We need to bring police under plan head..." - PM MHA proposes 4 new schemes for BPR&D to Planning Commission Prime Minister Dr. Manmohan Singh, while addressing the SPs conference observed on 1st September, 2005 that law and order is an integral part of modern infrastructure. Education / training / research remains the focus areas of this and the next plan. Police specific schemes therefore can be made under Education - Training Head. Mr. R.S. Sirohi, Addl. Secy. & FA Home, Mr. V.N. Gaur, JS(P) led the team to make presentation for Ministry of Home Affairs before Planning Commission on BPR&D was represented by Dr. Kiran Bedi, DG BPR&D, Mr. Rakesh Jaruhar Director (Trg.), Mr. R.C. Arora, Director (R&D), DDs Mr. Nasir Kamal & Mr. Sanjay Baniwal. As a follow-up of PM's observation, BPR&D has proposed following four new schemes with a total outlay of Rs. 429 crores in 11th Five Years Plan. 1. Central Police Training College See inside for Web mail from a police constable Planning Commission for Police (CPTC) : Rs. 100 Cr. Plan scheme to provide centralized basic training & refresher training to DySsP. This college is proposed in an area of 100 acres to provide national perspective, adequate infrastructure, optimal and cohesive training to State Police Service Officers. 2. Training Interventions : Rs. 40 Cr. to develop human resource plan, assess impact of training, standardize infrastructure, develop pre- promotional courses for various ranks, provide training for soft skills for SHO to benefit all 28 States and 7 UTs. 3. National R&D Projects : Rs. 10 Cr. to conduct national level research studies into police and prison issues such as police performance indices, national survey of status of crimes against women, evaluation of impact of modernization schemes, issues of police leadership at national, state, district and PS level. 4. Restructuring BPRD : Rs. 279 Cr. to give a truly national outlook with presence in six zones. The first regional meeting on modernization of Prison administration for eastern region was held at Writers Building, Kolkata on 20th July, The meeting was organized in pursuance to MHA's decision to evaluate the performance of scheme, with reference to physical targets achieved and contribution made to prison reforms. Shri R.C. Arora, Director (R&D) BPR&D and Dr. B.V. Trivedi, AD (RPM), BPR&D attended the meeting.following decisions, among others, were taken in the meeting: States shall ensure total utilization of the allocated funds including the State share by 31st March, States should send their revised perspective plan to MHA. Addl. Secy. (MHA) reviewed Prison Modernization Schemes DG, BPRD chaired National Committee All states would use the feasibility study of VIDEO-CONFERENCING for prisons.this study was circulated to all by BPR&D in 2005.Andhra Pradesh has already implemented it. The training programmes being organized by the BPR&D, ICA, Chandigarh, and RICA, Vellore were appreciated. International training programmes should also be identified for prison personnel. The Draft national Policy on Prison Reforms and Correctional Administration prepared by a Committee headed by DG, BPR&D shall be disused in the forthcoming All India Conference of DGs /IGs Prisons and Secretaries (Prisons) of all states/ut to be held November/December, BPRD to prepare a compendium of orders/direction of various courts for prison related issues. The National Committee headed by Dr. Kiran Bedi DG BPR&D drafted the National Policy on Prison reforms and Correctional Administration and submitted it to Ministry of Home Affairs. Trivedi, AD (R-PM) visited this Jail in Ahmedabad on 13th July 2007, to review the progress of works under modernisation scheme. He found 4,111 prisoners against capacity of 1891 (217 % overcrowding). Compendium of NGOs BPR&D has brought out a revisied & updated addition about NGOs in India working in correctional programmes. 4 4 Training Programmes India 60 years Prison Reform Vertical Interaction Course The Training Division of BPR&D organized 3 Vertical Interaction Courses for IPS and other senior Police Officers : 1. Uttranchal Academy of Disaster Management Administration, Nainital to Government Examiners of White Collar Crimes Questioned Documents, (9-14 July 2007) Shimla. 3. Administrative Staff Image Building College of India, Hyderabad. (23-27 July 2007) Concept paper on mid career training for IPS Officers The Training Division of BPR & D prepared concept paper on Introduction of a new Scheme of Mid Career Training of IPS Officers and forwarded it to MHA/SVP NPA Hyderabad. The concept paper proposes that the mid career training for IPS Officers should be linked with the promotion. H a n d b o o k o n A n t i - Tr a f f i c k i n g translated The Training Division of BPR & D took initiative in getting the Handbook on Anti- Trafficking for Investigators translated into Hindi, Telgu and Marathi from English, for investigators. Counter-insurgency & Jungle Warfare The Training Division of BPR & D provided training facilities on Counter-insurgency & Jungle Warfare to Army Training Institutions and Assam Rifles Training Centre & School, Dimapur. The officers of Jharkhand Police, Orissa Police and CRPF were imparted training in this regard. Seminar on anti- trafficking in human beings IGP, Mysore Range coordinated a workshop cum seminar on Anti-Trafficking in Human Beings and Role of Police from 30th June to 1st July 2007 at Mysore. In this workshop, 165 Police personnel were sensitized about the human trafficking and the role of police. Nominations of Officers for course on ATA Preventing Attacks on Soft Targets Course to be held at NISA, CISF, Hyderabad from 13th August 2007 to 31st August 2007 with the help of US Trainers invited from the States/Central Police Forces and sent to the MHA. Details of Up-coming Courses can be seen at Training News updates Ministry of Home Affairs has desired that the courses conducted by the ATA Trainers should be made an integral part of the training calendar of the Central Police Training Institutions. BPR&D conducted a Training Workshop of participants of ATA courses on 11th July 2007 to form 'instructor groups'.they will undertake activities to make these courses an integral part of training calendars of Central Police Training Institutions. The MHA has constituted a Committee under the chairmanship of the IG/Director (Trg), BPR&D for the authorization of land norms for Central Police Forces. A meeting of the above Committee was held on 24th July 2007 in BPR&D for fixation of land norms for their border outposts in plain areas. 4th Meeting of the Tripartite Project Steering Committee on Strengthening the law Enforcement Response in India against trafficking in persons through training and capacity building organized on 25th July 2007 in BPR&D. Officers from various Ministries, UNODC and States also participated.
5 60 years Technology Integrated for you Control Room 5 India Ballistic Trials of BP Jackets Completed Technical Evaluation Committee (TEC) appointed by MHA with DG BPRD as chairperson completed the ballistic trials of bullet proof jacket samples of MHA tender. The trials were conducted at TBRL, Chandigarh, a DRDO laboratory from 9th to 13th July'07. DG BPR&D led the team of officers of NSG, ITBP and MHA along with ballistic experts from DRDO and TBRL. The SOP of these trials have been standardized and is now available in BPR&D for use by other forces. Gurgaon - 1st Commissionerate of Haryana to get state-of-the-art Control Room The Development Division of BPR & D organized a presentation. on Integrated Control Room by Sungard Vivista, at the Conference Hall th of Bureau on 5 July, 2007 Sungard is involved in providing solutions for an Integrated Control Room. The company offers all the key components to enable a seamlessly integrated and co-operative front office and control room solution. Following are the main features of this type of Integrated Control Room: - High performance and, therefore, a fast Puncture Free Sealant response to emergency calls. - Ready access and presentation of information allows operator to direct resources safely and effectively. - Inter-operation with call handling solutions and data exchange allows a fully informed response to be provided to callers. - A pilot study/project on 'no cost, no commitment' basis has been tied up between newly formed Police Commissionerate of Gurgaon and Sungard. Please note the new dates The Development Division of BPR&D organized a presentation on th OKO puncture free tyre sealant on 12 July, 2007, at the Bureau's Conference Hall. This `product is very effective in sealing the punctured tyres of vehicle. A solution is injected in the tyre and it is continuously moving inside the tyre. Whenever a puncture occurs, the sealant immediately seals the puncture without driver realizing it. The solution is effective for tube as well as tubeless tyres. A hole of up to 8 mm can be sealed with OKO sealant. Video conferencing with CDTS : All the 3 CDTSs and BPR&D are now connected through Videoconferencing. This use of technology has allowed direct interaction with trainees in different courses at CDTSs. The live feedback received from the trainees has been very effective. It is worth the effort.
