1 MINUTES CITY OF WARR ACRES REGULAR CITY COUNCIL MEETING TUESDAY, SEPTEMBER 19, :00 P.M. 1. The meeting was called to order at 6:02 p.m. Declaration of a quorum was given. The Flag salute was led by Asst. Chief Mahaffey and the Invocation was given by Mayor Woolley. ROLL CALL PRESENT Mayor Patrick Woolley Vice Mayor James Mickley Councilman Bo Broadwater Councilman Mike Schmidt Councilman Stephen Fuhrman Councilman John Knipp Councilman Roger Godwin (arrived at 6:04 p.m.) Councilman Glenn Lipinski ABSENT Councilman Donnie Ryan STAFF PRESENT Matthew Love, Attorney Roger Patty, Police Chief Jason Mahaffey, Asst. Fire Chief Mike Turman, Public Works Director Pamela McDowell-Ramirez, City Clerk/Treasurer Craig Wallace, Engineer Wiley Rice, City Planner 2. Call to the Public. Mr. Mark Nestlen from Cherokee Crossing thanked the Planning Commission for voting down the proposed R-2 development. He also thanked the Mayor for getting the property mowed. He told the council that Mr. Meek has several lawsuits filed against him. He said when the next developer comes in they will be back. 3. Approval of Actual Expenditures for August 2017 and Proposed Expenditures for September **** D. Sales Tax History Report. **** Motion by Mickley, second by Knipp to approve the consent docket. Discussion and possible action on items removed from the consent docket. Moot. 5. Receive reports from Staff: Police Chief, Fire Chief, City Clerk, City Attorney, Public Works Director, City Engineer, and City Planner. **** Patty-they have dealt with several major incidents lately. They held an active shooter course with Victory. Thanks to the fire department for all the great training they do. Mahaffey-military training will be October 30 through November 2. Ramirez-will have a preliminary budget out to them the first of October. Love-no ordinance yet for seasonal buildings due to the fact the PUD issue took so long at the last Planning Commission meeting. The architect for the ACO facility has retained an attorney. Turman-mowed property at Cherokee Crossing and many other properties and will be billing the owners. The Homeland is being demolished and they are working on the car wash on 36 th. Mayor has talked with Duer about his car wash and if not done by the end of the month the city will proceed with the demo process. Wallace-nothing Rice-nothing 6. Discussion and possible action on changing the city s Ambulance service. ****

3 The two Fire Chiefs from Bethany and Warr Acres have been concerned for a while about the way the citizens were being served by EMSA. They decided to take a look around and see what other companies were out there that might provide each city with better service. They studied the different options for months and had several meetings with the Mayors of each city and our Vice-Mayor and Bethany City Manager and Warr Acres City Clerk. Together and with the advice of each City Attorney Request for Proposals were sent out to 7 companies. Four companies responded. Vice-Mayor Mickley went over the information from each provider. He stated that the recommendation was to go with Samaritan who will provide one unit in Warr Acres and two in Bethany. Chief Hunter from Bethany was present to answer questions as well as Asst. Chief Mahaffey. Also present was a representative from EMSA and one from Samaritan. Motion by Mickley, second by Schmidt to select Samaritan to be the ambulance provider for Warr Acres starting in January Poll vote: Godwin, yea; Knipp, yea; Lipinski, yea; Broadwater, yea; Mickley, yea; Schmidt, yea; Fuhrman, yea; and Woolley, yea. Item 7 was heard after item Update on 2015 Ice Storm reimbursement. PWD Turman told the council again the process the city went through and how the money was to be reimbursed. When all is said and done the city will only be out about $34,000 of the $500,000 that was spent. Item 8 was heard after item Discussion and possible action on appointing Von Cron to the Planning Commission to fill Charles Hawkins seat, term to expire October *Fuhrman* Councilman Fuhrman stated that he met Von when he was running for council and he was his opponent and he was satisfied with what she wants and she is one of the ladies that runs the recycle program and loves the city. Von Crahan was present to answer any questions and stated that she looks forward to serving. Councilman Godwin said she was a good pick. Mayor Woolley stated that he is pleased with her nomination and he knows she loves the city and wants to see it move forward. Motion by Schmidt, second by Godwin to appoint Von Crahan to the Ward II, Planning Commission seat. Poll vote: Godwin, yea; Knipp, yea; Lipinski, yea; Broadwater, yea; Mickley, yea; Schmidt, yea; Fuhrman, yea; and Woolley, yea.

Discussion and possible vote to enter into executive session to discuss the status of negotiations between the City of Warr Acres and the FOP Lodge #145 and IAFF Local #2374 for FY 2017 as authorized under 25 O.S. Supp. 307 (B) (2), discussing negotiations concerning employees and representatives of employee groups. *McMorrow-Love* Motion by Fuhrman, second by Godwin to enter into executive session. Poll vote: Godwin, yea; Knipp, yea; Lipinski, yea; Broadwater, yea; Mickley, yea; Schmidt, yea; Fuhrman, yea; and Woolley, yea. The council entered into executive session at 7:15 p.m. The council returned to open session at 7:47 p.m. with no action taken. Item 7 was heard after item Questions and Comments from Council. Broadwater-condolences to Councilman Ryan. Commended the residents of Cherokee Crossing for coming to the planning commission and letting their voices be heard. Mickley-thanks to Mike, Mayor, Steven for getting the FEMA information for the council. Thanks to those in the ambulance group. Schmidt-watched planning commission on the tv, thanks for all they do and all of those that attended the meeting from Cherokee Crossing. Fuhrman-this year s Christmas tree lighting will be November 28 th. Could really use volunteers and money. Lipinski-thanks Mike getting involved and fixing the problem in his neighborhood on Sunday. Knipp-hope EMSA not give worse service now that they know we are changing. Thanks to all employees. Godwin-witnessed an accident at 50 th and Mac and the police and fire response was fast. Spoke with Yukon Mayor and they have been happy with Samaritan. Other cities also are having issue with no post master and will be working with them. Woolley-appreciates everything the council does makes his job easier and city better. 11. Adjournment.

9 4. Presentation from Buxton Company. **** The Mayor stated that the city has done a lot to try and grow the city but they need help. He asked Mr. Keys to come and speak to the trustees because he would like to budget for the city to hire Buxton in He said that Buxton is a great company and people like Kory Warr says they are a great company. Mr. Parker Keys told the trustees all about his company and what they could do for the City of Warr Acres. He said companies as well as cities hire them to help find places to put new businesses. They are currently working with the city of Broken Arrow. His company will get the city information on businesses they think would work well and then it is up to the city to contact them and negotiate. 5. Adjournment.
