Supervisors Van Nuys, Stothoff, Manners and Manager Engisch will attend. Mathews had a conflict. 6 Page 6 OLD BUSINESS: Update on Beazer Homes property donation: Nothing new to report. Garden State Growers Court Order Restoration of 14 acres update: Nothing new to report. Computer Room Wall NRCS/FSA: District received bids from Hacklebarney, Bluebird Management, LLC and Morton. NEW BUSINESS: MOTION: Stothoff, 2 nd Manners, To grant Manager Engisch authority to accept and approve bid for the NRCS/FSA Computer Room Wall not to exceed $2, MOTION APPROVED BY UNANIMOUS VOTE. Reimer Violation: SCO issued Mike DePalma and Bill Engisch made the Board aware of the situation. No action is needed at this point. Exempt Municipalities Report: Engisch reviewed the Exempt Municipalities procedures. All municipalities have entered into agreement with the District. MOTION: Stothoff, 2 nd Manners, To approve the municipality satisfactory rating. MOTION APPROVED BY UNANIMOUS VOTE. Fleet Vehicle: DePalma reported on 2001 F-150 bids for sale of truck. Newly adopted SSCC policy was followed. Following a brief discussion, the following motion was made: MOTION: Stothoff, 2 nd Manners, To award bid to highest bidder. MOTION APPROVED BY UNANIMOUS VOTE. Supervisor Stothoff s term will expire June 30, 2014 and replacement There was a brief discussion of forming the nominating committee. After the discussion, the following motion was made: MOTION: Manners, 2 nd Van Nuys, (Stothoff Abstained), To use the same nominating committee as used for the previous Board of Supervisors nominations. MOTION APPROVED BY UNANIMOUS VOTE. REQUEST FOR ASSISTANCE Michael Bobek, NRCS Resource Conservationist presented two Requests for Assistance: Matt Hand, Raritan Twp, Flemington Chris Stahl, Jr., East Amwell Twp, Ringoes

7 Page 7 After a brief discussion of each request, a motion was made: REPORTS: MOTION: Stothoff, 2 nd Manners, passed by unanimous voice vote; To approve the requests for assistance and have District Chairman sign the request. NRCS staff will fulfill the request as per the agency s agreement with the District. NRCS Michael Bobek, NRCS Resource Conservationist presented the following for Board approval: PLANS OTHER HEL None FLP None EQIP None AWEP None New Farm Bill was passed EQIP is now the catch all assistance program -AGI will be $900k in % state allocation reserved for wildlife -Payment limit reset for , $450k max AMA will still be available -Targets start up producers and operations New Veterans Special Emphasis Program that gives them a higher payment rate Crop Insurance will be dependent on HEL and WC compliance -Could be large workload for conservation plans (opportunity for Districts?) -This is a change in prior requirements New Easement Program combines FRPP, GRP, and WRP

8 Page 8 Will be Regional Conservation Partnership Program -Similar to AWEP -Requires sponsors and partners to collaborate to target EQIP or Easement money Another round of Sandy Recovery Funds available via Flood Plain Easements Soil Health Forum was a success, lots of great ideas FINANCIAL: -See attached Summary details Treasurer s Report February The Treasurer s Report for February 2014 was discussed. The following motion was made: MOTION: Stothoff, 2 nd Manners; To accept statement of revenue and expenses and to approve the February 2014 Treasurer s Report as presented. MOTION APPROVED BY UNANIMOUS VOTE. FY2014 County Appropriations Engisch reported that he again met with Lou Garbaccio, Interim Chief Financial Officer, to review County Appropriation request. Engisch noted that the District requested same amount as last year; however, costs are greater due to additional inspection requirements. Lou said if budget allows for more dollars, he would call us in to further discuss it. With no further business to discuss, a motion to adjourn was made: MOTION: Stothoff, 2 nd Manners; To adjourn the District meeting at 8:30AM. MOTION APPROVED BY UNANIMOUS VOTE.
