1 , ALTA LOMA SCHOOL DISTRICT, COUNTY OF SAN BERNARDINO WEDNESDAY, MAY 2, 2018 OPEN SESSION, CALL TO ORDER AND ROLL CALL The meeting was called to order by Board President Brad Buller at 5:00 PM. Present were members Buller, Davies, Oerly, Payzant and Roberts. Absent none. CLOSED SESSION The Board adjourned to Closed Session at 5:04 PM for the purpose of discussing matters expressly authorized by government Code Section , , 54957, and Public Employee Performance Evaluation/Employment Superintendent. OPEN SESSION The Board reconvened to Regular Open Session and Board President Brad Buller called the meeting to order at 6:02 PM. PLEDGE OF ALLEGIANCE Mr. Buller led the flag salute. PUBLIC COMMENT ANNOUNCEMENT Mr. Buller read aloud the Public Comment Announcement. ADOPTION OF AGENDA Moved by Mrs. Oerly, seconded by Mr. Roberts, and carried unanimously to adopt the agenda of the meeting with amendment to the assignment of newly appointed principals from Banyan/Deer Canyon Schools to Banyan/Jasper Schools. APPROVAL OF MINUTES Moved by Mrs. Oerly, seconded by Mr. Roberts, and carried unanimously to approve the minutes of April 18, 2018 honoring Mrs. Oerly s requested amendment to wording of her board report. RECOGNITIONS AND PRESENTATIONS The newly selected principals effective July 1, 2018 for Banyan and Jasper Schools were announced. Cara Cerecerez, formerly from Chaffey Joint Union High School District and Catherine Tamayo, current Teaching Assistant Principal at Alta Loma Elementary School were introduced and congratulated by the Board and Executive Cabinet. The Board then recognized student winners of the Cucamonga Valley Water District Fifth Grade Poster Contest. Each student was awarded with a certificate of achievement, had the opportunity to introduce their family members in the audience and have their photo taken with their School Principal, Teacher, Superintendent and the Board. The West End SELPA Celebration Honorees were introduced by Director of Special Education, Lori Thompson, and presented a Certificate of Excellence from the Board and Executive Cabinet. These individuals were selected by the District Special Education Leadership Team for the positive impact they make in the lives of our children with special needs through their dedication and service. Employees honored were: Amber Rueckner; Grace Gonzalez; Laura Ramirez; Shamika Allen; Melissa Coronado; Cherie Somers; Melissa Daniels; and Molly St. Pierre.

2 Page 2 Representatives from WLC Architects and GO Architects gave a brief presentation of the progress of Bond projects, specifically the development of the Deer Canyon Portable Replacement Project. WRITTEN COMMUNICATIONS A News Release from San Bernardino County Superintendent of Schools announcing the selection of Rosemary Batista as one of six California Classified School Employees of the Year by State Superintendent of Public Instruction Tom Torlakson was shared with the Board. PUBLIC COMMENT None. PUBLIC HEARING None. BOARD REPORTS Board member Caryn Payzant had the pleasure of cheering on our students at the Rotary Track Meet at a new venue (RCHS) and observing our esteemed Superintendent shagging balls; attended the San Bernardino County School Boards Association 2018 Spring Awards along with Mr. Moore and thought it was great to see the wonderful things happening in education in San Bernardino County; was pleased with the way our District welcomed the families of the new Special Education class at ALJH as she was present for the orientation which covered almost every aspect of what a new student could expect in a typical day to make them feel at home and comfortable; thanked fellow board members for her re-election to the CSBA Delegate Assembly, and expressed gratitude for the recent opportunity to fill a term on the CSBA Delegate Assembly Legislative Committee when the President of CSBA Mike Walsh called and asked her to fill in for someone that had to step down unexpectedly. Board member Rebecca Davies attended the meeting on the Northeast Annexation of Rancho Cucamonga above Los Osos High School along with about 200 other people, but she was there to represent kids; attended the CAC Arts and Writing Contest, thought the performances were fabulous and gave hats off to Sharon Neault, one of the organizers and CAC parent representative; attended the Rotary Track Meet with fellow board members and was very impressed by the many staff members that gave up a big chunk of their Saturday, and gave hats off to the Rotary for putting on the event and Diane Williams for making the program happen for a lot of kids; attended the Rancho Cucamonga Chamber of Commerce s Mod Pizza Mixer and thanked the District for being a member of the Chamber because she feels the contacts we have with the business community helps all of our schools. Board member Sandie Oerly enjoyed the Arts and Writing Contest and commended Special Education Director Lori Thompson for delaying her son s birthday celebration to attend and support the event; enjoyed the opportunity to go to the presentation for the new Special Education class at Banyan for parents and their students to welcome and orient them to their new school; along with Mrs. Davies, was pleased to reactivate the District s Chamber of Commerce membership and attended their mixer at Mod Pizza and Education Forum as part of their Business Connection Breakfast.

3 Page 3 Board member Brad Buller attended the Victoria Groves musical performances of the 1-2 and 3-4 graders and was delighted to watch the much loved and wonderfully animated Mrs. DiChiavi motivate even his extremely shy and timid grandson to pull it out; joined Mrs. Oerly at the orientation for the new class at Banyan and had the opportunity to meet some of the students and their families; gave kudos to the District for creating a welcoming atmosphere and preparing these students; regrets he could not be at the Track Meet due to commitments coaching little league teams, but extended thanks to Diane Williams and the team from Rotary for coordinating this event and ALSD staff for supporting the event and bringing many educational institutions together. SUPERINTENDENT & STAFF REPORTS Superintendent Moore thanked Special Education Director Lori Thompson and Community Advisory Committee Representative Sharon Neault for their efforts in orchestrating the Community Advisory Committee (CAC) Art and Writing Contest, Principal Sandy Rose for hosting the event at Vineyard Junior High, and the many staff members who attended. This event is a welcome opportunity celebrating students that have to overcome obstacles each and every day. Teacher Melissa Coronado s kids performed that night, and he appreciated how they went the extra mile. He once again had the pleasure of assisting Paul Williams organize the softball throw for the Rotary City Track Meet; witnessed a myriad of project-based learning examples at the Jasper Open House, which was a lot of fun; and is currently serving on a committee to study how Special Education is funded for non-public school placements, which resulted in some honest and open conversations at the WESELPA on the distribution of funding so there is progress. On Thursday, May 3, along with Board President Buller, Mr. Moore will be attending the California Distinguished School Awards Ceremony at Disneyland with the honored principals and school representatives. Mr. Moore announced that the District is not posting classroom assignments in August as has been the custom in previous years, so parents will need to login to the Illuminate Parent Portal to retrieve that information. There are two training events scheduled for parents that require Parent Portal assistance; one at Carnelian School on May 10 from 2:45-6:00 PM, and the other May 17 at Banyan School from 3:15-6:00 PM. He segued into Mrs. Early s presentation on the draft of the LCAP Annual Update, which has been referred to as the gold standard of LCAPs, a model for the County. This document is a tool to set goals, plan actions and leverage resources to those goals to improve student outcomes. Mrs. Early reviewed the plan summary and highlights, which included a review of performance in areas of greatest progress, greatest needs, performance gaps, increased/improved services, and budget summary. She explained some of the features of this new accountability plan, which is a program of continuous progress, where the overarching goal is student centered and about high quality instruction, quality teachers and materials, having access to technology, and annual measureable objectives. We will continue tracking progress and making significant changes. The Board had requested information of Band needs and inventory at schools, and Mrs. Early provided a breakdown of the number of instruments at each site, numbers of instruments in need of repair or replacement, and greatest needs expressed by each instructor.

4 Page 4 CONSENT CALENDAR Moved by Mr. Roberts, seconded by Mrs. Payzant, and carried unanimously to adopt the following Consent Calendar items: Vendor Agreements Approved agreements with the following vendors: 1) Advanced Toolware LLC dba Tools4ever; 2) Applied Best Practices LLC; 3) Mobile Ed Production; 4) Pali Institute Inc.; 5) Right Angle Solutions Inc.; 6) Quality Repair Solution. Donations Accepted with appreciation the following donation: 1. Combined donation of $500 from AYSO to Alta Loma Junior High School s Student Fundraiser Account to be used for sports equipment. 2. Combined donation of $7, ($1,000, $5, and $543) from Banyan PTA to Banyan School s Student Welfare Account to be used to enhance the instructional program. 3. Combined donation of $4, ($81.87, $1, and $2,773.33) from Stork PFSA to Stork School s Student Fundraiser Account to be used to enhance the instructional program. Board Payment Report Approved the Board Payment Report, as presented. Update Signers on School Checking Account Approved the request to update signers on the Banyan Elementary checking account. This action adds Lynda Hoppe, Interim Principal, to the authorized signers list to sign all related documents for Banyan Elementary through May 31, Routine Personnel Items Approved employment, terminations, resignations, leaves and temporary assignments, as presented. Attendance at SBCSBA Annual Spring Program Authorized board member Caryn Payzant and Superintendent James Moore s attendance at the San Bernardino County School Boards Association Annual Spring Awards Program in Fontana, California on April 23, CURRICULUM AND INSTRUCTION Social Studies Curriculum Moved by Mrs. Oerly, seconded by Ms. Roberts, and carried unanimously to approve TCi s (Teachers Curriculum Institute) History Alive, for Grades 6-8 Social Studies Materials. Social-Emotional Curriculum Moved by Mrs. Davies, seconded by Mrs. Payzant, and carried unanimously to approve Committee for Children Second Step Social-Emotional Learning Program for Grades TK-8. Board Policy Related to Instruction A first reading was held to amend the following Board Policy related to Instruction: BP 6020 Parent Involvement

5 Page 5 BUSINESS AND FINANCIAL PROCEDURES Transfer of Funds Moved by Mrs. Davies, seconded by Mrs. Oerly, and carried unanimously to authorize a transfer of $100,000 of unrestricted monies from Fund 01 to Fund 17 and further authorize Superintendent James Moore and/or Associate Superintendent Steve Thomas to sign all related documents. Transfer of Funds Moved by Mrs. Payzant, seconded by Mrs. Oerly, and carried unanimously to authorize A transfer of $100,000 of unrestricted monies from Fund 01 to Fund 20 and further authorize Superintendent James Moore and/or Associate Superintendent Steve Thomas to sign all related documents. HUMAN RESOURCES Job Description for Coordinator of Purchasing, Warehouse and Reprographics A second reading was held, then moved by Mrs. Payzant, seconded by Mrs. Davies, and carried unanimously to approve the job description for Coordinator of Purchasing, Warehouse and Reprographics, as presented. Job Description for Database Technician A first reading was held, then moved by Mrs. Oerly, seconded by Ms. Roberts, and carried unanimously to amend the job description for Database Technician, as presented. BOARD INFORMATION/DISCUSSION Budget Update Associate Superintendent Steve Thomas gave a brief budget forecast prior to the Governor s May Revise in two weeks, which will be followed by the School Services Workshop that will go over the details. Tax revenues appear to be coming in really well, but although there are excess revenues well above the projections, education will receive a much smaller percentage than in the past. On the up side, the Governor had designated a big chunk of one-time monies for education, and there is movement in the legislature to keep these funds ongoing. Bond Progress The bids were scheduled to be opened today for moving relocatables at Deer Canyon, redoing the parking lot for ADA compliance, and running electrical to the relocatables that will be relocated. ANNOUNCEMENTS The date of the next regular meeting of the Board of Trustees is Wednesday, May 16, 2018 at 6:00 PM at the Alta Loma School District Support Center, 9390 Base Line Road. A majority of the board of Trustees may attend a meeting of the Citizens Bond Oversight Committee on Thursday, May 17, 2018 at 6:30 PM at Deer Canyon School, Hamilton Street. No action will be taken by the Board.

6 Page 6 CLOSED SESSION The Board adjourned to Closed Session at 8:05 PM for the purpose of discussing matters expressly authorized by Government Code Section , , (d), 54957, and OPEN SESSION AND ADJOURNMENT The Board reconvened to Open Session, made the following announcement, and adjourned the meeting at 8:45 PM: Moved by Mr. Roberts, seconded by Mrs. Oerly to extend services in the existing settlement agreement in the case of SA through June 30, 2019.
