2 GEM-STONES SUMMER SCHOOL 3-7 JULY 2017 P2 GEM-STONES THANK OVERVIEW YOU THE GEM-STONES PROJECT OVERVIEW Launched in September 2016, the Globalisation, Europe & Multilateralism - Sophistication of the Transnational Order, Networks and European Strategies (GEM-STONES) project seeks to shed light on how the EU contributes towards the purposeful management of complex regimes. The GEM-STONES project brings together a consortium of 8 higher education institutions (HEIs) and 6 nonacademic partners. This scope allows for an innovative training programme able to offer general and disciplinespecific research knowledge as well as tailormade transferable skills. CORE CONCEPT GEM-STONES s shared underlying question is, whether the externalisation of European governance and the internalisation of global imperatives are facilitated or hindered by the growing complexity born from the proliferation of international institutions. 15 Early Stage Researchers and their associated supervisors are clustered into 4 complementary Research & Innovation Work Packages, each one reflecting a given research agenda: WP1 WP2 WP3 WP4 EU s Institutional Capacity to Externalise its Policies How do institutional determinants affect the EU s capacity to provide purposeful management of complex regimes? EU s Networked Capacity to Ensure Greater Policy Coherence How do networks determine the EU s capacity to rationalise complex regimes? EU s Relative Capacity Compared to Other Regional Organisations How do interregional interactions affect the EU s capacity to provide purposeful regime complex management? EU s Framing Capacity to Define Appropriate Behavior How do interactions affect the EU s capacity to frame reason concensus underlying regime complex management? INTEGRATED RESEARCH PROGRAMME Over the course of 36 months, the GEM-STONES project will deliver individual dissertations and a jointly edited volume; policy briefs and executive briefings; a shared dataset and expertise directory as well as further training material such as a methods textbook and a manual for highly-skilled job seekers. The GEM-STONES project will facilitate the emerging of an integrated community of early stage researchers and their supervisors through a variety of joint activities, that will also bring together academics, officials and civil society representatives. These activities include 3 methods workshops; 1 kick-off AGORA Forum; 3 annual conferences; 2 PhD summer schools; 4 scientific workshops and 1 dissemination AGORA Forum.

3 P3 GEM-STONES SUMMER SCHOOL 3-7 JULY 2017 INTRODUCTION AND SUDDENLY, GLOBALIZATION WAS UNDER ATTACK! Discordant voices about the benefits and soundness of globalization have always been present, even altermondialism having been part of globalization studies. But in 2017, leaders of major states, notably the USA, openly contest the established principles and institutions of the post-1989 globalized world. For the GEM and GEM-STONES communities that have been basing their research agendas on Globalization, Multilateralism and Europe, these developments may have an influence on the content and output of most of the individual research project. With the input of high-level academics and practitioners, it is therefore both interesting and necessary to try to analyse and explore the already existing criticial studies that have been developed around the topic of globalization. With critical perspectives on globalization at the core of the programme, the Summer School 2017 will unfold around 6 major topics. The program will start with a general introduction overviewing existing critical perspectives on globalization, and the need for them. The second session will concentrate on non-western perspectives of globalization. During the third session, the participants will focus on the impacts of globalization on legal studies. The fourth session will revisit the mechanisms of transnational politics, and re-examine the role of civil society in this newly developing context of globalization. The fifth session will bring to the table the question of the future of the liberal order in the age of nationalism. Last but not least, the final session will focus on rethinking globalization from a complex system perspective. Furthermore, the 2017 GEM-STONES Summer School will take place at the Global Studies Institute of the University of Geneva. This will allow the participants to benefit from the exceptional density of Geneva-based international institutions. The Global Studies Institute (GSI) was created in 2013 to bring together, under one roof, the Bachelor s programme in International Relations (BARI) and innovative Masters programmes benefitting from the Universities partnerships with Geneva based IOs and NGOs. The GSI is an interfaculty centre and as such draws on the expertise of professors and researchers from the faculties of humanities, law, political, social and economic sciences. Its Masters programmes attempt to respond to the changes in the production and transmission of knowledge induced by the process of globalization. The GSI is based on the structure of the former European Institute of the University of Geneva and thus examines if and to which extent the lessons Europe has to offer on supranational integration, can be applied to the ever more interconnected world in the early 21st century. The GSI s ambition is to develop this new field of study, guided by the principles of excellence and openness to the stakes of a rapidly changing world a world that Geneva as an important hub of multilateral diplomacy and its University are well-positioned to analyse.

5 P5 GEM-STONES SUMMER SCHOOL 3-7 JULY 2017 Dear Friends, It is with delight that we welcome you at the 2017 GEM Summer School, kindly hosted at the Global Studies Institute (GSI) at the Université de Genève (UNIGE). This year s summer school is the 17th Summer School on «Globalisation, Europe and Multilateralism». Launched in 2005, the wide range of topics the Summer School has broached echoes numerous uncertainties and controversies that have rocked each of its thematic focal points over the past decade (see list below). In the same spirit, discussions and debates at this year s gathering will start from the observation that globalisation is increasingly questioned as a growing number of discordant voices challenge the benefits, the soundness or the sustainability of globalization. For from seeking to provide the fellows with a definitive answer or a single definition of the phenomenon, the Summer School s various sessions seek to foster pluralistic debates in the hopes of familiarizing participants with a variety of views and perspectives. The 2017 iteration will favour critical perspectives of globalisation ranging from positivist and institutionalist approaches that seek to transcend western-centric perspectives to a selection of more constructivist methodologies rooted in a variety of concerns by way of neo-marxist and post-colonial schools centred on structural inequalities and dependency dynamics. The diversity of views represented, the international student body and the interdisciplinary nature of the teaching staff are to conspire to make this an enriching and challenging event. The School s various sessions - i.e. keynotes, roundtables, lectures, PhD sessions, joint visits - were all scheduled with an eye on encouraging a variety of interactions and challenges for the attending PhD fellows, including among other: a series of lectures by leading scholars; brain-storming sessions involving both academic feedback and peer interactions; or topical visits to some of the main international Geneva-based organisations. Each of these sessions will unfold according to its own format as described in this programme, but overall the success of the Summer School will largely depend on the active participation and investment of the attending PhD community as you are both the focal point and the main driving force of the week s activities. It is therefore with a salute to the selected community of early stage researchers that I would want to conclude. You were selected following an international call for applications which saw over a hundred doctoral students apply. Ultimately, a community of 25 was chosen including: 13 fellows from the Marie Curie GEM-STONES programme and 12 from other horizons; 56% male, 44% female participants and 36% non- European contributors. Wishing you all of you a productive and stimulating week in Geneva Dear Summer School Participants, Globalization is a complex phenomenon that has been studied for the past two decades by scholars in most social sciences. IR as a field of study has been fundamentally reshaped by the flux, spaces, relationship and issues that have progressively been carved as the new questions and challenges of the globalized world. Academic disciplines have developed new approaches, concepts or field of research to describe, analyze and explain these emerging phenomena. Global studies even structured themselves as a specific branch of academia, as here at the Global studies Institute at the University of Geneva. However, setbacks and doubts about the sustainability of these developments of have surfaced in the past few years. Both the structure and underlying assumptions of the economics of globalization have been questioned by the 2008 financial crisis; the same crisis also revealed the absence of a sustainable social model for the age of globalization. As a consequence, the necessary political support of governance structure in the age of global politics, as the burgeoning of populist and nationalist expressions of political preferences shows, may be withering away, if not altogether lacking. Critics and resistance movements to globalization have naturally been studied for a while. Alternative approaches have been proposed or promoted by a variety of actors. However, genuine critical studies of globalization not just applying existing critical studies logic to the phenomenon of globalization have not yet emerged. This is to explore and challenge the potentialities of such critical perspective on globalization, Europe and multilateralism (GEM) that the 2017 PhD school in Geneva will be devoted. Geneva is a place where the actors, patterns and practices of global governance are at work every single day, in and around the numerous specialized multilateral international organizations that are present on this small global city. ILO, ITU, WHO, WMO, WTO just to name a few Geneva based IOs, all contribute to the emergence of a system of global governance. The World economic forum (WEF), also Geneva based, may have been one of the first major non-intergovernmental Organization set-up to tackle the challenges and issues of globalization. We thus hope that through a combination of academic input and interaction with the Geneva based actors of global governance, your stay in Geneva in July 2017 will prove insightful, intense and interesting. They use the world s largest and most complex scientific instruments to study the basic constituents of matter the fundamental particles. Founded in 1954, the CERN laboratory sits astride the Franco-Swiss border near Geneva. It was one of Europe s first joint ventures and now has 22 member states. 14 GEM-STONES SUMMER SCHOOL 3-7 JULY 2017 P14 FORMAT OF SESSIONS KEYNOTE ROUNDTABLE Chaired by GEM-STONES Supervisory Board President Prof. M.Telò (LUISS, ULB), the opening roundtable on «Multiple Modernities and the Future of the Global Order» is to serve as an introduction to the diverging and often competing readings of modernity and globalisation. Informed by an ongoing collective research effort coordinated by Professor Thomas Meyer, the discussions will echo and reflect upon some of the themes to be gathered in an upcoming edited volume of the same name to be published by the end of Speakers will include the editor of the aforementioned up-coming edited volume; a member of the GEM Alumni community offer a distinct non-european perspective; as well as a third party senior scholar widely recognized for his scholarship on the identity of Europeans in relation to the wider global community. Each of the three scheduled speakers will be given 20min to present their insights on the topic before moving on to a 30min Q&A with the audience. To help the community jump start a shared discussion the panel chair is happy to circulate some reading for those wanting delve into some background information with an eye on optimizing the possible interactions. Published on May 10, 2017 KEYNOTE LECTURE The summer school will include one keynote lecture aimed at highlighting different strands of critical thinking on global governance. The guest speaker will be invited to speak for some 30 min after which both a set of discussants and the audience will be given time to react. On average, discussants will be asked to comment for about 10 min with the Q&A session lasting on average some 20 min. The Keynote by Pr. Firouzeh Nahavandy will focus on the cocnlusions of her most recent publication on the commodification of the body in the global South. Discussants are to include a GEM Almuni and a third party senior academic. - Nahavandi, F. (2016). LECTURE SESSIONS Each session will kick off with a short introduction of the speaker by one of the PhD student participants. Based on the short poster prepared in advance, a given attending PhD student will quickly introduce the academic speaker highlighting the key milestones of their career and introducing some highlights from their research. These short 5 min. presentations serve to situate the speaker and make sure all the attending PhD students can readily identify them. This will be followed by a lecture on relevant topic chosen by the speaker. Talks are to last about 45 min and should be followed by a Q&A session with the attending PhD students. The Q&A sessions will not only cover the questions raised during the academic s presentation but are also an opportunity for attending PhD students to ask questions regarding the arduous process of writing a PhD. Accordingly, once the discussions surrounding the academic s topical presentation have run their course, each speaker will be asked to share their Dos and Don ts of writing a doctoral dissertation.

15 P15 GEM-STONES SUMMER SCHOOL 3-7 JULY 2017 PhD SESSIONS These are conceived of as brainstorming sessions where attending PhD students can workshop their ongoing work. For each of the 6 time slots two parallel sessions are to be organized with students expected to attend the session of their choosing. The total number of participants in each session is thus capped at 13 to allow for maximal interactions. Spaces will be allocated on a first come first served principle. In each of the parallel sessions discussions will centre on a student presentation, these presentations can be based on either a draft article being finalized for publication, a detailed outline of written material being worked on, or a chapter/section of the wider doctoral dissertation. The attending academics and students will be asked to consider the presented work - taking into account what kind of written material it is and provide comments to the author. Alternatively, presenters can also directly question the audience with an eye on jointly discussing a challenge or question they may face. To allow for more substantive debates and see the various discussants arrived prepared, all presenters will be expected to circulate their written material in advance. The time set asid for each session is scheduled as follows: an initial 10min are set-aside for the presenter and student discussant to quickly present themselves so that all, including the academic chair, can situate them. The presenting doctoral student is then given 30min to present their work followed by two discussants, the chairing academic and a fellow student who are each given between 10-15min to comment on the paper and the presentation. The remaining 20min are dedicated to a roundtable Q&A with the audience. PRACTICALITIES VENUE UNI-MAIL University of Geneva Boulevard du Pont-d Arve Genève Public Transport to/from Geneva Airport: The airport is located at nearly 4 km from Geneva city centre. It is easily reachable by train or by bus using the united network of public transport unireso. Only one single ticket is required to travel by train, tram, bus or boat in the area France-Vaud-Geneva. It takes only 6 minutes from/to Geneva city centre by train (every 12 minutes at rush hours). The airport railway station has direct access to the airport Check-in and Arrival levels. All trains stop at Geneva- Cornavin station (city centre). There are also urban buses that stop every 8-15 minutes at rush hours at the airport (bus stops at the Check-in level, in front of or beside the train station). You can pick up a free ticket for public transport from the machine in the baggage collection area at the Arrival level. This unireso ticket, offered by Genève Aéroport, allows you to use public transport in Geneva free for a period of 80 minutes.
