4 Background At the External Economic Coordination Committee meeting held in November 1998, the Korean government decided to actively pursue bilateral and regional free trade agreements while maintaining the spirit of multilateralism in trade in the context of the principles of the World Trade Organization. For effective implementation of the nation s FTA policies, the Korean government announced its FTA Negotiation Roadmap at the meeting of the External Economic Cooperation Committee in August 2003 and presented the report to the Cabinet Council in September Revision of the Roadmap After the issuance of the Korean government s FTA roadmap, changes of circumstances such as the breakdown of the WTO meeting in Cancun in September 2003, which fueled the expansion of regionalism as an alternative form of global trade liberalization to replace multilateralism, and the entry into force of the Korea-Chile FTA in April 2004 prompted the revision of the roadmap. The revised FTA roadmap included views and resolutions of the External Economic Coordination Committee in May 2004, which reflected the need to accelerate the various FTA negotiations based on the foundation laid by the Korea-Chile FTA. The revised roadmap called for an expeditious launch of joint research projects for Korea s FTAs with Mexico, EFTA, Canada, and etc., the first stage of the FTA process. This would act as a springboard for Korea to enter the markets in Central America, North America, and Europe. It is also noteworthy that the Korean government reclassified Korea s FTAs with newly emerging markets from its intermediate-to-long-term goal to a short-term goal. - Joint Research with Small Economies (First Stage) Major Economies (Second Stage) Chile Central/South America, Singapore ASEAN, EFTA EU, Canada, U.S. The strategy purports to pioneer the newly emerging markets like India and China in order to make the most of their economic potential. 19 E. Tasks after Conclusion of the Negotiation

20 What is the TPA (Trade Promotion Authority) It is the authority for trade negotiations vested in the U.S. Administration. Because Congress has the authority to negotiate for trade in the U.S., a TPA must be vested in the Administration by Congress in order that the Administration could negotiate with responsibility. Once the TPA is bestowed, Congress is supposed to vote only for or against the Agreements. The TPA vested in the U.S. Administration expired on June 30, Relationship between the KORUS FTA and the U.S. TPA The Korean government stressed during the negotiation that it would conclude the Agreement only when it is beneficial to Korea and has substantial positive effects on Korea s economy, regardless of the time limit of the TPA. Because even a successful Agreement could have difficulties in ratification if the TPA expires, both sides took this into account and concluded the Agreement before the expiration of the TPA. 2) Korea-EU FTA

39 - - Compiling industry positions on every stage of the trade remedy investigations The Task Force holds occasional meetings for every step of the investigation (e.g. anti-dumping, countervailing duty) process: before and during the investigation and also before and after the final decision. The meetings are held with related industries and associations in order to better understand their positions and formulate effective countermeasures. Holding consultations with the government authorities The Task Force holds consultations with the appropriate authorities in each country. It actively represents Korean industries and the government. Conveying government correspondence and positions When the importance of a particular issue is great, the Korean government meets with its counterpart to raise attention. The Korean position on the issue is also represented at high-level bilateral talks.

64 4) Support for Overseas Energy Exploration The South America Center for Resources Cooperation was established on April 2006 within the Korean Embassy in Argentina after President Roh Moo-hyun s visit to South America. Created in order to follow up on various cooperative projects, this Center is currently providing Korean enterprises in South America with consulting services and investment information in the fields of agriculture, stockbreeding, forestry and fishery as well as energy resources. In May 2007, the Center published several detailed reports on the natural resources of 10 South American countries, the condition of 23 types of resources in Argentina, and the results of the 2006 International Mining Conference in Argentina. 67 2) Strengthening Cooperation in the Field of Science Technology (S&T) and Space -

68 International Institute for Management Development (IMD) of Switzerland has ranked Korea on 6 th and 12 th for the competitiveness in the technology and scientific infrastructure respectively this year, openly acknowledging Korean scientific technology as one of the world best. Despite this, an underlying idea that science is something hard and difficult still exists among the people. Such phenomenon has caused the talented youth to avoid engineering field as a career to the extent of expanding concerns for the possibilities of retarding national scientific technology competitiveness. The government spending of more than 26 billion won ( $22 million) on producing first Korean astronauts well illustrates its determination to breakthrough current engineering avoidance syndrome and, hence, to upgrade national scientific technology competitiveness via generalization of the science. Although there had been critiques denouncing this Astronaut Fostering Project as an administrative one-time event, Korea actually was in desperate needs of a national science affair that could bring the science close to the people, who were departing further from it. In this light, the government has chosen space, the unknown mysterious place admired by the general public, as the theme of the Popularization of Science Project to begin the Space Korea 2006 festival. Various space projects have been enthusiastically pursued in parallel including the launch of Korea s multipurpose Arirang 2 Satellite and the establishment of the first space center in Gohung, South Jeolla Province. The highlight of this Space Korea 2006 festival definitely was the first Korean astronaut fostering project. The project enjoyed national attention to draw 36,206 hopefuls in the admission process. The application, that took place in April 2006 in the form of national festival, was open to every Korean national over 19 and consisted of 9 months four step screening process. The selection procedure alone had been acknowledged to have achieved the popularization of science to some extent. The nation s first astronaut is to lead this government level movement as science ambassador once returning to Earth from the space station. The astronaut selection procedure can be viewed to symbolize the start of the nation s aerospace project, in addition to the promotion of the popularization of science.
