Business arising: Report of officers Reminder that based on feedback received the past two years from professional Parliamentarians hired to assist with the business of order; it was noted that it is not necessary to vote to receive a report and that there should not be a motion to adopt or accept the report.* The Parliamentarian noted that the only time to present a motion associated with a report is to adopt any recommendations in the report. Usually the only time a report would be adopted is when it would be issued or published in the name of the organization. In light of this new information we will not be adopting or accepting councilor reports. The reports will be filed with the minutes of this meeting 6. President s Report (Diplock) Highlights of report brought forward by Ken Diplock 2011 has been an exciting year for the Canadian Institute of Public Health Inspectors (CIPHI) Ontario Branch Executive. Our main foci were the completion of our strategic plans and our continued commitment to promote professional development of public health inspectors in Ontario through partnering with other public health agencies and industry to offer a wide range of educational opportunities. The overall intent of the Strategic Plan is to move the CIPHI Ontario Branch Executive (OBEC) towards a pro-active focus in their decision-making and to ensure that their continued mandate for excellence in the delivery of service to their members is maintained. As outlined in the Strategic Plan , the OBEC is looking to restructure the executive. The goal is to create a CIPHI structure that flexes to meet the emerging demands, provides cross coverage and includes a regional model for member participation.

4 A key theme that arose throughout the strategic planning session was the need to work closely with Association of Supervisors and Public Health Inspectors in Ontario (ASPHIO) and provide a consistent and unified voice for PHIs. The proposed restructuring will allow CIPHI Ontario to align itself better with ASPHIO working groups. 7. Past President s Report (Heywood) Highlights of report brought forward by Peter Heywood Plan Canada Project: Currently we have raised $ This project is part of a larger partnership in co-operation with Dubai Cares, a philanthropic organization that will match our contribution dollars almost 3 to 1! The EHFC has agreed to match dollar for dollar any donations generated by the members to a total of $1, during the balance of 2011 Chair of National Communications Portfolio: With the assistance of Claudia Kurzac, Phi Phan and Paul Ross, five policy and procedures have been developed to address the management of the national listserv, internal communications process, CIPHI publications, producing and distributing media releases and the use of our logo. Further resources will be developed in the future to assist members of the NEC, Board of Certification (BOC), Council of Professional Experience (CoPE) and its committee members with the development and publication of communication materials. Continuing Professional Education Series: Since 2008, we have held 11 events, in 8 different regions across Ontario, with 11 different partners and registered over 405 participants. All of this complements the work at the national level with the implementation of the CPC Program which ensures EPHPs have the knowledge skills and abilities to perform their day to day work CIPHI On Br award with Ryerson University: A motion was presented to the Ontario Branch Executive during the Ontario Branch Spring meeting to fund an endowed student award with naming rights in the amount of $25,000 to a student in financial

5 need. A payment plan of $5,000 over the next 5 years was proposed. Unfortunately, the motion was narrowly defeated by a vote of 5-4. The Executive s decision to not pursue the project at this point in time was mainly due to the fact that some of the activities brought forwarded during our Strategic Plan also had cost associated with them. Hopefully this motion will brought forward again in the future. Future work includes the implementation of our strategic directions for both the National and Ontario Branch strategic plans, finalization of the national communication policies, assisting with the creation of the annual national report, the formulation of a branding and marketing plan and perhaps the most important change in the Branch s history, a major revamp of the Branch s governance model. The Ontario Branch will continue to ensure that all communication channels are maximized so that members are informed of Branch business in a timely manner with the ultimate goal of strengthening and promoting our organizational and professional profile. 8. President- elect s Report (Weighill) Highlights of report brought forward by Cameron Weighill Eastern Ontario Educational Forum: Participated in a well attended Eastern Ontario Public Health Inspector Educational Forum and updated members on CIPHI activities as we as discussed the topic of applying evidence based food safety principles to foods from diverse cultures. Environmental Health Review Committee This committee was given the task to get member feedback, seek proposals for prospective publishers, and develop an application process for the new Editor-in- Chief. In June Andrew Papadopoulos was selected as the new Editor-in-Chief. The EHR is expected to be re-launched in December CIPHI Membership Service Centre (MSC)

6 At the National level, work is still being done to enhance CIPHI Membership Services Centre with the launch of the events module, new communities, the redesign of membership reports, and enhancements to the PDH module and audit tool 2011 CIPHI On Branch Educational Conference-Food4Thought As co-chair for this year s conference in partnership with TrainCan Inc., hopes that delegates will enjoy the sessions, workshops, and speakers present on a wide variety of topics geared at food safety and health related challenges of the public health profession. 9. Secretary-Treasurer s Report (Roberts) Highlights of report brought forward by Serena Roberts The Financial Statements for the year ending December 31, 2010 prepared by Ark Accountants INSERT SIGNED COPY Amendments to be made to the AGM booklet to ensure headings are the same as the headings used by the accountant. Committee Reports: 10.1 Communicable Disease Division (Imbiscuso) Presented by Lucie Imbiscuso The 17 th Annual CIPHI Communicable Disease Conference, Keeping On Track was hosted by the CD Committee on May at the Holiday Inn in Markham. The 2 day conference was well attended with over 150 people registered for both days. The committee is currently in the process of planning

7 another CD conference for The long awaited PSS factsheets have been revised and now posted on the CIPHI Ontario website 10.2 Communications Division (Stevens) Presented by Sandy Stevens As of last AGM the publication of the OBN has been reduced from 4 to 2 publications per year. The website continues to grow and remains a popular and effective means of communication with both our members and the public. Out of the first 6 months of the re-launch, 700 out of the 1100 hits were first time visitors Food Safety Division (Rocca) Presented by Cynthia Peacock-Rocca Activities for 2011 have included updating and creating fact sheets on cultural food items, helping plan the GFSSS annual symposium, and working on the Ontario Foodborne Illness Outbreak Response Protocol. In addition, CIPHI Ontario was also invited to participate with ASPHIO, COMOH, ORHMA, MOHTLC and Ontario Municipalities on a committee to respond to hospitality based recommendations from the Open for Business initiative. Recommendations by the Ontario Restaurant Hotel and Motel Association (ORHMA) were reviewed. Their key areas of concern included: i) food premise inspection reporting, ii) food handler training and certification programs, and iii) general inspection practices. Two working groups have been developed to address the first two priorities: i) food premise inspection reporting and ii) food handler training; with CIPHI representation on each. A reminder to Directors and Food Safety Managers to remind their staff to respond to questionnaires sent out by the committee when asked, as their input is invaluable

8 in developing new policies, forms, and tools that they will be using in the field Health Promotion (Cannan) Presented by John Cannan Environmental Public Health Week ran from Jan 17-22, The theme Safeguarding Your Everyday Life was designed to remind the public that individual in the public health field, are front line workers in protecting their health. The promotional incentive of Environmental Public Health Week was again offered this year. There were only 3 health units that partook of the incentive. EPHW may be moved to March or September. There was one application for the National Conference Bursary, and it was issued to Shawna Bourne. No bursaries were received for the Ontario Branch Conference. One student membership was issued at EPHW at Ryerson University. This committee will be working with Ontario Parks to assist in promoting Lyme s Disease and ticks awareness in Ontario parks 10.5 Healthy Environments Division (Yan) Presented by John Yan Activities for 2011 so far have include reviewing and commenting on Health Canada s Document on enteric protozoa: GIARDIA AND CRYTOSPORIDIUM and a report from the International Joint Commission Beaches and Recreational Water Quality Work Group. In addition, the review on the Well Aware booklet has been completed. This committee will continue to work with Green Communities Canada in assisting them in their launch of the provincial water testing campaign in mid-august, CIPHI On Branch attended a media event to celebrate 10 years of ground water in Ontario. The event was attended by the Honourable John Wilkinson, Minister of the Environment.

9 For the remainder of this year and next, the committee will be reviewing documents on climate change Membership Services Division (Persaud) Presented by Dennis Persaud As of September 30, 2011 there are a total of 647 CIPHI. The Membership Committee is in the process of creating a CIPHI Membership directory that will be circulated in the fall of 2011 via the listserv. As the PHI salaries continue to change in Ontario and other provinces, the salary survey continues to be updated on a regular basis and will also be circulated via the listserv Partnership Liaison Division (Egan) Presented by Cathy Egan The Stanier Institute Opinion Paper contest winners for 2010 were Jason MacDonald and Michael Sidar from Edmonton, Alberta for their paper entitled Finished Produce Inspections Will Not Prevent Hazards: Why the EHO must embrace HACCP to succeed in performing meaningful inspections of Personal Service Settings. The paper is posted on the CIPHI website in the Member Service Centre This portfolio still continues to sit on the Ryerson Advisory Council. This Council provides advice on curriculum updates for the School of Occupational and Public Health, and CIPHI is keen to be part of this process. Recently a meeting was held at Ryerson with Dr.Tim Sly and Dr. Thomas Tenkate CIPHI continues to have a seat on the Board of the Ontario Public Health Association (OPHA) as a Constituent Society. OPHA is going through a time of transition as they welcome a new Executive Director, Siu Mee Cheng to the organization.

BOC Report (Conlon) Presented by Norrine Schofield No appeals were upheld for Exam days will be October 18, The BOC had developed a new succession plan to help maintain continuity of the Board. A Past Chair and a Vice Chair position have been created. Chair Gord Stewart; Past Chair Ann Thomas; Vice Chair Nina Van der Pluijm Each position will serve a one year term and the terms will run in succession. The Board also completed a school review of Ryerson University in As a result, Ryerson received a 5 year approval. Health Units who would like to provide examiners for the Board of Certification.

New Business 13.1 Ryerson University update- Dr. Thomas Tenkate: New director of Ryerson School of Occupational and Public Health. Presented the direction of where the School of Occupational Health & Safety and Public Health will be heading. Highlights include resources being put into the program such as new facilities (office & labs), working on a new curriculum, and a Grad program. Some new hires to the school are as follows. Report of the Conference Chair Conference Report Presented by Ken Diplock The 71 tst Annual CIPHI (On Branch) Educational Conference, hosted by CIPHI On Branch, took place at the Delta Guelph Hotel, Guelph Ontario, on June 21st to June 23rd, 2010.

18 The conference theme was Personal Growth in Public Health. Personal growth and professional development are key components to building and maintaining a competent, engaged and highly skilled public health workforce. The conference s program was able to attract 137 full registrations and 49 daily registrations. Delegates at the conference represented 30 health units, 5 other government agencies, and 5 private industries. A survey of 105 delegates (78.2% full conference registrants) from June 24 to July 23, 2010 found that 88.1% gave the conference an overall rating of good to excellent. Financially the conference was a success for the Ontario Branch Inc., resulting in a profit of $31, Conference Update Presented by Cameron Weighill The 72 nd CIPHI On Branch Annual Educational conference is on the current track to being a successful conference. This year s unique partnership with TrainCan Inc has allowed us to offer a program with both industry and public health We have 137 full registrations and 47 daily registrations. With 18 exhibitors Conference Update Presented by Ted Devine On September 16-19, 2012 the 78 th CIPHI Annual Educational Conference will be held in the Town of Blue Mountain. Rey Bruce Health Unit & Simcoe Muskoka District Health Unit will be co-hosting this conference 15. Bids for Future Conferences York Region will be hosting the 2013 conference
