The presentation will be given by Toni Donahue, Vice President of Aon Consulting, Inc., and will last approximately two hours. Reservations are required to help CCAO/CEBCO determine a centrally-located meeting location for the presentation. FUTURE CHANGES IN OPERS; 2 ND WEDNESDAY S SEMINAR JULY 14 CCAO will be hosting Future Changes in OPERS the fourth in a series of Wednesday s seminars on Wednesday, July 14 at the CCAO Offices, 209 East State Street, in Columbus. This seminar will focus on the recommended benefit changes that the Ohio Public Employees Retirement System (OPERS) Board of Trustees submitted to the Ohio Retirement Study Council in vember These changes to benefits are designed to strengthen the pension system, with the added goal of maintaining adequate funding for health care. Depending on legislative implementation, the recommended changes to benefits will build on past actions by the Board to prepare for longer life expectancies of retirees, to encourage member engagement in their retirement planning and to correct inequities resulting from benefit subsidization. The seminar will begin sharply at 9:30 a.m. and will conclude promptly at 12:30 p.m. Registrations will be accepted only by . COUNTY BULLETIN PROVIDES DATA ON LOCAL GOVERNMENT PERMISSIVE MOTOR VEHICLE LICENSE RATES IN 2010 Attached to this edition of CIDS is Bulletin on the status of local government permissive motor vehicle license tax rates in Basic data for this table was provided by the Department of Public Safety, Administration Division, Distribution Section. The data reflects all counties, townships and municipal corporations that have adopted one or more of the $5 motor vehicle license taxes authorized by Ohio law. Counties have the authority to enact three different levies, municipal corporations may enact four different levies, and townships may enact one levy. However, the sum of all permissive motor vehicle license tax levies may not exceed $20 in any taxing district. CCAO COMMITTEE TO REVIEW BYLAWS Under the CCAO Code of Regulations, commonly referred to as the Bylaws, a committee is required to review the Bylaws every five years. CCAO President Paula Brooks has appointed a committee to review the Bylaws co-chaired by Commissioners Kerry Metzger (Tuscarawas) and Ted Kalo (Lorain). Other members of the committee include Daniel Troy (Lake), Doug Corcoran (Ross), Penny Traina (Columbiana), Marilyn Reid (Greene), and Ed Humphrey (Clermont). The last amendments to the Bylaws were in The Committee is asking for input from the members of any suggested changes from any county commissioner. SHELBY COUNTY TO HOST NW OHIO COMMISSIONERS & ENGINEERS ASSOCIATION QUARTERLY MEETING Shelby County Commissioners Dale DeLoye, Larry Kleinhans and Jack Toomey and County Engineer Robert Geuy will host the next quarterly meeting of the rthwest Ohio Commissioners & Engineers Association on Monday, July 26 at Shelby Oaks Golf Course, 9900 Sidney-Freyburg Road, in Sidney. 2

CCAO STAFF UPDATE CCAO BIDS FAREWELL TO TSVETKOFF CCAO Policy Analyst Beth Tsvetkoff will be leaving CCAO mid-july to accept the position as Executive Director of the Ohio Alliance of YMCAs. For more than three years, Tsvetkoff has served as CCAO's specialist in health and human services, including Medicaid, children services, child support, workforce development, developmental disabilities, behavioral health, county hospitals, and county homes. In addition, she has addressed campaign finance laws along with labor and employment issues. In her new role, Tsvetkoff will be doing advocacy, membership building, and association development. Her new office will be in downtown Columbus, though she will be traveling throughout Ohio s counties working with her new members -- your community YMCAs. CCAO wishes Tsvetkoff much success in her new endeavor. Her last day with CCAO will be July 13 th. 4 STATE ACTIVITIES OHIO BROADBAND USE: HIGHER THAN NATIONAL AVERAGE A recent survey sampling 1,200 households found that 66 percent of Ohioans use broadband at home, which is higher than the national rate of 60 percent. In Ohio, two out of three residents are connected to high-speed internet service. Nationally, three out of five U.S. adults use broadband. The latest figures on Ohio computer use: Percentage owning a home computer 82% - statewide 56% - 65 or older, compared with at least 83% for all other adult age groups 58% - Annual household income less than $25,000, verses 96% for those making $75,000 or more 29% - Those without a computer who say it s too expensive Percentage with broadband service at home 66% - Statewide, compared to 60% nationally 52% - Black, compared with 68% whites 24% - Less than high school diploma, compared with 84% for college graduates 12% - Do not use the internet Source: The Columbus Dispatch FEDERAL ACTIVITIES NATIONAL ASSOCIATIONS SPEAK OUT ON PUBLIC SAFETY BILL On June 28, NACo and seven other national associations representing local governments sent a letter House leadership asking them not to attach H.R. 413 the Public Safety Employer-Employee Cooperation Act of 2009 to H.R the emergency supplemental appropriations bill. H.R. 413 would alter 75 years of federal law, and forever change the way in which local governments interact with their public safety employees, damaging severely the historic relationship that exist between state and local elected officials, their employees, and the constituents they represent. The groups urged House leadership to respect the long-standing principal of noninterference in employer-employee relations that has existed among the federal, state and local governments. The Public Safety Employer-Employee Cooperation Act would require the Federal Labor Relations Authority (FLRA), the federal agency that oversees labor relations between federal agencies and their employees, to establish minimum collective bargaining rights for state and local firefighters, police, and EMTs. The FLRA would act as the labor board overseeing and enforcing collective bargaining rights for state and local police, firefighter and emts in any states that failed to meet the FLRA s minimum standards. If a state's current public safety collective bargaining laws are not adequate, the legislation would force states and localities to adopt federal collective bargaining standards. However, in Ohio, we already have extensive laws requiring collective bargaining for public safety employees. The federal proposal may expand on the types of employees Ohio considers safety employees, and thus Ohio's laws may need to be amended. But, the federal proposal requires the FLRA to determine if each state's and localities' collective bargaining laws are substantially compliant with the new federal standards. If Ohio's laws are not compliant, the state will get a period of time to cure those laws. If a state's laws are substantially compliant, the state is not required to follow 4

5 the federal guidelines. Only if the FLRA finds that a state or local law is not substantially compliant, and the state or locality does not amend the law, will that state or locality be subject to the federal standards. FILIBUSTER SIDELINES "SLIMMED-DOWN" EXTENDERS BILL IN SENATE Forty Senate Republicans, joined by Nebraska Democrat Ben Nelson, successfully blocked a motion to end debate on H.R. 4213, the American Jobs and Closing Loopholes Act of 2010, for a third time the evening of June 24. Losing the procedural vote prompted Senate Majority Leader Harry Reid (D-Nev.) to pull the bill and declare that the Senate would move on to other business. Fifty-five Senate Democrats, along with some independent Senators voted to end the filibuster. The bill, which extends unemployment benefits and a number of popular tax breaks, also includes a six month extension of the American Recovery and Reinvestment Act's (ARRA) increased Medicaid federal medical assistance percentage (FMAP) for states and counties which is set to expire on December 31, The FMAP extension had been reduced from a fully funded six month extension of the ARRA FMAP at $24 billion down to $16 billion over six months in an effort to address worries about the federal deficit voiced by a number of moderate senators in both parties. an FMAP extension, many states and counties will be forced to take actions which will undermine the fragile economic recovery like furloughing employees, cutting programs or raising taxes. County officials should contact their senators and ask them to push their respective leaders to extend Medicaid FMAP assistance. HOUSE PASSES YET ANOTHER SHORT TERM EXTENSION OF NATIONAL FLOOD INSURANCE PROGRAM Last week, the House of Representatives approved by voice vote H.R the National Flood Insurance Program (NFIP) Extension Act of This legislation authorizes the program until September 30, 2010, but is yet another short term extension for the NFIP. For several years, Congress has debated and enacted legislation to reform the NFIP, but provisions concerning whether or not to add wind damage coverage, raising the maximum coverage limits and forgiving the programs debt are just some of the varied reasons final passage of a multiyear NFIP authorization bill has stalled. In the Senate, a short term extension of the NFIP program is included in H.R the American Jobs and Closing Loopholes Act of 2010 (also known as the " Extenders" legislation). However, the extenders legislation has yet to be enacted by the full Senate. Additionally, Senator David Vitter (R-La.) has introduced legislation (S. 3347) which would reauthorize the NFIP until December 31, 2010, but this too has yet to be considered by the Senate. Over the last couple of years, the NFIP has expired briefly and Congress has reauthorized the program. netheless, these lapses in the program, as well as these short-term reauthorizations have restricted the programs ability to write and renew flood insurance coverage and adversely impacted or delayed thousands of real estate closings. CONGRESS WEIGHS IN ON ADMINISTRATION'S PILT DELAY Payments In Lieu of es (PILT) are Federal payments to local governments that help offset losses in property taxes due to nontaxable Federal lands within their boundaries. The key law that implements the payments in Public Law , dated October 20, This law was rewritten and amended by Public Law on September 13, 1982 and codified at Chapter 69, Title 31 of the United State Code. The Law recognizes that the inability of local governments to collect property taxes on Federally-owned land can create a financial impact. On June 25, a bipartisan group of 15 Senators and 21 Representatives submitted a letter to Interior Secretary Ken Salazar strongly encouraging the Department to "issue these funds at their previously scheduled release 5

6 date" of June The letter follows last week's announcement by the Department of the Interior that it would postpone the disbursement of annual PILT payments to counties to "late July." Local governments have historically received annual PILT payments in June of each year and plan their budgets accordingly. In Ohio, 53 counties have 359,983 acres of Federally-owned land. Forty-five of those counties should receive $485,605 ranging from a low of $168 in Brown County to a high of $138,695 in Lawrence County.
