JONES Curriculum Vitae PROFESSIONAL EXPERIENCE Present Director and Senior Fellow, Project on US Strategy and International Order, The Brookings Institution (Since 2009) Direct a project on US strategy and international order, part of the Foreign Policy Studies program at Brookings. The program conducts policy research on the relationship between US national security and global security, and on cooperation strategies for managing international security transnational threats. Maintain high-level relations with the US Administration, the United Nations, and other governments on the issues of G8 / G-20 management, UN Security action, multilateral innovation and energy scarcity. Conduct 1.5 track dialogues between the US and emerging powers. Director and Senior Fellow Center on International Cooperation, New York University (Since 2005) Direct all aspects of the Center s work, and maintain the Center s relations with the US and European governments missions to the UN, and multilateral institutions (including the UN, the World Bank, the IAEA and NATO.) Direct research projects on fragile states and statebuilding; on conflict prevention; on political missions, mediation, and peacekeeping. Series Editor, Annual Review of Global Peace Operations. Responsible for managing a staff of 35 plus non-resident fellows. Lead the Center s interaction with major multilateral institutions and departments (including World Bank, UN (SG s Office, DPKO, DPA, UNDP, OCHA), EU, NATO, RDBs.) 15 years of progressively responsible experience in research, research management, and the management of policy processes relating to fragile states, civil wars, and international responses, especially on peacekeeping and post-conflict stabilization. 2 efforts to engage the UN system (DPKO, DPA, UNDP, Secretary-General s Office, PBC) in the production and rollout of the WDR. Senior Consultant, OECD Development Assistance Committee. Advised the OECD on engagement with fragile states, including drafting the background materials for the Monrovia Action Plan for the G7+ process and the International Dialogue material reflected in the New Deal signed at the Busan Ministerial Forum for the OECD in November Senior Advisor, Office of the UN Secretary-General Deputy Research Director, UN High-level Panel on Threats, Challenges and Change In 2004, worked with the Research Director of the Secretary-General s High-level Panel to research, draft and present a report to the Secretary-General on threats to international peace and security, and potential UN reforms to address these challenges. In this process, managed and held international consultations at the Foreign Minister and Defense Minister level in Asia, Africa, Europe and Latin America. Negotiated the outcome text with the Panel commissioners. In 2005, worked in the Secretary-General s office to support member state negotiations in the lead-up to the World Summit 2005 on UN reform. Responsible for supporting all negotiations related to the international security aspects of the 2005 Outcome Document. In 2005, served as acting Secretary of the Secretary-General s Policy Committee Deputy Director Center on International Cooperation, New York University Assisted the Director in managing all aspects of the Center, as outlined above. Advisor to the Government of Canada, Middle East Section Special Assistant & Acting Chief of Staff,, Office of the UN Special Coordinator for the Middle East Peace Process (Gaza/Jerusalem) Assisted Special Coordinator Terje Roed-Larsen in implementing all aspects of the UN s diplomacy in the Middle East (covering Israel, the Palestinian Authority, Lebanon, Syria, Jordan and Egypt). Assisted the Special Coordinator in development and management of the Quartet. Accompanied the Special Coordinator on diplomatic missions to Beirut, Damascus, Cairo, Amman, and Western capitals. Managed the Front Office of the Special Coordinator, ensuring quality control on all reports, cables and documents emanating from the office. Assist the Special Coordinator in all aspects of managing UNSCO, overseeing on his behalf aspects of the performance of 30 international professionals and 30 national staff members. Oversee budget development and planning. Participated in the UN Secretary-General s delegations to Israeli-Palestinian negotiations in Paris and Sharm el-shaikh, as well as four additional Secretary-General missions related to the Middle East. Developed UN position papers and background documents for those negotiations United Nations Special Assignments - Podgorica/Prishtina/New York UN Advance Mission in Kosovo as Policy Advisor to the Deputy Special Representative, led staff planning efforts to design the UN Interim Administration in Kosovo (UNMIK). Regional Policy Advisor to the UN Regional Coordination Office for the Balkans. UN Transitional Administration in East Timor on loan to the Department of Peacekeeping Operations, assisted in the design of UNTAET. B.D. Jones CV p.2

3 UN Office for the Coordination of Humanitarian Affairs In the Policy Development Unit, lead a policy team to develop more effective UN policy on postconflict issues, relief-development transitions, and strategic coordination. Represented OCHA in several international policy fora and networks. Designed and managed a series of applied research projects for OCHA senior management, on such topics as humanitarian negotiations and rebel movements. Developed relations with think tanks, academic bodies, and international organization policy departments Senior Consultant, UN Inter-Agency Standing Committee - Stanford/Kinshasa Conducted a study on strategic coordination in the Great Lakes Region of Central Africa, with Sue Lautze. Conducted over 100 interviews in Africa, the US, and Europe. Report made comprehensive recommendations for reform of the UN humanitarian system, later adopted by the Inter-Agency Standing Committee (comprised of all UN humanitarian agencies plus the ICRC.) Project Principal, Care Canada Toronto/Nairobi With a team of four senior researchers, designed and implemented a multi-year research and consultancy program on NGOs in Complex Emergencies. Conducted the principal case studies (Rwanda and Somalia) and co-wrote the final report Associate, Conflict Analysis and Development Unit, London School of Economics Associate on a series of projects focusing on the interaction between development programs and conflict resolution efforts, including a pilot project developed with CARE Rwanda on conflict prevention through development programming.
