4 Overview ESF Federal Integration Directive Objective: Integration into work, training, resumption of school education Target group: People having particular problems in gaining access to the labour market Projects are carried out in cooperation networks with the active involvement of companies or public administration institutions and job centres or employment agencies. 6 Objective and new approach to the target group To integrate disadvantaged young people (18-35) into Employment, voactional training and Education by improving their skills, knowledge and experience through traineeships in other EU countries The participants for the IdA programme have no deficits but capabilities which are not used to their full potential. 10 IdA Key Elements (1) Regional cooperation networks: active involvement of enterprises and job centres/ public employment agencies (cooperation agreement) Dual competence of actors (target group and transnational collaboration) Transnational project has to be an integral part of the local or regional labour-market integration policy of job centres / public employment agencies Cooperation with a partner from at least one other EU Member State Expert Exchange: learn from each other
11 IdA Key Elements (2) Selection and preparation of participants Stay abroad of 2-6 months (work-related learning experience in an enterprise) Group size: 8-12 participants Pedagogical support for participants before, during and after the stay abroad Transfer allowances are continued to be paid Reimbursement of participant-related costs for mobility and the organisational services of the partner organisation) Hosting youngsters from abroad (costs for hosting will be covered by sending organisation in the partner country)

13 Minimum Quality Standards Participant Recruitment and Selection identify people who with the right support will benefit from participation in terms of integration into education, vocational training and employment Participant Preparation Learning/development plans; intercultural, language, professional + practical preparation; mentoring Stay abroad Support programme for developing non-formal skills and competences, language course, mentoring Follow-up Working out and recording participants progress, preparing employers tp provide employment for participants

Personal competence: self-motivation, independence, self-esteem, self-confidence Social competence: ability to deal with conflicts and capacity for teamwork Opportunities on the labour-market: openness towards mobility, practical professional experience Active labour-market action: flexibility, own initiative on job applications
15 Successful Transnational Cooperation: Key Elements Getting to know each other (organisation, aims and objectives, target group/s, etc.) Developing an atmosphere of trust as a basis for the partnership Clarifying expectations with regard to IdA (aims and objectives of the mobility programme, expectations of each partner, competences, etc. Developing a common view about the stay abroad/the project Clarifying the way of working together and steering of the process, e.g. working language, communication process, number of working meetings, measures for conflict resolution, delivery requirements, etc. Clarifying task and responsibilities of each partner involvement of staff and responsibilities shall be made transparent Meetings face-to face
