ISBN Pages 352 During the last few decades, decentralisation processes have become generalised throughout Latin America, while at the same time in the majority of the countries in the region grand transformations have been occurring in the social sphere. The works presented in this volume constitute a review, from different perspectives, of the problems and difficulties generated by the decentralisation of social policies in Latin America, in the context of the large political and economic changes which occurred in the region from the mid-1980s on. In the face of excessively optimistic initial evaluations of decentralisation, and against criticism of a negative, pessimistic nature that had been levelled on some occasions, this book identifies numerous problems for the development and consolidation of decentralised social policies, but which are not in any way insurmountable obstacles to their development. They constitute, on the contrary, learning stimuli in the formulation and management of new public policies, in the much more complex territorial environment that has appeared in the region in the last few years. Europe, in general, and Spain, in particular, are immersed in a process of the constitution of a multi-cultural society based on immigration. In Spain, beginning in the year 2000, immigration went from being considered a technical and administrative question to being a political and social issue. The period from 2000 to 2001 can be considered the year of immigration; it is the moment that marks the beginning of the process of creating an institutional framework for accommodating immigrants and the citizens to these new situations, in what we call a policy of accommodation, based on a culture of accommodation among the managers of this process. This book offers theoretical elements and a large empirical foundation for discussing how the construction of these multi-cultural societies is being carried out. All of this emerges through a comparative analysis of the institutional network of actors that has been created in order to manage it in each of the communities with the greatest traditions of immigration (Andalusia, Catalonia and Madrid) and in the central Government.

ISBN Pages 256 With the entrance of the new millennium, the international scene is characterised in large measure by the unilateralism with which the U.S. interests have been trying to prevail ever since the end of the Cold War eliminated its only counterweight. In spite of everything, the current geostrategy is under debate, and it could find its ideological foundations in two quite different frames of reference. On the one hand, and while on some occasions the international situation displays profound discrepancies over the way to interpret a common heritage, in the West, some significant voices tend to adopt a post-cold War perspective and see a clash of civilisations in the current world order. In concordance with this view, the end of history, a milestone supposedly achieved by the societies that inherited the universal values of the European Enlightenment, is being endangered. On the other hand, the Asian values resist the unilateralist trend in favour of multilateralism and they can be framed in a post-colonial dialectic. From neo-liberal postures, they are often seen as a shield used by the Asian countries to avoid reforms that would benefit the interests of transnational companies. For the Asian world, they are an alternative to "Western values, a set of values supposedly universal which justified imperialism in its time and which now seem to serve as moral support for economic neo-imperialism. With experts from Asia and Europe, this book offers a in-depth debate on Asian values and Western values, and on unilateralism and multilateralism.

PERU Consultant : Enric Royo Peru, a country with a wide diversity of languages and cultures, and blessed with natural wealth, currently is experiencing certain improvements in its economy and in anti-corruption and decentralisation policies. But, it still suffers from age-old inequalities and poverty, which affect over half of its population. The society has left behind the time of changes and new hopes that was ushered in by the beginning of a new political period, with the 2001 election of Alejandro Toledo as President of the country, and by the closing of a dark chapter in Peru s recent history which was marked by corruption and authoritarianism embodied in Fujimori, who had to flee the country. From the initial expectations, the population has gradually descended into a certain state of disenchantment. 10 56 Publications > Encyclopaedia of the Mediterranean Format 11 cm x 19 cm / Edition paperback, in Spanish The EDM, an initiative of the SECUM Association (Science, Education and Culture in the Mediterranean), is a cooperative publishing project among a number of research centres and publishing houses in several different countries around the Mediterranean. It is currently published in five languages: English, Arabic, Spanish, French and Italian. The Encyclopaedia of the Mediterranean is based on two main axes: a History section, which aims at deepening knowledge of the historical identities, the great elements of cultural and artistic heritage, modern events and colonialism, which is essential information for understanding the backgrounds of the present-day countries and the origins of current conflicts; and the Current Events section, which gives way to the human and social sciences, including an anthropological and macroeconomic view, in order to understand the transformations and changes of a common Mediterranean background. THE FORMATION OF THE EUROPEAN PEOPLES Massimo Guidetti Pages 182 In this book, the birth of the modern European peoples is studied from the perspective of the importance that the Mediterranean played in this long process, which goes from the year 375 A.D. to 1000 A.D. The Mediterranean symbolises Roman heritage, and it is after contact with the Late-Roman Mare Nostrum that the different European peoples construct their identities. The dialogue between the idiosyncrasies of these peoples, who enter into contact with the remnants of the Roman Empire and the heritage of the Late-Roman imperial idea, is the narrative thread of this journey through the historical origin of the peoples who gave rise to most of the modern European states, coming together during a turbulent period in which, contrary to what may seem the case, there was constant miscegenation and cultural exchange.

THEATRICALITIES IN THE MEDITERRANEAN José Monleón Pages 156 Beginning with the classical tragedies, theatre has been one of the great contributions of the Mediterranean region to world art. Social expression par excellence, theatre has reconciled the singular personalities of its creators with attention to the different group realities, and it has revealed their fears, their conquests and their expectations. Theatricalities in the Mediterranean is not, obviously, a review of dramatic literature, but rather an encounter with some of its most significant stage formalisations, from classical Greece to the present time and including both the northern, European shore and the southern, Muslim shore. HONOUR AND SHAME IN THE MEDITERRANEAN Carmel Cassar Pages 98 Honour has a very prominent role in the daily life of Mediterranean cultures, where obligations are traditionally founded on verbal agreements and on individual and group honour. On the surface, in Mediterranean societies the roles of men and women seem totally separate and the opposite of each other. However, each gender appears to be responsible for its particular sphere, with the women being in charge of maintaining the purity of the family line, and the men guarding its reputation. Honour connects the interior female world with the outside masculine world. The code of honour can be described as the expression of a society s knowledge about itself in the past; and in the future, thanks to its purity and to the feats of the members of the family, the group acquires a prestige transmitted by its ancestors, which gives them control over their history. From this, it is deduced that it is preferable to inherit certain types of a past rather than others. Nº 18. ENVIRONMENT AND DEVELOPMENT IN THE MEDITERRANEAN: STRATEGIES FOR THE FUTURE Abdellatif and Yacine Bénachenhou Pages 182 This general study of the environmental challenges faced by the countries on the shores of the Mediterranean shows that environmental conservation in the region is inseparable from development problems. From this perspective, it becomes an imperative to mobilise, allocate and use its water, land and energy resources and urban space in a more rational way. In this sense, the authors point out the need for new sectorial policies and economic reforms that combine regulatory and monitoring instruments in developing an effective conservation of the environment, bearing in mind the situation of each country. The production of electricity, irrigation techniques, the development of renewable sources of energy, and agricultural research and dissemination are the priority areas of an indispensable cooperation among the countries of the southern and eastern Mediterranean in the economic and environmental spheres.
