3 Transportation Technical Advisory Committee Meeting Minutes, July 25, 2017 DRAFT I. Call to order Chairman LeMond called the meeting to order at 1:32 p.m. II. Approval of Minutes a motion to approve the May 23, 2017 minutes was made by LeMond, seconded by Pauley, and carried unanimously. III. Staff Update Secretary Schwenk presented the committee attendance record and contact information. IV. Unfinished business A. Sidewalk Gap Study Staff reported it was decided that private sidewalks would be added to the study in order to use that information when developing the update to the bicycle plan (part of the FY18 work program) that will also include other transportation modes to become a multi-modal study. Staff will send out the final FY18 Work Program to all members. This change in scope has delayed finishing the report but it is expected in August. B. Private Roads Study staff reported that Chris Isdell supplied definitive information about how to distinguish private roads from VDOT maintained roads. Therefore, this study can move to the next step, which is to compare the identified private roads to the requirements for the Rural Roads Addition program and present them to the counties for prioritization. V. New business A. Election of Officers Chairman LeMond called for nominations. Susan McGhee was nominated for Chairman by motion of Holloway, seconded by Isdell and carried unanimously. The Vice-Chair nomination of Rich Morrison was made by LeMond, seconded by Holloway and carried unanimously. Barbara Schwenk will continue as Secretary. B. Revision to By-Laws to clarify month in which election of officers is due According to the current By-Laws, changes can t be made without a waiting period of one meeting. Therefore, changes to the By-Laws will be part of the September 26 meeting agenda. C. FY2018 Work Program Staff requested that members name areas on the Shore where people frequently walk to get to public transportation, jobs, or stores. Suggestions were: 1. Kiptopeke State Park 2. Stone Road, Cape Charles 3. Bayside Road near Hare Valley towards Exmore 4. Little Hell on Savageville Road 5. Market Street extended towards Onley 6. Cherrystone Campground to wharf on Wilkins Road 7. Hill Street in Onancock 2

4 8. Occohannock Neck Road 9. Daugherty Road at Route T s Corner at Route Cashville Road 12. Route 13 in front of Perdue D. This agenda item was added at the meeting Improvements to Route 13 near Food Lion in Cape Charles. 1. Discussion centered on what the improvements would be (based on the VDOT Safety Study), where they would be placed, and especially where a new traffic signal might be installed due to the anticipation of additional traffic into Cape Charles along Old Cape Charles Road or the Stone Road, and the possibility that Royal Farms will build a truck stop at the intersection of Bayview Circle, Route 13, and Old Cape Charles Road. A lengthy discussion of whether to abandon the previous plan and ask for a new study ensued. It was determined that it would push the project back another five years at least. No decision to do so was made, and no formal communication to the Northampton County Board of Supervisors was advised. 2. This discussion also included where the Phase III Bike/Hike trail could potentially cross Route 13 to get into Cape Charles. Options discussed included a pedestrian bridge, crossing at the existing signal at Bayside and Stone roads, or at a new signal that might be located in front of the Food Lion crossing to Xenith Bank, or at the Bayview Circle/Old Cape Charles roads intersection locations. One participant also stated that VDOT could not put in a pedestrian crossing on a road rated at 55 mph, meaning that was not an option for users of the bike/hike trail. It was suggested that we research VDOT s requirements for a highway crossing. It was also mentioned that a warrant study would still need to be done before VDOT would consider putting in another signal anywhere in the vicinity. Mr. Pauley mentioned that the new direction of the FHWA is corridor preservation, which might imply it will be more difficult in future to add anything that would slow down the flow of traffic, and Route 13 is a Corridor of Significance. 3. Ms. Schwenk was instructed to contact VDOT s Bike Coordinator to learn how VDOT counts bicycles and how the ES Wildlife Refuge counts users of the Phase I trail. VI. VII. 7 BY-LAWS TRANSPORTATION TECHNICAL ADVISORY COMMITTEE SEPTEMBER 22, 2015 ARTICLE I AUTHORIZATION 1-1. This Transportation Technical Advisory Committee is established in conformance with a Resolution by the Accomack-Northampton Planning District Commission (A-NPDC) to promote the management of transportation projects within the counties of Accomack and Northampton and to assist the Virginia Department of Transportation (VDOT) in its planning efforts for the region The official title of this body shall be the A-NPDC Transportation Technical Advisory Committee, hereinafter referred to as the Committee. ARTICLE II PURPOSE 2.1. The primary purposes of the Committee are to serve as a viable committee to assist local governments and residents of the Eastern Shore in understanding transportation issues for our region and to assist VDOT in creating/collecting data and work products specifically required in its agreement with the A-NPDC under the CFDA , Highway Planning and Construction, Virginia Rural Transportation Planning Program Grant program, Rural Work Program. ARTICE III MEMBERSHIP 3.1. There shall be nine (9) voting members and nine (9) non-voting members of the Committee. Members and alternate members of each locality and agency shall be appointed by the A-NPDC; voting members and alternate voting members from VDOT are those required in the A-NPDC contract with VDOT for the RLRP; On an as-needed basis, the Committee Chair may invite additional persons to participate in committee meetings in a non-voting capacity. The terms of office for the members shall be at the pleasure of their agency Vacancies shall be filled by appointment of the A-NPDC as in 3.1 above Terms of Committee members shall expire immediately before the beginning of the regular meeting at which their successor s term of office begins. ARTICLE IV SELECTION OF OFFICERS 4.1. Officers of the Committee shall consist of the Chairman, Vice-Chairman, and Secretary. The positions of the Chairman and Vice-Chairman shall each be filled by a voting member of the Committee and shall be elected by the Committee membership. The Secretary shall serve at the request of the committee and may be a member of the Committee or the Executive Director of the A-NPDC Nomination of officers shall be made from the floor at the first Committee meeting of each fiscal year which begins on July 1. Election of officers shall follow immediately. A candidate receiving majority vote of the entire membership shall be declared elected Terms of office shall be for one year or until a successor takes office. 2

9 BY-LAWS TRANSPORTATION TECHNICAL ADVISORY COMMITTEE SEPTEMBER 22, Vacancies shall be filled as per 4.2 above except that the nomination can occur any time of year on an as-needed basis. ARTICLE V DUTIES OF OFFICERS 5.1. The Chairman shall: Preside at meetings Appoint sub-committees Rule on procedural questions (subject to reversal by a two-thirds majority vote of the members present) Report official communications at the next regular Committee meeting Certify official documents involving the authority of the Committee Certify minutes as true and correct copies Carry out other duties as assigned by the Committee The Vice-Chairman shall: Assume the full powers of the Chairman in the absence or inability of the Chairman to act and will assume duties assigned by the Chairman The Secretary shall: Record attendance at all meetings Record the minutes of the Committee meetings Notify members of all meetings Maintain a file of all official Committee records and reports Certify records and reports of the Committee Give notice and be responsible for publishing public notices of all Committee hearings and public meetings Attend to the correspondence necessary for the execution of the duties and functions of the Committee. ARTICLE VI MEETINGS 6.1. Regular meetings of the Committee shall be held on the fourth Tuesday of oddnumbered months at 1:30 p.m. Special meetings shall be called as needed. When a meeting date falls on a legal holiday, the meeting shall be held on the day following unless the Committee selects an alternate day. 3

10 BY-LAWS TRANSPORTATION TECHNICAL ADVISORY COMMITTEE SEPTEMBER 22, Special meetings may be called by the Chairman or by two members upon written request of the Secretary. The Secretary shall mail a written notice to all members at least five days before a special meeting, stating the time, place and purpose of the meeting All meetings of the Committee shall be open to the public. ARTICLE VII VOTING 7.1. A majority of appointed voting members shall constitute a quorum No action of the Committee shall be valid unless authorized by a majority vote of those voting members present. ARTICLE VIII ORDER OF BUSINESS 8.1. The order of business for a regular meeting shall be: Call to order Approval of minutes Staff Report Unfinished business New business Public participation Adjournment 8.2. Parliamentary procedure in Committee meetings shall be governed by Robert s Rules of Order The Committee shall keep minutes of each meeting, and these minutes shall become a public record. The Secretary and Chairman shall sign all minutes and, at the end of the year, certify that the minutes of the preceding year are a true and correct copy. ARTICLE IX AMENDMENTS 9.1. These By-laws may be amended by a majority vote of the voting membership after thirty days prior notice. 4
