connected to the old booking records. 2)Some of the existing interfaces from Superion were built to work with older version of the 3 rd party products. 3) We had challenges with communication (terminology and scope clarity) having to be the middleman between Superion and the partner systems. All critical interfaces are up but a number of non critical interfaces will not be brought up until January/February. Most of these are new interfaces that we didn t previously have. Tax bills We have begun our annual project of creating property tax bills. We develop and print all of the tax bills for every property in every municipality in Marathon County. This involves complex and careful calculations of school and municipal tax payments. Land Records system replacement We are replacing two systems as part of this project Register of Deeds software and Land Records. The new Register of Deeds software is already live and working well. The Land Records system replaces both the CPZ data as well as the property and tax data. Of those two areas, the CPZ permitting system is going live this week. The property and tax bill system ran into a number of issues that have slowed the project. We recently decided to print the December 2018 bills on the current system as it was getting too tight to try and finish the data conversion and interface set up this fall. We ll move over that piece of the project in Security The security issues mentioned last month have been mitigated. We are working on selecting a partner for Phishing education and testing for employees. We hope to roll that out in January. We are also continuing to offer a 1 hour long Cyber security training class to all employees. Broadband We ve begun to move the Sheriff onto the new AT&T Firstnet LTE network.
