DEVELOPMENT AND CO-OPERATION PROGRAMME Development studies represent an important innovative perspective because they allow one to understand the set of causes that explain the development process of societies. Analysis is carried out in an interdisciplinary way, which means focusing on economic growth, distribution of wealth, poverty reduction, environmental protection, and governance, both in a national and international dimension. The Development and Co-operation Programme takes as its point of departure the premise that development is a process that aims to improve the lives of women and men and reduce inequalities between people, societies and countries. The Programme aims to contribute to this process through research and training, from which stem dissemination of thought and consulting. During 2006, the Programme's activities focuse on collaboration with public and private institutions in different actions aimed at establishing the bases for the formulation of new strategies for Catalan and Spanish co-operation, as well as for the improvement of its quality in order for it to contribute more effectively to development processes. It also continues the process of reflection on the Barcelona Development Agenda, the maintaining of the discipline of macroeconomic policies in parallel with the attaining of a substantial improvement in them in order to create a new, more inclusive, more just global governability in the Latin American context. 2 RESEARCH CARRIED OUT STUDY FOR THE ELABORATION OF THE WHITE BOOK ON CATALAN CO-OPERATION Enric Royo, CIDOB Foundation, and Jean Pierre Malé, Estudis, S.A. At the request of the Catalan Agency for Development Cooperation (ACCD), the CIDOB Foundation and Estudis S.A. are carrying out the second phase of a study that will allow for the writing of the White Book on Catalan Co-operation. The study aims to analyse the recent evolution and current situation of this co-operation, make an assessment and establish a diagnosis of this situation, and suggest possible lines of future development. In this phase, an analysis is made of the available quantitative data, which would reveal the financing mechanisms of Catalan co-operation and contribute elements of reflection concerning a possible review of the actions of Catalan public administrations, along the lines of defining and implementing a true Catalan policy of co-operation for development. An analysis is made, primarily, of the volumes and sources of financing, the modes of distribution of the resources and the types of agents receiving these resources and, therefore, those who are responsible for executing the cooperation actions in the south. All of this comes from the objective data available from the beginning of the 1990s until the year STUDY OF INTERNATIONAL CO-OPERATION FOR DEVELOPMENT FROM THE DIFFERENT DEPARTMENTS OF THE GOVERNMENT OF THE GENERALITAT OF CATALONIA Mireia Sanabria, CIDOB Foundation, and Jean Pierre Malé, Estudis, S.A. Also within the framework of the collaboration with the ACCD, a detailed study is being carried out on the main departments that participate in international co-operation activities (Commerce and Industry; Innovation, Universities and Enterprise; Presidential Department; Governance and Public Administration; Health; Justice; Environment and Housing; Culture and the Media; Education; Town and Country Planning and Public Works; and Home Affairs, Institutional Relations and Participation). For each of these, successive analysis is made of the characteristics and volume of co-operation; knowledge, tasks and potential of each department; the decision-making mechanisms that affect the content, volume and modes of co-operation; and the forms of agreement or co-ordination with the ACCD. The ultimate objective of the study is to facilitate the co-ordination of all of the development cooperation of the Government of the Generalitat. STUDY FOR A PUBLIC POLICY ON AWARENESS-RAISING AND EDUCATION FOR DEVELOPMENT Enric Royo and Mireia Sanabria, CIDOB Foundation. Also within the framework of the agreement with the ACCD, an indicative diagnosis is made of the awareness-raising actions co-financed by this organism, and a typology of interventions is made. A description is made of the historical evolution and the debate that is developing at the European and national levels, an analysis is made of interventions by the administration and by NGOs, and a series of recommendations are established to orient ACCD policy, both in its actions and in its joint strategies with other public and private agencies. Finally, a compilation is made of assessment models and experiences in the European sphere on development awarenessraising and education actions, with the objective of contributing to establishing a useful model of assessment for the ACCD and other Catalan cooperation agents. 27

DEVELOPMENT AND CO-OPERATION PROGRAMME ASSESSMENT OF THE PROJECTS OF DEVELOPMENT NGO s CO-FINANCED BY THE GENERALITAT OF CATALONIA IN ECUADOR AND THE DRAWING UP OF THE BASES FOR A FUTURE PLANNING AND CO-ORDINATION OF CATALAN CO-OPERATION IN ECUADOR Enric Royo, CIDOB Foundation. Commissioned by the Catalan government s Secretariat for Foreign Relations, the CIDOB Foundation is carrying out a study to evaluate the co-operation for development projects in this Andean country, with financing from the Generalitat of Catalonia, with the objective of reaching conclusions that serve for designing the future co-operation programme. The study evaluates twenty-five projects financed between 2000 and 2004, carries out a study of the social, economic and political situation of Ecuador, and reports on the monitoring of the development policies of the successive governments and their results. It likewise includes the co-operation policies of the principal donors, especially the European Commission, the UNDP, the World Bank, the IDB and Spain. The study concludes with a series of recommendations for drawing up the bases for Catalonia s co-operation policy with Ecuador in accordance with sectorial and geographic planning and agreement and coordination with the principal actors involved. 4 TWENTY YEARS OF INTERNATIONAL SOLIDARITY AND CO-OPERATION FROM L HOSPITALET DE LLOBREGAT Juan Tellería, CIDOB Foundation. At the request of the Co-operation and Solidarity Programme of the City Council of L Hospitalet de Llobregat, and with the aim of producing a publication commemorating this city government s twenty years of co-operation, the CIDOB Foundation is carrying out a study that reviews the historical development of solidarity in the city. The study brings together the testimony of different people and institutions that, with their work and commitment, have been cutting a path for more than twenty years, beginning with the first acts of solidarity and brotherhood with Sandinista Nicaragua, the Saharan people and the Bosnian city of Tuzla. At the same time, it recalls the first citizen mobilisations in favour of the 0,7% proposal, the growth of solidarity associations in the city and, finally, the institutional commitments to cooperation through the creation of the municipal council, the city council area and a budget and the drawing up of the first general co-operation plan for L Hospitalet. GLOBALISATION AND THE MILLENNIUM DEVELOPMENT GOALS Josep Ripoll, UNCTAD and the University of Geneva. This work contributes elements of reflection on the contribution of globalisation in the fulfilment of the Millennium Development Goals (MDG). Focusing on the influence of globalisation on domestic economic growth and on the MDG, it considers that the effectiveness of globalisation for eradicating poverty has to meet two conditions. On the one hand, the need to promote a shared will and, within the international community, the need to consolidate the MDG, and, on the other hand, the establishment of new rules of the game which respond to the demands of developing countries in the areas of trade and financing, bearing in mind the little coincidence between the objectives that reign in the international trade and finance institutions and the goals established in THE HIPC INITIATIVE, FOREIGN DEBT AND POVERTY REDUCTION: THE EXPERIENCE OF UGANDA Harpa Elín Haraldsdóttir, Technical Adviser to the Icelandic International Development Agency (ICEIDA) in Nicaragua. This analyses the theories that support the structure of the HIPC (Heavily Indebted Poor Countries) Initiative and its relationship with the application of Poverty Reduction Strategy Papers (PRSP), in order to examine the suitability of this link and its possible effects on poverty reduction. The research project focuses especially on the examination of conditionality studies and ownership. In order to illustrate the results of the HIPC Initiative, the study evaluates the case of Uganda, the first case that meets the conditions for receiving aid to reduce its debt and which turns out to be a valuable experience. The study concludes that the HIPC Initiative is an important step in the right direction to promote sustainable growth in low-income countries and to integrate debt reduction into a global poverty reduction strategy, but it stresses that this is only one step. 29

DEVELOPMENT AND CO-OPERATION PROGRAMME SEMINARS ECONOMIC POLICIES FOR A NEW SOCIAL PACT IN LATIN AMERICA The seminar, held before the 16th Latin American Summit in Montevideo brought together 24 Latin American economists with the objective of stimulating debate on economic policies that generate greater economic growth, influence the reduction of poverty and inequality and improve the competitiveness of Latin American economies in the new context of globalisation. In addition to offering a situation report, in-depth analysis was done on such topics as fiscal reform, public expenditure and social protection, the ownership and management of natural resources and the challenges that the growth of countries like China and India represent for Latin America. Case studies were also examined, like the level of revenue collection and the quality of expenditure in Mexico and Brazil, and the possible lessons Latin America could learn from the fiscal and social pacts in Spain, the United States and the United Kingdom. 6 Economic Policies for a New Social Pact in Latin America Miguel Sebastián, Enrique Iglesias, Narcís Serra and Guillermo de la Dehesa GENERAL PLAN FOR INTERNATIONAL CO-OPERATION FOR DEVELOPMENT AND PROMOTION OF SOLIDARITY OF THE BARCELONA METROPOLITAN AREA At the request of the area of solidarity of the Association of Municipalities of the Barcelona Metropolitan Area, the CIDOB Foundation is carrying out a process of drawing up the first general plan of this entity, which includes consultation with and participation of the three metropolitan entities, the international networks in which they participate and the different member municipalities and other actors in Catalan cooperation. With the aim of giving coherence and establishing norms for international co-operation actions which have risen since 1996, the guiding principles, transversal principles, strategic objectives, modes of action, geographic and social priorities, internal organisation, co-ordination with other actors and budget horizons are defined. SPECIALISED TECHNICAL ASSISTANCE FOR THE DRAWING UP OF THE SPECIAL PLAN OF ACTION FOR SPANISH CO-OPERATION IN CUBA A diagnostic and strategy report was written up with the objective of establishing the operational orientations, conditions and other aspects for drawing up the SPA for Cuba. The diagnosis consisted of an analysis of the situation of development in the country and a general contextualisation of co-operation in Cuba. It included proposals referring to the institutional framework, the instruments and actors of Spanish co-operation and it offered proposals on strategic objectives and sectorial recommendations according to the sphere of action.
