2 Environment & Safety Committee Meeting Minutes September 1, 2016 Buildings & Grounds, Room 101 Members Present: (Chair), Carleen Roberts, Shannon Crow, Kim Garzia, Christine Platter, Mark Byington, Dale Richardson, Karla Mason, Kim Harvey (Ex Officio), Kathy Kuehn (Secretary) Members Absent: Beau Besancenez, Diane Scanga, Michael Booker, John Westerman, Kimberly Pitts, Caron Daugherty (Ex Officio), Daryl Gehbauer (Ex Officio) Guests: Kristine Ruth, Andrew Dunn, Donna Allen-Freese EXPECTED OUTCOMES OF MEETING: Call to Order called the meeting to order at 2:02 p.m. Approval of Minutes Safety Procedures A motion to approve the April minutes was made by Carleen Roberts, and a second was made by Shannon Crow. With all in favor, the motion was passed. A motion to approve the May minutes was made by Christine Platter, and a second was made by Shannon Crow. With all in favor, the motion was passed. CSI (Campus Safety Initiative) Task Force Last meeting was held in April. A safety survey was sent by Shannon Crow today to the Task Force for approval to be sent to all employees. Back-up generators at the FH was discussed during the Task Force meeting. Dale stated during the Environment and Safety Committee that communications with AmerenUE have not been resolved as to where problems lay. Dr. Cummiskey and Daryl Gehbauer have approved to spend monies on testing what may be causing the power outages. Dale also reported that a monitoring of the power usage performed by Ameren has been viewed. It shows there are high power spikes every 15 to 30 minutes using three times the power the campus would use. If the problem is corrected there will not be a generator at the Field House. Question was raised on a back-up generator running the Administration building. Dale said that the generator running IT can be modified to run the entire Administration wing.

3 EXPECTED OUTCOMES OF MEETING: Cellphone amplification is an IT based system and a meeting is being set on discussing setting the amplification up in the Technology Center. Alertus is the new technology that will be used in place of the old blue-screen technology for campus alerts. It is up and running at this time. Emergency Planning Group Will meet later in September. During opening week, the Speed-Dating event for information went well. Some tables consisted of: General Safety Questions, Mercy Health Clinic, Emergency Evacuation Plans, Fire Prevention, Emergency, Technology Updates, and Students with Disabilities, On-line Emergency Resources, and First Aid Throw Kits. Suzy Welch and Dale Richardson have discussed the throw kits for campus. Question on emergency contacts was raised. Who is each building s emergency contact? How do people know who is the contact individual in their building? Diane Scanga had sent a list last year with the list of individuals to check the first aid kits. Is the list going to stay the same, or change? The kits should be checked once a month. The list for supplies within the kits are inside of the kits. Environmentally Friendly Events The campus police should be sending an updated list of emergency contact individuals. The evacuation maps need to be updated in many areas on campus. AEDs need to be accessible. Campus police check the AED monthly for battery power. E-Cycling The last event took place on April 14th. does not have the numbers from Adonis at this time. He is also attempting to schedule another event in October. Adopt-A-Highway Scheduling for Fall 2016 will be: September 22nd at 4:00 PM and November 3rd at 4:00 PM. Field House Safety Dale Richardson reported concrete work is going to begin September 12th. Work will be done to make the crossing from the Field House to Administration ADA compliant. Stairs in the front of the Field House are not ADA compliant, plans are being discussed.

4 EXPECTED OUTCOMES OF MEETING: The chairlift in the Field House is not capable of lifting heavy wheelchairs. Students are wanting to join the Wellness program, but cannot get upstairs. Suggestion of moving the baseball recreation upstairs and the weights downstairs was made. There is a handicap entrance downstairs, there would not be major work needing to be done. It is not feasible to have an elevator built within. Open Discussion 1. Dale Richardson reported that Hillsboro Fire department has finished inspecting eight buildings and two are going to be scheduled. Wooden door wedges have been removed. There are 196 fire extinguishers on the Hillsboro campus. Identification markers have been installed to make finding the location of an extinguisher quicker. During the winter, Buildings & Grounds crew will be cleaning the mechanical and janitorial closets. Main electric, gas, and water shut-off valves will have tags identifying them. Boiler and mechanical room will be marked as such. A virtual fire extinguisher training will hopefully be scheduled for October 11th. Fire department is requesting one fire drill per year. Code Red is going to be implemented in case of a fire. Over the radio it will be announced and repeated three times, Code Red, the Building, and the Location. One maintenance worker will remain at the door as an intruder alert. Once the fire department tells Dale it is all clear, Dale will relay that it is clear to go back in. 2. New ID cards have been printed with emergency numbers. 3. Mediation garden was approved by the committee for in front of the Technology Center. Due to funding a fountain is not scheduled to happen at this time. Perhaps some benches may be set in a quite area. 4. It is against NFPA code that sharps (needles) be transported from off campus to another area. Christine Platter inquired where to get the disposal containers for individuals who need to take medication. Christian was told she could order them from Stericyle or on-line. Carleen Roberts offered Christine a container from Vet- Tech. 5. A task force will be formed by the committee to join with the Events and Community Outreach committee for the large eclipse event that is going to occur in the future. Anyone interested from

Everyone can access the minutes, make comments, and vote electronically. Matt will upload the September minutes and send out through Google drive. CSI (Campus Safety Initiative) Task Force Training for staff went well on Tuesday. Daryl Gehbauer said that we are going out for bid for additional video surveillance equipment. Emergency Planning Group Has disbanded due to it completing the task of scheduling training sessions. E-Cycling Scheduled for Monday, October 24th, 8:30 AM to 4:30 PM in the Red Lot. Adonis will participate. Most items accepted for free. Exceptions are listed on the flyer, such as: older televisions, box televisions, tube televisions, or rear-projection televisions. The cost to these items is high for the company to recycle. Adonis will accept with fees the older CRT computer monitors, $20, and microwaves, $5, each. Committee Shannon Crow

7 EXPECTED OUTCOMES OF MEETING: Updates on Safety Improvements and Environmentally Friendly Events Field House Safety Open Discussion Adopt-A-Highway Turn-out on September 22nd was great. Steve Berkle brought the culinary students. The next date will be Thursday, November 3rd. Participants will meet at the softball field entrance at 4:00 PM. Mark Byington mentioned the possibility of cleaning toward HWY A, instead of our designated area, there is a lot of trash along the road and our area is clean. Dale Richardson reported completion on the ADA crossing to the Field House from Administration. reported that matters of overseeing unsupervised child has been met in the Field House, and children are no longer riding tricycles on the inside track. Dale reported that a survey is being done around the Library, Fine Arts, and the Field House to see what can be done to reconstruct the staircase a nice ADA ramp for the Field House. Possibly to include ADA ramps by Fine Arts and in front of Administration. 1. There will be a virtual training exercise in the Viking Room on the proper way to use a fire extinguisher. 2. There is no update on the Meditation Garden. It is being removed from the agenda at this time. 3. Eclipse Task Force: In August 2017, the first day of classes, there will be a major eclipse event. The committee discussed before on having an Eclipse Task Force subcommittee work with Community Outreach committee to encourage people to come and watch the event. Details will be worked on for the event. 4. will send the September minutes out on Google drive to be voted on. 5. RU-Ok subcommittee reported they held a September event. Next Tuesday, the 11 th, they will hold another event. 6. Matt asked Daryl Gehbauer if the Threat Assessment Team is still active. Daryl said the team needs to re-focus, the subcommittee is still active. 7. Christine Platter is wanting to step down from co-chair on the RU-Ok. 8. Question remains if a chair-person has to be on the committee or if someone from a subcommittee can be the chair-person. 9. Landscaping and Beautification subcommittee is inactive. Dale Richardson

Minutes will be sent via to view. Discussion was put forth on how to proceed with posting minutes on the Committees Tab in the event that the committee does not have a quorum for one or several meetings. If there are not enough members to approve minutes, how will they ever get posted? When there is not a quorum for a meeting, or for several consecutive meetings, the idea was raised of sending the related minutes for posting without an official vote. The line of thinking was, without a quorum, it would not be an official meeting anyway, and meetings usually consist of discussion items and no action items. This is the method all present members agreed upon. Committee Environmentally Friendly Events E-Cycling Went well on Monday, October 24 th. Many students volunteered. Channel 4 reported that anything would be taken, which was not the case. Publications sent out stated that we would not accept older televisions, box televisions, tube televisions, or rear-projection televisions. Waiting on April e-cycle results from Adonis Update on Adopt-A-Highway Softball team and maybe some culinary arts students may be participating today, Thursday, November 3 rd. Participants will meet at the softball field entrance at 4:00 PM.

10 EXPECTED OUTCOMES OF MEETING: Updates on Safety Improvements and Environmentally Friendly Events Subcommittee/Task Force Updates CSI (Campus Safety Initiative) Task Force There were no major updates. A cell phone signal amplifier has been placed in the Technology Center building and is working well. Emergency Planning Group The group has been disbanded for now as all goals were met. But some members are still working on crisis kits to be placed in buildings in case of emergencies. On a related note, Carleen Roberts asked if there was a fire extinguisher in the Vet-Tech barn. Dale Richardson will check and see that one is placed there if there isn t one now. There is no AED unit at the barn. A possible brief introduction to the use of fire extinguishers and AED units was discussed for faculty and staff in the fall. Eclipse Task Force Last total eclipse was 1100 years ago in this area, after this year s eclipse it will be another 1100 years. Unofficial word is there will be no classes the day of the eclipse, August 21 st, the first day of school. Discussion of public parking, if not a student or employee, will be $10 per car. Sales of glasses and T-shirts, reservations of portable pots and tents. Also discussions of security issues, parking issues, sanitary, and revenue possibilities like food trucks. The college will be part of a citizen video being filmed R-U Ok Subcommittee Held an event last week Open Discussion Should the campus install emergency call boxes throughout campus that go directly to 911? Revisit who is the individual responsible of keeping the first aid kits filled. Do the Bookstore and Café check their kits themselves? Unofficial November minutes will be sent for posting for informational purposes, as there was no quorum in November as well. Update on Adopt-A-Highway The event on November 3 was a success. The softball team and culinary students participated. There were about 40 volunteers, and 10 bags of trash were collected. Dates for spring will be set in January. Spring events will probably be in April and May. CSI (Campus Safety Initiative) Task Force The Task Force met on November 28. Results of the campus safety survey were discussed. The three top security concerns were better cell phone coverage, more lighting, and more police presence. Most of the $200,000 set aside for safety improvements remains. Some purchases this year, such as the cell phone signal amplifier, came from the IT budget. So far, the cell phone signal amplifier is working well in Technology Center. The plan is to install similar technology in all other buildings. IT staff will survey what is needed in each building. It is possible that a college employee could do this surveying if training is paid for. This would save money in the long run. Alertus is up and running. This is the desktop computer notification system that replaced the old blue screen Committee

12 EXPECTED OUTCOMES OF MEETING: Updates on Safety Improvements, Environmentally Friendly Events & Subcommittees/Task Forces alert. There are panic buttons as part of this software. Need to coordinate with police as to specific details. Bids have been received for video surveillance upgrades, which are needed on campus. The low bid is about $150,000 $180,000. Enough funds remain to address video surveillance and cell phone signal amplification. The Task Force recommended that next year the college uses the remaining safety funds to move forward with video surveillance upgrades and as many buildings as possible for cell phone signal amplification. All present E/S Committee members agreed with the CSI Task Force recommendation. Eclipse Task Force The Task Force met on November 14 to discuss planning for the August 21, 2017 total solar eclipse. There are still many logistical details to be determined. Security/Crowd Control = There are 1,871 parking spots (159 of them handicapped) on campus. The suggestion was made to multiply that number by 4 for an estimate on how many people the campus could accommodate. That number is 7,484, which is in line with the 8,000 event tickets that had been suggested previously. The idea to sell tickets is more about figuring out how many people may be visiting campus and limiting that number. If you don t have a ticket, you cannot get on campus. The foundation would need to be consulted about selling tickets. The Mastodon Art & Science Fair and the college discussed partnering to purchase 8,000 pars of special viewing glasses. The glasses would be included with a ticket. Some might be sold in the bookstore as well. The need for portable toilets was discussed. In a subsequent , Marie Self reported that the college might need 34 units at $60 each for the day, which would cost $2,040 total. Classes = August 21 is the first day of classes. Previously, cancelling all day classes was discussed. However, the Academic Calendar is already set, so that change would need approval from the Board of Trustees. A suggestion was presented of 8:00 & 9:00 a.m. classes meeting normally and classes from 10:00 a.m. 3:00 p.m. either being cancelled or having an online attendance option.

13 EXPECTED OUTCOMES OF MEETING: Updates on Safety Improvements, Environmentally Friendly Events & Subcommittees/Task Forces At the full E/S meeting, it was reported that most faculty voted in support of cancelling all day classes because not doing so could cause confusion for students. No final decision on class cancellation has been made. R-U Ok Subcommittee The group will offer a December event called Cupcakes and Coloring. The event will focus on relieving stress. Open Discussion No issues were raised. Spring 2017 Meetings Next Meeting Adjournment The committee will continue to meet on the first Thursday of each month at 2:00 p.m. in Buildings & Ground room 101. The 2017 dates are: January 5, February 2, March 2, April 6, and May 4. The next Environment & Safety Committee meeting will take place Thursday, January 5, 2017 at 2:00 p.m. in Buildings & Grounds Room 101. Subcommittee/task force updates. Call to Order called the meeting to order at 2:05 p.m. Approval of Minutes Adopt-A-Highway Subcommittee/Task Force Updates There was no quorum at the meeting. Unofficial December minutes will be sent for posting for informational purposes, as there were no action items at the previous meeting. Spring Dates The committee had previously discussed two spring trash pickups, one in April and one in May. During the fall, both events took place on the same days the E/S Committee held its meetings, and that seemed to work well. proposed keeping this the same during the Spring, so the events would take place on April 6 and May 4. Announcements and specific times will be sent out closer to these dates. CSI (Campus Safety Initiative) Task Force Video surveillance camera purchases are in progress. The issue of interior door locks for classrooms has been raised before. reported that he saw an online video about the Barracuda Intruder Defense System. These are portable mechanisms that could secure a variety of doors without built-in locks. He was not sure how cost-effective these devices would be, and they may serve the same purpose as the magnetic strips. But they are another option to consider. Darly Gehbauer reported that the door lock project for Viking Woods is moving forward. R-U Ok Subcommittee Daryl Gehbauer reported that Sara Denny has resigned from the college, so her spot on this subcommittee would need to be filled. Committee

Open Discussion Handicapped Parking Next Meeting Adjournment Michael Booker reported that a student expressed concern about the handicapped parking spots that would not be available during the library renovation. That lot is being used as a staging area for workers. Dale Richardson said that he is working with Brian Herrick to convert two Continuing Education spots to handicapped spots during the library project. These spots are located on the circular drive between Fine Arts and CTE. Staff will change the signage on these two spots soon. Dale said a plan to renovate the area outside of Fine Arts, where the outdoor theatre used to be, could possibly add two more handicapped spots. This project could begin over the summer. Plans are also drawn up for changes near the Field House that would make the space in front of that building more accessible. E-Cycling Collection Michael Booker inquired whether the spring date for this event had been set. said it had not yet, but he would contact Adonis in the coming weeks. Results from the previous two events have yet to be reported by Adonis, even though Matt has inquired several times. He will try again. The idea was raised to try hosting the spring collection at Arnold again. The previous event at Arnold was not very successful, but it was held on Earth Day and there were many competing events across the area. Perhaps this collection could be held before Earth Day to attempt to increase participation. The next Environment & Safety Committee meeting will take place Thursday, February 2, 2017 at 2:00 p.m. in Buildings & Grounds Room 101. Spring Dates The events will be scheduled for April 6th and May 4th between 4 and 4:30 PM. Both dates are on a Thursday. Matt will try to get more trash bags for the events. Spring Event No update. Event may possibly be in early April; hopefully, before Earth Day. Have not heard back from Adonis. will try to reach Adonis again to set a date. A question was raised as to whether the AED unit previously in the Library would be relocated during construction to the Administration Building. checked with Officer Darrel Hulvey, who oversees unit placement. He said he will look into it. Kim Pitts said she will follow-up with Darrel. CSI (Campus Safety Initiative) Task Force New camera purchases are in progress. Cellphone amplification kit has been purchased; decision is being made as to which other building to install. R-U Ok Subcommittee The subcommittee has met and planned events. The first event is to take place on Tuesday, February 1st. It is to help student balance their home and school life and know what resources are available to help them. Take-Back the Night will not be held this year. Committee

17 EXPECTED OUTCOMES OF MEETING: Set Adopt-A-Highway Dates. Subcommittee/task force updates. Eclipse Task Force Open Discussion Next Meeting Adjournment Met briefly and are still working on details. An official memo was sent that classes are cancelled from 8:00 AM until 2:00 PM on August 21st, the first day of school. Eight-thousand eclipse glasses were ordered and are here. Four-thousand of the glasses will go to Mastodon Fair, and four-thousand will go to the college. The glasses will go with the purchase of a ticket, and the price per ticket has not been determined yet. Bob Brazzle is heading the event. Faculty and staff will be asked to volunteer to help with the event. There will be a major clean-up required after the event. The whole event may be from 1 to 2 hours long, total black out will consist only a couple minutes. The heavy viewing areas will probably be at the soccer field and near the Field House. Bathroom Coat Rack in Technology Center When new hand dispensers were installed in the Technology Center lower-floor men s restroom, the coat/hat rack was removed. One is needed to be reinstalled for coats and books. Cleary Compliance Task Force Kim Harvey reported that a Cleary Compliance Task Force has been started. The task force would consist of Kim, Darrel Hulvey (campus police officer), Housing, Athletics, and Buildings & Grounds. It was started quickly because of 10 webinars beginning in January and running through July which correspond with the Cleary Act. The videos have started to be viewed. The first video was about campus security authorities. Reporting has been done in September for the prior calendar year. This year the group met in November/December time-frame. Kim would like to move the report too early in the year and set training in place. The next Environment & Safety Committee meeting will take place Thursday, March 2, 2017 at 2:00 p.m. in Buildings & Grounds Room 101. There was no quorum at the meeting, so no motion was necessary. The meeting adjourned at 2:25 p.m.

19 Environment & Safety Committee Meeting Minutes March 02, 2017 Buildings & Grounds, Room 101 Members Present: (Chair), Dale Richardson, Shannon Crow, Kimberly Pitts, Christine Platter, Michael Booker, Mark Byington, Karla Mason, Daryl Gehbauer (Ex Officio), Kathy Kuehn (Secretary), Matt West (Guest), Darrel Hulvey (Guest) Members Absent: Kim Garzia, Carleen Roberts, Beau Besancenez, Diane Scanga, John Westerman, Jason Arbogast (Student), Caron Daugherty (Ex Officio), Kim Harvey (Ex Officio) EXPECTED OUTCOMES OF MEETING: Set Adopt-A-Highway Dates. Subcommittee/task force updates. Call to Order called the meeting to order at 2:01 p.m. Approval of Minutes Adopt-A-Highway E-Cycling Subcommittee/Task Force Updates No changes were suggested to the February minutes. Mark Byington motioned and Christine Platter seconded to approve, all were in favor. Spring Dates Event to be scheduled for April 6th and May 4th between 4 and 4:30 PM at the softball lot. Both dates are on a Thursday. Matt will send on event. Spring Event Adonis called and determined it was no longer feasible for them to have an employee here throughout the day. They said they would partner with us, saying they would drop off some pallets and the college would be responsible for accepting everything and organizing everything throughout the day. Adonis would pick up the pallets later. Question was raised as to if the college would be billed if a mistake was made in accepting the items turned in. said he was unable to locate another company that would do as Adonis has in the past. It was reported that the last two events had decreased in items. Daryl Gehbauer asked if possibly consider going outside of Jefferson County. Suggestion was made that a day be chosen and advertised that people can take items to Adonis and say it was for Jefferson College Day. This way perhaps money for campus clubs can be raised. Matt will call Adonis and see if this could be done. CSI (Campus Safety Initiative) Task Force Will meet Monday, March 20th at 2 pm at B&G 101. R-U Ok Subcommittee The February event went well. Committee

20 EXPECTED OUTCOMES OF MEETING: Set Adopt-A-Highway Dates. Subcommittee/task force updates. Safe Spring Break event in Hillsboro, next week Tuesday and on Wednesday in Arnold. It will be on drugs, alcohol, and safe sex. Open Discussion Next Meeting Adjournment Eclipse Task Force No update. No committee members were able to attend the latest meeting. Cleary Compliance Task Force No update. Darrel Hulvey reported that after all webinars are finished being watched a plan will be started. 1. Dale is going to revisit Hillsboro Fire Department on door stops. 2. Shannon Crow requested a mirror be placed in the stairwell in Student Center between the second and third floor on the south side. 3. Christine Platter requested that the area in CTE near Rad Tech be viewed. The area has a drop off which could be hazardous. The next Environment & Safety Committee meeting will take place Thursday, April 6, 2017 at 2:00 p.m. in Buildings & Grounds Room 101. Review March Minutes Mirror was installed at the Student Center, not in the Technology Center between the second and third floor on the south side. Environmentally Friendly Events Update on Adopt-A-Highway Event is to be April 6 th. picked up the bags for the event at the highway facility. The bags directed for Matt to pick up are white instead of yellow. Matt is going to after the event to the facility that the bags given to him were white. E-Cycling Adonis will collect electronic items at their facility s location in Festus Friday, April 21 st, from 9 am to 4 pm. A press release was sent out with Adonis s address, and new flyers were created with the new information. There will be charges for three things. Tube television $50 each, CRT computer monitors $20 each, and microwave $5 each. Anything with a cord can be taken for recycle. Will be promoted as Jefferson College and Adonis partnership. Individual will need to tell Adonis it is for Jefferson College; therefore perhaps some donation may be made. Safety Procedure Ideas CSI (Campus Safety Initiative) Task Force Had a meeting in March. Security cameras have been approved. Cellphone amplifier should be installed at ASI and ASII before the end of July. R-U Ok Subcommittee An event took place in March and there will be one more event this year. Cleary Compliance No update. 1

22 The Committee Membership and Charge Matt West will be taking over in the fall for John Westerman as a voting member on the Environment and Safety Committee. The Environment and Safety Committee will: a) Address and discuss other safety and security issues b) Review and revise the Emergency Preparedness Plan c) Make recommendations for Emergency Preparedness training d) Provide input for campus beautification e) Promote environmentally friendly initiatives Open Discussion 1. Unsupervised children in the FH is still an issue. Individuals who are in dance classes are letting their children run unsupervised throughout the FH, accidently running into the track runners. It was told that some children had tied fishing line across the track causing someone to trip. The unattended children have become a safety issue. The college could be held liable. Matt has ed Marie Self and Brian Herrick is aware of the situation. Suggestion was made to check with Marie and see if signage should be put up, and maybe she could help monitor the situation. Suggestions were made to monitor the area with cameras. If no cameras have been installed in the area, perhaps a couple could be. 2. A mirror, for safety, has been installed at the Student Center between the second and third floor on the south side. 3. Kick-down door wedges are in violation of fire code and must come off. Doors must automatically release. Dale said he will see if there are any options within fire code to holding the doors open. 4. Dale informed Mark that battery operated clocks can be changed on wall location. 5. Dale asked if anyone had heard from Susie Welsh, there has been no communication from her to him on the throw-kits. 6. Student Center first aid kit is not accessible. Dale will see where it can be moved to be installed. Daryl Gehbauer will check if first aid kit contacts are posted on Jeffcowebsite. 7. Next meeting will be May 4 th in the Buildings & Grounds meeting room at 2:00 pm.
