Facebook social plugin WHY While many champion the causes of political and social liberty, economic freedom is an often overlooked human right. We should work for freedom in all its forms. The freedom to produce, consume and exchange is key to guaranteeing individual liberties and other fundamental freedoms. Economic freedom has a strong record of fuelling economic growth, raising living standards and creating a more prosperous world. Evidence suggests that the innovation and personal freedoms that are produced by a liberal market economy lead to poverty eradication, increased social advancement and stronger democracies. A free economy means that everyone has the opportunity to use, sell or invest their own labour and assets freely. When possible, the state must step back to allow competition, personal choice and free market access but government still has an important role to play in upholding the rule of law and safeguarding the freedom of each individual in society. WHAT MAKES ECONOMIC FREEDOM? For economic freedom a country must have : a stable monetary environment secure private property rights an impartial legal system fair, moderated taxes minimal restrictive public policies negligible barriers to domestic and international exchange
3 WHO WE ARE WHO The Economic Freedom Network Asia (EFN Asia) is a network of research institutes, influential think-tanks and individuals. It aims to promote the benefits of a civil society, market economy and individual liberty which together enhance human development and economic growth in Asia. Founded by the non-profit Friedrich Neumann Foundation for Freedom in 1998, EFN Asia is built upon a clear vision of a liberal world and a free Asia. It plays a key role in the Foundation s effort to help individuals fulfil their potential and create open societies. 4 WHAT WE DO WHAT EFN Asia provides a platform for political dialogue, public education and academic exchange in order to broaden public policy debate and inform people about the merits of a free economy and civil liberty. Our work revolves around two projects, the Economic Freedom of the World report and our yearly EFN Asia conferences. We cooperate with the Fraser Institute to promote its Economic Freedom of the World (EFW) index in Asia. The report, which is published annually, is a powerful tool for analysing economic development and putting the strengths and weaknesses of Asian economies in a global context. Since 1998, our annual EFN Asia conferences have taken place across the region, bringing together political decision makers, the general public and policy advisors. Consisting of workshops and discussions, they explore relevant current issues, assess the methods and indicators of the EFW index from an Asian perspective and disseminate ideas about economic freedom to a broader audience.

8 NEWS UPDATE EFN ASIA IN JEJU FORUM 2015 Thursday, 14 May 2015 Thanks to Nonoy Oplas, President, Minimal Government Thinkers, Inc, from the Philippines, for the contribution. The Economic Freedom Network (EFN) Asia and the Friedrich Naumann Foundation for Freedom (FNF) will participate once again in the big annual international conference in Korea, the (10th) Jeju Forum for Peace and Prosperity, May 20-22, Although Jeju Forum was first organized in 2001, EFN Asia participated for the first time only in 2013 by having its own panel discussion, "Dealing with Economic Nationalism". I was part of the contingent, as Panel Rapporteur. Then EFN participated again last year, its panel discussion was about "Globalization and Inequality". This year, the overall conference theme will be "Towards a New Asia of Trust and Harmony" and EFN's panel discussion will be on "Free Market and Environmentalism: Why They Should Love Each Other". As the title suggests, the EFN session will look into ideas and movements that have promoted free market principles and schemes as the best way to conserve the environment. Free market environmentalism can be a good way to address environmental degradation rather than direct government involvement. How? Via clear property rights delineation and protection, which mitigates the tragedy of the commons problem. A poor villager enters a non-guarded public forest land and cuts trees, big and small, that he can haul and transport. The land and the trees in it belong to everyone and no one in particular, so if he does not cut and get those trees today, someone else will cut them tomorrow or next week. And that is how many public forest lands in developing countries with weak rule of law and property rights protection, become bald and degraded. The "meat" of Jeju Forum is the many simultaneous panel discussions that participants can choose to attend. Normally about six different topics are discussed, same time at six different discussion or meeting rooms. The EFN panel will be on May 21, 3:40-5 pm. The Panel Moderator will be Matthias Grabner of the Austrian Chamber of Commerce in S. Korea. Welcoming Remarks will be given by Rolf Mafael, German Ambassdor to S. Korea, and Siegfried Herzog, FNF Regional Director for Southeast and East Asia. Keynote speech will be given by Dr. Oyun Sanjaasuren, President of the UN Environmental Assembly; Former Minister, Mongolia s Ministry of Environment and Green Development; and currently the Chairperson of the Council of Asian Liberals and Democrats (CALD). The panelists will be(a) Henning Hoene, Member of Parliament, North Rhine-Westphalia; Spokesperson for Climate & Environmental Protection, Nature Conservation and Consumer Protection,(b) Sunil Rasaily, Founding Partner, QED Consulting Group, Bhutan; and(c) Dr Yun Sangho, Research Fellow, Division of Public Policy Research, Korea Economic Research Institute (KERI). The panel Rapporteur will be Miklos Romandy, Regional Programme Coordinator for FNF Southeast and East Asia. There are plenary sessions with some big name speakers, usually former heads of states. The following are among the plenary speakers, including luncheon or dinner speakers. This year is the 70th anniversary of the end of World War 2. People now are busy talking about trade and investments, jobs and entrepreneurship, tourism and cultural exchanges, mobile phones and other gadgets, and so on. Wars and invasion of other countries or territories are far out from their minds. Only current dictators, would-be-dictators, and lovers of more government coercion are talking about wars and invasions. Peace and Prosperity. Around the world. They are noble goals that responsible governments, industrious people and useful civil society organizations like EFN Asia and FNF should continue to assert. 10 EFN REPORT EFN CONFERENCE PUBLICATIONS ECONOMIC FREEDOM OF THE WORLD INDEX RESOURCES The Economic Freedom of the World (EFW) index is a report published annually by the Fraser Institute and the Economic Freedom Network. Using 42 different indicators it measures economic freedom in 141 different nations, making it invaluable for policy makers and politicians looking to identify weaknesses in economic freedom within their countries. It enables informed decisions that encourage sustainable economic growth and helps to raise awareness about the benefits of economic freedom. KEY INDICATORS Measuring economic freedom is complex freedom is a quality rather than quantity. In order to create an effective gauge of an abstract concept such as freedom, and one that can provide a fair comparison between countries, careful selection of indicators is required. The EFW index s most important measurements include :
11 CONFERENCE RESOURCES CONTACT SEARCH ECONOMIC FREEDOM NETWORK REPORT EFN REPORT 2014 Stagnant progress Global economic freedom declined slightly on the average chain-linked EFW rating, showing that it still faces many challenges across the world. Hong Kong and Singapore remain securely at the top of the index, whilst at the rear come Algeria, Argentina, Zimbabwe, Republic of Congo and Venezuela. The United Kingdom and United States are tied at 12th. Once again, the United States declining economic freedom poses a risk to its future growth Marginal increases The average chain-linked EFW rating reveals that since 2009 global economic freedom has increased, albeit at an extremely low rate. It still remains the 2007 high of This increase has not been universal though the United States has continued to slip in all five areas of the EFW index. Interesting trends globally can also be observed: the strengths of high-income industrial economies has been their legal systems, sound money and international trade and their weakness have been in size of government and regulation. Developing countries perform better in size of government but fall in rule of law and property rights An important anniversary 2012 marks the 100th anniversary of Milton Friedman s birth as debate rages between proponents of economic freedom and those of Keynesian economics over how to respond to the 2008 financial crisis, his ideas are perhaps more relevant than ever before. The link between economic freedom and economic growth, higher income levels and poverty rates remains sound, yet the United States in particular has continued to fall in its ranking Economic freedom has suffered another setback Globally, economic freedom has continued to fall in the aftermath of the 2008 financial crisis. This decline has been led by the world s largest economy, the United States, which saw one of the largest declines in economic freedom over the last ten years and moved down to tenth place. This was the result of increased government spending and borrowing together with lower scores for legal structure and property rights. Other countries, such as Venezuela, Zimbabwe and Malaysia also fell eight- tenths of a point or more between 1990 and Economic freedom has suffered its first setback in decades From 1980 to 2008 there was a gradual but steady movement towards economic freedom. Following the financial instability and recession from 2008, mean economic freedom across the world has fallen for the first time as governments have responded to the crisis. Despite this, there still remains a strong correlation between nations that have a high degree of economic freedom and nations that perform best in well-being indicators.
