4 OBJECTIVES To improve local and regional response to disasters through interregional collaboration across Europe Exchange and develop methods and good practices to improve the organisational model with regards to the coordination and management of information, human and material resources Share the use of new Information and Communication Technologies Improve communication and information to the public to increase the level of preparation and self-protection of citizens Enhance the coherence and integration of actions in the field of Civil Protection between regions across Europe, especially by the participation of the Eastern European countries considering their (imminent) EU entry

6 METHODOLOGICAL APPROACH ACTION PHASE I: EXCHANGE OF INFORMATION Exchange of Information of each-others CP system Analysis of the different CP systems, local mechanisms, plans, ICT systems used, types of risks, methods for informing citizens, etc. Constraints, interests and opportunities. Outcome Factfinding Report
7 METHODOLOGICAL APPROACH ACTION PHASE II: EXCHANGE & DEVELOPMENT OF METHODS AND GOOD PRACTICES 4 TRANSNATIONAL WORKING GROUPS - WG1: Mechanisms for coordination, management and organisation of the civil protection system - WG2: The use of new ICT - WG3: Methods, techniques & instruments for how to monitor and map risks - WG4: Methods and tools for efficient information and preparation of the citizens Outcome 4 WG Reports: methods, strategies, good practices
8 METHODOLOGICAL APPROACH ACTION PHASE III: TRANSFER & APPLICATION TO THE LOCAL SYSTEM Establishment of task-forces in each partner country responsible to test and try out results and outcomes through pilot activities in the territory Target Groups: - Experts, volunteers, actors involved in various CP activities - Population - Local CP system Activities carried out: Seminars, conferences, exhibitions, Info Days Training sessions, lectures and practical exercises 8 Full-scale disaster simulations (forest fire, tornado, earthquake, indusrtrial accidents) Staff exchanges and study visits

A) MINIMUM STANDARDS FOR A LOCAL PLAN OF CIVIL PROTECTION A Local Plan of CP is a fundamental mechanism of CP The need for Plans not only based on crisis management but which include preparatory aspects to be organised and consolidated in peace time: forecast, prevention and protection activities To develop homogenous cooperation means, aiming at strengthening mutual assistance and intervention among members states

15 1. C) RISK MAPPING A PROPOSAL FOR A COMMON EUROPEAN METHODOLOGY Risk Mapping is the process of identifying areas and their different risk exposure. Advantages of a common European methodology: Easier to exchange and confront data between experts Exact knowledge of the consequences in a certain area if the risk scenario is referred to in common standards Objective criteria for the distribution of funds for risk prevention and mitigation Possibility to develop a common mitigation strategy for areas with the same level of risk even if situated in different countries
16 2) BETTER PREPARATION AND SELF- PROTECTION OF THE POPULATION THROUGH: A handbook/manual addressed to those involved in informing the public Communication to the population at risk (focus both on preventive communication and emergency communication) Communication according to different target groups Norms of behaviours when faced with specific risks - Do you know what to do in case of flooding?
17 2) BETTER PREPARATION AND SELF- PROTECTION OF THE POPULATION THROUGH: Implementation of a series of information activities, lessons, practical exercises and competions involving the public (volunteers, teachers, young people, children, students, etc.). THROUGH: Development and testing of tools and instruments used for effective communication & information to citizens.
