2 Organized by Switzerland and the Terre des hommes Foundation, the WORLD CONGRESS ON JUVENILE JUSTICE aims to become a milestone in the implementation of international norms. States and civil society are invited to participate in order to share experiences, lessons learned and good practices. This exchange is undertaken in a spirit of inter-cultural dialogue and respect for the rights of children in conflict with the law and children who are victims/survivors and witnesses also in the interests of society as a whole. The Swiss Federal Department of Foreign Affairs, the Swiss Federal Office of Justice and the Terre des hommes Foundation have devised the Congress agenda to improve the institutional system of juvenile justice and promote respect for the fundamental rights of children, by encouraging implementation of legal instruments ratified by States. The agenda is based on the following major themes: Monday 26 January Welcome and opening ceremony Tuesday 27 January International norms and the diversity of justice systems Prevention Wednesday 28 January Strengthening juvenile justice systems Thursday 29 January Good practices in implementation Friday 30 January International mechanisms and regional cooperation Closing ceremony The plenary sessions will be held in English, French and Spanish (with simultaneous translation) and will include expert presentations, country examples and round tables. Thematic workshops will allow participants to contribute to the work of the Congress, with the results being compiled for dissemination by the Congress Thematic Committee. Workshop documents will be made freely available to Congress participants. Each participant will receive a USB stick pre-loaded with key documents relating to the Congress themes. Participants will be able to supplement these with additional documents from the workshops according to personal interest, downloaded from the Congress document website. Each State, and each organization, may disseminate documents on tables made freely available at the Congress venue. However, no sale of documents or merchandise is permitted. The organizers strongly hope that each participant will take advantage of this international event to strengthen their capacities and enrich their professional networks. 2

5 Tuesday 27 January Prevention 14:30 15:30 Country examples * Country delegates will present their prevention policies and practices Using brief examples of promising practices, the presenters will illustrate the principles and methodologies used to prevent children coming into conflict with the law. 15:30 16:30 Expert round table * Additional comments on approaches to prevention Experts will share their feedback and suggestions in relation to prevention strategies. 16:30 17:00 Break Workshops Each workshop will take place in English, French and Spanish. 17:00 18:45 Workshop 1 - Different approaches to prevention Building on the previous presentations, participants will exchange their experiences, innovations and opinions on the effectiveness of different approaches. Workshop 2 - Informal justice and international norms Exchange among participants on the juxtaposition of informal and traditional justice practices and international norms*. * Plenary session (simultaneous translation into English, French and Spanish) 5

How can we mobilize civil society and gain public support, especially for reintegration? Judicial guarantees and child participation at all stages of the system The right of the child to a defence and the right to participate, in line with the child s evolving capacities. The range of options for diversion and non-custodial measures Presentation of diverse measures and their advantages and challenges regarding reintegration. Content and methodology of initial and ongoing training for relevant actors What are the criteria to assess the quality of training content and methodology? How can we evaluate the impact of training on the practices of actors in the juvenile justice system? 7 Wednesday 28 January Strengthening juvenile justice systems Workshops Choice of workshops running simultaneously on different topics ; translation to be determined according to needs 14:30 16:30 Workshop 3 - Juvenile justice system reform Participants will exchange experiences and good practices regarding the process of reform, particularly in relation to establishing restorative juvenile justice initiatives. Workshop 4 - The protection of child victims/survivors and witnesses Reminder of international norms and exchange of experiences on protection systems. Workshop 5 - Juvenile justice in relation to migrant children Discussions on dealing with offences committed by regular or undocumented child migrants, child victims/survivors of cross-border trafficking,etc. Workshop 6 - Data collection and the use of statistics Technical workshop on the dissemination and exchange of practical methods and tools needed for good management of a juvenile justice system. Workshop 7 - Sensitizing public opinion on the principles and practice of juvenile justice How can we convince the public that rightsbased, non-custodial and educational methods are also in the interest of society as a whole? Workshop 8 - The gender perspective in relation to juvenile justice How can we combat gender-based discrimination in legislation and juvenile justice practice? 16:45 18:00 Stop making children criminals The minimum age debate - separating responsibility from criminalisation A panel discussion organised by the Child Rights International Network and chaired by Professor Paulo Sergio Pinheiro. Workshop 12 - The physical and mental health of children deprived of their liberty How can we deal with children in poor health? How can we prevent violence in detention? How can we evaluate the impact of deprivation of liberty on a child s mental health? Workshop 13 - Psycho-social approaches in dealing with, and reintegrating, child victims/ survivors and witnesses Exchange of good practices in the psychosocial follow-up of child victims/survivors and witnesses, and of the resources and training needed in this regard.
